Supplementary Regulations Welcome Message The 2021 New England Forest Rally is here again after a long hard year of cautionary Covid protocol. We are excited that you will be joining us for the 30th running of this event. Just like every year, most of the core of the rally will remain the same although we are making a few changes this year. That being said, please read everything carefully to avoid being surprised. As in years past we continue to rely heavily on a small group of people who put in time year-round to ensure this event goes smoothly. It is with their long hours before, during and after the event that we can accomplish our goals in providing you with some of the most challenging Stage Roads in the country. Sunday River will once again be the Rally Headquarters. We ask that you continue to lodge with them and buy meals and drinks around the Sunday River property. The last few years, we have been the largest single event during the summer, and we look to continue that streak. We have several landowners who contribute so much to our event. We fully appreciate Seven Islands Land Company, Wagner Forest Management, and a new welcome to Northeast Timberlands, as well as the Towns of Peru, Woodstock, Andover, and Errol who provide NEFR with access to the lands on which we compete. Their willingness in continuing to work with us is essential and we treat this as a privilege; we all must take care so these relationships can continue. We always need to be extra careful to never speed on the recce or on transits. When driving on the recce and transits, please be ready to pull over and stop for the logging trucks! They need to stay in the middle of the road so they can be safe and get to the mill without delay. This is all so we can continue to race on the best roads in the northeast. Supplementary Regulations 1. Event Description The New England Forest Rally is to be held on July 30 & 31, 2021. It will start and finish at the Sunday River Resort located in Newry, Maine. The two-day event is part of the American Rally Association’s National and Eastern Regional championships. Friday will consist of 5 stages totaling approximately 41 stage miles over four traditional stages and one stage, Beaver Pond making a comeback after many, many years of being off our schedule. Saturday will have nine stages of approximately 66 miles. Generally, these will be fast stages, with some fast to twisty changes in character throughout each stage; we will use the traditional Magalloway Plantation Stages to continue our long tradition of using these most memorable stages. Competition vehicles should not be set for low ride height! Parc Exposé will be located in the South Ridge Parking Lot 2 at the Northwest end of the Sunday River Resort just outside the South Ridge Welcome Center. Service Parks will be located on Friday in South Ridge Parking Lot 3, just Northwest of the River Haus & Well restaurant at Sunday River and on Saturday 1.2 mi NW of Errol, NH at the grass field, adjacent to the JML Trucking facility. Additional service lots may be added for potential increased entries. There will be optional remote refuel areas on both Friday and Saturday and will need to be incorporated in your fuel plans for most competitors. The route is contained in an area 70 miles to the North and 60 miles to the East and West of Bethel, Maine. Maps will be included in the front of the route book. The route is approximately 400 miles long with approximately 108 miles of special stages. The altitude of the area covered ranges from 600 Feet (200 Meters) to 2000 Feet (600 Meters) in height. Most of the stages are 1½ lane, groomed, logging roads. Some are being used as access for current logging operations and all are on gravel with short stretches of asphalt. The roads tend to be fast and may ‘cut-up’ in some softer areas. Virtual Chicanes and Virtual Quiet Zones will be used for this event. Friday’s stage, Concord Pond will again be run twice mid-day. PLEASE NOTE: Covid is still with us, and all local government rules and precautions will be followed for the safety of everyone. Early Registration Fees - Entries accepted at the Early Fee through 11:59pm on June 30, 2021, and not paid in full at this time will be charged the Late Registration Fee. Maximum Number of Entries The maximum number of entries will be 80. Five early entries are reserved for the top five overall competitors in the National Championship. If more than 80 entries are received a wait list will be created and the organizer reserves the right to allow additional entries. Withdrawal of Entry Withdrawal of an entry MUST be made by email to the NEFR Event Registrar: Bridgitte Crowell – bridgitteirene@gmail.com before the opening of check-in. Refund Policy In the event of an event withdrawal the following pertains: (a) $100.00 processing fee for withdrawals before July 1, 2021 (b) $250.00 processing fee for withdrawals between July 1, 2021 & July 23, 2021 (c) No Refund after July 23, 2021. Supplementary Regulations Service Crew Registration All personnel connected with the rally MUST Pre-Register online at the ARA web sites. After presentation of their QR code at check-in they will receive and must wear their wristband at all times until the conclusion of the event. New Service Crew Licenses will be available at a cost of $19.00 each for a single event or $49.00 for an annual license. These must be acquired in advance at: www.rallylicense.com Commencement of Rally Participation: Once team members have received their wristband for the rally or the recce, they have begun their participation in the event and are subject to the regulations, rules of conduct and penalties established in the ARA Rulebook and these Supplementary Regulations. 