The event ‘Open Doors to New Markets’ was hosted by broadcaster Karen Tomkins who was joined by a range of female business experts from a variety of business backgrounds including Grainne Walsh, Metalman Brewing; Deirdre Meany and Karen Cottier, Wild Oat Soaps; and Beth Ann Smith, Lismore Food Company and Waterford’s Ambassador for National Women’s Enterprise Day Irene Queally of Pip and Pear who all shared their knowledge and expertise in growing business and reaching new business markets. Terry Prone a leading advisor on reputation management and crisis handling to corporations, Governments, and individuals also spoke at the event. Major Projects – Progress Report up to October 27th 2017 1. Greenway:- • Other than the crossing of the Gold Coast Road at Barnawee, Dungarvan, all planned civil works have now been completed. The works at Barnawee will be completed by mid-November. Some small snagging works continue in some places and the final pieces of planting have commenced. 1|Page

City Centre Rejuvenation Works:- • Work on the Applemarket and Lady Lane snagging will continue until the first week of December. • Work in Arundel Square is progressing. The eastern end of Arundel Square, where the works are currently concentrated, is scheduled to be completed except for snagging by Nov 17th, in time for Winterval.. • Work on Michael Street North, originally scheduled to begin in 2018 was moved forward and this section of work will be completed by the November shut down date also. • The entire works are all scheduled to be completed in June 2018. An interim scheme in the Manor Street/Poleberry/Bath Street area has commenced construction and the one way system will begin to be made operational from November 7th, when traffic from College Street and the Cork Road will be prohibited from using Bath street. Advance VMS warning signs will be in place to alert drivers. Works in Railway Square, Manor Street and Bath Street will then continue for a number of weeks. It is intended to complete the implementation of the one-way system over the Christmas school break. This scheme will facilitate the building of the Hennessey's Road/Browns Lane/Castle Street Scheme which will commence construction in November. 3. North Quays:- 2|Page
Forbairt Eacnamaíoch Economic Development • The SDZ Draft Planning Scheme went on display on 17th October and a report will be prepared for the Members after the conclusion of the Public Consultation Phase which is scheduled to finish on November 30th. • The CPO for the lands associated with the North Quays development had an Oral Hearing on October 24th with An Bord Pleanala and the outcome is awaited. • A proposal under Part VIII of the Planning and Development Act in respect of the Hennebique Building will be progressed to the Public Consultation phase shortly. A report will be brought to the Members when this has been completed. 4. Planning and Land Use Strategy – Review of Bridge Options:- A review into the provision of additional bridges across the R. Suir in the city to carry vehicles has been finalised. The report will be brought to the members for consideration in due course. 5. Work has commenced to prepare plans for the construction of the recently funded access roads in Gracedieu and Kilbarry under the LIHAF scheme. The Part VIII planning process has commenced and the Chief Executives report is before the Members for decision at this meeting. Retail Excellence Ireland Awards 2017 Waterford City has been shortlisted for Irelands Friendliest Place with the awards ceremony to be held in November. Five places are nominated, Waterford City, Limerick City, Ennis, Trim and Swords. Ten Waterford stores were selected under the Top 100 stores in Ireland. Of these four made it into the final 30, TRM, Mulligans (Dunmore Road), House of Waterford Crystal and Applegreen, Tramore 3|Page
Pleanáil Planning Development Management Planning Applications Received – Countywide 52 planning applications were received in the month of October 2017 to the 26th. This compares with 55 planning applications received in the same period of 2016. Overall, to the 26th October 2017, a total of 755 planning applications have been received, whereas in the same period of 2016, 693 planning applications were lodged. This represents a year on year increase in planning applications lodged of 8.9%. Planning Decisions 2017 - Countywide A total of 69 decisions were made in the month of October, 61 of which were granted. 8 applications were refused. An analysis of the granted decisions is provided below. Planning Applications Decided: October 2017 Permission, 44, 72% Extension of Duration, 5, 8% Retention, 12, 20% Pre Planning Update- Countywide A total of 433 preplanning applications have been received this year up to the 26th of October. These are currently being addressed on an ongoing basis. Forward Planning Draft National Planning Framework (NPF) The Forward Planning Section has been engaged in making a submission on the draft NPF and had made a presentation to the SPC in this regard. Details of the draft NPF as they relate to Waterford City and County Council were highlighted which formed the basis of subsequent debate on a range of issues. A submission will be made on the draft NPF prior to the 10th November deadline. Proposals on Tourism Accommodation Following on from previous discussions at the SPC the Forward Planning Section are engaged in preparing an issues paper and policy document on how to sustainably accommodate the increasing demand for a range of tourism accommodation through the county. It is intended to revert back to 4|Page
