The Green Line LRT Project, jointly funded by the City of Calgary, Province of Alberta, and Government of
Canada, is the largest single infrastructure project in The City’s history. The Green Line Program is vital to the
future of Calgary and benefits all Calgarians, enabling The City to achieve significant economic, social and
environmental rewards. The Green Line is designed to be both a transit system and a platform for long-term city
building opportunities, spurring redevelopment and investment opportunities in Calgary businesses and
communities. It will provide efficient service and connections to destinations throughout the city, including
opening new areas where people can live affordably with access to amenities, services and sustainable mobility
options.

The full Green Line alignment is 46 kilometres and runs from 160 Avenue N. to Seton in the southeast. This line
will almost double the City’s existing LRT network. A project of this size cannot be built all at once. The Green
Line will be delivered in stages as funding becomes available. Stage 1 of construction will extend 16 Avenue N.
to 126 Avenue S.E. and is expected to be constructed from 2021-2027 and estimated to cost $4.9 billion.

The Green Line Stage 1 will be constructed in three different segments:
   •   Segment 1: Ramsay/Inglewood to Shepard (126 Avenue S.E.)
   •   Segment 2A: 2 Street S.W. to 4 Street S.E.
   •   Segment 2B: 16 Ave N. to 2 Street S.W.

THE ROLE: Senior Manager, Commercial - Segment 1
This is a unique and exciting opportunity to make a real difference! Rarely does a project of this size and
importance come along that will truly impact the lives of Calgarians and those in the surrounding communities
for decades to come. You will become an important member of a motivated and experienced team of
professionals, all bringing their specific skills and talents to the table to achieve an incredible outcome.

The Green Line is looking for a talented and motivated Senior Manager, Commercial to join the Commercial
Team. The Senior Manager, Commercial will be responsible for leading a team to drive the realization of the
procurement strategy for Segment 1 of the Green Line Stage 1, which includes two distinct procurements: the
Segment 1 (Ramsay/Inglewood to Shepard) procurement and a Light Rail Vehicles procurement. Subsequent to
contract award, the Senior Manager will be the Commercial Lead, working closely with the Project Delivery
Director to deliver each project in accordance with the contract.

In this role you will:
•   Support the development and implementation of the Program’s procurement management plans,
    procedures and systems, which form a critical component of the Program’s larger Commercial management
    plans, procedures and systems.

•   Drive the realization of the procurement strategy through the leadership of a procurement team with
    Program Legal and technical resources and other business units, as well as external specialist resources.

•   As part of the Commercial team, develop strategic commercial parameters, including commercial
    models/structures and evaluation criteria in relation to the specific contract scopes.

•   Work with multiple Program functional team members to develop all required procurement documents and
    forms.

•   Coordinate the compilation of, and critically assess from a commercial perspective, the contract performance
    requirements and specifications developed for the specific contract scopes by the Program’s functional
    teams.

•   For each specific contract scope assigned, lead the procurement process, including the bid evaluation
    process and implementation of analysis methods and tools. Review and make recommendations and/or
    decisions (per delegation of authority) on all material procurement related decisions including awards,
    extensions, renewals, and commodities. Provide policy, process, and trade agreement interpretation and
    governance advice. Ensure compliance and adherence to trade agreements, public procurement law, and
    procurement policy and practice.

•   Work closely with the Project Delivery Director in monitoring contractor performance and ensuring
    compliance with contractual obligations (cost, schedule, quality, safety, environment, regulatory and public
    engagement / stakeholder management).

•   Actively participate in Program and Project risk management (i.e. risk identification, response, monitoring and
    control).

•   Work with Program leads to report on progress related to the commercial activities of the assigned contract
    scopes. This may include preparing and/or delivering presentations to City senior leadership, the Green Line
    Board and/or Council.

•   Any other duties as assigned by the Commercial Director.

THE PERSON
The successful applicant will have a minimum of 10 years of progressively more responsible and varied
procurement or contract experience, including at least five years of leadership experience. Design Build (Finance)
or other Public Private Partnership (P3) experience would be required.

You will have a relevant post secondary degree (business, finance, engineering, law or a related field) and
demonstrated experience and knowledge in procuring and overseeing contracts for large, complex, high-profile multi-
partnered construction projects. Ideally candidates require knowledge of, and experience in, large public works
projects, while direct experience in roads and highways and/or rail and light rail transit related projects is considered
an asset. Experience associated with reporting to a City Council or a Board would be an asset. An equivalent
combination of experience and education may be considered.

Knowledge, Skills and Abilities:
• Demonstrated commercial management experience in large-scale construction projects. Experience with
    performance-based contracting approaches such as design-build and/or public private partnerships (P3).

•   Exceptional leadership skills, demonstrated by a proven ability to: work effectively with staff, contractors, and
    elected and appointed officials; establish and maintain respectful and productive relationships with both
    internal and external stakeholders; integrate and mobilize appropriate resources to meet the Program’s
    objectives; and, balance competing demands.

•   Demonstrated experience at managing and delivering projects. Demonstrated ability to coordinate and
    communicate proactively and respectfully across Program functions (e.g. project management, engineering,
    legal, safety management, communications, etc.).

    delivery models and project risk management and project management. Advanced knowledge of
    construction methods, engineering techniques and contracts. Superior knowledge of project management
    processes, systems, and procedures is an essential requirement for success in this position. Expert computer

WHAT TO EXPECT FROM OUR SEARCH PROCESS
Leaders reviews all applications thoughtfully, initially comparing your information to the qualifications,
competencies and experience requirements set out in this Opportunity Profile, with due consideration to the
overall candidate pool. Applicants being considered to advance in the process will be notified and sent a
Competency Table (CT), tailored to allow you to highlight your candidacy in relation to this opportunity. Once
applications are reviewed, Leaders will contact the candidates who most closely qualify for the role and conduct
a brief pre-screening conversation, assessing your interest, gaining further insight on your background,
discussing any unique challenges you may have as a candidate, and confirming your compensation details. At
this point we can answer any questions you may have about the company, the role and our process.

Leaders will meet with the Green Line Selection Committee to review information on the candidates being
considered. Information on each candidate is presented to the Committee in a Candidate Package, including
cover letter, resume, and completed CT. At this point the Selection Committee will determine their preferred
candidates to move forward in the process. These candidates will receive an in-depth interview from Leaders. All
other candidates will be informed in a timely manner about their status in the process.

Preferred candidates will then receive a detailed competency and behavioral based virtual interview by Leaders.
Following these interviews Leaders will then meet with the Selection Committee once again to determine which
candidates will be short-listed to receive an interview with the Selection Committee. Once again, other candidates
will be informed in a timely manner about their status in the process.

Short-listed candidates are invited to a 60-90 minute virtual or in-person interview with the Selection Committee.
A second interview may also be conducted to further narrow the list or to confirm a selection decision. Once
these interviews are complete, the Selection Committee will move forward with a finalist candidate. All other
candidates will be informed of their status in a timely manner.

If you are the finalist candidate, you will be asked to provide 4–6 references to be contacted by Leaders. Other
due diligence will include Credit and Criminal Records Checks, Educational Credential Checks and Social Media
Checks. Once the Selection Committee is satisfied with the due diligence process, a verbal offer will be extended,
followed by a written offer of employment.
