TERMS OF REFERENCE (TOR) Designing and printing of research material and knowledge products for programme advocacy BACKGROUND: UN Women, grounded in the vision of equality and enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men and the third gender as partners and beneficiaries of development, human rights, humanitarian action and peace and security. All human development and human rights issues involve gender dimensions. Globally, UN Women focuses on key priority areas that are fundamental to women’s equality, that can unlock progress across the board. The six priority areas include increasing women’s leadership and participation in political spaces, ending violence against women, enhancing women’s economic empowerment, engaging in all aspects of women peace and security processes, making gender equality central to national planning and budgeting through Gender Responsive Budgeting and advancing gender in intergovernmental processes. The UN Security Council Resolution 1325 recognizes that conflict affects women and girls differently when compared to men and boys, and that women must be part of conflict resolution and long-term peacebuilding processes. In this regard, UN Women has a universal mandate to assist countries and the UN system in progressing more effectively and efficiently towards achieving gender equality and the empowerment of women, as well as upholding women’s rights. UN Women plays a critical role in the development and strengthening of international norms and standards alongside their implementation through operational and coordination activities, while also informing the development of those norms and standards through experiences on the ground. It has also established strategic partnerships and networks with a wide range of stakeholders, including governments, women’s human rights advocates, and civil society organizations. Following the aftermath of the conflict in 2009, Sri Lanka has made several commitments to peacebuilding, reconciliation and good governance, and represents a historic opportunity to advance accountability and reconciliation as necessary steps towards long-term and sustainable peace. In this regard, the Sri Lanka Peacebuilding Priority Plan (PPP) was developed, in collaboration with the UN, to serve as the framework for a coordinated Government, UN and development partners’ response to peacebuilding in Sri Lanka. The PPP places particular emphasis on integrating gender perspectives within its framework. As such, it aims to ensure that peacebuilding initiatives in Sri Lanka include leveraging women’s capacities and contributions, and developing strategies for inclusion, which recognize their roles, and diverse experiences of conflict. Without women’s engagement at the stages of peace consolidation, the dangers of relapse are greatly heightened. Empirical evidence reveals a strong connection between the inclusion of women in peace processes and more durable and stable peace. Despite this however, the most challenging gap in terms of women’s inclusivity in decision- making, concerns the participation of women in peace processes and post-conflict political transitions. This is particularly relevant to the context of Sri Lanka, given that, when compared to other development indices, the political participation of women claims the widest gender gap in the country. In this context, with the generous support of the Multi Party Trust Fund (MPTF), UN Women is conducting a series of dialogues and capacity building programmes for women community leaders on collective leadership and conflict resolution, as well as a series of village townhalls under the project: “Promoting Women’s Engagement in Waste Management to Prevent Conflict in Sri Lanka”
The project will unfold in targeted local authorities and DS divisions within the districts of Puttalam and Mannar: 1. Puttalam District (04 local authorities and 4 DS divisions): i. Puttalam Urban Council / Puttalam DS division ii. Kalpitiya Pradeshiya Sabha / Kalpitiya DS division iii. Chilaw Urban Council / Chilaw DS division iv. Arachchikattuwa Pradeshiya Sabha / Arachchikattuwa DS division 2. Mannar District (01 local authority and 1 DS division) i. Nanattan Pradeshiya Sabha / Mannar Town DS division This MPTF funded project takes an innovative, integrated approach to peacebuilding, tackling ethno- religious tensions by bringing communities together to provide a sustainable solution for a shared environmental issue – Solid Waste Management (SWM) – with women at the forefront for conflict prevention. The nexus of Environmental Conflicts – Gender – Communal Tensions is unique, and a new area of peacebuilding not yet explored in Sri Lanka. The project focuses on women’s role within their communities to support conflict prevention Gendered division of household labour results in women being mostly responsible for waste management, hence they play critical roles in responding to environmental degradation at community level. Women’s community engagement results in greater responsiveness to citizens’ needs, often increasing cooperation and delivering more sustainable peace. Despite high involvement in communities, women remain under-represented in policy and decision- making; their experiences and skills are often overlooked. Thus, any solutions related to waste management, and communal tensions therein, require women’s meaningful participation. Women are uniquely positioned within families/communities to influence motivations that drive individuals to support intolerant ideologies or violence. Their gendered roles in shaping and informing families and communities allow women to support in countering intolerant narratives, mistrust and fear, which converge to exacerbate tensions and promote violence. The project will adopt an integrated approach to achieve its overall objective: building community resilience through women’s engagement in conflict resolution and their participation within community and local governance systems; strengthening community governance systems such as Praja Mandala to better lobby with local authorities; strengthening SWM systems within target divisions, including technical support to local authorities on better managing SWM systems; and supporting different communities to coalesce around the issue of SWM via Praja Mandala - with the goal of improving inter- and intra-community relations. PURPOSE: UN Women is looking to hire a service provider to design and print a range of knowledge products and research material between the period of March to May 2021. 1 All activities will correspond to the project titled: “Promoting Women’s Engagement in Waste Management to Prevent Conflict in Sri Lanka”. The project activities will take place in the districts of Puttalam and Mannar, and the purpose of this assignment to ensure communications/visibility to support UN Women in monitoring and reporting. 1 The project is currently seeking for an extension and there is a possibility for services to be extended upon confirmation of the extension. 1