7. Type of Event This is a performance rally consisting of approximately 14 stages, to be run over closed roads during daylight hours into early evening. They are linked by transit sections with liberal time allowances. All competitive driving will be on gravel stages. The Official Route Book and Service Route Book will include distances and tulip diagrams. Timing will be in seconds and tenths of seconds. JEMBA Stage Notes will be provided in a separate book. Organizers reserve the right to change the number of stages and exact stage/transit mileage within a reasonable margin. A competitor bulletin will be issued if there is a change to the route 8. Rally Headquarters and Official Notice Board All activities, unless otherwise indicated, take place at various Sunday River Resort facilities located in Newry, Maine. Maps are available through Google; use them to find specific locations referenced in these Supplementary Regulations and in the Service book. Headquarters on Thursday, Friday, and Saturday, before the start of the rally, will be at the South Ridge Welcome Center at Sunday River and will be open at times listed in the Event Schedule. Recce Check In will take place on Wednesday evening at the Grand Summit Resort Hotel at times listed in the Event Schedule. The OFFICIAL NOTICE BOARD will be Online as well as physically located at the rally headquarters Check-In area until after the last car has started on Saturday morning. At that time, the Board will be moved to the Errol Service area. It will remain there until the last car has departed for the last Stage at which time, it will be re-located to the Sunday River Southridge Slopeside Patio. New England Forest Rally Page 8 of 22
Supplementary Regulations 9. Novice Briefing Will be held online prior to the event per ARA scheduling. ARA’s Competition Director will contact anyone required to attend this online school. 10. Features of the Rally • The un-posted SPEED LIMIT on gravel roads is 30 mph. Adherence to speed limits will be monitored through RallySafe. Radar will be used for monitoring speed during the Recce and fines will apply. It’s important to keep our valued locals happy and safe! • Fines for speeding on the transit will be enforced per RCR 1.4.2 Competitors in excess of 20 mph over the legal speed limit may be disqualified. • Official Rally Time will be RallySafe time as shown on your in-car units. • QUIET ZONES are to be traversed at 5 mph below the posted speed limit, or below the speed shown in the route book for these sections and ‘being quiet’. • If a control issues a time that the competitor believes to be in error, the competitor will point out the problem to the control worker and request a correction. If the dispute cannot be solved immediately, the worker will, on request, initial the time and note the nature of the dispute in the Control Log. Competitor scoring inquiries will be done on the Online App and or with the paper form included within the Route Book and will follow ARA rules. • All INCIDENTS/ACCIDENTS must be reported on the appropriate forms; forms are included within the Route Book. It is the responsibility of the competitor to hand the completed forms to one of the Stewards. • All rally officials as defined in ARA GCRs 6.3.1 and their delegates are Judges of Fact. • Please do not block side roads or driveways while waiting to check into an ATC. • All competitors are advised to commit the paragraph in the ARA RCRs (5.14) concerning SOS and also RallySafe SOS instructions to memory! • When stage roads are run twice, if you stop or are stuck on course your car will be left in a safe location until after the second running of the stage. • Any circumstances not covered by these Supplementary Regulations and the ARA Rules and Bulletins shall be decided by the Chairman, Clerk of the Course, and/or the Stewards, as applicable. Supplementary Regulations 11. Exceptions to Rally Rules Chicanes Virtual Chicanes may replace previously used traditional chicanes in most circumstances and will be controlled by the RallySafe system and supported by on stage signage (layout will be provided in Route Book). Virtual Chicane violation penalties will be calculated by the RallySafe application. Please see Section 12 for penalties. Speed Limits Speeding based on RCR 1.4.2 will be verified by RallySafe for all transits and observation controls may also be used. Quiet Zones will be enforced with penalties for infractions using RallySafe, these zones will be shown in the route book. Maximum Permitted Lateness (MPL) MPL will be 15 minutes for the first section only, Concord Pond 1 & 2 to Service. MPL will then be 30 minutes for each subsequent section for the remainder of the event. MPL will revert to zero at the beginning of each section. Distance Between Refueling (Please see Optional Refueling in Section 18) Combined Transit and Stage distances for fuel use may be more than 90 miles in length. 