At just 2 years and 3 months, Ben achieved the final points to become the youngest Supreme Champion Clumber Spaniel in Australia to date. In 2019 he achieved eight Best in Groups, eight Runner Up in Groups (including Sunbury Kennel Club), three Best in Shows and one Runner Up Best in Show. Invited to participate in the Contest of Champions. We are so appreciative of the judges who have awarded Ben so highly and it is far beyond our wildest dreams and did not expect he would achieve such greatness. TASMANIAN CANINE ASSOCIATION INCORPORATED NOTICE OF ELECTION FOR TCA INC COUNCILLORS An election shall be held to elect four (4) Councillors to take office for the period February, 2021 to February, 2024 and one (1) Councillor to take office for the period February, 2021 to February, 2023. A member nominating for election as a Councillor is required to meet the eligibility criteria as defined hereunder. The Commitment Statement must be completed and signed on the nomination form. No person shall be eligible for election or appointment or be elected or appointed pursuant to this Clause unless the person at the time of closing of nominations: (a) Is an ordinary financial member of the TCA Inc and at least eighteen (18) years of age. (b) Has been a financial member of the TCA Inc, or an ANKC affiliated body, for a continuous period of at least five (5) years up to and including the closing date for nominations. (c) Has served as a member of the Council of the TCA Inc or of an ANKC affiliated body, defined in Clause 7, or has held an executive position on a body affiliated with the TCA Inc or with a body affiliated with a member body of the ANKC for a period or periods in total of not less than two (2) years or has held an executive position on the committee of a body, incorporated under the Incorporations Act, for a period or periods in total of not less than two (2) years, in addition to having held an executive position on a body affiliated with the TCA Inc or with a body affiliated with a member body of the ANKC for a period or periods in total of not less than one (1) year. (d) Executive positions are those of President, Vice-President, Treasurer and Secretary. (e) “financial member”, in relation to this notice, means an eligible member of at least 18 years of age, who is a current financial member of the TCA Inc, and a resident of the state of Tasmania. An eligible financial member of the TCA Inc may cast a vote for not more than five (5) candidates. The four (4) candidates who receive the highest number of votes shall be elected to the vacant positions for a three (3) year term February 2021 to February 2024. The candidate who receives the fifth highest number of votes shall be elected to the vacant position for a two (2) year term February 2021 to February 2023. In the event of a tied vote for the last position the names of those candidates who receive the identical number of votes in the tie shall be subject to a simple draw and the winner of the draw shall be duly declared elected as a Councillor. Nominations for elections shall be accepted only on the approved nomination form available on the Association’s website or from the TCA Inc office and with all the particulars required thereon properly completed. The nomination must be placed in a sealed envelope marked ‘nomination form’ and posted to the Returning Officer Locked Bag 1 North Hobart Tasmania 7002 to be received at the Locked Bag not later than the closing time of 12 noon on Friday 30 October 2020. The list of nominees shall be published in the December/January issue of the “TCA Inc Gazette”, together with the rules, regulations and procedure for voting. Nominees are invited to submit a photo and a short resume of their involvement in canine activities which will be published free of charge. The resume must accompany the nomination form, a photograph is optional. A nominee may appoint a person who is a current financial member, as defined in Clause 1 of the Rules for Election, to act as their scrutineer at the counting of votes. Counting of votes cast in such election shall take place at the Administration Building, Hobart Showground, Glenorchy, on Monday 11 January 2021 commencing at 1.00 pm. TASMANIAN CANINE ASSOCIATION INC DISTINGUISHED SERVICE AWARD CRITERIA 1. The recipient is to have given outstanding service to the canine world over a period of time. 2. The recipient is to have been a working member of one or more clubs, having assisted with club canteens, fund-raising, working bees, training days, stewarding, managed or worked in Show Offices, produced club magazines, produced or donated equipment for the membership use. 3. Nominations are to be accompanied by a written statement, duly signed by the proposers who must be financial members of the TCA Inc. The nominee’s contributions to the canine world must be listed. 4. The TCA Inc invites nominations from all disciplines. Nominations will be received up to 31 October each year. 5. Up to four awards, at the discretion of Council, will be presented each year. There is no obligation to make any awards each year. Recipients will be advised in writing prior to the presentation. This advice is to be marked ‘CONFIDENTIAL’. 6. Presentations will be made at a fixture. 7. The TCA Inc Council decision is final. No correspondence will be entered into under any circumstances. 