THAMES VALLEY PREMIER LEAGUE PRIVACY POLICY Thames Valley Premier League (League) ("we", "our", "us") take your privacy very seriously. This Privacy Notice sets out how we use and look after the personal information we collect from you. We are the data controller, responsible for the processing of any personal data you give us. We take reasonable care to keep your information secure and to prevent any unauthorised access to or use of it. What personal data we hold on you Personal data means any information about an individual from which that individual can be identified. We collect, use, store and transfer some personal data of our participants [and their parents or guardians], and other League members. You provide information about yourself and your members when you register with the League, and by filling in forms at an event or online, or by corresponding with us by phone, e-mail or otherwise. The information you give us may include name, date of birth, address, e-mail address, phone number, gender, and the contact details of a third party in the case of emergency. We may also ask for relevant health information, which is classed as special category personal data, for the purposes of health, wellbeing, welfare and safeguarding. Where we hold this data it will be with the explicit consent of the participant or, if applicable, the participant’s parent or guardian. Where we need to collect personal data to fulfil League responsibilities and you do not provide that data, we may not be able honour or administer your registration. Why we need your personal data We will only use personal data for any purpose for which it has been specifically provided. The reason we need participants’ and members’ personal data is to be able to run the football league and arrange matches; to administer registration, and provide the league services you are signing up to when you register with the League as a club or participant. Our lawful basis for processing this personal data is that we have a contractual obligation to anyone as a participant or member to provide the services they are registering for. We have set out below, in a table format, a description of all the ways we plan to use personal data, and which of the legal bases we rely on to do so. We have also identified what our legitimate interests are where appropriate. The League’s data processing may require personal data to be transferred outside of the UK. Where the League does transfer personal data overseas it is with the sufficient appropriate safeguards in place to ensure the security of that personal data. Protection of your personal data We have put in place appropriate security measures to prevent personal data from being accidentally lost, used or accessed in an unauthorised way, altered or disclosed. How long we hold your personal data We keep personal data on our participants while they continue to be a participant or are otherwise actively involved with the League. We will delete this data twenty four (24) months after a participant has left or otherwise ended their registration or affiliation, or sooner if specifically requested and we are able to do so. We may need to retain some personal data for longer for legal or regulatory purposes. The personal data that is stored on Whole Game System is subject to the FA’s privacy policy so we advise you review that policy together with this notice. If anyone would like their personal data to be deleted from Whole Game System then please contact the County FA. Your rights regarding your personal data As a data subject participants may have the right at any time to request access to, rectification or erasure of their personal data; to restrict or object to certain kinds of processing of their personal data, including direct marketing; to the portability of their personal data and to complain to the UK’s data protection supervisory authority, the Information Commissioner’s Office about the processing of their personal data. As a data subject participants are not obliged to share their personal data with the League. If they choose not to share their personal data with us we may not be able to register them with the League. We may update this Privacy Notice from time to time and will inform you to any changes in how we handle personal data. SECRETARIES’ INFORMATION The efficient administration of the League Rules by the club secretaries is to the advantage of all concerned. Any secretary, particularly those new to the role, who experience difficulties should contact the General Secretary who will be pleased to offer helpful advice. The following notes are for the guidance of all club secretaries. Correspondence All correspondence to be sent to the Hon. General Secretary. Correspondence from the clubs to be sent by the clubs nominated officers only as stated on its League Membership form and not from team managers or players. (Rule 5(E)). Confirmation of match The home club must confirm full particulars of the match including club colours with the opposing team at least five days prior to the match. (Rule 20 (C)). When engaged in cup ties you must notify your opponents, the Fixtures Secretary and Referees’ Secretary NOTE: it is mandatory that the away club acknowledges the home teams’ confirmation. Club colours In the event of both teams having the