Member Spotlight By Erika Vroom, Editor Captain Laura McLean B eing a strong female leader in a male-dominated profession such as law enforcement is instrumental. Though the male to female ratio varies from department to department, the San Diego Police Department (SDPD) is prided on retired from the United States Air Force, instilled a military-minded structure in the household, which Laura became familiar with. This meant working the graveyard shift. Laura laughs as she mentions, “Returning to graveyards took some getting used to, but it was actually a lot of fun getting back out there and meeting more of the officers and sergeants.” By having the permissions as the Field Lieutenant to assist throughout the City and not just at one division, Laura felt she was better able to ensure officers at various scenes or critical incidents received all of the resources they needed. Post-Field Lieutenant time, Laura was officially promoted to Captain and stationed at the Regional Academy. There, she saw the excitement to learn and train from the new recruits. Inclusion and insurance that each person in the free world has a voice that can be heard. Initiatives such as the Civil Rights Act of 1964 are instrumental civil rights and labor law decisions in the United States that outlaw any type of discriminations based on race, color, religion, gender, or origin. Provisions to this act have expanded greatly and are still very much prevalent in the current realm we reside in. Though this is only one landmark bill that was passed in a long line of fighting for equal rights and inclusions, it continues to be an instrumental milestone to organizations such as the National Black Police Association (NBPA) Western Region and the San Diego chapter, the San Diego Black Police Officers Department (SDPD) Sergeant Harold Oliver was newly Association (SDBPOA/BPOA). appointed in the beginning of 2021, he has been a member of the association for over 22 years. “I became Established in 1974, the SDBPOA was originally named a member of the BPOA soon after graduating from the the African American Officers Association. Since inception, the BPOA has placed engagement and giving back to the community at the forefront. Prior to the COVID-19 pandemic, the BPOA hosted fundraising events such as the Black Pioneers in Policing Gala in order to, “honor some of the past police officers, both men and women, that were instrumental in paving the way for minority police officers,” Harold explains. Aside from their own hosted events, they typically will also attend the events that are held by their fellow organizations such as those listed above. “We also collaborate with private sector scholarship groups like the Lamplighters, where we provide scholarships for high school students within the Southeastern Division Community.” As one can imagine, in a time of civil unrest, it can be difficult to police as a person of color to a person that may be distrustful of law enforcement. This is why the BPOA members actively work to have open and honest conversations. Open dialog has shown to be successful in building the bridge between law enforcement and the community members. The BPOA also makes regular visits to various high schools so as to talk to the students about where they are coming from and how they can build a stronger, more trusting relationship with them. One major movement that was important to the BPOA to complete was the renaming of the SDPD Southeastern Division Substation to The Archie Buggs Memorial Building in honor of Fallen Officer Archie Buggs, who was killed in the line of duty on November 4, 1978. In the end, the BPOA works diligently to create connections amongst all of their members and the communities in which they serve – no matter the challenges they may face. “We work on what we need to in order to best serve the community,” states Harold, “and we look forward to continuing on doing great things.” April 2021 | 11
Officer September 19, 2020 - of the January 8, 2021 SHIFT Every shift change, the SDPOA organizes an awards breakfast to recognize exemplary officers of the San Diego Police Department. A member from each division is selected to be awarded the honor of Officer of the Shift. The recipients were given a personalized plaque and a day off discretionary leave during the shift’s breakfast ceremony. Perhaps the best part of the award is the recognition from their peers and supervisors for their outstanding service, dedication, and professionalism. WIDOWS AND ORPHANS By Jim Mackay, SDPOA Director T he SDPOA Widows and Orphans Charity fund is the main fundraising source for our members to receive assistance when an Officer is killed or gravely injured. As everyone knows, we lost one of our own tragically recently. If you did not know, the POA Foundation was put into action immediately when David died. The POA Foundation used portions of the fund to have family members brought in from outside of San Diego to be with his family during this tragic time. The POA Foundation provides monies, hotels, rental cars, meals, pay bills and whatever a family needs during a crisis. All these expenses are taken care of by the POA Foundation’s Widows and Orphans fund. The fund is also available for members who suffer the loss of a spouse or child. The Widows and Orphans fund also assists members who are gravely injured in the line of duty. The fund will step in until benefits from the City kick in. The POA raises money each year through fundraisers, sponsorships, and private donations to ensure that the Widows & Orphans Fund is available to support all our members and their families in their greatest time of need. One of the ways the POA raises money is by direct donation from POA members. It is a direct deposit from their paycheck into the POA Widows and Orphans fund to be used solely for the benefits listed above. Currently, only 435 of our 1,937 members use this simple and easy way to donate. If you look at your paycheck and do not see a line item named “Charity” contact the POA and have a payroll deduction done right from your paycheck. A small donation of $1.00 to $5.00 will go a long way to help each other in times of tragedy. If we could get all 1900 members to donate $1.00 a paycheck that would bring in approximately $50,000.00 a year to help ourselves when our families need any assistance in hard times. April 2021 | 15

Chaplain’s When I was 8 years old, my Uncle Bruce and Uncle Gene were just teenagers. Both were O rowdy and mischievous juvenile delinquents By Mike MacIntosh at their best. Member Spotlight ...Continued from Page 7 In March 2020, at the brink of impact from the COVID-19 pandemic, Laura found herself at Western Division. “At Western, we do not have the same types of crimes as the other divisions I have worked at, but it is just as busy,” says Laura. Reflecting on her 27 years with SDPD, Laura notes that besides the pandemic causing change, much positive change has taken place over the years. “I think a lot of things have changed. For females, [the environment] is much better…I don’t recall seeing a lot of females in the Captains and Chiefs ranks in the past…but that is definitely one thing I like to work on – motivating women on the department to move into more leadership positions. That said, I like to see everyone move up and hope to motivate as many of our officers as possible to keep working hard.” Personally, Laura credits her older sister, who was a female Black Hawk Pilot in the Army, for not only being a strong leader herself, but for mentoring Laura in becoming a strong leader as well. Additionally, Laura notes her mother and younger sister are also such strong women in life that she hopes to be that strong woman for other females. Outside of work, Laura thrives on spending time with her parents, siblings, and friends. Some of these friends include her fur babies, as Laura enjoys rescuing English Bulldogs. Traveling is also on the forefront. Laura makes time for two sports in particular: baseball and football. In years past, her and her father and sister have traveled to the US Bank Stadium – home of the Minnesota Vikings. Laura plans on continuing to proudly protect and serve, while upholding the female leadership throughout the Department of course.
