1. Background From 12-21 July 2019 England Netball (EN) and its event partners, UK Sport, Liverpool City Council and ACC Liverpool will be hosting the 15th edition of the Netball World Cup in Liverpool. The Netball World Cup is the most prestigious event in world netball and the competition will feature the world’s top 16 teams over ten days of thrilling competition, at which Commonwealth champions England Roses will compete for gold alongside arch rivals Australia, New Zealand, South Africa and Jamaica. The Vitality Netball World Cup 2019 comes at an exciting time for women’s sport in the UK, and particularly for netball, as more people than ever before are now playing the game, watching it on television, attending matches and following online. Netball World Cup 2019 Limited (NWC2019 Ltd) has been set up by EN as a Special Purpose Vehicle for the delivery of the event, including the management of all supplier relationships. 2. Scope of tender The Vitality Netball World Cup 2019 is a major international sports event and as such there is an expectation to deliver high quality ‘big event’ venue dressing to welcome and excite spectators, players, media and VIPs attending the event. NWC2019 Ltd budgets are tight and therefore we are seeking to work with a supplier who can deliver cost-effective solutions without compromising on the delivery and the experience of our different client groups. NWC2019 Ltd is looking to contract a company to produce, install and remove the venue dressing for the event, returning the venue to good afterwards. Artwork will be designed by us and provided to the contracted supplier within agreed timescales. The appointed contractor will be expected to conduct site visits at the venue as necessary, in order to agree venue dressing locations with NWC2019 Ltd, provide measurements for artwork design where these are not standard sites existing within the venue and establish best materials and fixings to use for production and installation. The appointed company will also be required to submit requested health and safety information (including RAMS, working at height and product information sheets etc) in advance of working on the event and adhere to ACC Liverpool and NWC2019 Ltd’s procedures whilst working at the venue. Although the majority of venue dressing and wayfinding will be contracted to the appointed supplier, this is not an exclusive contract – some elements eg paper posters, pull-up banners etc may be produced using existing ad hoc suppliers if this proves to be the most cost-efficient option. 2
3. Supporting information 3.1 Event details The Vitality Netball World Cup 2019 takes place at ACC Liverpool from 12-21 July 2019. The event uses the whole of the ACC campus site, with competition taking place in the Echo Arena, warm- up at the BT Convention Centre and training at the Exhibition Centre. For the first four days of competition there will be two courts in the arena, with an overnight transition to one court taking place on Monday 15 July. 3.2 Installation and removal Some elements can be installed and removed by NWC2019 Ltd but for some the appointed supplier will be required to install and remove items and return the venue to good afterwards. Branding installation can take place from Thursday 4 July 2019 – Tuesday 9 July 2019. Depending on requirements, installation may begin later than 4 July. Removal of branding can commence following conclusion of the competition on Sunday 21 July at approximately 20:00. Removal of field of play branding must be complete by 11:30 on Monday 22 July and all remaining branding must be removed by 18:00 on Monday 22 July 2019. 4. Requirements The below information outlines an initial venue dressing and wayfinding scope, which we would like you to respond to in your tender. The scale of venue dressing achievable at the Vitality Netball World Cup 2019 will be determined by budget. The items below are a guide and we may scale down some of these or be unable to do them if cost is prohibitive. There will be additional venue dressing requirements in the VIP/hospitality areas, which will be scoped in full with the appointed supplier, following a site visit. Depending on costs, there may be other opportunities outside those highlighted below. These will be worked through with the appointed supplier in early 2019. 3
