With an impressive sunshine record, good schools and a wide variety of leisure facilities in a coastal environment, when businesses come to Eastbourne they tend to stay. With an ambitious Economic Development Programme which includes a major extension to the shopping centre, a £35m investment in the cultural quarter and the development of a new business park, Eastbourne is being transformed. Not only is Eastbourne a beautiful town to visit and live in, but Eastbourne is also gaining a reputation as a dynamic business destination. The South East Local Enterprise Partnership has identified Eastbourne as one of the South East’s most important strategic growth locations. Through working in partnerships made up of public, private and community sectors, Eastbourne is making an economic step change and opening up new opportunities for local people and local businesses. The business community is highly dynamic with one of the most active town-based Chambers of Commerce in the South East which works closely with neighbouring Chambers. Eastbourne is more usually associated with tourism but also has a great deal to offer as a business destination, with a number of highly successful world leading businesses in sectors including Engineering, Manufacturing, Creatives and Distribution, choosing to base their operations in Eastbourne. The skills level in the town is above the regional average and there are a range of excellent schools, colleges and a University at hand working in partnership with business. New commercial premises are being built including an Innovation Mall that will create new space for about 300 jobs. Legal & General’s £90 million investment in the town centre will also enhance Eastbourne’s strong reputation and retail offer across the region. The town’s theatre and conference offer is also receiving a £35 million upgrade offering further evidence that Eastbourne really is a town going places. editorial_308185.qxd 8/8/14 14:56 Page 12 STRATEGIC CONTEXT Creating the Most Enterprising Economy in England The SELEP (The South East Local Enterprise Partnership) represents a combined population of 3.9 million people, offering a strong and skilled workforce, providing excellent facilities and a creative environment in which to do business, with more than 130,000 businesses supporting more than 1.3 million jobs. SELEP brings together key leaders from business, local government, further and higher education in order to create the most enterprising economy in England through exploring opportunities for enterprise while addressing barriers to growth. Covering Essex, Kent and East Sussex, it’s the largest strategic enterprise partnership outside of London. The area, which is the country’s economic powerhouse contributing £63 billion a year to the national economy, is full of business opportunities, offering a range of core economic strengths and investment potential. Through a co-ordinated growth programme, the partnership aims to create 200,000 private sector jobs and 100,000 new homes by 2021. To deliver growth there will be road and rail infrastructure improvements and support to businesses. Traditional departments have been replaced with Customer First to deliver more joined up services for our customers. The one stop shop will navigate businesses to all the support and services they need making it easier to do business in Eastbourne. As well as the significant internal changes, the Council are also focused on driving Eastbourne forward economically. Working in partnership, the Council’s Corporate Plan sets out how we aim to deliver key projects to help make Eastbourne the best place to live, work and visit. editorial_308185.qxd 8/8/14 14:56 Page 19 21st Century Business Space Innovation Mall The new Innovation Mall at Sovereign Harbour will be a superb centre for knowledge-based enterprises, bringing economic growth and helping to attract skills to the area. The Mall, set to open in 2015, will bring a huge boost to the local economy. Sea Change Sussex will be developing a modern and flexible three-storey building providing work space for start-up companies and small and medium sized businesses. The 25,000 sq ft Innovation Mall will accommodate up to 300 employees in the form of 60-70 small companies, fewer medium sized firms or one or two large occupiers. This makes it an attractive venue for such establishments and students. A number of sites are being redeveloped in the town to extend and enhance the language school and education provision. Investment has been pumped into two key redundant sites, formerley schools before the World Ward II, sympathatically renovating them back for educational purposes once again. Gildredge House, a Free School, opened its doors to school students in September 2013. The site was made redundant in 2012 as the NHS Dental Board vacated it. The Roborough Day Unit, a hospital building, has been turned into an EF Language School with teaching and accommodation facilities. The grounds will be landscaped and the campus will create a distinquished view at the top of The Avenue. Furthermore, Eastbourne College, an independent school, has been granted planning permission for Project 150 of which over an acre of land will be transformed into a new sports complex, dining and social facilities and 31 state-of- the-art classrooms. It is due for completion 2017 when the College celebrates its 150th anniversary. In the autumn of 2015, St. Andrew’s Prep School will also be opening its doors after the construction of a new sports hall, dance studio and office complex on its site. Eastbourne College 20

The Cultural Development Framework for Eastbourne seeks to attract greater investment in the town to help grow the offer for both residents and visitors while generating stronger community leadership and more partnerships, helping to develop skills and generate more jobs in the sector locally. The Framework highlights more than 40 broad-ranging actions to kick start a long-term vision for culture in the town. A Vision for Devonshire Park Eastbourne Borough Council has committed to deliver a vision for the town’s Devonshire Park Complex by 2020, to transform this historic international event, conference and arts complex, into an all year round vibrant and bustling cultural destination for residents and visitors to the town. This exciting development will include the full restoration of the Grade II* listed Congress Theatre, Grade II listed Winter Gardens and Devonshire Park Theatre, improvements to facilities for the International Lawn Tennis events and a catering, conference exhibition, visitor and welcome centre. New public realm and improved links with the town centre and seafront will also provide a contemporary setting for Towner, the contemporary art gallery, which is part of the Tate Plus network, with national portfolio status. The Partnership connects school and college students with local businesses in collaborative projects that relate to the local economy and skills needs. Regular events include engineering and media challenges and the promotion of entrepreneurship. 85% of Eastbourne’s school students leave compulsory education with 5 A*- C GCSEs, compared to 80.2% for East Sussex. The qualification level of Eastbourne’s working age residents is comparable to East Sussex and Great Britain but with a slightly greater concentration of those educated to NVQ2 (GCSEs Grade A*-C) and to NVQ1 (GCSEs Grades D-G). Students from Sussex Downs College leave with qualifications at levels 1 – 5, including degree level vocational qualifications. Graduates from the University of Brighton, which has campuses in Eastbourne, remain in the town after studying, even if they are unable to immediately match their qualification to a local job. The overall result is a good diversity of education and skills to supply different industry sectors’ skills needs.
