This will be the first time the World Congress will be held in South East Asia. Biomedical Engineering Society (Singapore) and the Society of Medical Physicists (Singapore) are proud to be co-organising this event – one of the largest gatherings of medical physicists and biomedical engineers in the world. This triennial event is the world’s leading forum for presenting the scientific results and major innovations in health-related technologies to a global audience for the medical physic and biomedical engineering fraternity. It brings together people from basic research, R&D industry and medical applications, incorporating key aspects such as information and communication technologies, micro- and nano- systems, optics, tissue engineering and biotechnology. The World Congress is dedicated to supporting and promoting an intense inter- and multidisciplinary knowledge exchange among professionals in the areas that will be the major driving force for future innovations in medical technologies and medicine. Sands Expo and Convention Centre www.wc2021.org International Union for Physical and Engineering Sciences in Medicine (IUPESM) The IUPESM represents the combined efforts of more than 40,000 medical physicists and biomedical engineers working on the physical and engineering science of medicine. Its principle objective is to contribute to the advancement of physical and engineering sciences in medicine for the benefit and wellbeing of humanity. To achieve its purpose, IUPESM engages in several activities. It organizes and coordinates the triennial World Congress for Medical Physics and Biomedical Engineering as well as organizing and/or coordinating international meetings or conferences for the IUPESM constituent organizations. Further, it establishes committees, commissions, working groups and other bodies for purposes within its mandate. Two important task groups are IUPESM’s Health Technology Task Group and its Women in Medical Physics and Biomedical Engineering Task Group. It is also involved in publishing scientific journals (notably its Health and Technology Journal), newsletters, books and electronic documents to enhance progress. It is also committed to disseminating, promoting and/or developing standards of practice in the fields of medical physics and biomedical engineering to enhance the quality of health care worldwide. IUPESM also represents the interests of its members in the International Council for Science and similarly collaborates with other international scientific, professional and medical organizations with common interests. International Organization for Medical Physics (IOMP) The International Organization for Medical Physics (IOMP), established in 1963, is the primary professional organization for medical physics. IOMP represents 86 National Members Organizations and 6 Regional Federations worldwide. IOMP is a Non-Governmental Organization (NGO) for the International Atomic Energy Agency (IAEA) and the World Health Organization (WHO). IOMP is charged with a mission to advance medical physics practice worldwide by disseminating scientific and technical information, fostering the educational and professional development of medical physics and promoting the highest quality medical services for patients. IOMP publishes the web- based Newsletter Medical Physics World and the web-based Journal Medical Physics International. Additionally, IOMP sponsors most of the medical physics journals worldwide and organizes various educational and professional events worldwide, aiming to boost the global development of the profession. IOMP is one of the founding bodies of the International Union for Physical and Engineering Sciences in Medicine (IUPESM) and co-organizes the tri-annual World Congress of Medical Physics and Biomedical Engineering, as well as the International Conference on Medical Physics. Sands Expo and Convention Centre www.wc2021.org International Federation for Medical and Biological Engineering The International Federation for Medical and Biological Engineering (IFMBE) established in 1959 is primarily a federation of national and transnational societies. These professional organizations represent interests in medical and biological engineering. The IFMBE is also a Non-Governmental Organization (NGO) for the United Nations and the World Health Organization (WHO), where we are uniquely positioned to influence the delivery of health care to the world through Biomedical and Clinical Engineering. The IFMBE’s objectives are scientific and technological as well as educational and literary. Within the field of medical, biological and clinical engineering IFMBE’s aims are to encourage research and application of knowledge, and to disseminate information and promote collaboration. The ways in which we disseminate information include: organizing World Congresses and Regional Conferences, publishing our flagship journal Medical & Biological Engineering & Computing (MBEC), our web-based newsletter – IFMBE News, our Congress and Conference Proceedings, and books. The ways in which we promote collaborations is through networking programs, workshops and partnerships with other professional groups, e.g., Engineering World Health. Biomedical Engineering Society (Singapore) The Biomedical Engineering Society (Singapore) had its humble beginning in 1991, when a group of doctors and engineers who had been working together on biomedical engineering research projects decided to form a society to promote the field of Biomedical Engineering in Singapore. The Founding President was Prof