Pleanáil Planning the SPC in early 2018 with final proposals in this regard and proceed with a variation of the relevant development plan(s) thereafter. Built Heritage Grants The annual Built Heritage Investment Scheme (BHIS) and Structures at Risk Fund (SRF) administered by the Council are drawing to a close before end of November and to date funds of €212,700 and €50,000 have been allocated for each scheme respectively. Both schemes fund residential, commercial and community projects assisting in the carrying out of structural repairs and inter alia repairs to windows, roofs, doors etc. The three key projects funded under the SRF in 2017 were the Bishops Palace, Waterford City, St. Carthage’s Cathedral, Lismore and Cappoquin House while the BHIS funded 26 projects across the county. Creative Ireland On Oral History project has been commissioned involving the filming of people talking about the heritage of the Greenway from its viking history to its railway and engineering heritage. The work is being collated by Community Artist Michael Fortune and will be completed by February 2018. 5|Page
Bóithre agus Iompar Roads and Transportation Local Improvement Scheme 2017 An allocation of €282,000 has been granted to Waterford City & County Council for Local Improvement Schemes. As already notified to each District a total of 8 projects have been selected across the 3 areas. Works will be completed before the end of November. If the Department renew the Scheme for 2018 the remaining applications will be prioritised next year based on the relevant criteria. 6|Page
Seirbhísi Éigeandala Emergency Services Fire Service Operational Activity: Total call outs to incidents attended by the 10 fire stations of the Fire Authority are shown for the year to date and for the month of October. Special services include road traffic accidents, road hazards, chemical incidents, flooding and non fire rescues. Good intent false alarms include alarm system malfunctions, alarm systems alerting due to factors other than fire (e.g. steam, dust, power surges, break glass units accidently set off etc), persons mistakenly observing fires and calls to controlled burning. Malicious false alarms occur where persons deliberately alert the brigade where no emergency exists. Seirbhísí Pobail Community Services Social Inclusion: SICAP: Procurement process for 2018-2022 programme underway with tender having been issued on 31st July. Tender closing date was 6th October 2017 and the evaluation process is currently underway. SICAP annual budget has increased from €1,098,446 to €1,120,415 for 2018. Waterford Rural Development programme: The LCDC has now approved 12 projects with a value of €1,409,420. All 12 projects are underway. 10 of the projects are external, i.e., from private businesses or community groups and 2 of the projects relate to transnational activity with N. Ireland. Another 15 projects have been evaluated from the May 2017 Call. These projects will be going forward to the November LCDC Meeting. The total sum being recommended for approval is €481,633. A new call for November 2017 has just issued. This Call is advertised in the local papers, and on relevant websites and social media. On Social Economy, under the new call just released, there is funding for the development of industrial buildings in rural villages into modern office space. 1 Project will be funded. It is envisaged that WLP Clg will work with WCCC on a Scenario Planning initiative in early 2018 encompassing the 4 Municipal areas. Comhairle na nÓg: The Waterford Comhairle na nÓg AGM took place on October 20th in the Tower Hotel. It was very well attended and very productive. The 2016/17 project was presented and well received. Recruitment for the next Comhairle is now underway with applications having been received on the day. Pride of Place: The national Pride of Place awards are taking place in Letterkenny on December 2nd with Waterford represented by the Portlaw Task Force. Traveller Interagency Group: Currently working with agencies involved in putting together a TIG Action Plan. Meeting took place on 10th October. JPC: Preparatory work on JPC Strategic Plan 2018-2023 ongoing. Strategic Plan Special meeting to be held on 6th November to review draft plan. 14 | P a g e

