Governments need to get the basics right Start with the basics, then build out • Provide infrastructure that works: roads, bridges, buses, trains, traffic lights • Enforce the rules: around car ownership, road rules, parking, payments, • Make sure the system is safe: protect the infrastructure and the safety of passengers. Integration is key Include a wide range of players • Good coordination should exist between different players: − central/local, − public/private, − suburb/city, − regulator/operator • This makes it easier to join up − Timetables − Transport modes − coverage − payment systems Copyright © 2018 Deloitte Development LLC. Across our 54 cities, four key points stood out in the initial findings (cont.) 4: Congestion is a problem everywhere But not always caused by high vehicle use • In North America, congestion is caused by car culture and high reliance on private vehicles to get around • In Europe, it because many of the cities were built before cars came about, and so the road are not well equipped to handle many • In India, Africa and Latin America, congestion is often due to poor use of roads and deficient supporting infrastructure (such as traffic signals and intersections) Copyright © 2018 Deloitte Development LLC.
