UNICEF Turkey TERMS OF REFERENCE (ToR) SHORT TERM NATIONAL INDIVIDUAL CONSULTANCY REVIEWING “CHANGE STEP by STEP” INTERVENTION PROGRAMME for CHILDREN under REF: PRO/TURA/2018-E PROBATION Links with the Country Programme Priorities: Outcome 1: By 2020, the education, child and social protection and health systems, NGOs, communities and families provide vulnerable children with increasingly inclusive opportunities to realize their rights to protection, education, development and participation. BACKGROUND and JUSTIFICATION UNICEF and Ministry of Justice (MoJ) have a long-standing cooperation in the field of Justice for children. In the context of children’s rights, UNICEF gives utmost importance to use of detention as a last resort and for the shortest period of time possible; therefore, supports programmes across the world to enhance alternatives of imprisonment. The “Development of an Effective Risk Evaluation System for Children in Turkish Probation Services” Project (also known as the DENGE Juvenile Probation Programme – hereinafter DENGE) has been developed with this understanding; to improve the probation services for children in Turkey. The Project is co-funded by the European Union, the Government of Turkey and UNICEF, and is being implemented by the Ministry of Justice Directorate General for Prisons and Detention Houses Probation Department with UNICEF technical support. The overall objective is to increase the efficiency and effectiveness of the juvenile justice system in Turkey through the development of a more effective, preventive and rehabilitative probation system. The Project is ultimately expected to ensure their successful reintegration in society as well as supervision and follow-up in the community. In this regard, various national and international consultancy teams are currently working on the development of the risks and needs assessment tool, which, as an integral component, includes various supportive intervention programmes tailored for those identified risks and needs. During the initial development phase of the assessment tool and programmes, the current programmes which are being implemented for those children under probation were also reviewed and the initial findings clearly indicated the need for additional programmes and innovative tools as well as more guidance for the probation officers who are working with those children in the field. The “Change Step by Step” programme, which is one of those current intervention programmes for children under probation aims at ensuring a gradual behavioral change in the attitudes of the client. The ultimate goal of the programme is to empower children for a positive change by realizing their dysfunctional attitudes and while improving their life-skills also to enable them to cope with the negative factors which lead them to get in conflict with the law. It is composed of ten modules1 each one focusing a different aspect of the attitude change. programme, which is developed in 2015, was initially piloted in 12 provinces and decided to be expanded nation-wide starting from 2017. The above-mentioned review, held in late 20172 on the current intervention programmes for children under probation underlines the promising nature of the “Change Step by Step” and acknowledges the positive feedback given both by the implementing professionals and the children who participated. Considering the new risk and needs assessment framework to be introduced with the DENGE Project, it is then decided to review and adjust the “Change Step by Step” programme to the new framework, and to develop a concrete design for monitoring and impact analysis of the programme to be conducted in the future. Thus, UNICEF Turkey is seeking a short term national individual consultant to review the “Change Step by Step Programme”, adjust it to the new assessment framework of the DENGE Juvenile Probation Programme and to design a framework for MoJ on monitoring and assessing the impact of its implementation. II. GENERAL PRINCIPLES The Consultant(s) will work under the supervision of the Justice for Children and Child Rights Monitoring Specialist of UNICEF in Turkey in accordance with the standards, rules and procedures of UNICEF. The consultant(s) are also expected to maintain constant contact with UNICEF JFC & CRM team, Directorate General for Prisons and Detention Houses, Probation Department officials and other relevant partners. The Consultant(s) should comply with the ethics and visibility rules of UNICEF, MoJ and the EU while preparing the documents, implementing the activities and particularly seeking and incorporating the opinions of children in the process. While writing reports terminology, ethical rules and publication and citation guidelines of UNICEF should be followed. Necessary guidelines will be provided by UNICEF on demand. All documents to be produced shall respect gender equality and be in line with the UN Convention on the Rights of the Child and other human rights instruments. The intellectual property rights of all documents and related materials shall separately appertain to UNICEF and MoJ and the documents and materials should not be used by a consultant and/ or a third party with another purpose. To use the documents and materials by giving reference will be object to the written permission of the parties. III. SCOPE of the WORK As per the results and activities stipulated in the logical framework of the Project, and in close collaboration with the Project team (composed of MoJ and UNICEF staff as well as other Project consultants where necessary) the consultant is expected to complete the following tasks under three work packages throughout the consultancy process and to submit the relevant deliverables in line with the agreed upon work calendar (see Table 1): 1. REVIEWING the CONTENT and CURRENT IMPLEMENTATION of the “CHANGE STEP by STEP” PROGRAMME The consultant is expected to review the content and current implementation of the “Change step-by-step” Programme. This work package will include sub-tasks such as: Change, Problem Solving, Impulse Control, Communication and Empathy, Evaluation. 2 Revision Report on Existing Programmes (Unpublished), 2017. 2 REF: PRO/TURA/2018-E