8. No serving Councillor will be eligible for this award. Responding to Activists STEPS FOR HANDLING CONFRONTATION AT AN EXHIBITION OR EVENT Regardless of the risk of confrontation, every exhibitor should proudly uphold the standards Proudly show our expected of us as loving dog owners and practices are best practice members of Dogs Tasmania and present our dogs and ourselves positively. TCA PRESIDENT’S REPORT As I am writing this, the first conformation show has been successfully completed as well as a number of discipline events. All have gone off very successfully which is a credit to everyone involved both organisers and participants. The pandemic requirements did not impact that much on the running of these events and provided there is no community transmission when borders are reopened, I would imagine most clubs will be happy to run shows/trials. The Conformation Judges Training Scheme has been interrupted by the pandemic but the final practical will now be held on 28–29 November, 2020. Council has decide then to align the training and calendar year. Persons intending participating in 2021 should advise the office by 4 December, 2020 indicating the Group they will aspire for. In the unfortunate event of a participant failing, they naturally will have to repeat the Group that was failed. The second draft of the Constitution will be made available on the website for comment. Watch for a notice on the face book page as to when it will be available. Most of the suggested alterations have been included plus some more minor alterations which were identified when the first draft was checked. Council elections are in the wind and nominations will be called for shortly. There are five vacancies as Brian Enright’s vacancy has also to be filled. This will be for a two year term. The ANKC Annual Meeting will be held in mid October electronically as the directors cannot all travel to the one site. The big issue is the replacement of the business system and stud book. Don’t relax, stick to the rules and keep yourself and others safe. Best Wishes David Sales, President FROM THE OFFICE Members are advised that the TCA Inc office will be closed from 2.00pm Tuesday 20 October 2020 until 10.00am Monday 26 October 2020. Any members who are eligible to enter the 2021 Conformation Judges Training Scheme should contact the office for the application form. Applications close 4 December 2020. LATE APPLICATIONS WILL NOT BE CONSIDERED. The TCA Inc Christmas Show has been cancelled for 2020. The Burnie & District Kennel Club will be holding the 2020 Wind-up Show on 5 December. The COVID-19 Checklists that the Association has produced for sanctioned conformation and performance events are being updated regularly as conditions/requirements change. The updated documents are posted on the Association’s Facebook page and website as they become effective. Members attending events should make themselves aware of any changes that have been made prior to attending the event. Breeders are reminded that, when potential puppy purchasers are visiting, they need to observe the 1.5 metre social distancing requirement, keep the number of visitors to a minimum, space the visits and that they keep a record of everyone who visits. 7
CLUB COVID-19 CHECKLIST/REQUIREMENTS FOR PERFORMANCE FIXTURES • If you have even mild symptoms please stay at home and get tested. • Attendees are encouraged to download the COVIDSafe app @ https://wwwhealth.gov.au/resources/apps-and-tools/covidsafe-app • The name, address and contact phone number of each person attending any TCA Inc sanctioned event (including training sessions) to be taken with entry/booking. This information must be forwarded to the TCA Inc Office by close of business the Monday following the event. • All areas to be controlled and social distancing enforced. Event Managers/Club Officials can suspend activity and request people to leave the grounds or stop the fixture/training day completely if people do not adhere to social distancing rules. • Application must be made to the TCA Inc for the dates and a plan on how the COVID-19 protocols will be implemented. • All persons entering the grounds are to check in at the office or designated station to ensure that their contact details are registered. • Everyone (including judges/officials) entering the grounds must answer the following questions, if the response is ‘yes’ to any of these questions that person or anyone travelling with them is to be excluded. ** Symptoms include fever, shortness of breath, cough or sore throat. • Have you returned from overseas or interstate within the last 14 days? • Have you been in contact with someone who has a confirmed case of COVID-19 in the past 14 days? • Have you displayed any signs of respiratory illness that is not a pre-existing condition in the past 14 days or experienced a fever in the last 14 days? • Toilets are to be checked regularly and ensure that a constant supply of soap and paper towel available. • Sanitiser must be available in all rings/training areas for instructors, stewards and judges. Exhibitors are required to supply their own sanitiser and use it when necessary. • Face masks (surgical quality) and rubber gloves to be available for officials if they wish to use them. • Any gazebos must be 1.5m apart UNLESS a solid wall is put up (not mesh or silvershade). No more than four people in a 3x3 gazebo unless from the same address, only 2 people in a 2x2. • Instructors/Stewards must ensure that social distancing is observed at all times. • No smoking or spitting on the grounds is permitted. Clubs to ensure that: AT ALL TIMES SOCIAL DISTANCING AND GOVERNMENT AND LOCAL COUNCIL PROTOCOLS ARE ADHERED TO • It is advisable that clubs utilise a different clipboard and pen for each steward/instructor and that these be sanitised after use. Prefer that stewards/instructors supply their own. 8
