Overview. The Contractor will provide applicable parts for the Megastar Filing System. The Contractor
shall perform adequate repair of the equipment in accordance with all federal, state, local laws and
regulations, manufacturer’s recommendations and specifications, operator and maintenance manuals,
comply with International Organization for Standardization (ISO), Federal Information Processing
Standard (FIPS), and this Statement of Work (SOW).

Work Description. With direction from appropriate Contracting official or Security Forces representative
complete efficient work to include: Furnish and install various components and provide general
maintenance to bring damaged system back up to operational condition.

Filing System work broken down:

Contractor shall furnish and install a GS-41 DC Motor Control Board into a Kardex Megastar Filing System
located in Bldg #2071, Room 100.

During the course of the filing system repair, any parts that are discovered to be unserviceable will
require replacement. Contractors will not use remanufactured parts for repair on the filing system. Parts
must be OEM or equivalent. A full diagnostic will need to be completed for functionality of the filing
system.

DRIVING STANDARDS: Contractor must adhere to all speed limits while driving on FAFB. Contractors
can be issued a DD Form 1408, Armed Forces Traffic Ticket for any traffic violations that occur on FAFB.
Points will be assessed to your base driving record. Two (2) moving violations within a 30-day period will
result in a suspension of base driving privileges on FAFB. An accumulation of 12 points within a year will
result in a suspension of base driving privileges for up to 1 year. Speed limits are posted. The speed
limit is 30 MPH unless otherwise posted (school zone, housing, parking lot, etc.). All parking lots are 10
MPH. Spokane County Sheriff Office will take jurisdiction over all other issues concerning contractors.

ENTRY REQUIREMENTS: Workers (i.e. sub-contractors/contractors) who will be working for more than
7 days will be issued a DBIDS Contractors Badge. The paperwork to receive the contractors badge will
be issued by the contracting office. Please brief all contractors, to include sub-contractors, they are not
allowed to escort anyone on base with this badge. They are also not allowed to enter the installation
unless they are going to work. Contractor’s entering the installation will only utilize the Main Gate and
Commercial Gate (Rambo Gate). If personnel will be required to drive on the flightline, they are to take
their paperwork to Base Operations to receive a briefing and receive the correct badge. All DBIDS
badges must be returned to security forces when the contract is complete or when an employee is
terminated. Failure to comply could result in withholding of final payment. Fairchild AFB is now a Real
ID Act compliant base. All personnel entering the base must present a Real ID complainant pictured
credential. Any credential with the statement “Not for Federal Purposes” or any similar statement is not
acceptable. See the attached list for other acceptable credentials.

DELIVERIES: Any deliveries you have for your work site must go to the Commercial Gate (Rambo
Gate)/247-9025. Please ensure you provide a phone number for your work area to the delivery person

prior to them getting to the gate. Someone must be available at that number to verify the delivery. A
designated site superintendent must proceed to the gate, escort the delivery person to the work site,
and escort them back to the gate.

WORK AREA: Ensure all equipment is secured at the end of the workday. If you experience any theft or
damage, please contact the Base Defense Operations Center (BDOC) at 247-5493 or 247-5494. They will
accomplish an incident report. If your work area requires access through a secured gate, contact the
Installation Security Section (ISS) office at 247-8923/3193 for gate combinations and procedures.

EMERGENCIES: If you have an emergency at your work site, please call 911. If you are calling from a
247 prefix number, the call will go directly to Fairchild Police, Fire and Medical. Calling 911 from any
other number will connect you with Spokane County Emergency Dispatch, tell them you are on Fairchild
AFB. If you are working on the flightline and want to report suspicious activities, call the Helping Hand
hotline at 247-7777.

TRAFFIC SAFETY:
     (1) Use of seatbelts are mandatory on Air Force installations.

        (2) Obey all speed limits.

        (3) Operate vehicles only in authorized areas.

        (4) Don’t obstruct traffic flow; use flagmen when applicable.

        (5) Special training for flightline driving.

        (6) There are red “beacon lights” located at most intersections. They are Klaxon notification
        lights. If they are flashing, pull over to the side of the road and wait until they stop flashing.

        (7) Cell phone use while driving on the base must be totally hands-free, a ticket will be issued
for offenses.

PRIVATELY OWNED FIREARMS: Qualified Law Enforcement and Qualified Retired Law Enforcement
Officers credentialed under the Law Enforcement Office Safety Act, and registered with 92 SFS (Visitor
Control or Pass & Registration) are authorized to conceal carry a handgun on Fairchild AFB. Note that
this policy does NOT extend authority to state issued licenses or permits holders to carry concealed on
the installation (it only applies to personnel with Federal/LEOSA credentials). Anyone who LAWFULLY
possesses a firearm may transport and store a firearm in their vehicle on Fairchild AFB. Firearm must be
secured in a locked, completely enclosed, vehicle (no motorcycles or convertibles with top down) with
the weapon and ammunition stored in separate compartments prior to entering the base. The weapons
cannot be loaded until you depart the base. Contact Visitor Control, 247-5495, or Pass & Registration,
247-5071, if you have questions about transporting and storing for full procedures. Check with your
prime contractor to determine company policy relative to conceal carry or transport and store at the
work site. Do not take weapons into prohibited facilities marked with signs stating “firearms are
prohibited on these premises, regardless of a concealed-carry permit”. Members must declare firearms
to SF personnel during a traffic stop, vehicle inspection, Random Antiterrorism Measure, or Random
Installation Entry Vehicle Check or anytime LE initiates contact with the member. LEOSA credentialed
personnel understand under LEOSA, the bearer of the credential has no law enforcement authority and

cannot carry out any law enforcement duties. LEOSA is for self-defense or defense of others in their
immediate area.

MISCELLANEOUS: While recreational use marijuana is legal in Washington, possession or use on federal
property of any federally illegal drug is still a crime. Contraband of any kind is not authorized on
Fairchild AFB anytime.