same or similar colours, it is the responsibility of the away club to change (Rule 19). Note: Rule 19 is applicable to shirts, shorts and socks. Referees It is the responsibility of the home club to confirm with the appointed Referee the match details five days prior to the match. Kick off times The current times of kick off for Saturday league matches shall be 2.00 pm, unless agreed by all parties involved and the League Management Committee also where all or part is played under floodlights. Midweek league matches shall kick off at 6.00 pm or no later than 7.45 pm where played under floodlights, subject to all parties and League Management Committee agreement. The current times of kick off for Berkshire Trophy Centre Cup matches (excluding final ties) shall be: Saturday kick-offs for November, December and January, 1.30 pm Saturday kick-offs for other months, 2.00 pm Confirmation of pitch Home clubs when playing on public park pitches must confirm the booking of their pitch at least 48 hours before the match with the appropriate local Council. Postponed fixtures Where a match is postponed due to inclement weather (or other reasons) the home club is responsible for advising: a) The League Fixture Secretary and Referees’ Secretary b) The opposing team c) The referee & assistant referees, where appointed This action should be taken as early as possible to avoid unnecessary inconvenience (see Rule 20 E(iii)). Failure to do so will result in a fine. Postponement notification on the day of the match must be made by TELEPHONE to all parties. Note The practice of playing first team players in Reserve / A / B Team matches when the first team does not have a game, is unsporting and unfair. Clubs are asked to refrain from this kind of gamesmanship. Page 25 of 50

Rule 23(E). In the Premier Division the home club is responsible for paying the three match officials. The away club reimburse the home club the cost of one assistant referee. In the event of a match not being played because of circumstances over which the clubs have no control, the officials, if present, shall be entitled to half fees, but where a match is not played owing to one club being in default, that club shall pay the officials, if they attend the ground, their full fee. Rule 23(F). Kick-off time The times of kick off for league matches shall be 2.00 pm on Saturdays and 6.00 pm for evening matches (non lights) and no later than 7.45 pm (lights). The times of kick off for Berkshire Trophy Centre Cup matches (excluding final ties) shall be: Saturday kick-offs for November, December and January, 1.30 pm Saturday kick-offs for other months, 2.00 pm The Referee shall at his discretion wait up to half-an-hour after the appointed kick-off time for the arrival of a team, before deciding the match cannot take place. For evening fixtures, the Referee has complete discretion. Match confirmation The Secretary of the home club must give notice in writing, or telephone, of full particulars of situation of ground, time of kick-off, colours and means of reaching the ground to the appointed Officials at least five days prior to the playing of the match. Failure of the home club to do so should be reported to the League Secretary. Rule 20 (C). The Away club shall acknowledge the match confirmation. Team Sheet In all League matches and BTC Cup ties, it is the responsibility of both competing teams to provide the match Referee with the players’ names completed on an official Team Sheet, 30 minutes before Kick-off Premier Division and BTC Senior Cup and 10 minutes before kick-off all other divisions and BTC Intermediate and Junior Cups. Rule 20 (A). Duration All Premier Division matches to be 90 minutes (45 minutes each way) – FA Standard Code Rule. The maximum time to be played in Division One – Four league matches shall be 90 minutes (45 minutes each way) and the minimum shall be 60 minutes (30 minutes each way). The half-time interval shall not exceed 15 minutes and should be a minimum of 5 minutes. In cup-ties the period of time shall be the same but in the event of scores being equal at the end of normal period; extra time shall be played which will not exceed 15 minutes, nor less than 10 minutes each way, at the discretion of the Referee (no discretion if the game is played under floodlights). If the tie is drawn after extra time, then the match will be settled by TAKING KICKS FROM THE PENALTY MARK in accordance with International Board Procedures. Page 28 of 50
Colours Goalkeepers must wear a colour which distinguishes them from other players and the referee. No player, including the goalkeeper, must not wear black or very dark shirts or jerseys. Rule 19. The League requires all referees to wear black shirts, shorts and socks. In the event of a clash of colours (shirts, shorts and/or socks) the away team shall change. Any team not having a change of colours or delaying the kick-off by not having a change should be reported to the League Secretary. Rule 19. In a BTC cup semi-finals or final tie, should the colours of the competing teams be similar, both teams must change. Rule 24 (J). Numbers Teams must wear numbered shirts; each player shall the number on the team sheet. Rule 19. Breach of the rule should be reported to the League Secretary. Late kick offs Referees must order teams to