Sports Capital Programme - Overview

       Operated by the Department of Tourism, Culture,
   1   Arts, Gaeltacht, Sport and Media

       The deadline for applications is 5pm on Friday
   2   12th February 2021

       Grants of up to €150,000 available to clubs for capital
   3   works

       Maintenance equipment grants - capped at €30,000
   4   (equipment grants of over €50,000 will only be
       awarded in exceptional circumstances (such as to
       NGBs)

Overview of Past SCP Allocations

       Over the last 20 years, rugby has averaged €2.3m
   1   per year and received a total of €46m under SCP

       In that same period, soccer has received €150m;
   2   Gaelic Games €310m

       It is up to rugby clubs to apply

What will SCP Fund
• Natural and Artificial pitches / multi-use games areas

• LED Floodlighting

• Security fencing, CCTV and essential pitch-side fencing

• Building or refurbishment of dressing rooms, showers, toilets, sports halls,
  gyms or fitness studios

• Walking/Jogging tracks

• Non‐personal sports equipment. At least 5 years’ life-span- kept in club e.g.
  Scrum Machines, Lawn-mowers, defibrillators

• Portable storage containers/sheds up to 25 m2 are considered equipment -
  larger modular buildings that require planning permission and/or
  foundations are considered capital works and require proof of title

What will SCP Fund
• Any other capital projects that are clearly sporting in nature and that
  will increase participation in sport or improve performance

• Covid-19 related works or equipment deemed essential to allow
  facilities to continue in use

• Modifications to sports facilities to a) improve access for people with
  disabilities or b) reduce energy consumption

What will SCP NOT Fund

•   Running or Operational costs

•   Non-LED Floodlighting

•   Viewing stands, Car parks, roads, landscaping or playgrounds

•   Bars, kitchens, sleeping accommodation, offices or other parts of a
    project that have little or no sporting content

•   Projects (or elements of projects) where work has already
    commenced

•   The repayment of loans

•   The purchase of land or buildings

•   Items that could be considered to relate more to leisure rather than
    sporting pursuits

•   Routine maintenance (including the resurfacing of artificial pitches
    funded by the SCP in the last 10 years)

Funds Available

• The extent of funding which any club can access depends on
  numerous criteria but essentially:

• A club with Title on their land can apply for up to €150,000 for
  capital works or up to €30,000 in ‘non-personal equipment’
  e.g. Scrum Machines, Lawn-mowers, defibrillators

• Organisations with no Title or with a registered lease with
  between 5 and 15 years remaining, can only apply for a
  maximum capital grant with a combined value of €50,000 over
  a 5 year period*. Your solicitor can advise you on title issues.

*This only applies where the applicant has sole occupancy of the premises
(i.e. applications from a club that makes use of another club’s facilities will
not be accepted, instead the application should come from the owners
themselves).

Application Process: Step 1

Register on the ‘On-line Sports Capital Register’ (OSCAR) system
at sportscapitalprogramme.ie
Will require Tax Registration Number to register

SCP 2020: Application and Assessment Criteria

  The first couple of steps of the application require basic information
  about the club and the project

  - Project Summary
     - Includes impact on participation and performance

  - Details of project and break-down of costs

  - Quotes

  - Membership – numbers and fees

  - Site management of existing facilities – pitches, DRs etc.

  - Usage – current and future

  - Own Funding - evidence

SCP 2020: Application and Assessment Criteria*

         1. Level of socio-economic disadvantage in the area - allocated
         automatically according to Pobal Deprivation Index (weighting 7)
         NB: Information on how the club supports disadvantage

         2. Sharing of facilities (weighting 5)

         • Sharing mentioned in application but no licence agreement
           provided / licence agreement provided does not meet
           requirements of the SCP (0)

         • Licence agreement provided which shows sharing with 1
           other group (1)

         • Licence agreement (s) provided which shows sharing with at
           least 2 other groups (3)

  3. Technical merits of the project –planning permission, detailed
  quotes etc. (weighting 3)

  • Quotation(s) is basic or with no breakdown of the elements of the
    project (0)

  • Quotation(s) is detailed and clearly sets out cost of each part of
    project or PP has been applied for (1)

  • PP has been acquired or the template signed by the local
    authority or technical supervisor to show that it is not needed but
    quotation(s) is basic with no breakdown of the elements of the
    project, or good quotations and planning permission has been
    applied for or the project consists of equipment only with no
    detailed breakdown of the equipment being sought (3)

  • PP acquired or confirmed template that not needed. Detailed
    quote (s) that clearly sets out cost of each part of project (5)

4. Likelihood of increasing participation and/or improving
performance (weighting 3)

• Overall Impact on Participation (out of 6)

• Project will benefit people from a disadvantaged area and/or
  people with a disability (out of 4)

• Level of membership fees (1)

• Level of facility in club/area (1)

5. Level of own funding available (weighting 1)
• The higher level of own-funding available, the better
• Bank Statement or Loan Offer

6. Level SCP Funding in past 10 years (weighting 3)

Documents you will need – Capital Projects

Quotation/estimate of the cost of your project

Proof of own funding (bank/financial institution loans)

Evidence of planning permission/ planning application or
evidence that planning permission is not required
• Optional but extra marks are awarded at assessment stage
   (see section on planning permission for details).

Licence agreements between groups as evidence of sharing of
facilities

Evidence of ownership of site and evidence of access to Site

Documents you will need – Equipment Only

Bank statement / loan offer (using appendix 1 to the SCP guide)
showing that you have a minimum of 5% of the total project cost in
savings

A quotation(s) for the equipment being applied for.

The maximum value of maintenance equipment that can be applied
for is €30,000. Equipment grants of over €50,000 will only be
awarded in exceptional circumstances (such as to NGBs).

Recommendations- Working Group

      Establish a small group of 2-3 club members who are
  1   responsible for the application and can act on behalf of
      the club- report to Management Committee

      This group should have access to a solicitor/legal
  2   advice and be able to speak on behalf of the club

      Establish clear timelines to collate and co-ordinate
  3   the documentation – you can download a blank
      sample application form at www.gov.ie/SportsCapital

      Register on Oscar immediately. Deadline for
  4   submission is 5pm Friday, 12th February 2021
