ESERVICES HOW TO GUIDE E-services 24/7 you can: • Check an account balance • Reprint an invoice or receipt • View your Town invoices • Register and pay for upcoming town events/programs (ie. Summer Camp) • Request a change of address Go to www.torbay.ca Click My Account located at top right corner of Home Page Select eServices / Login / Signup (If already signed up for eServices, click Log in. For new users, select Signup) If you choose Signup option: Resident or Business Owner (Requires a Signup Key) (***Your Signup Key will be located at the bottom of your 2018 property/business tax invoice) Guest (no Signup Key required) Guest – Enter your details as prompted: • First Name • Last Name • Date of Birth Enter your email and create your own personal password. Please note: This is the email and password you will use to login on a go forward basis. Confirm the account by checking: • I am not a Spambot • I agree to the Terms of Service A notification should now be displayed to confirm that you have successfully set up your eServices account. Once you have successfully set up your eServices account, you need to create your family members/anyone you will be registering for events: • Manage Sub-Accounts • Create Sub-Accounts • Enter applicable information (***Date of birth must be entered accurately, as some events are age-specific) • Save You can add as many Sub-Accounts as needed. Select Program Signup on the left main navigation section of your eServices account. Select the Event you wish to register for. You may also select other family members (Sub-Accounts) for registration as well) by selecting each one, and Add to Cart. Once you have added all the items/Programs to your Cart, you are ready to complete your registration. To do this, select Proceed to Cart. Select the checkbox next to I agree to the Terms and Conditions of the Town…” if you are in agreement. Select Purchase, then either click the Pay Later or Moneris (Interac) payment option. For the Pay Later option, an invoice will be created and you will have to arrange payment with the Town Office. Note: You will need to create a Payee with your own bank (online banking) in order pay with the Moneris (Interac) option. *Please note that CIBC and TD Canada Trust Visa Debit are not compatible with Moneris payment method* YOU ARE NOW SUCCESSFULLY REGISTERED FOR YOUR EVENT(S) USING ESERVICES! CONGRATULATIONS! REFUND POLICY: There will be no refunds for programs or events unless a medical note is provided. CANCELLATION POLICY: In the event of a cancellation or other extenuating circumstance beyond the control of the Town; the Town of Torbay will not issue refunds less than $25.00. Programs less than $25.00 will be placed on the customers account.

High Five Training April 24th HIGH FIVE is a requirement for Summer Jobs with most municipalities. Why wait until the Summer to complete it. Sign up now. HIGH FIVE is Canada’s quality standard for children’s programs. Before HIGH FIVE, no standard existed, and there was a clear need for an innovative approach to help organizations enhance program quality and provide positive experiences for children, which would remain with them for a lifetime. Submit to smartin@torbay.ca. 30 Minute Clean Up May 26th Residents can pick up garbage bags, gloves the week prior and register to have their roadside and community litter picked up by the town. Recycle a Bicycle May 27th - June 3rd Do you have an old bike lying around? You may think that it is no longer any good but that bike does have a purpose. You can donate it and the town will ensure that it goes to a workshop where it will be refurbished so that it another child or adult will have the opportunity to bike. The Department of Community Services is accepting bikes between May 27th – June 3rd, 2019. You can drop bikes off to the Torbay Town Hall during regular business hours. Summer Camp Registration May 14th Registration opens Tuesday, May 14th at 10:00am to Torbay Residents. Registration opens Tuesday, May 21st at 10:00am to the general public. Registration is through eServices only. www.torbay.ca. (See page 7 for more details). Payment Plan If you are registering for weeks 1, 2, 3 or 4 payment will be required immediately. If you are registering for weeks 5, 6, 7 or 8 payment is required by June 13th. NOTE: There will be no refunds for Camp unless a medical note is provided. If payments are not made by the date required, your child will automatically be removed from the eServices system. Therefore, they will not have a spot in Camp. Camp T Inclusion May 21st Inclusion Community Services Summer programming is committed to providing a safe and accessible program for everyone to enjoy. Please note that the Camp fills quickly, and all participants including those who wish to avail of the Town’s inclusive services must register in the usual fashion for a Camp T spot. Registration is based on a first - come first - serve basis. Registrants who wish to receive inclusion services are asked to contact staff immediately after registering, via the email listed below, to start the accommodation process. You may also contact the Town at any time to learn more about the service that