Kamal Bose an Orthopaedic Surgeon with a passion for interdisciplinary collaboration. He steered the Society during its early years and set the sight for academic excellence in biomedical engineering. He left a lasting legacy of successful conferences on biomedical engineering organised by the Society. Prof Chew Yong Tian succeeded Prof Bose as the second President of BES. Prof Chew, a Mechanical Engineer led the Society to greater heights. The conferences organised by the Society achieved international status. In view of BES’ academic strength and its association to the various tertiary institutions, BES set up a Student Chapter in 2009. The Student Chapter organises the BES’ Scientific Meetings with participation of students from Junior Colleges, Polytechnics and Universities. BES launched the Industry Chapter on the 12th November 2011 as part of its 20th Anniversary Celebration. Apart from creating these two synergistic platforms to address human capital development for the biomedical industry locally and regionally, BES is also well connected around the world. BES is affiliated to the International Federation of Medical and Biological Engineering (IFMBE) since 1994. It allows the Society to plug into 65 sister societies around the world, boasting a total membership of 120,000 biomedical engineers. To foster a closer working relationship among those working in the various fields of medical physics 2. To create public awareness of the medical physics profession in Singapore and to project and maintain the image of medical physics professionals 3. To represent and promote the interest and views of members in the local medical physics profession in international organizations 4. To promote research, training and education in medical physics. Membership is open to professionals primarily engaged in the application of physics in medicine, biology, radiation protection and other related areas. Educational qualification of members should be at least a basic degree in physical or biological or engineering. The Society has been a member of International Organisation for Medical Physics (IOMP) since 2000. The Society is affiliated to the South East Asian Federation of Medical Physics (SEAFOMP) and Asia-Oceania Federation of Organisations for Medical Physics (AFOMP) and is also one of its founding members. Sands Expo and Convention Centre www.wc2021.org Additional Exhibition Benefits When you exhibit, your company will receive the following additional benefits: • Listing as an Exhibitor on the Congress website with link to Exhibitor’s website • Listing and profile in Congress brochure and programme booklet (Online and print) • Onsite sponsors and exhibitors board Allocation of Exhibition Space Space allocation will be made on a “first come, first served” basis. A completed Exhibition Booking Form should be emailed to ensure reservation of your desired location. Upon receipt of the Exhibition Booking Form, space will be confirmed and an invoice will be mailed. Space allocations will be made in the order in which application forms with payment are received. Exhibitor Registration All exhibitors are required to be registered and will receive a badge displaying the exhibiting company name. Five exhibitor badges will be given for the first 9 sqm booked and one additional for each 9 sqm after. Additional exhibitor badges will be charged an Exhibitor registration fee (price available on request). Companies may purchase a maximum number of Exhibitor badges as follows: • Booths of up to 60 sqm – 15 exhibitor registrations • Booths larger than 60 sqm – 25 exhibitor registrations Exhibitors are provided access to the exhibition hall only and badges should be carried by company staff only. An Exhibitor Registration Form will be included in the Exhibitors’ Technical Manual. Exhibitors’ Technical Manual An Exhibitors’ Technical Manual outlining all technical aspects of exhibiting will be circulated one month prior to the Congress. It will include the following: • Technical details about the venue • Final exhibition details and information • Official Contractor details • Services available to exhibitors and order forms Booking Procedures Applications for Support and/or Exhibition must be made in writing with the enclosed Exhibition or Support Booking Form and Contract. Contracts and Confirmation Supporters Once a Support Booking Form is received, a contract will be sent to you for endorsement with an accompanying invoice. The duly-signed contract must be returned with a 60% deposit payment from the Supporter. Upon receipt of the Supporter Booking Form, the Organising Commitee shall reserve the items listed in it. Completion of the Booking Form by the Supporter shall be considered as a commitment to purchase the items. Sands Expo and Convention Centre www.wc2021.org Exhibitors Once an Exhibition Booking Form is received, a confirmation of exhibition will be mailed to you with an accompanying invoice. Exhibition Terms and Conditions The Terms and Conditions of exhibiting are included in this Prospectus. Please note that signing of the Exhibition Booking Form and Contract indicates acceptance of these Terms and Conditions. The Exhibition Booking Form will be held as a valid liable contract, by which both parties will be bound. Terms of Payment • 60% upon receipt of the Exhibition and/or Support Agreement and first invoice • 40% by 21 December 2020 (After December 2020, full payment is due upon booking) All payments must be received before the start date of WC2021. Should the Exhibitor or Supporter fail to