• Stewards/Instructors need to be able to stand apart from exhibitors; therefore exhibitors cannot congregate under the gazebo the steward/instructor is using. • Entrance and exit gates to be separate and must be strictly monitored even if handlers are changing dogs. • Time needs to be allocated between classes and exhibitors/handlers given time to change dogs. • Exhibitor numbers if required are to be distributed as exhibitors/handers check in, do not let people congregate in one area. • In office spaces, it is one person per 2m2 and the appropriate number of people allowed should be displayed on doors to office spaces. Judges would need to be kept out of small offices and exhibitors could be asked to knock and wait for event manager to come outside if they need to get assistance. Current as at 25 September 2020 but subject to change to meet government requirements. Exhibitors need to check the Dogs Tasmania Website regularly for updates. SHOW AND TRIAL REGULATIONS All exhibitions conducted by the Tasmanian Canine Association Inc and its affiliates are conducted under the rules and regulations of the Association, a copy of which may be inspected at the office of the event manager of the exhibition on the day of such exhibition. The following rules/regulations apply to all exhibitions: Financial Members: A person 18 years of age and over and who is a resident of Tasmania may not exhibit, handle, officiate in the judging ring or register an animal unless he/she is a current financial member of the TCA Inc. A person seven years and under the age of eighteen years who handles a dog in the judging ring is required to be a junior member of the TCA Inc or a member of an affiliated club. At least one parent or guardian is required to be a financial member of the TCA Inc. Entry fees must accompany the entry form and should be paid by cheque or money order (refer Australia Post regulation). Substitute Judges: The affiliate conducting an exhibition reserves the right to substitute judges if the committee deems it necessary. Entry fees are not refundable – refer TCA Inc Regulation 227. It is the exhibitor’s responsibility to have his/her exhibit/s available for judging in all classes or events for which it is correctly entered and for the classes for which it subsequently becomes eligible – TCA Inc Regulation 33. CLASSES FOR CONFORMATION SHOWS 1 and 1a Baby Puppy (3 under 6 months), 2 and 2a Minor Puppy (6 under 9 months), 3 and 3a Puppy (6 under 12 months), 4 and 4a Junior (9 under 18 months), 5 and 5a Intermediate (18 under 36 months), 8 and 8a Limit (dogs over 12 months of age) which are not Champions and have not gained sufficient points to qualify as a Champion), 9 and 9a State Bred (6 months and over born in Tasmania), 10 and 10a Australian Bred (6 months and over born in Australia), 11 and 11a Open (6 months and over and a breed recognised by the ANKC), 14 breeder/owner/handler (must be bred, owned and handled by the registered breeder/co-breeder of the dog, 18 Neuter (for neutered dogs 6 months and over). 9

This information must be forwarded to the TCA Inc Office by close of business the Monday following the fixture. • All areas to be controlled and the current social distancing requirement enforced. Event Managers/Club Officials can suspend activity and request people to leave the grounds or stop the fixture completely if people do not adhere to social distancing rules. Do not shake hands, hug nor kiss as a greeting. • Everyone (including judges and officials) when checking in shall answer the following questions, if the response is ‘yes’ to any of these questions that person or anyone travelling with them is to be excluded. • Have you returned from overseas or interstate within the last 14 days? • Have you been in contact with someone who has a confirmed case of COVID-19 in the past 14 days? • Have you displayed any signs of respiratory illness that is not a pre-existing condition in the past 14 days or experienced a fever in the last 14 days? • Toilets are to be checked regularly and ensure that a constant supply of soap and paper towel available. • Exhibitors are requested to be considerate of fellow exhibitors and maintain appropriate hygiene and physical distancing when visiting restrooms. • Sanitiser must be available in all judging rings for stewards and judges and for the office, Exhibitors are required to supply their own sanitiser and use it when necessary. • Face masks (surgical quality) and rubber gloves to be available for officials if they wish to use them. • Gazebos must be 1.5m apart UNLESS a solid wall is put up (not mesh or silvershade). No more than four people in a 3x3 gazebo unless from the same address, only two people in a 2x2. • Ring and assembly areas to be controlled and social distancing enforced. Event Managers can suspend judging, require people to leave the grounds or stop the show completely if people do not adhere to social distancing rules. • Stewards must ensure that social distancing is observed in the assembly area and in the ring (use of an assembly steward could assist with this). 10
