7. KEY INFORMATION FOR TRADE BOOTH HOLDERS SINGPEX 2019 will be held at Hall 401 and 402, Level 4 of Suntec Singapore Convention & Exhibition Centre. Booth holders are to report to SINGAPORE 2019 Information Counter outside Hall 401 and 402 of Suntec Singapore Convention & Exhibition Centre on Tuesday 30 July 2019 between 1400 - 2000 hrs for registration and collection of security passes. Booth holders who have paid GST and completed the registration can proceed to set up their booth. Security badges must be worn at all times when in the exhibition hall. IMPORTANT: A) ALL DUTIES & TAXES WILL HAVE TO BE PREPAID IN ADVANCE to Singapore Customs via the Official Freight Forwarder. All booth holders are required to check directly with the Official Freight Forwarder on the status of their cargo shipments before registration. B) Please note that booth holders are allowed into the exhibition hall only AFTER customs declarations are fully complied with Singapore Customs’ rules and regulations. C) GST refunds for unsold goods shall be returned to Booth Holders by the Official Freight Forwarder after the reclaim is approved by IRAS about 90 days after the show had closed. Cancellation Policy There will be no refund in the event of withdrawal, cancellation or “no show” at the exhibition. WIFI Please note that there is complimentary WIFI throughout Suntec City Convention Centre which allows up to 6,000 mobile devices to be connected simultaneously. This will allow users to read emails and to use messaging applications such as whatsapp/Line/WeChat on their mobile phones. However, please take note if users need wifi on their laptop, they will need to rent wifi routers at Singapore Changi Airport. A wifi router connects up to 8 devices and provides unlimited internet access at rate as low as SGD10 per day. Reservation has to be made online at least 3 days (72 hours) prior to your arrival into Singapore. Please check out www.changirecommends.com/wifi.aspx for more details and instructions.

Note: 1. All booth exhibits must be in place by 2100 hrs, Tuesday, 30 July 2019. Please have all crates and cartons unpacked so they may be removed to storage to keep the aisles clear. 2. Booth holders will be allowed in the exhibition hall 1 hour before it opens and may also leave 1 hour after closing. 3. Booth holders may begin to pack materials, supplies and literature when the exhibition closes on Sunday, 4 August 2019 at 1800 hours. It is strictly forbidden to begin dismantling before this time. 4. All display material must be cleared from the exhibition hall by Monday, 5 August 2019 at 0300 hours. Should abooth holder fail to remove their exhibits, the Organiser reserves the right to remove at the booth holders’ expense.
9. RULES AND REGULATIONS FOR USE OF TRADE BOOTH OFFICIAL CONTRACTOR The Official Contractor, AGOG Expo Pte Ltd, has been appointed to carry out all electrical works (wirings, connections, lightings, powerpoints, etc) on all booths (Shell Scheme, Raw Space/Special Designed) at the Fair. For safety reasons, no other electrical contractor will be permitted to carry out electrical work onsite. For additional electrical fittings and installations, booth holders are to fill up FORM 3 for submission to the Official Contractor. Any design or plan of electrical installation must be submitted to the official appointed contractor before the deadlines indicated. No installation work shall be carried out without the written permission of the Organiser. The Organiser reserves the right to disconnect electricity supply to any booth holder whose installations either violate the Organiser’s regulations or is deemed dangerous or is likely to cause annoyance to visitors or other booth holders. Booth holders and their appointed agents/contractors must observe the Rules and Regulations stated in this Trade Manual. 9.1 RESPONSIBILITIES AND LIABILITIES a) Default on occupancy Any booth holder failing to occupy contracted space is not relieved of the occupation or payment of the full rental of such space. All exhibits must be installed and completed by 2100 hours, Tuesday, 30 July 2019. Unoccupied space may be repossessed by the Organiser for any purpose they deem fit. Failure to notify the Organiser of cancellation in advance will cause the booth holder to lose priority for exhibit space. b) Reselling/Use of Space The booth holder may not assign, sublet or resell in whole or in part, their contracted space. The contracted booth holder may share this space with affiliated co-booth holders provided that the primary identification on the structure is that of the primary booth holder. All co-booth holders must comply with all booth holder conditions and rules and regulations. The contracting booth holder shall continue to be primarily liable for all financial and performance covenants. c) Violations and Penalties The Organiser may, at its sole discretion, reduce priority points for violations of these rules and regulations. In addition, in the event of material violations of any of these rules and regulations by the booth holder to the Organisermay forfeit all monies paid. In the event of any material violation of these rules & regulations, the Organiser may enter and take possession of the space occupied by the booth holder and may remove all persons and goods at the booth holder’s risk. The booth holder shall pay all expenses and damages which the Organiser may incur. THE ORGANISER RESERVES THE RIGHT TO PURSUE ANY ACTION IT DEEMS NECESSARY IN THE BEST INTEREST OF THE SHOW AND IN FAIRNESS TO ALL BOOTH HOLDERS. d) Liabilities The booth holder assumes full financial liability for damage to the facility or neighbouring exhibits caused by the construction of the booth holder’s stand structure. The booth holder may not apply paint, lacquer, adhesives or other coating to venue columns, walls or floors.