- Desk-based review of all the modules and preparing a report on the initial analysis based on the theoretical framework and its compliance to the model and tools to be developed under DENGE Project. - Planning and moderation of an initial five-day workshop, composed of at least 10 professionals where the content, current implementation and bottlenecks discussed will be compiled under a SWOT framework. (The outcomes of the workshop should be presented in a brief report afterwards). - Participating to field visits to be conducted in 5 provinces (where the “Change Step-by- Step programme has consistently been implemented) for observing the DENGE model and conducting interviews/focus group discussions with the field workers and children on the implementation of the “Change Step-by-Step” Programme. 2. DEVELOPING A FRAMEWORK for MONITORING and ASSESSING the IMPACT of the PROGRAMME In the second phase of the assignment, the consultant is expected to develop a robust framework, which will guide the MoJ for its future initiatives on monitoring and assessing the implementation and impact of the “Change Step-by-Step Programme”. Under this work package, the consulted is also expected to plan and design a 2nd workshop (one or two-days), where the findings, as well as the framework is presented to the participants. The outcomes of the workshop should be presented in a brief report afterwards. In this workshop, the consultant is also expected to lead the discussions on implementation of the ““Change Step-by-Step Programme” within the DENGE model & tools. 3. PREPARING FINAL REVISED VERSION OF THE “CHANGE STEP by STEP PROGRAMME” and A FINAL RECOMMENDATION REPORT PREPARING a FINAL RECOMMENDATIONS REPORT At the end of the assignment, the consultant is expected to submit revised final version of the “Change Step by Step Programme” and a final report particularly including (but not limited to) the following chapters: 1. Summary of the process and the findings 2. Recommendations on how to adjust and implement the “Change Step-by-Step Programme” as per the new model and tools developed of DENGE Project (this should include clear guidance on how to link the programme with the new tools as well as how to implement/adjust different modules to those children in different needs) 3. Concrete recommendations on what should be included in the content of the Programme (including new exercises, slides, chapters, sessions etc.) 4. How to monitor and assess the impact of the “Change Step-by-Step Programme” For the timeframe of the tasks, please see the tentative work calendar table below. IV. LOCATION & TRAVEL REQUIREMENTS There is no pre-determined location for providing the consultancy services and most of the required work can be conducted home/office based. The consultant will be required to travel within Turkey for the workshops and at least 5 provinces to be selected. UNICEF will cover the accommodation and travel expenses of the official approved trips within Turkey. VI. DURATION & COST of ASSIGNMENT • Duration: Assignment will cover a 5-month period (01 July – 30 November 2018) and payments will be effected upon the delivery of the outputs. It is estimated that 52 person/days will be required for the completion of tasks. • Estimated Cost of Consultancy: UNICEF will issue an individual contract in Turkish Liras. UNICEF will cover travel and accommodation costs arising from event organizations. Travel and accommodation expenses may only cover those items identified by UNICEF and shall not exceed the pre-determined limits of the daily allowances rate of UNICEF. Other costs related to administrative tools, communications, etc. shall be covered by the consultant. • Reservations: UNICEF reserves the right to terminate the contract and/or withhold all or a portion of payment if the rules and the regulations regarding confidentiality, ethics and procedures of UNICEF and the partners are not followed, the performance is unsatisfactory, or work/deliverables are incomplete, not delivered or fail to meet the deadlines. In addition, UNICEF reserves the right to work with multiple consultants for the same assignment, if necessary. Where this is the case, all consultants are expected to work in cooperation and coordination. 4 REF: PRO/TURA/2018-E
In case of submitting a proposal as a team with the participation of more than one expert, UNICEF will evaluate each team member separately and as per the rules will sign a separate contract with each team member. VII. QUALIFICATIONS AND SPECIALIZATION REQUIRED FOR THE ASSIGNMENT: The consultant who will be recruited to complete the assignments is expected to have the following qualifications: Technical requirements: - At least Master’s degree in social sciences (social work, psychology, psychological counselling etc.) - (minimum for the team leader in case of team applications; holding a PhD or higher academic degree will be a strong asset). - Experience in juvenile juvenile justice system and particularly probation. - Experience in working for EU funded projects is a major asset. - Working experience with local or central government agencies (e.g., Ministry of Justice), public institutions, international organizations (e.g., United Nations’ agencies) and/or civil society organizations is an asset. Skills and personal traits: - Organizational skills to arrange meetings, trainings, workshops, conferences, study visits, missions, etc. - Respecting different cultures, accepted local norms, religious beliefs and practices, personal interaction and gender roles, disability, age and ethnic identity. - Excellent communication and interpersonal skills. - Ability to work closely with national and international actors and working group within a tight schedule to facilitate the coordination of the process. - Computer literacy. Language: - Proficiency in oral and written English. IIX. APPLICATIONS Applicants are expected to submit to UNICEF their proposals and the CVs in compliance with the instructions in this ToR, with the announcement and where available with the attached templates. Thirty (30) points will be awarded to the institutional consultant that presented the lowest fee for the services requested. The remaining financial offers will receive proportional points ([lowest bid/bid] x 30 points). The purpose of the evaluation of Consultants’ Financial Proposals is to verify that the costs itemized in the financial proposals adequately cover the services offered in the Technical Proposals.