12. Traditional, Virtual Chicanes (VC Zones) & Quiet Zones (QZ) RallySafe Virtual Chicanes may be used in place of the Traditional Chicanes used in the past. These “VC Zones” will have warning boards located at 300’, 200’ and 100’preceding the actual action area before the VC Start control board and a .10 of a mile later the VC End control board, You will be required to slow at some point to 20mph in this “VC Zone” between the Start and End control boards. Quiet Zones will also be used in areas that we need to provide safe transit where local camp owners may be located on our transit roads. These will only show within the Route Book. RallySafe will be used in determining if there are any infractions by competitors within these “VC Zones” and “Quiet Zones”. Judges of Fact may apply: Virtual Chicane and Speeding penalties based solely on RallySafe data! Virtual Chicane Penalties 1- The VC penalty will be 10 seconds for speeds from 1-9mph over the speed limit imposed. 2- The VC penalty will be 60 Seconds for speeds over 10mph over the speed limit imposed. Traditional Chicane Penalties (As ruled by the Judge of Fact at the chicane location) 1- 10 seconds = Dislodging or knocking over an element 2- 30 seconds = For putting two wheels on the wrong side of the pylon (straddling a pylon) 3- 60 seconds = For complete disregard of the chicane (Please see Appendix – 4 for Traditional Chicane information.) Supplementary Regulations 13. General Event Running Information Starting Order Starting order will be determined in accordance with ARA rules and posted online on the Official Notice Board. A reseed will be done after the conclusion of Friday’s competition. Pre-Event Parc Exposé The Parc Exposé on Friday is located at Sunday River, in the South Ridge Parking Area, Lot 2. Competitors must be in position by the scheduled time (to avoid a monetary $100.00 penalty). Refueling is to be done in the authorized Refueling Area only during authorized open times. Refueling is closed during Park Exposé. Timecards will be available at this MTC. Friday Morning Mexico Rec There will be a Media Zone after the first run of Concord Pond located at the Mexico Rec area. Mexico Rec will be treated as part of the transit and as such you may service your car with only parts brought with you in your rally car into this area. No service crew or vehicles are allowed in this area. Friday Evening Scoring Informational Scores for Friday and Restart times for Saturday stages will be available approximately one hour after the last car arrives and will be posted on the online Notice Board. Saturday Morning Restart There will be a Parc Exposé on Saturday morning, in the same location as Friday’s. (to avoid a monetary $100.00 penalty). Timecards will be available at this MTC for the running of the first section of Saturday’s stages. Turnaround Stages The traditional turnaround stages have been reworked and a new/old stage added so as to eliminate the long wait after South Arm, yeah! The “Turnaround Team” will still be working, maybe as an “O” Control, but still with refreshments! Restarting after a DNF (Restart After Retirement) (RAR) Please see ARA RCR’s (6.3) In order to be included in the Saturday re-seed, all teams must notify Scoring of their intention to restart before 9PM Friday. Making a note on the bottom of their surrendered TimeCard is an acceptable means of notifying scoring of the intent to restart the next day. The Chief Scrutineer must approve of reentry of a competition vehicle and the Clerk of the Course will place them in sequence. Route Following Competitors must stay on the route as described in the route book. Any deviation confirmed by RallySafe tracking may be penalized as an Improper Procedure Infraction (RCR 6.4), at the discretion of the Clerk of the Course. New England Forest Rally Page 11 of 22

Scrutineering/Tech Scrutineering will be held at the Sunday River maintenance shed, (Mountain Operations) indicated on the map (see Appendix 3) and during the times mentioned in the schedule. Competitors must present their vehicle log books at technical inspection. Only vehicles that have successfully passed Scrutineering will be permitted to participate in the shakedown stage and the event. Please arrive no later than 7:15pm on Thursday as Scrutineering needs time to check your car and they will close promptly at 7:30pm. Please schedule with them if you need to have them available on Friday morning or Saturday morning for a re-entry inspection. NOTE: Logbooks will not be issued at Scrutineering unless a prior appointment has been made! (But only if you already have your RallySafe fitting kit installed.) TECH FORMS will be available at Tech. 15. RallySafe Vehicle Tracking Devices Refer to ARA Bulletin 2021-7 for RallySafe unit operation and installation instructions. Distribution. Rental fitting kits will be distributed at check-in and must be installed in your competition vehicle prior to tech. During scrutineering, you will be given the RallySafe unit to place in your competition vehicle. Return. The RallySafe units will be removed immediately after the final MTC at the end of the event. If you DNF you must return your unit and fitting kit to ARA scoring at the Service Area or at the final MTC of the event. Competitors will be charged for missing or damaged RallySafe units and rental installation kits. 16. Vehicle Visual Identification Competitor ID packages, including ARA door panels, series sponsor’s decals, windshield decals, and number packages should be purchased in advance online during registration. Only a limited quantity will be available for purchase at the event. There may be event sponsors who require their stickers to be placed on competition vehicles. Competitor ID materials and event sponsor decals must be applied to the satisfaction of the Scrutineer. New England Forest Rally Page 12 of 22

