Inglewood Artist Residency Brief Inglewood Residency - Key Details Applications close 5pm 26 March • This program will transform a community space in the City of Stirling Library-Inglewood at 895 Beaufort Street into a pop-up studio space for up to two local Artists. • The residency will run for two to five weeks between 26 April to 31 May 2021, with the schedule determined by the Artist/s and approved by the City. • Artists will use the space free of charge and each will receive a $5,000 ex GST stipend to support their efforts over the Residency period. • Prior to the residency, the Artist/s and the City will co-design a community engagement and/or presentation program. The Artist/s will execute this engagement program during their Residency. • Artists will commit to 50 hours of studio time (including hours spent delivering the community engagement/presentation program) during the Residency period. • Artists will be invited to attend two full day professional development opportunities; o Cultural Competency Training on Wednesday 21 April. o Arts Business Intensive on Saturday 8 May. • Residency applications will be accepted from mid-career and established Visual Artists from Western Australia who are seeking a meaningful opportunity to extend their practice and be willing to engage openly with the community about their work. • Applications will be accepted from individual Artists or Artists duos. In the case of a duo, a $5,000 ex GST stipend will be paid to each Artist (not split between Artists). In the case of a successful application from an individual Artist, they will be sole occupant of the studio. • Enquiries should be directed to the City of Stirling Arts Project Officer at art@stirling.wa.gov.au or (08) 9205 8425. Canvassing of elected members will disqualify applicants.
Inglewood Artist Residency Brief About the Residency The Inglewood Residency program will provide an opportunity for an individual Artist or an Artist duo from WA to utilise a pop-up studio space for a minimum of 50 hours over two to five weeks. The studio is situated on Mooro Country within the lively Inglewood precinct and provides an opportunity for Artists to be embedded in a community setting, at the heart of a thriving town centre. Situated within the City of Stirling Library – Inglewood, and featuring external facing windows and a private courtyard, the studio offers excellent exposure for Artists interested in connecting with new audiences. This program emphasises a strong community element by placing Artists within a vibrant cultural hub with a strong sense of place. Artists will set their own outcomes for the development of their work during the residency period. The City will provide successful Artists with training and also support in the development of a shared vision for community engagement and/or presentation activity. The Inglewood Residency will further the development of the arts in the City of Stirling by providing financial support, professional development, publicity, and space to the selected Artist/s. It will accomplish all this while inspiring our community and putting a spotlight on creative practice. The City of Stirling acknowledges the traditional custodians of the land on which this residency will take place, the Wadjak people of the Nyoongar nation. We pay respect to the Elders past, present and future for they hold the memories, the traditions, the culture and hopes of Aboriginal Australia.
Inglewood Artist Residency Brief Expectations of Artists Successful Artists must be available to commit to their agreed residency period. The successful Artist/s will determine their residency schedule in collaboration with the City of Stirling and will complete their residency as a minimum of 50 hours of studio time over a period of two to five consecutive weeks between 26 April 2021 and 31 May 2021. (see ‘Sample Schedule’ for an example of how this might be achieved.) No expectations will be placed on the Artist/s regarding the realisation of work, with Artist/s invited to self-identify their proposed outcomes. Each Artist will be required to articulate their individual intention for the Residency in their application and to reflect on this throughout the residency. • Individual Artists may seek to: o Use the dedicated studio time to focus on the development of new work; o Take advantage of the community location and undertake engagement activities to inform or extend a body of work; or o Work towards other outcomes as defined by the Artist. • Artist duos may seek to: o Develop a single project, with the support of input and skills training from the other Artist Resident; o Develop individual works with the intent of a joint exhibition; o Develop a collaborative project or set of projects which responds to the other Artist Resident; or o Work towards other outcomes as defined by the Artist. • The Artist/s will present a community engagement program during the term of the Residency. (see further details below). • Each Artist will be responsible for providing their own equipment and materials, including those required for their engagement program. • If submitting as an Artist duo, both must agree on a plan for the expenditure of the $1,500 materials budget, which may be used to supplement their own equipment with any additional items needed for the fulfilment of the residency. Onboarding Upon selection, the Artist/s must attend a co-design meeting with the City. During this meeting a written agreement between the City and the Artists will be finalised including: • A schedule for the Residency. Each Artist must commit to schedule which equates to a minimum of 50 hours in the studio per Artist. Artists may also attend the studio outside of these scheduled hours if desired. Artists undertaking the Residency as a duo need not always occupy the studio at the same time. Artists may elect to include a portion of their time to work unaccompanied, whilst at other times to work in collaboration. • Wherever possible, a commitment to be present at their allocated residency venue for a minimum of five of hours per day, on any scheduled day. Specific start and finish times are negotiable depending on individual needs and external responsibilities. The residency commitments of each Artist can be carried out at a minimum of two days per week over a six-week period, and a maximum of six days per week over a two-week period. • Proof of Certificate of Currency of Public Liability Insurance policy to the value of at least $10,000,000. • Commitment to complete a building induction to understand and comply with access, security, waste disposal, safe work practices and the City’s Code of Conduct prior to commencing the Residency. • In the case of an Artist duo only: A copy of an agreement between each Artist, regarding the management of copyright, moral rights, materials budget, insurances and other matters related to the Residency.