9.2 PRESENTATIONS AND/OR DEMONSTRATIONS OR EXHIBIT PRODUCTS Booth holder intending to demonstrate equipment on his stand: a) Must provide the Organiser with full details (type of machinery – dimensions, weight and electrical requirements) b) Must give proper consideration to the conditions under which the equipment will be demonstrated. Precautions must be taken for protection of the public, and legible signs displaying “DO NOT TOUCH” must be placed on any working exhibit to warn visitors to stay a safe distance. c) Must cause no annoyance to visitors or other booth holders. Where a high level of noise or other objectionable factors are involved, demonstrations may only take place at timings stipulated by the Organiser, who reserves the right to disallow a demonstration at any time. d) Must not bring in or use at the exhibition site dangerous and hazardous goods and equipment such as poisonous gas, fuel, kerosene, noxious materials, inflammables and equipment using such inflammable materials as gas stoves, kerosene stoves and electric stoves without the prior written consent of the Organiser. Even if consent is given, it will be subject to adequate precautionary measures being taken. e) Must not carry out any fire hazardous operation work. f) Must keep their booths clean. Precautionary measures must be taken to prevent leakage of any material that may cause harm to any person or property and damage to any property. The Organiser reserves the right to charge the booth holder the cost of repairing any damages. 9.3 BOOTH FITTING REGULATIONS When planning the interior design of your booth, please take into account the following regulations: a) The permitted stand height is 2.5m. Any design for a structure exceeding 2.5m in height is subject to approval by the Organiser. b) The walls have white laminate finish. Hence, no nailing, drilling or painting to these walls is allowed. Panels can be affixed to these walks with the use of double-sided tapes or with brackets rented from the Official Contractor. c) No part of any structure or exhibit may extend beyond the boundaries of the site allocated. d) No false ceiling will be approved. Approval from the Organiser and the Fire Safety Bureau must be obtained in writing, if a portion of a booth is to be covered for a video presentation. e) Neon or flashing lights/signs will not be permitted unless it forms an integral part of an Booth holder’s product. f) Aisle ways indicated on the floor plan must be kept clear of all exhibition goods or decoration materials in order to facilitate traffic. g) Booth holders occupying corner booths shall have the choice of a wall or an open side on the aisle. The wall must not obstruct the booths around them. h) Materials for construction or decoration of the booths shall have a minimum flame spread rating of Class 2. Evidence and proof may be required for on-site inspection by the Fire Safety Bureau. The Contractor or the Booth holder must take all necessary precautions against fire and to protect the public. i) Booth holders and/or Contractors must clear out items not for display purposes (e.g. containers, packing items) the day before the exhibition opens and remove all exhibits and decoration materials immediately after the exhibition period according to the schedule. The Booth holders will have to pay the Organiser for the cost of removing such articles from their booth if they fail to do so.