Service Park and Servicing Information in the Service Route Book will contain locations, designated routes to follow, scheduled service times and other pertinent information. In the absence of explicit written exceptions, service personnel are restricted in their movement during the rally to the official service route. Service Personnel Note that anyone working on a rally car in a service area that does not have a wristband will subject that team to the penalties associated with illegal servicing. Service area marshals will inspect team personnel for wristbands. All personnel traveling into a service area in a vehicle displaying a Service Vehicle or Over-Crew Vehicle Pass are required to have wristbands as a condition of admittance. Service Space Each Service Space is 20’ x 60’. Each team will receive two Service Vehicle Passes and two ‘Over-Crew’ Passes. Additional Service Vehicle space will be available for purchase at online registration and at check- in for $250.00 for each space; Over-Crew passes will be available for $50.00. The ‘Over-Crew’ Pass will allow parking at a separate area near the service area in Errol. If you have an extra-long vehicle that requires additional room in the Service Park please contact Kathy Moody, our Service Area Coordinator by July 15th, by email: rallykat158@yahoo.com. Only service vehicles displaying the Service Vehicle Pass will be allowed to enter the service areas; the passes will have the competitor’s number and vehicle license number on them. Full coverage ground sheets MUST be used at all times; jack stands with flat bottoms or 12” X 12” platforms under the stands must be used. Service work on rally cars before or after the event in the GRAND SUMMIT area at Sunday River may only be accomplished in LOT 8, which is the large dirt parking lot on the left just before entering the Grand Summit parking areas. All trailers must be parked at Lot 8 only. Errol Service Area The Errol Service Park is located 1.2 miles North of LL Cote in the town of Errol in the field adjacent to JML Trucking. Service spots generally will not be pre-assigned. We have allowed space commensurate with the known service vehicle sizes from past events. Please follow the Service Area Marshal’s instructions when setting up your service location. Both the Service Park and additional parking locations are on the right side of the highway as you travel north. New England Forest Rally Page 13 of 22
Supplementary Regulations 18. Fuel/Refueling While the rally is in progress (Opening of the Service Area at Sunday River on Thursday until the finish of the rally on Saturday) refueling of competition vehicles may only be conducted in official rally Fuel Depots or purchased at public gas stations along the transit route, as necessary. Refueling may never be done in a Service Area, regardless of whether the area is active at the time or not. Fuel Depots near Service Areas are usually located adjacent to Service Areas. Refueling will typically occur upon exiting a service area; you will refuel during the Regroup. Optional Remote Refueling Areas will be used on both Friday and Saturday transits. Fuel Depots are considered “Hot Areas”. The following Fuel Depot requirements must be observed (to satisfy State Fire Marshall requirements): • Only registered drivers, co-drivers and service crew are allowed in the Fuel Depot. • All parties in the Fuel Depot must wear long pants and closed toe shoes. • Teams must man a fire extinguisher (minimum 5 Lb. / 40 BC) during refueling. • All refueling must be done on a protective tarp. Teams must have and use absorbent pads to clean up any fuel spills before leaving the Fuel Depot. Optional Re-Fueling Friday before SS #3 and after SS #5 The optional fueling during the afternoon on Friday is located at the ball field parking lot (Grimaldi Ball Field), just after turning Right onto Route 120 in the town of Andover, ME. Directions to this Lot are in the Service Route Instructions and in the transit instructions in the Route Book. Optional Re-Fueling on Saturday after SS #6 & after SS# 10 This optional fueling area is located at the DOT Lot in Wilson Mills, ME. on Rt 16, 15 mi north of Errol, N.H. This lot is 6.0 miles from the end of the Sturtevant Stages. Directions to this Lot are in the Service Instructions and in the transit instructions in the Route Book. Only Small SUV type vehicles will be able to take part in the Remote Refuel locations; NO large service or box trucks will be allowed. Remote refuel locations will be monitored. Please enter these locations in an orderly manner. Please remember there is no service allowed in these areas; it is Fuel Only. Unauthorized Practicing / Recce (IMPORTANT!!!) Rally New England, LLC has agreed to notify all Participants - Drivers, Crew & Workers of the following: The landowner’s roads are CLOSED for any rally related purpose at all times throughout the year except for date & times approved for the NEFR. Anyone found on the roads at any other time will be banned from competing in Rally New