Executive Summary DRUG REGULATION IN CANADA is carried out in a very secretive manner because of the unique relationship between the Therapeutic Products Directorate, the arm of Health Canada in charge of approving new drugs, and the brand-name pharmaceutical industry. Because of a lack of resources the TPD it is forced to cede some of its authority to the industry. In addition, both the TPD and the pharmaceutical companies regard information about safety and efficacy as a commodity to be guarded rather than as a resource to be shared. This interpretation is reinforced by the Access to Information Act. As a result it is extremely difficult to get any information about safety and efficacy of new drugs from the TPD.
