Introduction Welcome to the Under 18 International Student Supervision Program! This handbook contains important information for you and your parent or legal guardian. Please read the following carefully and, if you have any questions, please contact us on int-under18@unimelb.edu.au This handbook outlines: • What the Under 18 International Student Supervision Program (under 18 Program) entails • Your responsibilities while participating in the Under 18 Program • Information about your accommodation and welfare while you are under the age of 18 • Important information about the support available to you through the Under 18 Program • Information about the support available to you as a University of Melbourne student Our goal: We support all under 18 international students in the Program through creating caring connections, encouraging self-management and development, and following rigorous compliance processes. Students in the Program benefit from personalised and intensive support and advice, as well as tailored access to a range of supports and services. We look forward to meeting you as you begin your journey at the University and supporting you until you turn 18. STUDENT INVOLVEMENT AND ADVICE 3
The Under 18 International Student Supervision Program The Under 18 Program is designed to support you during your studies at the University of Melbourne until you turn 18. Because you are a student under the age of 18, there are special rules and laws that you must follow in order to be safe, and to ensure that your accommodation, welfare and support is appropriate to your age and needs. There is legislation regarding accommodation and welfare for all international students under 18 years of age who choose to study in Australia: a) Education Services for Overseas Students (ESOS) Act 2000, National Code of Practice for Providers of Education and Training to Overseas Students 2018; and b) Migration Regulations 1994 If you have chosen to have your accommodation, welfare and support approved by your education provider rather than the Department of Home Affairs (DHA), the University of Melbourne accepts responsibility for approval under this legislation. This means that your Confirmation of Appropriate Accommodation and Welfare (CAAW) is issued by the University along with your Confirmation of Enrolment. These 2 documents enable you to apply for a student visa. Registration in the Under 18 International Student Supervision Program is mandatory for students whose CAAW is issued by the University. Support Staff in the Under 18 Program are dedicated to your support and welfare. The team’s responsibilities are to: • Inspect and assess your accommodation choice before you move in and every 6 months thereafter to ensure it is compliant with the standards expected • Ensure that you have appropriate welfare in place • Ensure that you have access to a program of student workshops, services and support • Provide individual and ongoing support until you turn 18 We also support you to undertake your studies and to engage in a full and rich student experience. Under 18 Program – expectations Your responsibilities As an international student who is under the age of 18 years and to maintain your CAAW, you must adhere to the requirements outlined by the Australian Government and the University. When you accepted your offer, your parent/legal guardian also agreed to the conditions of your enrolment as an under 18 student. These included that you: • agree to comply with the program requirements (as amended from time to time) • attend the program requirements and if you fail to comply with the program requirements the University may notify the Department of Home Affairs that it no longer approves of your accommodation, support and general welfare arrangements • acknowledge that the University may contact your parent/s or legal custodian/s, your accommodation or homestay provider, to discuss matters relating to your welfare if the University reasonably believes this to be necessary at any time while you are under 18 years of age • will not change your accommodation, support and welfare arrangements at any time without the prior written approval of the University In addition, you are also required to: • Read this handbook • Attend your induction • Sign your nightly curfew if in student-only accommodation • Attend your fortnightly check in • Stay at your accommodation and request approval for any changes of accommodation • Comply with all the safety measures put in place by the University Your parent/s or legal guardian/s’ responsibilities Under ESOS and Standard 5 of the National Code, an education provider cannot approve guardianship. The University of Melbourne does not take on guardianship for you. Until you turn 18 years of age, your parent/s or legal guardian/s are at all times legally responsible for you. If your parents wish to assign you to another legal guardian for your time in Australia, they must apply through the Department of Home Affairs (DHA): https://immi.homeaffairs.gov.au/visas/getting-a-visa/visa- listing/student-500/welfare-arrangements-students-under-18 They must maintain up-to-date contact details under the requirements of the National Code and update any change in their contact details, including email, telephone, or address within 7 days of the change. In addition, the University may contact your parent/s or legal guardian/s to: • discuss any matters related to your welfare while you are under 18 • ensure you comply with the program requirements of the University’s Under 18 Program • seek confirmation of any proposed change to your accommodation, support or welfare arrangements prior to approval from the University • sign any documents that the Under 18 International Student Supervision Program requires for you to be able to request changes or matters related to your welfare • inform them of any emergency or critical incident or when your welfare arrangements are disrupted STUDENT INVOLVEMENT AND ADVICE 5