England, LLC’s Rallies under Article RCR 6.10. If you desire to use any of these landowner’s roads for testing outside of the ARA rules, you must have prior written permission from the landowner with a copy to Rally New England, LLC clearly stating the Date, Time, and Road. The landowners reserve the right to set conditions on said use which may include a road use fee or actual denial of access. The Clerk of the Course shall be the sole arbiter of any potential violation. The official Media/Shakedown Stage provided to competitors is not considered a violation during its official hours of operation. Participation in the official reconnaissance as provided is not considered a violation during its scheduled times. Before the event, competitors and service crews are free to travel on any paved road getting to and from hotels, fuel stations, meals, etc. Remember, all Competitors and their Service Teams must adhere to the directions shown in the Service, Recce, or Route Books. Disregard for this provision may lead to penalties for illegal servicing. Every landowner has made it clear: if we have a repeat of past problems, e.g., trespassing, their land will be closed for good. No more New England Forest Rally! Supplementary Regulations 20. Reconnaissance (Recce) Rally New England, LLC has worked very hard with the various landowners to obtain the right to use their land for stage roads. One must remember these stage roads are private, active, logging roads. Logging trucks are paid to deliver logs. To do so safely they travel the middle of the road and have full right of way! Speed limits must be adhered to and give them lots of room should you encounter them. Jemba Stage Notes (provided to all teams) and Recce instructions will be handed to competitors at Recce Check-In Wednesday evening or at 7:00am Thursday in the lobby of the Grand Summit at Sunday River. The two-pass recce will take approx.15 hours; the one-pass about 9 hours. The Recce is NOT a convoy; you may proceed at your own pace. The instructions will give you a reasonable time schedule so that you can monitor your pace as you go along. The cover sheet will tell you of important instructions that you must follow! Unless posted, the speed limit on dirt roads is 30 MPH! Competitor Car Number’s must be placed on your recce vehicle’s passenger side windshield. Vehicles used in reconnaissance must be normal street vehicles with no lettering, advertising or other markings/customizations which would call attention to the vehicle. Exhausts must be quiet. The Clerk of the Course will be the final arbiter of the suitability of a vehicle intended to be used for reconnaissance. It is highly recommended to not bring low slung cars to recce. CAUTION - IMPORTANT! Logging trucks may be on the stage and transit roads during recce. They do not move aside as their loads may shift and cause rollovers. Please take every precaution to not put yourself nor the logging trucks in danger during Thursdays Recce. The trucks are hauling for our landowners and without their cooperation we do not have a rally !!! Recce will conform with ARA rules. 21. Supplementary Regulations 22. Media/Shakedown Stage There will be a combined Media/Shakedown Stage for competitors. This will be at the Shag Pond location held near the end of the Concord Pond Stage after the recce is complete. Event Registration, Check-In and Scrutineering must be completed before entering the shakedown stage. All competition safety gear, helmet, head & neck restraints, and competition driving suit are required for drivers, co-drivers, and media “ride alongs” meeting the requirements of Article 1 of the ARA Rally Technical Rules. 23. Autograph Session An informal Autograph Session will be held at Parc Exposé on Friday beginning at 10am. Please remain at or near your cars through Parc Exposé for this opportunity to sign autographs. Remember that the kids especially appreciate the interaction with the competitors and appreciate the autographs and selfies immensely. 24. Impound and Teardown All vehicles are subject to inspection by the Technical Inspection team at any time during the rally. This team is aware of the running schedule, and transit times are such to allow the Technical Inspection team to complete their during-event checks without exposing a competitor to road penalties. All finishing competition vehicles will be directed to an Impound Area at the final MTC. Vehicles so directed are required to remain in the Impound Area until released by the Event Steward or his designee. Selected vehicles may also be subject to a tear-down. An Impound Bypass Waiver will be available and will be detailed by a Bulletin to this effect. 25. Results and Awards Results will be posted in accordance with ARA rules. Awards will be presented for the class (3 cars per class required to make a regional class) and overall finishers of the Regional and National events Saturday’s Finish will be on the slope side of the South Ridge Welcome Center. The Champagne Spray will be adjacent to the Patio in front of the Sunday River “Chondola”. A Barbecue and Bar will be available and is open to the Public. Drivers and co-drivers will each receive a barbecue ticket. Additional tickets are available for team members and the Public for $25.00 and may be purchased during the online registration, check-in or at the door. New England Forest Rally Page 17 of 22
