PARIS COMMITTEE ON CAPACITY BUILDING READ: ICLEI SUBMISSION ON PARIS COMMITTEE ON CAPACITY BUILDING (PCCB) • Capacity building as key elements in country-driven NDC implementations: Colombia, Rwanda, Mozambique, Philippines examples. • ICLEI’s GreenClimateCities (GCC) program: supporting local communities to address challenges and opportunities of urban growth, green economy, infrastructure, and pursuing a low-emission development trajectory. • Cities and Regions Talanoa Dialogues on capacity building gaps and needs: 1) importance of having flexibility in adjusting the capacity-building activities to better suit local conditions and needs; 2) mapping out mechanisms to create synergies and harmonize capacity- building interventions at the local and regional level; 3) the need for building necessary capacities of local experts; and 4) strengthening a city-to-city exchange for matching local communities that have specific capacity-building needs with specific capacity-building initiatives to allow for better collaboration. • PCCB hub successful in enhancing synergy with cities and regions

EU (Romanian • Further analysis needed to consider PCCB mandate extension Presidency) • PCCB made progress in enhancing stakeholder collaboration, leveraging existing roles played by various actors, and sharing capacity building knowledge. • PCCB promoted effectiveness in scoping out best approaches to deliver on its mandate. • Future work plans should include assessment of determining most effective approaches in supporting capacity building activities for NDC implementation. • Enhancement of the PCCB would include consideration of its function as a body that has a broad mandate to support a wide spectrum of needs.