complete payments prior to the commencement of the Congress, the Organising Committee shall be entitled to cancel the reservation while cancellation will be subject to cancellation fees as determined below. Sands Expo and Convention Centre www.wc2021.org GENERAL SUPPORT AND EXHIBITION TERMS AND CONDITIONS (1) Organisers The Event is co-organised by the Biomedical Engineering Society (Singapore), the Society of Medical Physicists (Singapore) (“Organiser”). (2) Agreement (i) This Agreement is hereby entered into between the Organiser and the Exhibitor (being the Applicant identified on the Exhibition and Support Booking Form). (ii) This Agreement constitutes a license granted by the Organiser to the Exhibitor only to occupy the space allocated by Organiser to exhibit the Exhibitor’s products/services as notified to Organiser for the duration of the Event during show hours and shall not be deemed to be a lease or a contract for lease. (3) Allocation of space/booth (i) This application does not give the Exhibitor a right to choose or reject the space/booth allocated by the Organiser. (ii) Space/ booth will be allocated at the Organiser’s full discretion. In special cases the Organiser may decide not to accept an application, to allocate less space/booth than has been applied for, to alter allocated space/booth or to withdraw an allocation without the Exhibitor being entitled to claim compensation for damage incurred. (iii) The Organiser’s decision on the allocation of the space/ booth will be final and binding on the Exhibitor. (iv) The full contract price is payable even if the Exhibitor eventually does not utilise the whole space/booth. (v) If no space/booth is available for the Exhibitor (without any default on its part) then the sole obligation of the Organiser is to refund to the Exhibitor such amount of the money received by the Organiser from the Exhibitor and apart from the aforesaid refund, the Organiser shall have no liability whatsoever. (vi) If the Exhibitor does not fulfil any of its obligations set out in this Agreement, the Organiser will be entitled not to proceed with the allocation of space/booth, or to withdraw an existing allocation of space/booth or not to make space/booth available, without prejudice to the Organiser’s claim for full payment of the amounts due. (4) Payment The payment for space/booth rental or support package shall be settled in two (2) instalments as follows: a) Together with this application form, 60% of the Grand Total Cost must be submitted within one (1) month from the submission date to make reservation for the space/booth or support package made on or before 21 Dec 2020. b) The balance 40% must be submitted within one (1) month of the final invoice which will be issued by the Organiser before the opening of the Event. The total amount will be invoiced and payment shall be made within one month from submission date by Exhibitors who are reserving their space/ booth or support package after 21 Dec 2020. (5) Cancellation (i) The Organiser reserves the right at all times to, without the Exhibitor having the right to compensation, (a) change the dates of the Event or (b) cancel the Event due to any cause whatsoever including but not limited to any cause pursuant to Clause 20 below. (ii) No application can be cancelled or altered unilaterally by the Exhibitor. The Organiser may comply with a request to cancel the application subject to the condition that the Exhibitor pays a compensation for cancellation. The amount of compensation will depend on the time of cancellation and will be calculated at a percentage of the total space/booth rental or support package payable in accordance with the following schedule: Receipt of notice of cancellation Compensation (percentage of total space/ booth rental or support package) a) On or before 21 Sep 2020 10% b) Between 21 Sep to 21 Nov 2020 (dates inclusive) 50% c) After 21 Dec 2020 100% (6) Reduction of exhibition space/booth or support package All requests for reduction of exhibition space/booth or support package must be made in writing. (i) If such a request is received by the Organiser on or before 21 Dec 2020, the Organiser may in its absolute discretion, allow the reduction in which event, the Exhibitor shall pay the balance of the reduction fee accordingly. (ii) If a request for reduction is received after 21 Dec 2020, the Exhibitor shall nevertheless pay for the total sum of the original contracted space/booth or support package. The sum for the unused space/booth or support package is to be retained by or paid to the Organiser as liquidated damages. The Exhibitor shall not be entitled to any refunds even if the space/booth or support package unused by the Exhibitor is subsequently allocated by the Organiser to third parties. Notwithstanding the above, the Organiser reserves the right to decline for any reason whatsoever, requests for exhibition space/booth or support package reductions. (7) Warranty The Exhibitor represents, warrants and undertakes that it is entering into this Agreement as principal and not as agent or nominee of any third party, and the exhibits do not infringe or are likely to infringe any patent, trademark, copyright and other intellectual property right of any party and it agrees that in the event of any breach of the representations, warranties and undertakings herein contained or any breach of the provisions of this Agreement, this Agreement and the license herein granted may be terminated by the Organiser (without the Organiser being liable for any damages or claims