4.1 Field of play 4.1.1 Courtside (static) advertising boards Quantity: 24 Size: 3000 mm x 792 mm Designs: 10 Material: Correx or other suggested by supplier Installation: supplier to assemble, VNWC2019 to position courtside Notes: each static board has a double-sided design and is produced in a triangular prism so it is freestanding 4.1.2 Broadcast camera platform A camera platform will be installed between the two courts in the two-court set-up. A draft drawing of this is below with the purple boxes showing location of the branding panels. 4.1.3 Court divide/Block 19 A court divide will be in position during the two-court set-up. This will then move to be positioned in front of a temporary seating block (Block 19) for the one-court set-up. Quantity: to be advised by supplier, depending on suggested solution Size: height to be so a person seated on a chair can see netball over it, entire length will need to cover approximately 24 m Material: to be suggested by supplier Installation: supplier to assemble frames/structures. Notes: Divided into sections with inserts. VNWC2019 will need to be able to move these during the court transition so must be flexible, freestanding. 4.2 Arena 4.2.1 Retracted seat branding (two-court set-up) For the two-court set-up, the first few rows of spectator seats will be retracted (see British Gymnastics branding in the image below). 5.2 Facilities and equipment Please outline any assumptions you have/requirements you envisage having regarding provision or facilities and/or equipment on-site. 5.3 Relevant experience and previous clients Please provide details and examples of previous experience you have of working on similar projects, including any experience you have of working within the ACC Liverpool. Please supply contact details for two references/client testimonials. 5.4 Service and account management Please outline how the following will be managed: • Project management including anticipated timelines and critical deadlines • Artwork proof and approval process • Health and safety/risk assessments • On-site delivery (installation and removal) 5.5 Sustainability Please provide information relating to sustainability. 6. Selection criteria The tender panel will have selection criteria against which they will evaluate the applicants. The selection criteria will be based on: • Cost of quotation • Suggested products • Service and account management • Previous work and relevant experience of similar projects 16
7. Tender process 7.1 Process NWC2019 Ltd requests written submissions to this tender invitation. Following receipt all all tender submissions NWC2019 Ltd will confirm next steps with those shortlisted. This may include a site visit to the venue in Liverpool. 7.2 Timescales The tender timescales for stage one are defined below. Failure to meet the dates and times stated below will eliminate the supplier from the process. Wednesday 2 January 2019 Tender invitations distributed Thursday 3 January 2019 – Thursday 24 Anna Flanders (NWC2019 Marketing and January 2019 Commercial Manager) will be available for informal questions from prospective suppliers. Questions may be submitted by email with telephone appointments to be booked in advance. 5pm Friday 25 January 2019 Closing date for tender applications Following the closing dates, tender submissions will be reviewed and companies contacted with any questions/queries before shortlisting and next steps communicated. 7.3 Panel It is anticipated that the tender panel will consist of: • Anna Flanders, VNWC2019 Marketing and Commercial Manager • Jane Bown, VNWC2019 Head of Tournament Operations 7.4 Submission Please send over your quotation/response by 5pm on Friday 25 January to anna.flanders@nwc2019.co.uk 7.5 Further information and disclaimers • All queries relating to the information contained in this document or the tender process should be directed to Anna Flanders anna.flanders@nwc2019.co.uk • All information supplied by NWC2019 Ltd in connection with this tender shall be treated as confidential by applicants, except that such information may be disclosed so far as is 17
necessary for the purpose of obtaining referees and information necessary for the preparation and submission of the tender. • The successful company will be required to enter into a formal agreement with NWC2019 Ltd. • All costs and expenses associated with the preparation of this proposal and the tender process are the responsibility of the applicant. • Proposals submitted outside the timescales in the tender document will not be accepted by the tender panel. • The tender documentation is an indication of NWC2019 Ltd. needs, it should not be seen as an exhaustive list of requirements. NWC2019 Ltd. expect the successful applicant to work with NWC2019 Ltd. to further define requirements and provide additional support as and when required. • NWC2019 Ltd. must be made aware of any potential conflicts of interest at the time of submitting a proposal. • By submitting the tender, NWC2019 Ltd. will assume that the applicant has sufficient authority to enter into an agreement on behalf of the organisation. • Documentation provided by the applicant during this process will be held on file for three years (as evidence of the tender) and/or disposed of in a secure manner. • The tender is issued on the basis that nothing contained in it shall constitute an inducement or incentive nor shall have in any other way persuaded an applicant to submit a tender or any other contractual agreement. • NWC2019 Ltd. reserves the right to: o Amend the terms and conditions of the invitation to tender process, o Cancel the evaluation process at any stage; and/or o Require the applicant to clarify its tender in writing and/or provide additional information.