j) Keep the washroom clean and dry. Cleaning of paint containers or any other dirty items in the washroom is prohibited. k) No financial credit will be given by the Organiser for package items not utilized. l) No painting, drilling or sawing may be done to the exhibition center fittings. The Booth holder will be held responsible for any damage to the exhibition center fittings by their staff or contractor. m) The Organiser reserves the right to reject any contractor and design they deem inappropriate. 9.4 OPERATION OF BOOTH a) The stand must be staffed and operational at all times during show opening hours. The booth holder shall be responsible for the good conduct of all his staff, agents or representatives. b) No business activity shall be conducted by the booth holders and/or their staff outside their booth boundaries. c) No activity, which in the opinion of the Organiser are tantamount to inconvenience or annoyance to the public or other booth holders, shall be caused by Booth holders within the vicinity of the Exhibition. Examples include the noise level of equipment demonstration and audio-visual presentations. d) No booth holder may use air compressors or pressurised containers without prior approval of the Organiser. e) The weight of all exhibits items shall not exceed the floor loading limit. f) No stage shows will be permitted. g) Unauthorized photo/video shooting at the Exhibits area is not allowed. h) Booth holders are not allowed to distribute promotional materials outside their stands. This is to observe fairness to other booth holders and to prevent inconvenience to visitors. i) Fire & Safety regulations require that no goods or packing materials may be stored in access areas behind or between booths. Booth holders should design proper storage areas with adequate access within their booth or approach the Organiser for storage. j) Each booth holder is responsible for indemnifying the Organiser and their agents against liability to the owner of the exhibition premises, and public authority or department of Singapore Government and each and every other booth holder in respect of any actions, cost, claim and demand of whatever nature consequential to any act or omission of the booth holder, his staff or agents. k) The booth holder shall be responsible for any damages to the structure, floor, walls, pillars and any part of the Exhibition Hall, the Property of the Organiser, and any other booth holders caused by his staff in transportation, removal of exhibits, refuse and/or decoration works. 9.5 ELECTRICAL CONTRACTOR AND INSTALLATIONS Electricity will be supplied through the Official Contractor only. The Official Contractor has been appointed to carry out all electrical work (wirings, connections, lightings, powerpointsetc) on all stands (Shell Scheme and Special Design) at the exhibition and the booth holder thereof shall pay all charges. For safety reasons, no other electrical contractor will be permitted to carry out electrical work onsite. a) The number and type of additional electrical fittings and installations required must be indicated by the Booth holder on Electrical Supplies & Fitting Rental Form 3. A quotation will be submitted on receipt of this form for unscheduled fittings or installations.
b) No electrical installation may be suspended from the roof of the exhibition hall or affixed to any part of the building structure. No fitting may project beyond the boundaries of the installations and must be adequately protected against excess current. Any design or plan of electrical installation must be submitted to the Organiser for approval before the deadlines indicated. No installation work shall be carried out without the written permission of the Organiser. The Organiser reserves the right to disconnect electricity supply to any booth holder whose installations either violate the Organisers’ regulations or is deemed dangerous or is likely to cause annoyance to visitors or other booth holders. NO MULTI-PLUGS ARE ALLOWED. All sockets are for machine operation only and not for lighting. For safety reasons, please use one socket for one machine only. 9.6 DELIVERY OF EXHIBITS a) Before Show Commences Please refer to the Timetable for Site Operations. b) During Show Days Delivery of exhibits and other exhibition stocks will not be permitted during the show opening hours. Delivery of stock replenishment may only be carried out one hour before the show opening hours or immediately after show closes. 9.7 REMOVAL OF EXHIBITS On Show Closure Booth holders are strongly urged to remove valuable and portable exhibits from the exhibition hall as soon as practicable after 1800 hours on the final day of the exhibition. In order to reduce the possibility of theft, it is strongly recommended that at least one person remains in the booth to oversee the process of moving-out of the exhibits. The Organiser will maintain security surveillance at all times, Booth holders are reminded that any items in the booth should not be left unattended at all times until all portable items have been removed and hired items and/or equipment collected by the appropriate suppliers. No work will be permitted before 1800 hours on the last day of the exhibition. The removal of exhibits requiring mechanical assistance as well as dismantling of stand fittings and electrical installations will commence after 1800 hours on Sunday, 4 August 2019. Note: Electricity supply to booths will be terminated one hour after the exhibition is closed on the final day of the exhibition. Booth holders who require electricity to turn off or lock their machines must arrange it within this period otherwise they will have to pay re-connection charges for electrical supply. IMPORTANT: NO MOVING-IN OR REMOVAL OF EXHIBITS TO AND FROM THE STAND IS ALLOWED DURING THE OPENING HOURS OF THE EXHIBITION. Every reasonable precaution will be taken by the Organiser to ensure the security and safety of the Exhibition Hall and adjacent areas and the contents in the exhibition hall. However, the Organiser shall not be held responsible for any loss or damage to any person or property of the Booth holders from any cause.