the Town is able to offer, or to answer any questions that you may have. The partnership between families and the municipality is imperative to the Inclusion process. The Town makes every effort to work with families to achieve a positive outcome for all participants. Sport Camp will be for children aged 7 - 14. Sport Camp will be doing a variety of skills, drills and fun games in the following Sports. Softball, basketball, volleyball, soccer and archery. The Camp will also have swimming at least once a week. When: July 8th - Aug 16th except July 21st- 26th Time: Drop off at 8:00am, Camp starts at 9:00am. Pick up at 4:00pm – 4:30 Age: 7 - 14 Where: Juniper Ridge Intermediate Cost: $100 per week Refunds: There will be no refunds unless a medical note is provided Camp will have early drop off starting at 8:00am, Sport Camp will start each day at 9:00am. Camp will finish up each day at 4:00pm and pick up will be from 4:00pm - 4:30pm. Sport Camp will offer 2 sports a day, 1 sport in the morning and 1 sport in the afternoon. Celebrated annually in June, Recreation Month is dedicated to reinstating the importance of actively participating in recreation throughout various communities in the province. It is a fun and exciting way to celebrate recreation and promote its many benefits to individuals, families and communities. Family Play Day June 15th June is Recreation Month and is dedicated to reinstating the importance of actively participating in recreation. Come to Upper Three Corner Pond Park and enjoy recreation play time with your family. Soccer, ball hockey, softball, basketball, and trail walking. When: Saturday, June 15th Time: 10:00am – 12:00pm Age: All ages Where: Upper Three Corner Pond Park, 547 Bauline Line Hike and a Picnic June 16th Start your adventure exploring the beautiful trails in Torbay. Join certified wilderness expert, Chris Moran, as he leads an interactive journey along the scenic shores of the East Coast Trail. When: Sunday, June 16th Time: 11:00am Age: Any age Where: Father Troy Trail 8.7km. 2-4 hours. A bus will pick up participants at Torbay Town Hall and drop off participants at the Wharf in Flatrock. Participants will hike back to the Town Hall on the East Coast Trail, stopping along the way for pictures and a picnic. Resident and non-resident cost is $20 (HST included), registration opens May 15th at 10:00am. NOTE: A healthy lunch will be included in the cost. If you have any dietary restraints please email smartin@torbay.ca . The level of difficulty of the trail is EASY. A waiver will be required. As well, anyone under the age of 18 will require a parent/guardian signature. Yappy Hour June 22nd Bring your dog as we walk around the trail at Upper Three Corner Pond Park and enjoy the spacious dog park. There will be light snacks and treats for the dogs. EXPRESSIONS OF INTEREST FOR 2019 CANADA DAY AND REMEMBRANCE DAY COMMITTEE We are currently seeking interest for individuals who would be interested in serving on an organizing committee for future Canada Day Services, held on July 1st, and future Remembrance Day Services held on November 11th each year. SUMMER 2016 2019 Killick Coast Games July 21st – 26th The Town of Portugal Cove/St. Phillips are hosting the 2019 Killick Coast Games. This annual youth regional sports event will take place from July 21st – July 26th. Athletes ages 11-17 years from Torbay and surrounding communities compete in friendly competition in their choice of soccer, softball, basketball, ball hockey and a cross country run. Participants have the opportunity to play 3 of the 4 sports offered. All athletes can take part in the cross country run. Please note that we will not be accepting late registration for the Killick Coast Games. Registration: Town of Torbay Registration will be held from May 1st - May 17th. Communities in Bloom What is Communities in Bloom? Communities in Bloom is a Canadian non-profit organization committed to fostering civic pride, environmental responsibility and beautification through community involvement and the challenge of a national program, with focus on enhancing green spaces in communities. The program consists of communities receiving information and being evaluated either provincially or nationally by a volunteer jury of trained professionals on the accomplishments of their entire community (municipal, private, corporate and institutional sectors, citizens) on eight key criteria: Tidiness, Environmental Action, Heritage Conservation, Urban Forestry, Landscape, Turf & Groundcovers, Floral Displays and Community Involvement. The Town of Torbay will be registering for Communities in Bloom and judging will take place July 29th. Please keep an eye for upcoming information on Communities in Bloom and how our residents can help with preparation for the judging. NORTH EAST UNITED SOCCER CLUB FUN, FITNESS AND SKILLS FOR ALL AGES! Come be a part of the NorthEast United Soccer Club! We have programs for children from U4 to U15. Our goal is to have fun and develop a love of the game. We also have Metro teams for kids looking for a bit more challenge! SOCCER We have a league for you too! DEPARTMENT OF PLANNING AND DEVELOPMENT Permits