Inglewood Artist Residency Brief Engagement Program The Artist/s will develop a community engagement element to their work that may take place within or beyond the walls of the studio. The details of this engagement program will be finalised in a co-design session with the City prior to commencement of the Residency. The program should be meaningful to both the community and the Artists. The program should be proposed and executed by the Artists with promotional and venue support from the City. The program should be bespoke to the successful Artists, however an example program is provided at Appendix A for guidance Artist Journal Artist/s are invited to keep a reflective journal of their progress during the residency and share extracts from this in some format with the public. The journal should reflect on the relationships and skills being formed or ideas developed during the residency. The journal format may be written, photographic, video or audio at the Artists’ preference. The full journals are expected to be private. However, Artists are asked to use their reflective practice to inform a public version of this journal, which takes the community on the residency journey with them. The format of this public version can be discussed in the co-design meeting, and may take the form of photographic or video social media posts, a notice board, window exhibit etc. See Appendix B for examples of what a journal might look like when shared via Instagram. The intent of the journaling practice is to ensure Artists are actively reflecting on their progress towards their intentions for the residency. The public component is complimentary to the community engagement program and facilitates the community’s understanding of arts practice as well as the purpose and value of residencies
Inglewood Artist Residency Brief The Studio Pop-up Studio located here The City is hosting this residency in a pop-up studio within the Library which is otherwise used as a community space available to library users for book-clubs, private study and general workshops. During the Residency, the Artists will be granted exclusive use of the space for the full Residency period. Selected participants may come and go at will during Library opening hours, utilising the space as their own art studio. Friendly library staff will be on hand to open up and secure the studio when not in use. Artists will have all the privileges and responsibilities of maintaining the space as their own collaborative studio space Venue details: 895 Beaufort Street, Inglewood • Sink, bar fridge and urn; • Storage cupboards; • Pinboard and whiteboard; • City of Stirling free WIFI; • 2 trestle tables, 8 chairs; • Paved and enclosed courtyard with shade sails; • Full access to library public resources including computers, printers and photocopiers, library collections and friendly library staff; • Use of Edutouch interactive touch screen panel for development or engagement; • Display options for artwork or promotional material within the public library space (picture below); • Maximum capacity 30 people; and • Accessible by ramp with accessible parking bay and toilet.

Inglewood Artist Residency Brief Inglewood Town Centre The Inglewood community is a dynamic mix of couples and families, with a number of recent developments and streetscape improvements encouraging greater activity than ever before. With an abundance of cafes, restaurants and retail to choose from, the Inglewood resident Artist/s will be spoilt for choice for lunch and shopping options. A highly walkable street, Beaufort Street features a number of parklets, public spaces and points of interest when it’s time to stretch your legs! Financial Support Each resident Artist will receive a stipend of $5,000 to support their efforts during the residency. These funds can be used for supplies and materials or as supplemental income to support their creative practice. In addition, a total budget of $1,500 is available for the Artist/s to be expended in collaborative agreement (where applicable) on any material or set-up costs for either the studio or for the program of community engagement. The amount will be paid upon fulfillment of the co-design pre-start meeting. Receipts must be kept to acquit all expenses at the completion of the Residency. Arts Business Intensive Complimentary attendance to the Arts Business Intensive presented by the City of Stirling on Saturday 8 May 2021 for each Artist. Details of this professional development event are yet to be released, however, Artists will receive a complimentary ticket to this full day event, supporting Artists to maintain a financially sustainable practice. A networking sundowner will follow the intensive, for participants, along with representatives from creative industries and associated local service providers. Cultural Competency Training The City of Stirling is one of the most culturally diverse LGA’s in Australia. To inform Artist collaboration and audience development as well as ensure the City are providing a welcoming and positive experience for our diverse communities, the City invites all Resident Artists to attend a Cultural Competency Training session on 21 April 2021. This full day training is provided at no cost to the Artist and will ideally be attended by all Artists. The training aims to build and increase participant’s interest, knowledge and understanding of Aboriginal History and culture and to provide a broad understanding of the benefits of cultural diversity and its impact within the local, national and global context. Participants who attend this training can expect to: • Understand our cultural differences (and similarities) • Understand the impacts of our history, and its flow-on affects today • Explore how we move beyond the problems and differences towards genuine partnership and success • Learn the benefits of cultural diversity • Learn the key demographic trends in the City of Stirling. A catered lunch will be provided.