commence at the time appointed if possible (REFEREES ARE ADVISED THAT TEAMS CAN KICK-OFF WITH 7 PLAYERS). The referee should advise the captain of the offending team that his club is to be reported for a late start and should ensure that the late kick off is recorded with a note of the responsible team on the Referee’s match result card. The home team must provide two footballs* fit for play. The referee shall advise the team captain of his intention to report if the home team fail to provide two balls and report the breach to the League Secretary. Rule 20 (A). * throughout the League the footballs to be used are as approved by the management committee. Result forms A match report shall be fully completed within 48 hours of completion of the match (excluding Sundays) on the online website www.refsreport.com Rule 23 (J). Referees’ Assistants (Linesmen) Registered Referees and Referees’ Assistants shall be appointed by the Referees’ Appointments Secretary where possible. In all matches where no appointment is made it is the responsibility of each team to appoint a Club Assistant Referee for each match. Failure to do so should be reported to the League Secretary. Rule 23(C). In Premier Division matches a nominated substitute is not eligible to be a Club Assistant Referee. In the event of the non-appearance of the appointed Referee, the senior appointed Referee’s Assistant shall take charge and a substitute Linesman appointed. The appointed Referee who is late on arrival shall take over the game and not re-start it. In such cases the Referee is entitled to his fee. Non-Appearance A Referee or Referee’s Assistant NOT KEEPING AN APPOINTMENT and failing to give satisfactory explanation for non-appearance, may have his name removed from the list of Referees, and the fact reported to the County Football Association with whom he/she is registered. Ground The Referee shall have the power to decide as to the fitness of the ground in all matches and his/her decision shall be final (subject to Rule 23 (D)). No objection relative to the dimensions of the ground, goal posts, bars or other appurtenances of the game shall be entertained by the League Council unless a protest is lodged with the Referee before the commencement of the match and reported to the Hon. General Secretary within Seven days. The Referee MUST report the protest lodged with him to the League Secretary. Rule 7 (A)(ii). GUIDE TO MARKING MATCH REFEREE The mark awarded by a club must be based on the referee’s overall performance, It is most important that the mark is awarded fairly and not based upon isolated incidents or previous games. The referee’s performance should be determined by the table below which should act as a guide for the overall mark which should fall within the mark range for each standard of performance. Mark – Range Comment 91-100 The referee was extremely accurate in decision making and very successfully controlled the game using management and communication skills to create an environment of fair play, adding real value to the game. 81-90 The referee was very accurate in decision making and successfully controlled the game using management and communication skills to create an environment of fair play. 71 - 80 The referee was accurate in decision making and controlled the game well, communicating with the players, making a positive contribution towards fair play. 61-70 The referee was reasonably accurate in decision making, controlled the game quite well and communicated with players, establishing a reasonable degree of fair play. 51-60 The referee had some shortcomings in the level of accuracy of decision making and control, with only limited success in communicating with the players resulting in variable fair play. 50 The referee had significant shortcomings in the level of accuracy of decision making and below and control with poor communication with the players which resulted in low levels of fair play Notes Using a scale of up to 100 allows greater flexibility for clubs to distinguish between different refereeing performances more accurately. A mark within each mark range can be given to reflect the referee’s performance e.g. a mark of 79 indicates a somewhat better performance than a mark of 71. A mark between 71 and 80 represents the standard of refereeing expected. When a mark of 50 or less is awarded, an explanation must be provided to the League or Competition by completing the appropriate box on the marking form. It must include comments which could help improve the referee’s future performances. Even where a referee has significant shortcomings there will have been some positive aspects which should be given credit; extremely low marks (below 20) should be very rare. How to decide on the Referee’s Mark The following questions focus on the key areas of a referee’s performance. They are intended as an “aide memoire”, are not necessarily comprehensive and need not be answered individually. It is, however, worth considering them before committing yourself to a mark for the referee. Page 32 of 50
