Pony Club Queensland 2021 State Dressage, Combined Training and Horse Trials Proudly hosted by Burpengary Pony Club Take 2!! It was devastating to the organising committee to have cancel our original 2021 State Championship event in July and was not a decision we took lightly. It does however give us great pleasure however to now be able to invite you to attend our State Event 2.0. Splitting the program over two weekends was the only solution to enable us to run the event in 2021, as the next school holiday break is already full with two State Championships and Nationals. On behalf of Burpengary Pony Club we extend an invitation to all competitors, families and friends to join us at Burpengary Equestrian Centre in August for the 2021 State Trials Championships and in September for the 2021 State Dressage and Combined Training Championships. Being located just on the northern side of Brisbane and only 10 minutes off the Bruce Highway makes the location very accessible. The team at Burpengary Pony Club always go above and beyond and will, as always, have the facilities at their best for the championships. Burpengary Equestrian Centre is an outstanding facility with suitable surfaces for each phase of the championships. A well maintained cross country course, located within the same venue, gives us the benefit of being able to hold the entire event in the one location. These events would not be possible without the amazing support of our sponsors. We thank you all in advance for your valued support and ask our competitors to also pass on their thanks to our sponsors and let them know that their support is appreciated. Team Managers Meeting 2021 Horse Trials - 6.00pm Friday, 6th August 2021 To be held in the main Canteen area Please prefill performance cards before submitting them at the team managers meeting. Biosecurity: A quarantine area will be identified on the stable plans and at the Secretary’s office. Horse health declaration form must be handed in on arrival. In case of a lock down, the responsibility and expenses incurred at this event will rest with the owners of the animals. Catering The canteen will be hosted by Pine Rivers Pony Club for the duration of the event, serving breakfast from 7am and closing at approx. 4pm each evening Supplies Burpengary has many specialty shops and grocery stores just a 5minute drive away. Fuel is available either in town or just north on the highway. Burpengary is also located midway between major shopping centres at Northlakes and Morayfield Vet Equivet QLD 0481 287 507 Horse Feed Betta Produce, 202 Bruce Highway Eastern Service Road, Burpengary. Please note that if helpers are not provided by their Zone, their riders will not be allowed to compete Safety Whilst an official gear check will be carried out, the safety of rider’s gear is ultimately the responsibility of the competitor. Refunds All refunds will incur a 10% administration fee. Requests for a refund after the draw is published /or 7 days prior to the start of the event (whichever is earlier) will need to be accompanied a vet certificate or medical certificate. Your results and qualifiers listed will be checked for accuracy. Zones will be sent notification of your nomination. If the nomination is not endorsed by the Zone the nomination will be rejected. The following information applies to both events and should be read in conjunction with the specific discipline information. Qualifying Criteria for State Events 2021 For Showjumping, Jumping Equitation, Dressage & Combined Training & One Day Event disciplines, to compete at a State Championship, Horse & Rider combinations must qualify as follows at the designated events: Requirements for Sporting and Campdraft Championships are also listed below: Dressage: 1. Qualifying events are Official or Zone Championships. 2. To gain a Q at any competition, horse & rider must have obtained a score of 55% or more in any three (3) tests over a minimum of two (2) competitions. 3. The number of Q’s achieved at any competition will be recorded next to rider’s name in the results forwarded to PCQ. One 55% achieved = Q1, two 55% achieved = Q2. E.g. Emma achieved 55% or over in two tests. Her result will show Q2. 4. State Championship nomination forms will have provision to show where 3Qs were obtained. 5. Riders 10 years & under, 12 years & under, 13 years & Under 26 years must have their horse registered & produce the card at all competitions to ensure they will be competing in the correct group. Nominations that do not have Registration No. Entered and do not have performance card on the day will compete HC. 6. Whether rider/horse combination qualifies has no bearing on their places on the day. 7. Where a rider’s age necessitates going up an age group, or from 12 & under to graded competition, before the State Championship, horse & rider combinations who have qualified as above will be considered qualified to compete at the new level. Anyone turning 13 years or going up a grade after the close of nominations, previous qualification will be accepted. 8. One HC Performance will count as a Q1. 9. There will be no “pending” for any State Event. Qualifying & Grading is at the close of nominations. Combined Training: 1. Qualifying events are Official or Zone Championships. 2. At State Event rider must nominate at the height of highest qualifier. 4. A Q obtained at any competition will be recorded next to the rider’s name in the results forwarded to PCQ. 5. State Championship nomination forms will have provision to show where 2Qs were obtained. 10

