A Letter to Community Centre Patrons About Safe Shelter at Citiplace Community Centre Dear Patrons of Citiplace Community Centre, You may have heard that City of Perth will soon start a Safe Shelter project for men at Citiplace Community Centre. At this writing, the project is intended to start on 19 July for a limited trail period of two months. Citiplace Community Centre is an important part of the lives of the community of people who visit. In planning for the Shelter, the Community Services team has tried to minimise impact on the Community Centre’s operations in every way possible. Below are answers to a few questions and concerns that have been raised by Citiplace patrons about the Safe Shelter project. What is the Safe Shelter at Citiplace? The program at Citiplace is specifically for men experiencing homelessness during the winter months and is available by referral only. The men cannot just drop in – they will have been brought or sent by WA Police, City Rangers or homeless support workers. The service will be available for up to 15 men per night, aged 18 years and over, who may be chronically street-present people (rough sleepers). The Safe Shelter will be short-term crisis intervention, not an alternative to accommodation services. There will be no beds. How does that work? The idea is that people may be better able to work with support services after they have had a safe night’s rest. For example, they may need to obtain valid identification to access longer term accommodation. The support workers here will help the men to make and attend appointments to do this. The Safe Shelter will be run by St Bart’s, with the City providing the venue, venue cleaning, and some security. St Bart’s has been working for over 50 years to help those in need in Perth in a variety of ways. When will it be open? The Safe Shelter will operate 7 days a week from 10.00pm – 6.30am for a trial period of two months. The state government’s Boorloo Bidee Mia homelessness service, located at 300 Wellington Street, is due to commence in August 2021. The States service will be the ongoing low-barrier accommodation option for people rough sleeping. What facilities will be available at the shelter? The Shelter will provide comfortable chairs, beanbags and mats to encourage rest. No meals will be provided and there will be no long-term storage facilities for any personal belongings. What happens to homeless people during the day? What if people try to access the Centre? When the Safe Shelter closes in the early morning, clients will leave to access other service providers. Appointments will have been made to assist them in finding more permanent accommodation. Clients will not be at Citiplace Community Centre beyond 6.30am each morning. If there are any issues, security staff who have been rostered on to patrol the concourse, will attend as required. What about security or antisocial behaviour? St Bart’s will staff the Safe Shelter with two support workers and two dedicated security staff. The facility has full CCTV coverage internal and external to the building which is linked to City of Perth City watch. In addition, extra security guards will be on duty to monitor the concourse area in the evening and after the service concludes in the morning. How will cleaning and hygiene be managed for the changeover to daytime Community Centre activities? Will the Dining Room be reset in time? Before the Shelter opens in the evening, all Citiplace’s chairs and most tables will be stacked away and covered. The craft cabinets will be covered, and the kitchen closed. At 6:30 AM, the contractors running the shelter will clean and store any equipment they have brought in a separate room not used by the Community Centre. Contract cleaners will clean and sanitise the toilets, the floors, and any tables that have been used. Security personnel will then help reset the dining room to be ready for opening at 8:30 AM. What can I do to help? Homelessness in Perth affects everyone who lives in, works in, or visits the City. You can help by being positive and supporting City of Perth staff and volunteers while the Centre is being used for the Safe Shelter trial. It also helps to learn more about homelessness, to volunteer your time to an organisation that helps people experiencing homelessness, or to donate food, clothing and bedding to homeless shelters, such as Ruah, St Bart’s, or the Salvation Army.
