The Next Generation of Airworthiness Professionals International Federation of Airworthiness John Vincent CEO Cathay City Auditorium
Who is IFA? •Non Governmental Organisation (NGO) •Independent - non political •Global Membership – a passion for airworthiness •Funded by subscriptions, sponsorship and a Trust Fund •Run by volunteers - registered UK Charity
Airworthiness Professionals • What’s the challenge? – Where we’ve been? • What are we doing? – How are we changing? • Where are we going? – What’s on the way?

International Civil Aviation Organisation (ICAO) • Says that the “global air transport network” doubles in size at least once every 15 years, and that it’s expected to do so again by 2030 • Growth Forecast: 2010-2030 for Maintenance Personnel shows huge global and regional shortfalls* • *Doc 9956 due to be updated in 2018
60 years of progress • 1956: This Hard Drive holds 5MB of data at $10,000 a megabyte. The system is as big as two refrigerators and uses 50 24-inch platters • 2016: Unveiled is the world's largest SSD (Solid State Drive) Hard Drive: 60-terabytes
Each branch of Airworthiness • Initial Airworthiness – Design and Production • Continuing Airworthiness – Maintenance – Licencing

ICAO Next Generation of Aviation Professionals (NGAP) • 2009 – start to address shortage of aviation professionals • First symposium: March 2010 • Second symposium: December 2014 • 39th General Assembly • Global Summit: 27-28 November 2017
39th ICAO Assembly Programme supported and resolution adopted: • Urges Member States to work with the aviation community to identify long-term human resources needs and establish strategies to attract, educate and retain in the sector aviation professionals, considering gender equality • Encourages Member States, international and regional organizations, academia and industry to support the NGAP Programme, as one of the integral elements of capacity building, by providing technical expertise and guidance, and resources (human, financial and data) to help achieve the Programme’s objectives.
What you need for the future - CBT Knowledge Skills Attitude
Competency Based Training (CBT) • Competency Based Training is designed to allow a learner to demonstrate their ability to do something • So, what’s stopping people from implementing CBT? • Are there too many different understandings of the topic?
Questions • Mick Adams (VP MRO Services Etihad Airways) – What skills, knowledge and attitudes do you look for in MRO & Engineering staff?
Attitude & Behaviours Compliance & Personal Values
Questions • Mr Cengiz Turkoglu, Chairman of the IFA Technical Committee – In an age of increased competition will young people be excited by engineering? – Do we need people with a ‘can do attitude’ or more soft skills?
ICAO’s Global Aviation Training (GAT) • Established 2014 to harmonise training policies • Encourages Civil Aviation Authorities to communicate and cooperate with government education and labour bodies, the TRAINAIR PLUS Programme (TPP) network and the aviation industry to develop strategies for promoting aviation and developing competent aviation professionals and retaining them
• IFA Workshop - How can we enable the projected growth with Next Generation of Aviation Professionals (NGAP)? • Mr Jack Lo, Training Manager, HK Institute of Vocational Education – Tomorrow HKIVE • Dr Chee Tong, HK Polytechnic – 14 University, HKPU, Programme Leader, Interdisciplinary Div. of Aeronautical & Aviation November Engineering • Mr S W Leung, Mr D Li, Mr KY Lo and Dr C K Chan, Team DEALead - Hong Kong University
Next 20 years • As newer generation airplanes fill worldwide fleets, reliability will improve, and maintenance check intervals will lengthen, nevertheless: Maintenance Engineer demand by 2036: • Airbus Estimates 550,000 • Boeing Estimates 679,000
Next 60 years: 2018-2078 • Pilotless turbo-electric transport aircraft • Pilotless city air taxis + automated ATM • Additive manufacturing and auto repair • Total Digital Transformation – Big Data and Deep Learning to make predictions and Decision Making – Cognitive systems and Robotic automation – Natural Language Processing
What are the Risks? • Not preparing people for rapid change • Shifting boundaries between traditional aviation professions • Human Hazards – Deskilling – Remoteness – Latent gaps – Obsolesce
Will specialist operational areas change? • Aerodynamics • Propulsion • Manufacturing • Materials and Structures • Avionics • Systems Integration • Management & Business
Where are we going? • Working environment needs to be a genuine learning environment • Life long learning • Better Coaching • Advanced eLearning • Storytelling and Gamification (!) • Competences: analytics, visualisation, teaching, people skills
Sum up: fundamentally different • challenge – Growing demand • actions – New competences • direction – Be adaptive – Digital fluency