Qualifying events are Official or Zone Championships or EA Official Competitions. 2. To gain a Q at any competition, horse & rider must have a dressage score of 50% or more with 20 jumping penalties or less in the cross country phase, and no restriction on time in cross country, and no restriction on time or penalties in Showjumping phase provided the combination completes the competition. This needs to be done in at least two (2) competitions one of which is to be a Pony Club Official ODE, Zone Championship ODE. Only one (1) EA Official Event may be used as a qualifier. 3. A Q obtained at any competition will be recorded next to the rider’s name in the results forwarded to PCQ. If using an EA event for the second qualifier, a copy of the official results should be forwarded with the nomination. 4. State Championship nomination forms will have provision to show where 2Qs were obtained. 5. 13yo & U26 must have their horse registered & produce the card at all pony club competitions to ensure they will be competing in the correct group. Nominations that do not have Registration No. Entered and do not have performance card on the day will compete HC. 6. Whether rider/horse combination qualifies has no bearing on their places on the day. 7. Where a rider’s age necessitates going up an age group, or from 12 & Under to graded competition, before the State Championship, horse & rider combinations who have qualified as above will be considered qualified to compete at the new level. Anyone turning 13 years or going up a grade after the close of nominations, previous qualification will be accepted. 8. One HC Performance will count as a Q1. 9. Additional criteria which applies to All Disciplines: To count as a Qualifying Event, Zone Championships must be run in the same format as a State Event and have been applied for and approved by the relevant PCQ Sub-Committee. 1. To attend a State Championship, all riders 13 years & over are required to hold a minimum “C” Proficiency Certificate or Level C Instructor’s certificate (Aug.09), all riders under 13 years are required to hold a minimum “D” Certificate (Aug.10). 11
2. All riders nominating must have attended at least TWO (2) musters (rallies) in the past twelve months at their club or previous club in the case of transfers or club where they are attending as an ‘honorary’ member because of school or work commitments. Zone Secretary and/or Zone Delegate to check qualifying criteria have been met, copy of proficiency certificate attached, attendance requirements verified, before sending in nominations. Club Secretary to check all requirements for nomination are complete and correct before forwarding to zone. Riders to complete nomination correctly as incomplete forms will be returned. Riders found not to be qualified may be stopped from competing. 5. Extenuating Circumstances On a case by case basis, where there are genuine extenuating circumstances for non-qualifying, rider may apply to a Zone Committee made up of Zone Chief Instructor, Zone President and/or Secretary plus the discipline delegate to the PCQ Sub-Committee. This committee will consider, agree and recommend whether or not the rider/horse combination is of sufficient standard to compete. 6. Injured horse or substitution of horse Refer Extenuating Circumstances above. The same Zone Committee - being satisfied that the horse originally qualified & nominated is unable to compete - would approve any substitution of horse after due consideration & agreement on whether such horse is of sufficient standard to compete in it’s nominated group. 7. Special Consideration Where a 12 & Under rider will move to graded competition after the close of nomination, he/she will be allowed to ride HC (taking part in all second rounds as applicable) in the new grade for up to 3 months preceding turning 13 years to gain experience at the new level prior to the State Event. 8. Invitational Medium This class recognises those riders who are still active pony club members but compete above the levels currently offered by pony club. Riders who choose to ride in this class will not be eligible for State Teams or Trophies. To be eligible to compete in this class, riders must demonstrate that they are active members of pony club, either as a competitor, instructor or in a committee or admin role. They must provide evidence of three (3) results over 58% at Medium level or above (over two (2) separate competitions). DECISION – ELIGIBILITY TO COMPETE IN 2021 STATE EVENTS On behalf of the Executive Committee of Pony Club Queensland, we are pleased to announce the following decision regarding eligibility for members wishing to compete in PCQ State Championship Events in 2021. “For 2021, riders who have turned 26 in the 2020 calendar year and been intending to compete at the 2020 PCQ State Championships which were cancelled, be allowed to ride and compete up to State Championship level (apart for Jumping Equitation and Showjumping) in 2021”. PCQ Executive Committee: 8th September 2020 Note: Qualifying will be in accordance with the State Rules as published on the PCQ website in 2020. 12
RULES All competitors will run according to PCQ rules. It is not feasible to print all the rules and regulations pertaining to a competition on a schedule. Team Managers and competitors are expected to be familiar with all applicable rules of PCQ. 1. BACK NUMBERS The Zone Team Manager will be responsible for the collection and return of back numbers. Back numbers not returned at the end of competition will be billed to Zones at $100/bib. 2. ORDER OF START Competitors will ride in the order of the draw. The draw will be in the program and available at the event. The final draw after scratchings will be posted on the day of the event. Riders must be prepared to ride earlier if there are scratchings. Times on the draw will be a guide only. 3. ENTRY ONLINE Incorrect or misleading information will incur elimination. Individuals nominate and pay online. Qualifiers will be validated for accuracy. Zones will receive notification of your nomination. If your Zone disagrees with the accuracy of the information in your nomination, or they have any reason why they do not support you representing them at this state championships, your nomination will be refused, and your money refunded. 4. ZONES Zone Secretaries will be required to confirm support of the list of nominees for their Zone. They will also need to provide contact details for Zone Team Managers. 5. FIXTURE Shall be defined as one programme held on one or more days by one Organising Committee. The one horse/one rider rule will apply. Riders may change horses between Dressage, Combined Training and Horse Trials events (Dec 97). 6. ZONE TEAM MANAGER Each Zone will appoint a Team Manager. His/her duties shall be: • Responsible for all team members whilst at the event. • Inspect uniforms and gear of competitors before they report to gear steward. • Responsible for lodging of protest, which must be made in writing within one hour of the incident or of results being posted accompanied with a $50-00 fee • Responsible for the back numbers and their return • Assemble riders for presentation • Collect and submit grading cards - Please prefill performance cards before submitting them at the Team Managers meeting 13