whatsoever and without prejudice to the Organiser’s other rights and remedies) and the Exhibitor shall indemnify the Organiser against any and all costs, claims, demands, losses, liabilities, charges, actions and expenses. (8) Exhibits and other related materials (i) All exhibits, brochures, audio-visual presentations, displays and all related materials and articles are subject to the approval of the Organiser. (ii) The Exhibitor is solely responsible for ensuring that all governmental and other regulatory approvals required for the exhibits and its participation in the Event have been obtained prior to the commencement of the Event. Sands Expo and Convention Centre www.wc2021.org (9) Liability and risks (i) The Exhibitor shall insure, indemnify fully and effectively and hold the Organiser and its respective shareholders, the lessors of the premises where the Event is held and all governmental, statutory and regulatory bodies and agencies of the country where the Event is held and their respective directors, officers, agents and servants harmless against any and all costs, claims, demands, losses, liabilities, charges, actions and expenses which any of them may be subject to or may incur or which may be made, claimed or instituted against them or any of them as a result of any act, breach of any of the terms of this Agreement, omission, conduct, failure of the Exhibitor or its directors, officers, agents, servants, invitees or independent contractors. (ii) The Exhibitor’s aforesaid indemnity shall extend to all losses or injuries caused to any persons or property howsoever caused by the Exhibitor or its exhibits or personnel, or otherwise arising while the said persons are upon or examining, observing or passing the exhibits or space/booth occupied by the Exhibitor, or by the demonstration of or otherwise in connection with the Event. (iii) The liability or risks of loss or damage to the Exhibitor’s employees or agents, or the exhibits, shall be the responsibility of the Exhibitor. (iv) Exhibits shall be placed at the Exhibitor’s own risks and the Organiser, its respective shareholders, officers and agents shall not be held responsible for any theft, damage, loss or destruction of the exhibits. (v) Under no circumstances will the Organiser, any government, statutory or regulatory body or agency or their respective directors, officers or agents make good or accept responsibility or be liable howsoever in respect of any damage, theft, loss or destruction of the exhibits or any property, goods or articles or things whatsoever placed, deposited, brought into or left upon the Event premises by the Exhibitor. (10) Sound level The use of headphones for sound demonstration is strongly recommended. The sound level of audio equipment must be tuned to an acceptable volume and conducted in a way which does not interfere with nor be a nuisance to neighbouring space/booths. The sound level should not exceed 80dB measured from the nearest point of adjoining space/booths. If the Exhibitor refuses to comply with the request to reduce the volume, the Organiser reserves the right to disconnect all power supplies to the space/ booth and no compensation will be made to the Exhibitor. (11) Insurance policy The Exhibitor shall make sure that they are fully covered by insurance including, but not restricted to, all risks on their property, exhibits or articles of any kind, public liability and comprehensive protection against any loss or damage caused by any circumstances whatsoever whether by reason of fire, water, theft, accident or any other cause. The Exhibitor shall insure against, indemnify and hold the Organiser harmless in respect of all costs, claims, demands and expenses to which the Organiser may in any way be subjected as a result of any loss or injury arising to any person (including members of the public or the Organiser’s staff, agents, or contractor(s) or property howsoever caused as a result of any act or default of the Exhibitor, his servant, agents or contractors or invitees. If the Organiser so demands, the Exhibitor shall provide proof to the Organiser that the Exhibitor has adequate insurance cover. (12) Loss or damage The Organiser shall not be responsible for any loss or damage to the Exhibitor’s property caused during moving, transportation or shipment. In such cases, the Exhibitor is still liable to pay the full space/booth rental or support package and any other amount payable to the Organiser. (13) Limitation of liability (i) The liability of the Organiser (if any) shall under no circumstances (whether arising from breach of Agreement, tort or otherwise) exceed the amount of the total Agreement price paid by the Exhibitor for the license herein granted. (ii) The person or persons appointed by the Organiser to undertake any official tasks including the Official Contractor and the Official Freight Forwarder are independent contractors and are not agents of the Organiser. (14) Sub-licensing and non-assignment (i) This license to participate in the Event is personal to the Exhibitor and is non-transferable. (ii) No licensing or sub-licensing may be granted by the Exhibitor to any other party. The Exhibitor shall not assign or sublet the space/booth or any part thereof. (iii) The Organiser may without the consent or approval of the Exhibitor assign or transfer its rights and/or obligations under this Agreement. The Exhibitor may not assign or transfer any of its rights or obligations under this Agreement without the prior approval of the Organiser. (15) Termination (i) If in the reasonable