Changes to your enrolment While you are still under the age of 18, you may decide to make changes to your enrolment. These may include: • Taking a leave of absence • Transferring to another institution • Withdrawing from your course If your enrolment is suspended or cancelled by the University, you must also notify the Under 18 Program. If any changes are made to your enrolment, you must continue your accommodation and welfare arrangements with the University of Melbourne as a condition of your CAAW and to retain your student visa, even if you stop studying at the University. These arrangements must stay in place until you: • Start your new CAAW at another registered education provider on the date agreed by the University of Melbourne, OR • Start your new CAAW on the date approved by the Department of Home Affairs, OR • Leave Australia, OR • Turn 18 years old STUDENT INVOLVEMENT AND ADVICE 6
Welfare At the University of Melbourne, there is a range of ways in which the Under 18 Program supports your welfare and makes sure you are safe while you are under 18. The activities listed below are compulsory as they are a requirement of your CAAW. Fortnightly Check in As an under 18 international student you will meet fortnightly with an U18 Program staff member. This may be in person or online. You will be notified by email about how to check in. This is your opportunity to ask questions, seek advice and support, and learn more about how to get involved at university. We will also be checking in with you to see if your accommodation is still suitable, how you are going with your studies and your overall wellbeing. Curfew To ensure your safety and welfare while you are under 18 years of age, the University of Melbourne has a nightly curfew if you live in student accommodation. It is important to make sure that you are in your accommodation by 10pm each evening to make sure you are safe and well. You need to follow the curfew procedures in place at your approved accommodation provider. Once you have signed in for curfew, you must remain in your accommodation for the rest of the night. Late Curfew requests If you cannot meet your 10pm curfew because, for example, you have a student event, you will need to apply for a late curfew. You will also need to check with your accommodation provider to see if they can accommodate your request and agree to a time for you to sign the curfew. You will still need to stay in your approved accommodation that night. You will need to apply to the Under 18 Program for approval at least three working days before the late curfew is required by email to int-under18@unimelb.edu.au. In your email to the Under 18 Program, please include: • Your name, student ID and accommodation address • The reason you will miss signing curfew by 10pm • The address/activity you will be at • What time you will return to your approved accommodation provider for your curfew If your accommodation provider can support your request for a late curfew, you will be notified by email of the outcome of your request. Accommodation Under the conditions of your Confirmation of Appropriate Accommodation and Welfare (CAAW) at the University, and under the requirements of the National Code of Practice for Providers of Education and Training to Overseas Students 2018, you must only reside in your approved accommodation. Any changes to your accommodation must be approved by the University of Melbourne. Accommodation Changes If you wish to change or leave your current accommodation, you must apply to the University for approval before you leave your current accommodation. Please email the Under 18 Program with your request as soon as you know that you want to change accommodation. The team will send you the required documentation that you need to complete and return before your change in accommodation can be approved. Stay Away from Accommodation Requests You may apply to stay away from your approved accommodation for the following reasons: • Stay with your parent/legal guardian in your home country during semester breaks • Stay with an eligible relative, including parents, as defined by the Department of Home Affairs (DHA) • Stay with a family friend or family member who does not meet the DHA’s definition of an eligible relative • Stay under the supervision of staff from the University for an academic activity such as a field trip To do any of the above, you must apply to the Under 18 Program for approval of the arrangements. The following steps outline how to request to stay away from your approved accommodation. Stay with your parent/legal guardian in your home country If you wish to travel home after the semester ends, you can apply by filling out the ‘Travel to Home Country Request’ form at least 1 month before you intend to travel. You will receive email notification of whether your request has been approved or not within 3 working days of your completed form submission, unless further information is required. You are required to adhere to the Program requirements until the date you travel to your home country. Stay with DHA eligible relative If you wish to stay with an approved relative, please advise the Under 18 Program by email or at your check-in at least 2 months before you wish to stay away from your accommodation. This option allows you to stay anywhere within Australia. You must apply to the DHA and receive government approval before you can stay away from your accommodation. Please be aware that this process can take up to 28 days or even longer. Once you have filled out the form, you will need to submit it by post to: Victoria: Attn: Student Visa 500 Guardianship Arrangements Department of Home Affairs GPO BOX 241 Melbourne VIC 3001 For more information see - https://immi.homeaffairs.gov.au/visas/getting-a-visa/visa-listing/student- 500/welfare-arrangements-students-under-18 Once you have government approval, you must alert the Under 18 Program in writing. You are required to adhere to the Program requirements until the date you go to stay with your approved relative. Stay with a family friend/member outside the DHA’s definition of an eligible relative This arrangement is considered a temporary homestay. To apply for a temporary homestay arrangement, the accommodation must be in Melbourne and be inspected by the Under 18 Program. Please advise the Under 18 Program by email or during check-in at least 2 months before you wish to stay away from your accommodation. The Under 18 program will then contact the homestay host to request the required documents and organise an inspection. Please note that all residents of the homestay aged 18 or over must have Working with Children Checks (WWCC). If the accommodation is appropriate, you will receive email notification as soon as your request is approved. If your request is approved, you will still need to attend your fortnightly check-ins. Stay under the supervision of a University staff member for an academic activity As a curriculum requirement for some subjects, you may be asked to go on an academic activity such as a field trip which may require you to stay away from your accommodation overnight or longer. You can find out if any subjects you are enrolled in have a field trip by looking in the subject listing of the Handbook: https://handbook.unimelb.edu.au/search. Please notify the Under 18 Program and we will work with you to see what’s possible on a case-by-case basis. STUDENT INVOLVEMENT AND ADVICE 9