• Ensure that Zone pencilling and other duties are fulfilled • Ensure that all competitors are mounted and present at Presentation 7. PRESENTATION For presentation of awards at the conclusion of a state fixture, it is the Team Manager’s responsibility to assemble all competitors, mounted and in full uniform, ribbon winners or not for the final parade. An unmounted assembly may be organised at the discretion of the Committee in extenuating circumstances. Request for special permission to leave must be made in writing by the Zone Team Manager and may be granted by the Judge in Chief and the Chief Steward in exceptional circumstances. Presentation of ribbons for competition completed on Day 1 may take place at the conclusion of Day 1 at the discretion of the Committee, the Judge in Chief and the Chief Steward. 8. EXERCISE Competitors may only exercise their horses in the areas provided. Horses may be schooled or exercised only by the nominated rider on the day of the competition. Horses may be lunged by the nominated rider, a parent or club instructor, only in the round yard. Riders disregarding this rule could incur disqualification from the event. Competitors must not ride on or near any part of the official courses prior to the competition. Horses must be correctly saddled and the competitor must wear a helmet, riding boots and competition number whilst exercising their horse. Helmets to be Equestrian Helmets rated at PCQ standards as stands A/NZ 3838, A/NZ ARB HS 2012, EN 1384 (made up to and including 2015) BS PAS 015 (1998 or 2011) VG01.040 (2014-12) or ASTM F1163 or better. 9. CLASSES If numbers in any class are insufficient, classes may be combined. Groups of over 30 riders but less than 40 riders may be divided into two groups but will be divided if numbers exceed 40. If there are less than 3 riders in any group, the riders do not form part of a team (Zone or State). 10. SCORING Dressage 10 points to 1 point are descending to 10th place. The overall placings are determined by these points. In the event of a tie for overall placings, the actual marks for the number of tests involved will be averaged and the rider with the highest average score will be champion. If still equal, the rider with the highest score in the highest test will be the winner. Combined Training On each Judge’s sheet the good marks awarded for each movement together with the collective marks are added deducting any penalties for errors of course or test. For each Judge, the percentage of maximum possible good marks by the maximum possible good marks obtainable, and then multiplying by 100 and rounding the result to two decimal digits (any score of “x.xx5” and above is rounded up and any score less than “x.xx5” is rounded down. This value is shown as the individual percentage for that Judge. This percentage is then converted to penalty point. This is subtracted from 100 and multiplied by 1.0 with the resulting figure being rounded to ONE decimal digit. The result is the score in penalty points for the dressage test). 14
Any penalties incurred in the jumping phase are added to the penalty points for the dressage test. If the final score gives equality of marks to two or more competitors, the classification is decided by the best (lowest) dressage score. If there is still equality, the closest to optimum time (under the time set) in the jumping test determines the result. Horse Trials Groups are scored 10 to 1 descending from 1st to 10th place to determine team results and for team scoring riders completing the 3 phases but not in the top ten receive 1 point. The competition is on a penalty basis and the winner of the competition will have the lowest total penalty points. In the case of a tie, the winner will be the competitor with the best cross-country score. If there is still a tie, the winner will be one whose cross-country time was the closest to the optimum time. If still equal, the dressage mark will decide who is placed higher. This principle applies to tied place getters and teams. 11. TEAMS A Team is selected from the four best scorers all belonging to one club or zone with the three best scores to count. A team of three is acceptable and may beat a team of 4. Where a club has more than 4 riders, the first team will be the four highest scorers and the second team will commence with the fifth highest scorer. Scores are taken from points awarded for overall placings in Groups/Grades. There must be at least 3 competitors in a class for teams points to be awarded. If there is less than 3 riders in a class then only the first placed competitor will receive teams points. This shall apply only to straight dressage. Eg- Only 2 elementary riders, therefore only 1st overall gets team points. Please refer to the current PCQ scoring handbook – State Events – Zone and State Teams for all details All competitors, spectators and volunteers must abide by the COVID-19 rules and regulations applying at the time of the event (noting that this could change between the time of distributing this program and the commencement of the event). All persons entering the grounds will be required to check in either by way of app or by presenting at the office and providing their details. Arm Bands will be issued on presenting evidence of check in and anyone without the appropriate arm band will be asked to leave the grounds. 15