• There will be no congregating. • Dogs to be mouthed by exhibitors when requested to do so by the judge. Handwipes to be available for the judge where they choose to mouth the dogs themselves. • No smoking or spitting on the grounds is permitted. Clubs to ensure that: AT ALL TIMES SOCIAL DISTANCING AND GOVERNMENT PROTOCOLS ARE ADHERED TO • It is advisable that clubs utilise a different clipboard and pen for each steward and that these be sanitized after use. Prefer that stewards supply their own. • Stewards need to be able to stand apart from exhibitors, therefore exhibitors cannot congregate under the gazebo the steward is using. • The judging table to be placed well away from the entrance gate. • Entrance and exit gates to be separate and must be strictly monitored even if handlers are changing dogs. • Time needs to be allocated between groups and classes and exhibitors given time to change dogs. • Exhibitor numbers are to be distributed once exhibitors/handlers enter the ground. You must ensure you do not let people congregate in one area. • In office spaces, it is one person per 2m2 and the appropriate number of people allowed should be displayed on doors to office spaces. Judges would need to be kept out of small offices and exhibitors could be asked to knock and wait for event manager to come outside if they need to get assistance. Current as at 25 September 2020 but subject to change to meet government requirements. Exhibitors need to check the Dogs Tasmania Website regularly for updates. BUSINESS ARISING FROM THE MINUTES: Southern Venue The EO advised the meeting that the Brighton Agricultural Society Inc was the recipient of a grant for a building measuring 50m x 14.8m that would be erected in close proximity to the dog arena at Pontville, that the TCA Inc had been offered the opportunity to add an office and storage area onto the building and that an addition allowing for an office 4m x 6m and a storage area 8.8m would cost around $20000.00 of which Tassie Flying Paws were prepared to pay for a storage area measuring 4.4m x 4m, that the three buildings the Southern Classic had donated to the Association could be sold for around $18000.00 and that the Brighton Council was prepared to give the Association a Memorandum of Understanding on the use of the area. TCA Inc Constitution The EO advised the meeting that the Working Party had met to consider submissions that had been received from the first round of member consultation and that an updated draft would be put out for a second round prior to the finalised document being presented to Council and then to the 2021 Annual General Meeting. FINANCE: Financial Reports for the period 1 to 31 May 2020 indicating a profit of $666.88 compared to a profit of $3221.34 for the corresponding period in 2019, a Year to Date profit of $19670.52 compared to $46803.13 for the same period in 2019 were circulated to all Councillors. CORRESPONDENCE: 7.1 Adler, R A submission to the ANKC td relating to the Natural Bobtail Rottweiler. RESOLVED: ‘The correspondence be acknowledged and forwarded to the ANKC Ltd.’ Brighton Council An offer to meet with the Brighton Council Reserves foreman to discuss mowing the grass at the dogs rings at Pontville Park. The EO advised the meeting that he would organize a meeting once dates were confirmed for shows to recommence. OTEC Committee Notification that a rule review meeting was scheduled for 7 November 2020 at Ross for the ANKC Ltd Rules for the conduct of Obedience Trials and ANKC Ltd Rules for the conduct of ‘Rally O’ Trials and a request that all judges for these disciplines be required to attend in order to maintain their license/s. RESOLVED: ‘The request be approved.’ COMMITTEE REPORTS: Reports from the Association’s Conformation Judges Training and RAFT Committees were discussed. 12
GENERAL BUSINESS: Executive Officer's Report The EO’s Report advised that: • Processing was at a five working day turnaround; • There were 298 puppies registered in the period 13 May to 24 June 2020 compared to 368 for the same period in 2019, 1212 YTD compared to 1186 in 2019; • There were 991 members including Life Members as at 24 June 2020 compared to 1031 in 2019; • 41 membership renewal reminders were sent out for May 2020. Council Meeting Dates The EO advised the meeting that he would circulate the proposed 2021 Council meeting dates prior to the next meeting of Council. RESOLVED: ‘The next meeting of Council be scheduled for Thursday 6 August 2020 and that the EO e-mail all Councillors to ascertain if the meeting would be ‘face to face’ or via GoTo Meetings.’ Notices of Motion 10.6.1 ‘All clubs be given permission to conduct 1 points only event with certificates when shows recommence.’ E Job/P Hallam – CARRIED 10.6.2 ‘That the requirement that 25% of entries must be allocated to trophies and sashes in TCA Inc Regulation 235 be reviewed and the regulation suspended while the review is being undertaken.’ E Job/T Counsell – CARRIED Canteens at Fixtures S Eastley suggested that the decision not to allow canteens at fixtures could be revisited. RESOLVED: ‘That, as there would be problems enforcing the social distancing requirement in a canteen environment, the restriction stay in place.’ TCA Inc Regulation 120 T Luttrell asked of the eight hour limit for fixtures would be enforced during the current conditions.