The key outputs outlined below should be produced accordingly, with the awareness that additional activities could be delegated based on the project’s progress. TASKS: • The service provider is expected to carry out the following activities within the given timeline. • The given dates are on a tentative bases and certain events are subject to change due to a range of socio-political reasons. • Given the current context with Covid-19, the imposition of travel restrictions and/or lockdowns could result in the cancellation of some or all activities. • The service provider must be considerate of the eventuality for some or most events to unfold online, which may or may not have a causal effect on costing and other related logistics. Tamil - 15 May 2021 TIMEFRAME: The total duration of the assignment is for a period from end 15th March 2021 to 30th May 2021. QUALIFICATIONS OF THE ORGANIZATION: Events are expected to happen parallelly in 2 districts, hence the vendor is expected to have the capacity to engage 2-3 photographers at the same time. Company Profile: Must be a legally registered entity; Minimum 2 years of experience in graphic design, data visualization, layout design and offset/digital printing Must own or possess high resolution state of the equipment to carry out designing and printing functions. Working experience with the United Nations and other international organizations is an advantage. Must not be politically affiliated. Team members will be assessed on the following: • Team composition and qualifications: o Team leader (01 team leader) University degree or diploma or training in graphic design, animation, copy editing and/or journalism will be an added advantage. Minimum 3-5 years of relevant experience as a graphic designer and or copy- editor. Proven experience in designing and printing sensitive subject material. Advanced knowledge of copyright, licensing and usage practices Outstanding organizational and time-management skills Team members should have relevant experience in the area of media production. o Designers (02 designers) Minimum 2-3 years of relevant experience working on design and printing interventions Prior experience in graphic design and printing on sensitive subject material 4
o Copy Editors (02 copy editors) Intermediate knowledge of copyright, licensing and usage practices Language qualifications – English, Sinhala, and Tamil language skills are required o Printing Technician (01 printing technician) Minimum of 1-year experience in carrying out printing and binding of reports COPYRIGHT and INTELLECTUAL PROPERTY: UN Women will retain copyright and intellectual property rights over all resources and content created as part of this Terms of Reference. However, the credit for the production of the videos will be given to the service provider. All information pertaining to this project (documentary, digital, cyber, project documents, video, handwritten forms, etc) belonging to UN Women, which the contractor and its personnel/consultants may come into contact with in the performance of his/her, duties under this assignment shall remain the property of UN Women who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever form without written permission of UN Women in line with the national and International Copyright Laws applicable. INTELLECTUAL PROPERTY: All information pertaining to this project (documentary, digital, cyber, project documents, etc) belonging to UN Women, which the registered organization may come into contact with in the performance of his/her, duties under this assignment shall remain the property of UN Women who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever without written permission of UN Women in line with the national and International Copyright Laws applicable. ROLES AND RESPONSIBILITIES OF THE PARTIES: UN Women will provide technical guidance where possible. The service provider shall be required to bear all the related costs and work with the UN Women team to successfully achieve the end results. The service provider will be responsible for following costs: • Professional fee must be quoted in lumpsum amount per deliverable. The lumpsum amount must be detailed of how the professional fee of each team member is calculated. • Indirect costs such as printing, stationeries, communications in relation to the scope of work of services must be included in the financial proposal. • Travel costs for technical team members of service providers: all envisaged travel costs such as most direct and most economic local travel, living allowance, terminal expenses etc. must be included in the financial proposal. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses shall be agreed upon, between UN Women and Service provider, prior to travel and will be reimbursed upon Contract Amendment. • Logistics arrangement for workshops and meetings, selection of workshop/meeting venue, meals, accommodation for participants, list of participants, invitation, collection of attendance sheet, etc. 5
• All costs related to survey administration including logistics arrangements for data collection, field visits, interviews, etc. • All costs related to quality assurance, data entry, data cleaning and data processing. COMMUNICATION AND REPORTING OBLIGATIONS: The service provider will report to the Programme Analyst UN Women Sri Lanka and may also work closely with the Programme team at the UN Women Regional Office for the Asia and Pacific, as and when needed. SUBMISSION OF APPLICATION: Submission package includes: Updated CV for the team leader and team members Company profile Company registration Financial proposal: Quotation with a breakdown of budget lines as per required deliverables. The quotation must specify a lump sum amount breaking down the professional fee for each deliverable and travel related costs.