While the Organiser is insured for Public Liability, it is the responsibility of the booth holders to take up insurance cover in respect of: a) Exhibits and contents of stand against lost and damage by theft, fire and any other natural calamities, or any other cause. b) Expenses incurred due to abandonment or postponement of the exhibition. c) Body injuries or illness to their representative or agent, or visitors in their booth area. d) Any other liability due to negligence or misconduct of the Booth holders and/or their workman, staff, representatives or agents. 9.8 SMOKING & TOBACCO PROMOTION RESTRICTION Please note the following rulings from the Singapore Ministry of Health, concerning smoking and tobacco promotion: a) The Smoking (Prohibition in Certain Places) Notification 1989. Smoking is not permitted in the Exhibition Hall, restaurants, and lounges or in any and all enclosed air-conditioned areas. b) The Smoking (Prohibition on Advertisements) Amendments Acts 1989. Sales promotion of tobacco products such as those listed below is not permitted. i. Displaying or banners, the distribution of leaflets or the encouragement of talks by salesperson. ii. Providing of free gifts of tobacco products in hampers or in packed form with other goods. iii. Giving away of free gifts of tobacco products as prizes in lucky draws, lotteries, etc. iv. Offering of free samples of cigarettes to customers. v. Donating of free gifts with cigarette brand names e.g. diaries, calendars, cigarette, lighters, pens, pencils or any other gift items. 9.9 FILM/AUDIO VISUAL DEMONSTRATION When in operation, audio-visual equipment must not cause annoyance to visitors or other Booth holders through excessive sound or by location. The Organiser reserves the right to require any audio- visual presentation, which in their opinion is causing annoyance to be discontinued. All booth holders must comply with the licensing and censorship requirements of board of film censors for any films/ video or audio presentation to be shown during the exhibition. 9.10 FIRE PRECAUTION Booth holders, who because of the nature of their exhibits require specific fire protection, must make arrangements at their own cost for the provision of such equipment. Any person, on seeing an outbreak of fire, however slight, must make immediate use of the fire alarm system, and subsequently make every endeavour to extinguish the outbreak or to confine it by the use of fire extinguishers and/or removal of goods in the vicinity. The Organiser and Venue Owner will not accept liability for loss of, or damages to any exhibits at any time and booth holders are advised to insure their exhibits against loss or damages and risk of fire.
9.11 STORAGE & WASTE MATERIALS Arrangements for the safe-keeping of storage facilities in the hall for packing cases, surplus materials other properties of the Booth holders must be made with the Organiser. In compliance with fire & safety regulations, Booth holders are not permitted to store their empty cartons or packing materials behind or between booths. During the build-up and tear-down periods, passageways in the exhibition hall must not be obstructed with packing materials, construction materials or debris. Contractors are responsible for removing their won debris each day of build-up and tear-down. Booth holders are requested to place their debris in the aisle, from where it will be removed by the cleaners at the end of each show day. The Organiser reserves the right to charge Booth holders for the cost of removal of excessive packing materials and discarded crates or cartons. 9.12 DILAPIDATIONS Booth holders are responsible for the cost of making good or replacing any damages or dilapidations to the exhibition premises, whether caused by themselves, their agents, contractors or by any person or persons employed or engaged on their behalf by such agents or contractors. Booth holders occupying Shell Scheme booths are also responsible for the cost of making good, restoring or renewing any damages or dilapidations to their shell stand structures, floor covering, light fittings, and/or any part thereof, whether caused by themselves or their agents, contractors or by any persons employed or engaged on their behalf by such agents or contractors. The cost of making good any damages will be assessed by the Official Contractor and charged to the Booth holder. The Organisers, together with the hall owners, will inspect the hall before and after the exhibition. 9.13 FORCE MAJEURE In the event the exhibition is postponed, shortened or extended due to any cause whatsoever outside/ beyond the control of the Organiser. The Organiser shall not be held responsible for any losses incurred by the Booth holder, directly or indirectly, attributable to the elements of nature, force majeure or orders and directives imposed by any government authority. Under such circumstances, the money paid by the Booth holders, or any part thereof, is refundable at the sole discretion of the Organiser. The Organiser shall be responsible for and be entitled to act as the owners of the premises throughout the tenancy period. The decision of the Organiser in any problem or dispute shall be final. 9.14 SECURITY AND INSURANCE Booth holders are advised to arrange for their own insurance coverage in respect of exhibits and contents of the stand. ----- End -----