Support Services In addition to the Under 18 Program team who is your first point of contact, there is a range of services to support you at the University of Melbourne. Stop 1 (https://students.unimelb.edu.au/student-support/advice-and-help/stop-1 ) provides in-person, virtual, telephone and chat support and is a great resource for you to consider when you have questions or want more information regarding: There is also a great range of self-help tools that you can access 24/7: Ask.unimelb provides answers to the most common student questions. It’s ranked by the hot topics of the day, so you can see what is on other students’ minds, as well as your own! My.unilife app is for all first year students and provides you with direct booking access to a range of specialist first year services and activities, both as you begin uni and throughout the year, including: • Your Melbourne Peer Mentor • Your Melbourne Commencement Ceremony • Your Academic Adviser • Your faculty Welcome • Intro to Uni workshops • The First Year Workshop Series • Orientation activities https://students.unimelb.edu.au/ is a go-to hub that can help you with some important life admin, or improve, connect or engage all year round, including: • Enrolment and course planning • Financial aid • Access to disability or equity support • Academic assessments, writing, planning and organisation with Academic Skills • Career thinking, development and progression • Global experiences and learning • Campus life and engagement STUDENT INVOLVEMENT AND ADVICE 10
Health and Wellbeing There may be times when you might need some extra support and the U18 team are there to help you learn about and access these confidential services. This includes services like the Health Service, Counselling and Psychological Services, eyecare, a dental clinic and specialist audiology services. The Student Equity and Disability Service also supports students who have ongoing health issues or who experience a health event during an assessment or exam period. Many under 18 international students can feel lonely or homesick at some time, miss family and friends, or find being at uni overwhelming. There is a fantastic range of qualified services to help you through the tough times including Counselling and Psychological Services or Chaplaincy (for many different faiths). You can submit a question to Ask Counselling and read other students’ questions, too. Find out on their blog at: https://blogs.unimelb.edu.au/ask-counselling/ If things get really tough, and it is outside usual university hours, there is a dedicated After-Hours Mental Health Crisis Support Service. You can call this between 5pm and 9am on weekdays or on the weekend on: Phone: 1300 219 459 Text: 0480 079 188 If you feel unwell while you are in your approved accommodation, you can let the Under 18 Program know so that we can support you. We can help refer you to services, ensure you know how to contact your Overseas Health Care Provider, organise hospital visits, or just make sure you know how to catch up on your studies. If this happens, please make sure you: 1. Tell your Homestay Host, Residential Assistant, Service Manager or Accommodation staff as soon as possible 2. Notify the Under 18 International Student Supervision Program as soon as possible. Your accommodation provider may also contact the University. Safety and Security Services The University of Melbourne is committed to ensuring a respectful and inclusive environment for all students under the age of 18 years old. Our safety and security services will help you feel safe and supported. Safety and Security Services work with the Under 18 Student Supervision Program and other services to make sure you have access to the support you need. Safety In an emergency, for immediate help 24/7: On campus, call University Security on 03 8344 6666 or 1800 246 066 (free call) Off campus, call Emergency Services (police, fire, ambulance) on 000 In the event of an emergency or critical incident where you cannot continue to stay at your approved accommodation, you should immediately contact University Security on 03 8344 6666 or 1800 246 066 (free call). University Security University Security patrols the campus 24/7. You will see them walking around, on bikes or in their cars. There are blue Help Phones on campus that will connect you with University Security and activate CCTV cameras in the area where you are ringing from. Press the emergency button on the blue Help Phone to get things started. Security guards can escort you to different parts of the University or to public transport nearby, if you are feeling unsafe. To book a security escort or to talk with a security guard, call 03 8344 6666 or 1800 246 066 (free call). You can find out more about University Security via this link: https://www.unimelb.edu.au/security Safer Community Program The Safer Community Program provides support to students who have experienced discrimination, sexual assault, harassment, bullying or family/intimate partner violence. The team at the Safer Community Program can talk to you about how to keep safe on and off campus, and how to report concerning behaviour or an incident to the University or to Victoria Police. You can contact the Safer Community Program on 03 9035 8675. You can also download the UniSafe app on the Apple App Store or the Google Play Store for handy safety tips. This app also provides information on the Victorian Child Safe Standards and the University’s Child Safe Policy (MPF1337) for working with students who are under 18 years of age.