Inglewood Artist Residency Brief Publicity and Promotion The City of Stirling has access to a variety of publicity and promotion channels, reaching an actively engaged audience. These promotions are valued at a minimum of $10,000, with additional promotional support including but not limited to photography and onsite signage. Artists will be required to adhere to strict deadlines with regard to the provision of marketing copy and images to support the provision of these promotional activities. Inglewood Artist Residency Brief Application and Selection Selection Participation will be offered to professional Artists currently living in Western Australia. Applications are encouraged from visual Artists who identify as Aboriginal or Torres Strait Islander, culturally and linguistically diverse, LBGTQIA+, living with disability, or are from refugee, asylum seeker or migrant backgrounds. This residency will suit Artist/s of mid-career and established Artists who are seeking a meaningful opportunity to extend their practice and be willing to engage openly with the community about their work. Artists are invited to apply as an individual or as a duo. The relationships between Artists in the application of a duo can be that of either mentor/mentees or equal collaborators. All applications will be assessed on the quality of artistic practice, including clear articulation of ideas, themes and conceptual approaches and how the residency will impact the artist, their practice and the community. Further consideration will be given to the Artist’s ability to make best use of the space and resources provided. Application Artists are asked to apply as an individual Artist or make a joint submission as an Artist duo. The City is unable to assist individual artists in identifying potential collaborators for the purposes of this application. Application is via completion of the application form only and is subject to the following conditions: • Artists may apply to both this Inglewood Residency (as an individual or as a member of an Artist duo) and to the Mount Flora Residency (as a member of a group of three). For more details of this Mount Flora residency, please request the brief from the Arts Project Officer or visit the City’s website. • Artists applying to both opportunities should submit two distinct applications, each responding to the particulars of the relevant brief. • Artists may only submit once to each Residency. i.e. Artists may not be represented as a member of multiple collectives/duos. • All Artists represented in an application must be fully aware and committed to fulfilling the obligations of the Residency. Additional notes may be included if needed to aid the City in understanding any execution requirements/implications. Proposed Community Engagement Program • Schedule of ‘Open Studio’ times. Community are invited to visit and connect with Artists during their residency at the Inglewood pop-up studio as they develop a new body of work exploring our evolving relationship with paper. Note: Artist’s may elect to have new or a previous body of work available for sale during these and other times. All sales managed by the Artist/s with no commission taken by the City. • Transforming nursery rhymes into works of art (Time and date range) What’s your favourite nursery rhyme? Perhaps you have made up your own? Join Artists A and B after Rhyme Time in the library and discover ways to paint, collage or build works of art that capture these rhymes and brighten up your child’s bedroom or your home. A and B are Artists in Residence at the City of Stirling’s pop-up Studio in Inglewood Library from 1 - 30 May. These long time collaborators are exploring new ways to capture and celebrate the communal knowledge passed down across cultures and generations in song and rhyme. • Community art installation with Artist A (Time and date range) Learn the basics of collage and assemblage with Artist A as you contribute to series of butterflies, beetles and other bugs which are taking over the Inglewood library in an ephemeral community art installation. • Let it go with Artist B (Time and date range) Join Artist B as they discuss their latest body of work, derived from the cathartic and child-like practice of building giant structures only to immediately tear them down again.