Community and Voluntary awards to be held in the Woodlands Hotel on 23rd November. Waterford Age Friendly Programme: The WAFA Strategy document has been approved, printed and preparations are underway for the launch which is provisionally set for the first week in December 2017. Communities Facilities Scheme 2017: Funding approved at the Municipal district meetings. It is envisaged that grants shall be allocated to the successful applicants by mid November. Healthy Waterford Healthy Waterford is now the Health and Wellbeing sub-committee of Waterford LCDC. Application made to Healthy Ireland fund for €100,000 on the 15th September. Regional Sports Centre: The Regional Sports Centre was awarded SSE Airtricity League Award 2017 for Pitch of the Year. The award ceremony was held on 24th October at Dublin City Hall. It was a strong acknowledgement of the great work being carried out by Darren Sealy and his team at the RSC over the last few years. Ealaíona & Cultúr Arts & Culture Libraries In October, 47538 people visited libraries throughout the County and borrowed 43,633 items during the month. In October 349 events and activities took place in libraries. Highlights included: • Children’s Book Festival- 23 events with children’s authors, storytellers and creative activities in all 12 libraries. • Well Festival – 8 events in libraries including Sensory Play in Dungarvan Library, Creative checkups in Carrickphierish Library, Bookclub social in Tramore Library , Art exhibitions and lectures Central Library and Birds of Prey Greenway Nature Trail at Kilmacthomas Library. • Imagine Arts Festival – 4 author and children’s events in Central Library. • Breakfast Club with GAA & Sports Partnership in Carrickpheirish Library. • EDIC Soapbox on topic “Brexit – Ireland’s Opportunity” to be chaired by Liadh Ní Riada MEP- Central Library. • Art of Confident Speaking Workshop – Dungarvan Library. • Outreach meeting with local teachers- Tallow Library. • River Shannon project display – Cappoquin Library. • Right to Read - Facilitated visits from Syrian refugee group, Deis School class visits, and visits from Anne Le Roy/St John’s /Cairde services – Dungarvan library. • Rosa parks Exhibition and school tours – Carrickphierish Library. • Dungarvan, Ardkeen and Tramore Libraries provided hot refreshments for library users in the aftermath of ex Hurricane Ophelia. Seirbhísí Comhshaoil Environmental Services Environmental Complaints The following graph shows the top 10 category of complaints received. Environmental Inspectors continue to investigate complaints received and monitor illegal waste issues, littering, fly-tipping and illegal signage and issued litter fines where offences are detected. The Waterford City & County Councils Dog Warden continues to investigate all control of dogs issue throughout the City & County. Members of the public are encouraged to contact the local authority to report all incidents of illegal dumping, littering or other environmental issue of concern by using the following telephone number: 0761 10 20 20. Environmental Education & Awareness Community Clean-Ups Waterford City & County Council continues to offer assistance throughout the year to the general public every spring/summer season to clean up litter and illegally dumped waste from their local environs e.g. approach roads, local beauty spots, beaches and general public areas. Green Flag Programme Green School assessment visits will begin again shortly. Once a school has been awarded a Green Flag, they must renew the award every two years thereafter. To do this successfully, the school needs to show that they have maintained implementation of previous themes and built on this by integrating a new theme into the Green-Schools programme. 18 | P a g e
Seirbhísí Comhshaoil Environmental Services Anti-Litter Talks Secondary schools are being contacted at present to offer anti-litter talks to classes. These have taken place in recent years with 1st & 4th year pupils to speak to them about litter generated at lunchtimes in particular. Waste Prevention October was Reuse Month and Waterford City & County Council organised a number of events based on the reuse theme. These events helped raise awareness and engage with the public about waste prevention. The following events were held during the month: three furniture upcycling demonstrations, two textile upcycling workshops, a food waste prevention cookery demonstration by Ms Catherine Fulvio. Waterford Energy Bureau Better Energy Communities Scheme WEB are seeking community groups / businesses to take part in the 2018 funding application to SEAI under the "Better Energy Communities Scheme". Grants of 50% available for community building and 30% expected for businesses, for implementation of a range of energy efficiency measures / renewable energy technologies. Sustainable Energy Community Initiative Waterford Energy Bureau are seeking community groups to partake in the SEAI Sustainable Energy Community Initiative. Funding of between €10,000 and €25,000 is available to develop an energy master plan for year 1 and funding of between €32,000 - €128,000 for years 1-3 for other reports / studies. Funding is also available under the initiative for energy efficiency upgrades / installations. Smart Lighting Pilot Scheme The Sustainable Energy Authority of Ireland (SEAI) has launched the Smart Lighting Pilot Scheme. The objective of this pilot scheme is to assist small and medium enterprises (SME's) in reducing their energy use and lighting costs. Grant assistance is available of 40% for Led lighting upgrades. Deep Retrofit Pilot Programme SEAI have launched the “Deep Retrofit Pilot Programme”, with up to five million euro being available to improved the energy efficiency of housing units. Housing upgrades must achieve a minimum of A3, to be eligible for grant assistance. Survey of Public Lighting A survey of public lighting is currently in progress with all 14,000 public lights within Waterford being surveyed prior to the starting of a national LED lighting retrofit programme in 2019.
