Four primary tasks

•   Serve as the state’s primary point of contact for broadband
    and establish an online clearinghouse for broadband and
    technology resources.

•   Establish and facilitate a state-level taskforce to address the
    state’s broadband challenges.

•   Provide technical assistance and guidance to communities
    and ISPs through meetings, presentations, capacity building,
    and training.

•   Conduct in-depth broadband community engagements
    with eight multi-county regions across the state.

RDOF auction

Rural Digital Opportunity Fund (RDOF)/904 Auction

1. $9.2 billion subsidy program/ $16 billion was offered for the 904
   auction or Phase 1.
2. Funding will be serving 5.2 million unserved homes and businesses
3. 97.9% of the locations will receive speeds of 100/20 Mbps- 2 TB data
   caps
4. 85% of locations will be receiving gigabit speeds 1,000/500 Mbps – 2
   TB data caps
5. 6 year build out, with a ten year payment schedule.
6. 40% of the build by year 3 - 60% by year 4 – 80% by year 5 – finish
   the rest and addition locations in year 6
7. U.P. Totals – 44,873 locations to be served with $171.4 million in
   subsidies -12-06-2020 data
8. Phase 2 – $11.2 billion for partially served areas is waiting for the
   DODC data collections which will delay the 905 Auction 18/24
   months

Rural Digital Opportunity Fund (RDOF)
Digital Opportunity Data Collection
1.   Digital Opportunity Data Collection: To bring broadband to every unserved
     part of the United States, ‘we must know where broadband service is
     available, and where it is not’. The FCC is in the process of creating more
     granular, precise maps on the availability of fixed and mobile broadband
     service with the Digital Opportunity Data Collection (DODC).

2.   RDOF Phase II will not happen until the DODC and new broadband map is
     fully stood up and can be used to guide Phase II eligibility. Acting
     Chairwoman Rosenworcel has made that clear. It will likely be at least 12-18
     months before any new DODC map can be created. Therefore, we’re looking
     at 24 months or more before any RDOF Phase II (Auction 905) is
     implemented.

3.   The Federal Communications Commission will begin collecting first-hand
     accounts on broadband availability and service quality directly from
     consumers as part of its Broadband Data Collection program. A new
     webpage, www.fcc.gov/BroadbandData, explains the FCC’s program and
     provides direct links to consumer resources including a new “share your 6
     broadband experience” option.

FCC Emergency Broadband Benefit
        Program/Closing the Digital Divide
Goal: $3.2 billion federal initiative to help lower the cost of high-speed
internet for eligible households during the on-going COVID-19 pandemic
Benefit:
•   Up to $50/month discount for broadband services;
•   Up to $75/month discount for broadband services for households on
    Tribal lands; and
•   A one-time discount of up to $100 for a laptop, desktop computer, or
    tablet purchased through a participating provider.
•   The Emergency Broadband Benefit is limited to one monthly service
    discount and one device discount per eligible household.
Who is Eligible:
•   Qualifies for the Lifeline program,
•   Receives benefits under the free and reduced-price school lunch program
•   Experienced a substantial loss of income since February 29, 2020, and the
    household had a total income in 2020 below $99,000 for single filers and
    $198,000 for joint filers;
•   Received a Federal Pell Grant in the current award year; or meets the
    eligibility criteria for a participating provider’s existing low-income or

    COVID-19 program.

American Rescue Plan

$7.171 billion – Emergency Connectivity Fund
   •   Infusion to the FCC’s E-rate program for schools and libraries

   •   Home connectivity- for devices and internet service. Eligible equipment
       includes Wi-Fi hotspots, modems, routers, devices that combine a
       modem and router, and connected devices.

$219.8 billion – State and Local Fiscal Recovery Funds
   •   Used for economic recovery purposes

   •   Some of the uses listed -essential workers, government services,
       water, sewer, and broadband

$9.961 billion – Homeowner Assistance Fund
   •   “mitigate financial hardships associated with the coronavirus pandemic,”

   •   Qualified expenses include mortgage payment assistance, and notably,
       internet service.
