ORANGE CITY COUNCIL APPOINTS KATHY TAVOULARIS TO DISTRICT 3 COUNCIL SEAT On April 13, the Orange City Council appointed longtime resident Kathy Tavoularis to fill the vacant Council seat for District 3. 3 5 Ms. Tavoularis is a 40-year NEW APP: WELL, A NEW PARK resident of Orange, a graduate ORANGE 24/7 of the Orange Unified School District, holds a B.A. in Political Science from the California State University, Long Beach, and has an extensive background in government and public affairs. She is a small business owner in Orange, and the youngest child of immigrant small business owners. City News MEET YOUR NEW POLICE CHIEF Captain Dan Adams, who began his law enforcement career with the City of Orange Police Department thirty-one years ago, has been appointed as the City’s new Chief of Police, effective July 4, 2021. Adams will replace Chief Tom Kisela who retires after 35 years with the Orange Police Department, the last five as the Chief of Police. As Captain, Adams most recently commanded the, Field Services Division, where he was responsible for the department’s Patrol services, Traffic Bureau, Neighborhood Enhancement Team, Homeless Engagement Team, Communications Center, and the SWAT Team. Adams’ efforts have been instrumental in leading the City’s outreach to the homeless. Prior to his time in Field Services, Adams led the Support Services Division where he was directly responsible for the department’s budget, hiring and training, crime prevention and Homeland Security. “Serving the Orange Police Department for the last thirty-one years alongside so many remarkable men and women has been a privilege,” said Adams. “And now, having the opportunity to lead the department’s crime reduction efforts while continuing to build our relationships with the community, is truly an honor.” FREE HOME SECURITY ASSESSMENTS One way to prevent a residential burglary in your neighborhood is to secure your home and make it less of a target for crime. We like to call it “hardening the target.” The Orange Police Department’s Crime Prevention Unit provides free home security assessments for residents. Our Crime Prevention Specialists are available to work with homeowners to identify potential risks and provide suggestions to improve home security. There are several small steps a homeowner can take to improve home security. A walk-through, on-site inspection is performed with you and a written evaluation is provided as a reference. Our Crime Prevention Specialists will assist in identifying areas vulnerable to intrusion and easy targets for criminals. Entry points to a home, windows, doors, locks, lights, and landscaping will be evaluated. The inspection covers the interior and exterior of the home and can take from thirty minutes to an hour depending on the size of the property. The resident must be present during the inspection and the team will only survey the areas of the home permissible by the resident. Please call to schedule an appointment. CITIZENS ACADEMY The Orange Police Department is proud to offer the Citizens Academy. Citizens Academy is a free, interactive course that provides an inside look about police department functions, resources and more. Residents will have the opportunity to learn about various facets of law enforcement such as Crime Scene Investigations, K-9 Unit, Dispatch, Detectives, Narcotics and other related fields. Participants will also have a chance to go on a ride along with an officer to observe a typical day patrolling the city of Orange. City News CITRUS DISEASE: COULD YOUR TREES BE THREATENED? The State of California needs your help to combat an ever-present threat to our local citrus trees. It’s called Huanglongbing disease, which is also known as HLB. The disease is spread by an insect called the Asian citrus psyllid, and while it is not harmful to humans, it is fatal for the trees. So far, thousands of trees in Southern California have already been detected with the disease. In Orange, our parks are home to several varieties of Orange trees, and our Orange Parks staff have been diligent in monitoring their health, checking for signs that they may be under threat. Please join with us in making sure your own trees are free of this disease. If you have orange or other citrus trees on your property, inspect them for signs of both the disease and the insect. Use the attached infographic to learn what to look for. If you spot symptoms of the disease, call the State’s HLB hotline at (800) 491-1899. The California Department of Agriculture has an emergency treatment program in place, with teams in several Orange County Cities, including Orange, spraying to eliminate the Asian citrus psyllid. The Orange Fire Department and the U.S. Centers for Disease Control would like to share some important pool safety tips: • K eep in the shade, especially during midday hours—10 a.m. to 4 p.m.—when ultraviolet (UV) rays from sunlight are the greatest. • U se sunscreen with sun protective factor (SPF) 15 or higher, and both UVA and UVB protection. Reapply every 2 hours and after swimming, sweating, or toweling off. • T he water may look clean, but chlorine and other disinfectants don’t kill germs instantly, so make sure you’re pool is regularly treated. • Whether in the pool, or in the ocean, don’t swallow the water. City News WELL, A NEW PARK Our Public Works Department will soon be building a brand new water well on the northeast corner of Lemon St. and Maple Ave. As part of the project, the residents of Orange will not only be getting another source of drinking water, but also a brand new park in the bargain. Who doesn’t love a “2-for-1”? Construction is expected to begin in June. When completed, Water Well 28 will tap into one of the many underground aquafers beneath our feet, which is where we around 75% of our water supply. The well will be part of an 11,780 sq. foot passive pocket park, and hidden behind screening walls to both blend in with the park and reduce its impact on the neighborhood. The plans for the park include decorative perimeter fencing, benches, café game board tables, a central tree planter with edge seating, lighting, landscaping, and a drinking fountain. Both the well structure and the park are being designed to reflect the character of the Old Towne neighborhood they will be built in, with the hope that they will serve our City for generations to come. Environmental News MANDATORY COMMERCIAL RECYCLING In order to reduce the amount of trash that gets dumped into our landfills, and to reduce greenhouse gas emissions, California Assembly Bill AB 341 requires businesses who generate four cubic yards of solid waste per week to participate in a recycling program. The goal is to eliminate 75% of the waste going to landfills by the end of this year. Businesses can meet this goal by recycling paper, metal, glass and plastics. Multifamily units of five or more must also recycle their solid waste. These materials can either be self-hauled to a recycling facility, or through CR&R’s Commercial Recycling Program. CR&R’s convenient program provides businesses with recycling collection receptacles free of charge. PROTECT OUR WATERWAYS Many people enjoy a walk with a pet to relieve tension from a hectic day or to simply get some exercise for themselves and their pet. When taking these walks, it is important to ensure that nuisances are not created on public or private property by failing to pick up after pets. Pet waste contains high bacteria levels and when it is not picked up, it can be carried by rain, sprinklers or wash water into the storm drains where it can contaminate downstream rivers and creeks, affecting recreation and swimming in these waters. To ensure that pet waste does not impact local waterways, carry a plastic bag on walks and pick up after your pet, then dispose of the pet waste in the trash. This will help improve the quality of runoff from our neighborhoods and protect our waterways while also being considerate of neighbors. Not only is it the polite thing to do, but it is also required by the Orange Municipal Code.