opinion of the Organiser, the Event premises may become unfit for occupancy or if the holding of the Event or the performance of the Organiser of any of the provisions of this Agreement are interfered with by virtue of any cause, this Agreement (or any part thereof) may forthwith be terminated or cancelled by the Organiser without the Organiser being liable in damages or otherwise to the Exhibitor. (ii) This Agreement may be terminated forthwith by the Organiser if, in the Organiser’s opinion, the Exhibitor does not or may be unable to perform or comply with any of its obligations of this Agreement. (16) Revocation Upon termination of this Agreement, the license granted is revoked and there upon the Exhibitor shall immediately leave the Event premises and remove all its exhibits. The exhibitor will be charged any extra expenses caused by the delay in leaving the premises or removing his exhibits on time. (17) Set-off clause To the extent permitted by the laws, the Organiser may deduct from or set-off against any money due from the Organiser to the Exhibitor any sum which the Exhibitor is liable to pay to the Organiser. 24 | The World Congress on Medical Physics and Biomedical Engineering 2021
Sands Expo and Convention Centre www.wc2021.org (18) Self-help remedies The Organiser will have the right to take the following courses of action without any judicial intervention, if necessary at the Exhibitor’s expense, against an Exhibitor who acts in contravention of any provision of this Agreement or who fails to comply with a direction given by or on behalf of the Organiser: a) Refuse the Exhibitor and its representatives admission to the Event; b) Close and/or clear the Exhibitor’s space/booth; and c) Take possession of the exhibits displayed, any goods and anything built or fitted by the Exhibitor. (19) Laws and regulations All laws, rules and regulations (including, without limitation, traffic, health, fire safety and environmental laws and regulations) imposed by the Organiser or local authorities and agencies or the lessor of the Event premises must be strictly observed by the Exhibitor. (20) Force majeure The Organiser shall not be liable to the Exhibitor by any reason of any cancellation or part-time opening of the Event, either as a whole or in part, for any non-performance of their obligations under this Agreement or for any amendments or alterations to all or any of the Rules and Regulations of the Event in each case to the extent that such occurrence is due to any circumstances not within their control including but not limited to and without affecting the generality of the foregoing, any acts of God, flood, tempest, storms, war, shortages of water, labour or power, acts or threats of terrorism, riots, civil commotion, strikes or insurrection, failure of any applicable government authority to issue required governmental permits, suspension, termination or revocation of any material governmental permit required for the Event, outbreak or threat of outbreak of infectious or communicable diseases such as SARS and any other similar event or condition. (21) Partial invalidity The invalidity or unenforceability or any provision of this Agreement shall not affect the validity or enforceability of any other provision. (22) Remedies and implied waivers No failure or delay on the part of the Organiser to exercise, any right or remedy under this Agreement will operate as a waiver thereof, nor will any single or partial exercise of any right or remedy preclude any other or further exercise thereof or the exercise of any other right or remedy. The rights and remedies provided are cumulative and not exclusive of any rights or remedies provided by law. (23) Governing law and jurisdiction (i) This Agreement shall be governed by, and construed in accordance with the laws of Singapore. (ii) The Exhibitor hereby irrevocably and unconditionally submits to the exclusive jurisdiction of the Courts of Singapore for all purposes in relation to this Agreement and waives any objections on the ground of venue or forum non-convenience or on similar grounds. (24) Exhibitors’ manual and floor plan (i) Further rules and regulations pertaining to the Event can be found in the Exhibitors’ Manual and other documents issued by the Organiser from time to time. (ii) The Organiser reserves the right to make further rules and regulations (having immediate effect) from time to time in relation to any aspect of the Event. (iii) Such rules and regulations whether contained in the Exhibitors’ Manual or otherwise shall form part of this Agreement and shall be binding on the Exhibitor. (25) Unforeseen occurrences In the event of any occurrences not foreseen in the Agreement or these Rules and Regulations, the decision of the Organiser shall be final. (26) Data Protection Both the Exhibitor and the Organiser shall ensure that any personal data as defined by the Personal Data Protection Act 2012 (“PDPA”), provided by one to the other, is processed in accordance with the PDPA. In particular, the Exhibitor undertakes that any data provided by the Organiser or generated in connection with the Event will only be used for the specific purposes outlined and that it will obtain similar undertakings in regard to any such data that it is entitled to pass to subcontractors. The Organiser shall be entitled to pass on any personal data or other Exhibitor contact and requirements details to any third-party contractors (including without limitation freight companies) so that such contractors may liaise with the Exhibitors directly.