1. GST (GOODS & SERVICE TAX)* All goods imported into Singapore are subjected to the above tax when consumed, sold or given away in Singapore, including brochures, pamphlets, newsletters, advertising material and give- away of any kind. The GST payable is 7% of CIF value indicated on the invoice or subject to the Customs & Excise final appraisal of the imported goods value. IMPORTANT: ALL DUTIES & TAXES WILL HAVE TO BE PREPAID IN ADVANCE to Singapore Customs via the Official Freight Forwarder. Commercial invoice and packing list to be submitted by the stipulated deadline provided in order for Official Freight Forwarder to calculate the duties & taxes amount that needs to be payable. All booth holders are required to check directly with the Official Freight Forwarder on the freight procedures prior to your arrival in Singapore. 2. ARRIVAL DEADLINES All stocks forwarded by sea or air should arrive Singapore by the following dates: Sea freight (LCL CARGO) : 12th July 2019 Airfreight : 17th July 2019 The stocks arriving after our stated deadline, an additional handling surcharge 30% will be levied. Shipment arriving on/after the opening date, a 50% surcharge will be levied for urgent clearance. 3. INSURANCE It is the responsibility of the booth holders to arrange a full transit Insurance. The policy should cover transport to the exhibition, during the exhibition, and the return of stocks to domicile, including the period the stocks are handled by us, and also ensure that Transport Insurance is arranged for stocks sold locally. Booth holders are advised to ensure that all goods are adequately insured at all times including third party risk as the Organizers / Forwarders / Site Handling Agent cannot be held responsible for any damages, loss, total or partial, of goods whilst in their care unless it is insured through the Official Forwarders. 6. SHIPPING NOTIFICATION & PRE-ADVICE The following deadlines for documents and shipping pre-advice must be strictly observed. TACS will not be responsible for any consequences or delays resulting to the late supply of it. A) Shipping Pre-advice Transit Air Cargo Singapore Pte Ltd. / Email: events@tacs.com.sg Once shipments have been made by Sea or Air, please advise us by email with the bill of lading, airway bill and commercial invoice + packing list. Deadline for shipping advice: Sea freight - 7 days prior to arrival of vessel. B) Document Distribution – Sea freight Please email one set of original Bill of Lading to us no later than 3 days before vessel is due to arrive. DOCUMENTS REQUIRED Seafreight shipment: Bill of Lading Commercial Invoice/Packing List Insurance Certificate The above documents should be emailed to us at least 1 week before the arrival of vessel in Singapore. Airfreight shipment: Commercial Invoice/Packing List Insurance Certificate The above documents should be attached to the AIRWAYBILL. C) Combined Invoice & Packing List: We are enclosing a copy of our “Commercial Invoice & Packing List”, which you may use. Full details, such as description of commodity, quantity, unit value in U.S dollars and CIF Terms. Invoice must be in the English Language. Please separate the combined and packing list for items intended for temporary and permanent Import. 7. HAND-CARRIED STOCKS We do not recommend that you hand carry stocks into Singapore. However, if you can’t avoid using this method and your samples are detained by customs please hand over the detention receipt and List of Stocks (duly filled) to Transit Air Cargo’s staff at the fairground and we will arrange the collection of your goods from the airport. Booth holders arriving late with hand-carried stocks must be made aware that the Customs formalities and pick up procedures may take one or two days. 8. IMPORT BOND This will be applicable only to items that are for display purposes and will not be applicable to items for sale. 9. SOLD STOCKS All unsold stocks will be repacked at the close of show. Stocks are NOT ALLOWED to be taken out of the exhibition hall until the GST has been paid (this will be applicable to booth holders whom bring in their consignments / stocks declared not-for- sale under temporary importation basis and have not paid for the conversion of permit / duties & taxes). It is the responsibility of the booth holders to collect the GST from their buyer/s. TAC shall charge all GST paid to Singapore Customs directly to the booth holders and NOT to the buyer/s. In the event if you would need to arrange for the refund of the tax for un-sold stocks, please speak to one of the TAC representative to assist you with this arrangement. 10. PAYMENT TERMS & CONDITIONS OF BUSINESS Companies using Transit Air Cargo or its appointed agents will be invoiced by them for all services and our payment terms will be based on cash on delivery. Personal, foreign cheques and credit cards are not acceptable. SINGPEX 2019 36th ASIAN INTERNATIONAL STAMP EXHIBITION 31 July – 4 August 2019 Suntec Singapore Convention & Exhibition Centre Performance Bond:- All contractors, other than the Official Contractor, must place a refundable Performance Bond of S$50.00 per sqm (minimum of S$500.00, up to a maximum of S$5,000.00) for individual booth and sign an undertaking, guaranteeing adherence to all rules and regulations laid down by the Organiser. Payments must be made in local cheques only. Cheques should be made payable to “AGOG EXPO PTE LTD" and submitted in a self-address envelope to expedite the refund after the show. To expedite the refund of your performance bond, cheque must be submitted together with a self-address envelope. An admin fee of S$15.00 will be levied upon the contractor for submission without the self-address envelope. For outside contractors, the Performance Bond must be submitted to the Official Contractor by 5pm on the day their booth build up commences (29 July 2019). Outside contractors who are found to breach this ruling are subject to a penalty of S$100.00 to be deducted from their refundable performance bond. -6-
