Introduction Parking in residential roads in the South Ilford area is becoming increasingly difficult as a result of population growth and increasing levels of car ownership. Displaced parking as a result of controls in the neighbouring borough of Barking & Dagenham also contributes to the parking problems in the area. Redbridge Council has conducted parking studies to better understand the issues and would like to work with you to develop suitable solutions to these parking difficulties. The plan on the next page shows the area being consulted so that we can better understand local views towards permit parking controls. WHY MAKE CHANGES? We believe that it is important to develop and implement solutions to the present and future pressures on parking spaces in the South Ilford area, taking account of the needs of residents, businesses, shoppers, visitors and other motorists. Our data from parking surveys shows that there are a number of real parking problems in the area. Our findings from analysing the parking survey data across the whole of South Ilford indicate that: Weekday More than half of all areas in South Ilford are heavily parked Medium to high levels of non-residential parking occur in most of these areas Saturday More than half of all areas in South Ilford are heavily parked Medium to high levels of non-residential parking occur in half of these areas
What is being considered? DO NOTHING One option is to do nothing to change the present situation of unregulated on-street parking. However, that would likely result in the existing parking problems getting progressively worse over time. Regulating the use of available on-street parking space (Parking Controls) by the highway authority is often the best way of reducing parking problems. Without parking controls INTRODUCE PERMIT PARKING CONTROLS The other option is to introduce permit parking controls to improve the existing parking arrangement in your road and protect it from the displacement of parked vehicles from other areas where controls are introduced. These controls make parking easier for local residents and businesses through the removal of commuter vehicles. Signs indicate who is permitted to park where, when and for how long. Breaking these rules attracts a fine known as a Penalty Charge Notice (PCN). With parking controls
How do permit zones work? PERMIT PARKING In most cases, signs can be erected at the start of the controlled area to indicate that parking past that point is for permit holders only. There would be no white bay markings or single yellow lines introduced unless other facilities such as pay by phone are provided. This maximises the amount of on-street parking space available to permit holders as it means households retain the ability to park in front of their own dropped kerb when displaying a permit. Parking charges are necessary to cover the set-up, maintenance and enforcement costs of the parking scheme. Contrary to popular belief, parking charges are not intended to raise revenue for the Council. The law requires that any surplus after meeting these costs is spent on transport improvements within the Borough. New borough-wide charges agreed in December 2018 mean that the cost of buying permits is now £25 per annum cheaper when buying one resident permit and £7 per annum cheaper when buying two resident permits. FEE FOR 12 MONTHS PERMIT TYPE (6 month permits also available) First resident permit £20 Second resident permit £100 Further residents permits £180 Business permit £400 Blue badge holders permit Free Fully electric vehicles Free Book of 10 daily visitor permits (no expiry date) £6.30 Please note, you will not need to display a permit when parking on your own driveway or when parking on any other private land. Controls would apply to all areas of the public highway, as well as any parking areas managed by the Council’s Housing Services department.
DOUBLE YELLOW LINES Parking close to junctions not only obstructs traffic flow but also creates a hazard by reducing visibility for both drivers and pedestrians. This is why double yellow lines would be introduced at junctions, sharp or narrow bends and at other locations where parking is deemed unsafe. This is in-line with the Council’s commitment to improve safety on its road network. PAY BY PHONE Pay by Phone parking bays would be provided in LENGTH OF STAY TARIFF locations close to shops and businesses. These short to Up to 30 minutes Free medium stay parking facilities are designed to generate a Up to 1 hour £1.50 regular turnover of parking spaces to the benefit of Up to 2 hours £3.00 visitors using shops, businesses, libraries, schools and Up to 3 hours (max. stay) £4.50 religious and health centres. As seen elsewhere in the Blue badge holders Free Borough, the first 30 minutes of parking would be given Fully electric vehicles Free free of charge. Advantages of permit parking increases parking opportunities for local residents, businesses and their visitors minimises commuter parking improves vehicular access - especially benefiting emergency / refuse collection services improves road safety and reduces inconsiderate parking and traffic congestion facilitates use of 'permit-restricted' planning conditions on new developments to curtail future growth in parking demand contributes towards better air quality by reducing the time drivers spend driving around in search of available parking space encourages the use of more sustainable modes of travel such as public transport, cycling and walking Disadvantages of permit parking costs the highway authority money to design, implement, operate and maintain some parking may get pushed onto other roads that do not have parking controls cost motorists money as they must either buy a permit or ticket to display or pay by phone possible increase in street clutter e.g. street signs
Different types of parking permits Resident permits If you live within a parking zone, you will be entitled to buy a resident parking permit. The permit is only valid in the zone in which you live (it does not entitle you to park in a different parking zone). You do not need to display a permit when parking on your private driveway or other private land. To apply for a Resident permit you will need to provide proof that you live at an address within the zone and that your vehicle is either registered to that address or is kept by you at your address e.g. a company vehicle. Visitor permits Residents can buy visitor permits for their family, friends or tradespersons. You can buy visitor permits even if you don’t have a full resident permit or if you don’t own a car. Visitors will need a visitor permit to park in a permit parking area. If you do not want to buy visitor permits they will need to: park on your driveway or land park in a Pay & Display / Pay by Phone space visit outside of the operating times of the zone when parking is free To apply for a visitor permit (whether you own a vehicle or not) you will need to provide proof that you live at an address within the permit parking zone. Business permits Staff working at a business located within a permit parking area are entitled to apply for a business permit. To apply for a business permit you will need to provide proof of: your employment at the business the business location vehicle ownership To apply for a Business permit you will need to provide proof that you work at an address within the permit parking zone, accompanied with proof of ownership for the vehicle that you are using. Essential User permits Essential User Permits are available to those who work for or are contracted to a Health Service, London Borough of Redbridge, The Police or Fire Service. This permit allows that user to park in any permit parking area, vacant pay and display / Pay by Phone bay and in any Council operated pay and display car park for a maximum of two hours. The permit cannot be used as a convenient method of parking near their place of work.

Any roads that do not have permit parking controls may experience parking displacement from any areas that do become controlled. Therefore, it is important that you give due consideration to both current parking conditions and the likelihood of parking being displaced into your road if permit controls are introduced into the surrounding area.
