County Launches Adaptability Fund for Small Businesses • The County of Maui is launching its Adaptability Fund, which will help local small businesses recover and survive impacts from COVID-19. • The County has allocated $5 million of CARES Act funds for the program, which will be administered by Maui Economic Development Board, Inc. • This is yet another program to support our small businesses as they adjust to “the new normal” and retool their operations. • We want to mahalo our Budget Office, OED and MEDB for working together to launch this fund.

County Adaptability Fund • MEDB will be accepting online applications for the Adaptability Fund starting Sept. 25, 2020. • Grants would assist businesses with modifying operations and invest in technology infrastructure to expand their virtual platforms, web-based marketing and E-commerce. • Grants are expected to range from approximately $5,000 to $25,000. • Priority will be given to small businesses that have not received prior loans or grants.
County Adaptability Fund • Businesses eligible to apply: • For-profit and non-profit small businesses that have staff in shared workplaces and/or physical or virtual spaces serving the community, customers, clients or patients. • Independent Contractors, consultants, and creative and entertainment business including artists, artisans, musicians and cultural performers are eligible. • Businesses must provide three (3) months of Business Banking Statements. • Businesses must provide their most current (dated 6/30 or later) Balance Sheet and Statement of Profit and Loss.
County Adaptability Fund • Businesses eligible to apply: • Businesses must have an active registered Business Name with the Hawaii Department of Commerce and Consumer Affairs (DCCA) and should be fully compliant with a current Certificate of Good Standing dated June 1, 2020, or later (from DCCA). This Certificate must show Incorporation in the state of Hawaii and a mailing address in Maui County. • Businesses must provide the most recent GET tax filing dated on or after June 30, 2020. • Businesses must have been established prior to March 20, 2020.
County Adaptability Fund • Businesses eligible to apply: • Businesses are required to submit a detailed budget with proposed expenses and a narrative explaining specific purposes, including rationale as to how these investments will support their restructure plans.
County Adaptability Fund • Businesses and expenses that are NOT eligible: • Nationally or internationally-owned chains, HOWEVER, locally-owned franchises are eligible. • Expenses incurred prior to March 20, 2020. • An unpaid invoice is not proof of payment and does not qualify.
County Adaptability Fund • Businesses and expenses that are NOT eligible: • Taxes other than sales tax on purchases are not reimbursable. • Expenses not related to COVID-19 mitigation are ineligible. • Should an applicant not be able to provide required documentation, the application will be considered incomplete.

Directory of Local Service Providers for Adaptability Fund • OED, MEDB and various community partners have put together a list of local service providers for small business to utilize at Hoʻoulu Maui Nui Business Directory. • Adaptability Fund applicants/grantees are encouraged to reinvest in our kamaʻaina economy by using local service providers as they retool and/or restructure business operations. • The business directory is available at www.HoouluMauiNui.org.
Fight Against Human Trafficking • The State Department of Transportation is partnering with the U.S. Dept. of Homeland Security and U.S. DOT to combat human trafficking through a “Blue Lightning Initiative” program. • Aviation industry personnel will be trained on how to combat human trafficking and spot warning signs. • Our goal is to completely eradicate all forms of human trafficking.

Eviction Moratorium Extended through End of October • The Governor has extended the moratorium on evictions for renters unable to pay rent through the end of October. • Landlords should not be threatening eviction, but renters should make their best effort to meet their financial obligation.