CONTROL AND DECISION MAKING How well did the referee control the game? Were the players’ actions recognized correctly? Were the Laws applied correctly? Were all incidents dealt with efficiently/effectively? Were all the appropriate sanctions applied correctly? Was the referee always within reasonable distance of incidents? Was the referee well positioned to make critical decisions, especially in and around the penalty area? Did the referee understand the players’ positional intentions and keep out of the way accordingly? Did the referee demonstrate alertness and concentration throughout the game? Did the referee apply the use of the advantage to suit the mood and temperature of the game? Was the referee aware of the players’ attitude to advantage? Did the referee use the assistants effectively? Did the officials work as a team, and did the referee lead and manage them to the benefit of the game? COMMUNICATION AND PLAYER MANAGEMENT How well did the referee communicate with the players during the game? Did the referee’s level of involvement/profile suit this particular game? Did the referee understand the players’ problems on the day – e.g. difficult ground/weather conditions? Did the referee respond to the changing pattern of play/mood of players? Did the referee demonstrate empathy for the game, allowing it to develop in accordance with the tempo of the game? Was the referee pro-active in controlling of the game? Was the referee’s authority asserted firmly without being officious Was the referee confident and quick thinking? Did the referee appear unflustered and unhurried when making critical decisions? Did the referee permit undue questioning of decisions? Did the referee deal effectively with players crowding around after decisions/incidents? Was effective player management in evidence? Was the referee’s body language confident and open at all times? Did the pace of the game, the crowd or player pressure affect the referee negatively? Final Thoughts Always try to be objective when marking. You may not obtain the most objective view by marking immediately after the game. Judge the performance over the whole game. Don’t be too influenced by one particular incident. Don’t mark the referee down unfairly because your team was unlucky and lost the game or some disciplinary action was taken against your players. CHILD PROTECTION 1. Any act, statement, conduct or other matter which harms a child or children, or poses or may pose a risk of harm to a child or children, shall constitute behaviour which is improper and brings the game into disrepute. 2. In these Regulations the expression “Offence” shall mean any one or more of the offences contained in Schedule 1 to the Children and Young Persons Act 1933 and any other criminal offence which reasonably causes The Association to believe that the person accused of the offence poses or may pose a risk of harm to a child or children. 3. Upon receipt by The Association of: 3.1 notification that an individual has been charged with an Offence; or 3.2 notification that an individual is the subject of an investigation by the Police, Social Services or any other authority relating to an Offence; or 3.3 any other information which causes The Association reasonably to believe that a person poses or may pose a risk of harm to a child or children then The Association shall have the power to order that the individual be suspended from all or any specific football activity for such period and on such terms and conditions as it thinks fit. 4. In reaching its determination as to whether an order under Regulation 3 should be made The Association shall give consideration, inter alia, to the following factors: 4.1 whether a child is or children are or may be at risk of harm; 4.2 whether the matters are of a serious nature; 4.3 whether an order is necessary or desirable to allow the conduct of any investigation by The Association or any other authority or body to proceed unimpeded. 5. The period of an order referred to in 3 above shall not be capable of lasting beyond the date upon which any charge under The Rules of The Association or any Offence is decided or brought to an end. 6. Where an order is imposed on an individual under Regulation 3 above, The Association shall bring and conclude any proceedings under the Rules of The Association against the person relating to the matters as soon as reasonably practicable. 7. Where a person is convicted, or is made the subject of a caution in respect of an Offence, that shall constitute a breach of the Rules of The Association and The Association shall have the power to order the suspension of the person from all or any specific football activity for such a period (including indefinitely) and on such terms and conditions as it thinks fit. 8. For the purposes of these Regulations, The Association shall act through its Council or any Committee or Sub-Committee thereof, including the Board. 9. Notification in writing of an order referred to above shall be given to the person concerned and/or any Club with which he is associated as soon as reasonably practicable. 10. The applicable standard of proof shall be the civil standard, of the balance of probability. The more serious the allegation taking into account the nature of the misconduct alleged and the context of the case the greater the burden of evidence required to find the matter proved. Save that for charges pursuant to The Football Association’s Child Protection Policy, where the welfare and protection of children shall be paramount and the test shall be whether more likely than not.