Required As we move into the building season, many residents are planning new additions, renovations, and accessory buildings. When doing so, please keep in mind that the Town of Torbay is actively enforcing its regulations and bylaws. If you are unsure whether a permit is required, please contact the Town’s Planning Department. In 2018, with the high influx of alternative heating sources and ventilation systems being installed, Council agreed that ventilation equipment, propane appliances/fireplaces, heat pumps, mini splits, oil fire burners, and chimneys shall be installed by a licenced/certified contractor. The Town now requires that a permit be obtained for such installs and that written confirmation from the licenced/certified installer indicating that the work has been completed in accordance with required codes be provided to the Town prior to the release of an Occupancy Permit or associated deposits. Home Based Business As the Town continues to grow, the largest portion of businesses in the Town are becoming home based business. The Town’s Municipal Plan allows for a variety of home based businesses within residential zones such as small-scale hair and nail salons, low ratio childcare providers and home offices for a number of different classifications. Please note, it is the property owner’s responsibility to contact the Town’s Planning Department to ensure compliance. Civic House Numbering 50 Your street name Over the past number of years, the Town and local emergency services departments have noticed that there are a number of residents that do not have a civic number visible on their property. It is very important for emergency purposes to have the correct civic number displayed on your property. The Town has developed a new policy requiring a visible civic number to be placed on all properties within the Town and encourages all property owners to display a civic number. The Town has designed a template for civic number signs, which can be purchased through a local signage company. If you wish to confirm your civic number, please contact the Town office. Private Well Water Testing A large portion of properties within the Town of Torbay are on private well water sources. The Town encourages residents using private wells to have their water tested at minimum, twice a year, in the Spring and Fall. There are water-sampling bottles available at the Town office during regular business hours. It is also recommend by the Department of Environment and Conservation that chemical testing be completed every two to five years after initial analysis. Property Standards In 2015, Council adopted Property Standards and Maintenance Regulations to ensure that properties throughout the Town are maintained to a certain standard. It is the responsibility of all property owners to ensure that their property is maintained in a state of good condition and repair. Electrical Permit Requirements Over the past number of years, the Town has been requesting final electrical inspections on all electrical work that is completed in the Town; this is required as per the Provincial Electrical Regulations. As per the regulations, only a registered electrical contractor can complete electrical work; it is the electrical contractor’s responsibility to obtain an Installation and Repair Permit from Service NL prior to starting any work. New Adaptive Equipment Town of Torbay, Department of Community Services recently purchased a HippoCampe. This is an all-terrain Wheelchair that offers individuals with disabilities to get through difficult terrain. This equipment is available for loan. ANIMAL CONTROL PET LICENCES It is mandatory in the town of Torbay to license your dog; there is no fee for this service. Licenses are available at the town hall. There are many beautiful trails in Torbay please clean up after your pet to POOP AND SCOOP keep them clean. TETHERING It is under provincial law that all animals must be safely tethered or penned at all times, animals are not permitted to roam at large. • Eliminate food source RODENT PROOFING • Eliminate water source YOUR YARD • Eliminate rodent hiding places • Animal Control does not respond to rodent issues. • Never leave edible garbage or pet food outside. IF COYOTES ARE • Limit use of birdseed, and pick up fallen fruit around your property. • Keep pets indoors, or under supervision when outside. Roaming or NEAR YOUR HOME unattended pets are an easy target for coyotes. Have pets spayed or neutered to avoid attracting coyotes. • Never attempt to tame a coyote by feeding it. Trails within Torbay Upper Three Corner Pond Park Trail Located on the Bauline Line Torbay has a beautiful trail that you can take advantage of for an active walk. Woodbridge Open Space This trail is located on Woodbridge Lane. Take your first left past Trails End Convenience on Indian Meal Line and then take your second right onto Woodbridge Lane. Western Island Pond Drive Trail Located just off Western Island Pond Drive. There are three access points to this trail. (a) O n Western Island Drive, across from Concepta’s Place (b) At the Western Island Pond Playground (c) On Skippers Landing, across from Wildberry Lane
