Dear San Diego–Imperial Council Scouting Family, The state of California adopted additional youth safety requirements in the form of California Law AB 506 (“AB 506”) and it takes effect January 1, 2022. Please know that AB506 requirements apply to ALL youth service organizations throughout the State – not just Scouting. Also, it is separate from and in addition to BSA Youth Protection Training and thus further supports our mission to protect youth in our program. Scout Councils in California worked together to create the California Scouting web portal (www.CaliforniaScouting.org). This is your point of reference to help answer AB 506 questions and to connect you with the resources needed to comply with the law. As additional information becomes available the website will be updated. The law requires employees, administrators, and volunteers of youth service organizations to complete the state of CA training and undergo Live Scans. All registered BSA volunteer positions, administrators and employees including camp staff must comply with AB 506. In addition, regular volunteers, as defined by AB 506 (see FAQ page.) must comply. Below is the 3-step process required to be in compliance with AB 506. All volunteers must complete steps 1 and 2 ASAP. 1. REQUIRED STATE MANDATED REPORTER TRAINING All Registered Adult Volunteers and Regular Volunteer positions identified as requiring training shall complete the California Mandated Reporter Training: Volunteers. The training is available online and takes about two hours to complete. (Council Board Members and Camping Staff/Council Employees will need to complete the 4- hour general training course.) NOTE: This training is in addition to BSA Youth Protection Training. Furthermore, this training satisfies requirements you may have because of your involvement in other activities/employment and if you do take it for another situation, you do not have to complete it again. **updated 1/10/2022, The training is good for two years. 2. UPLOAD COMPLETED TRAINING Once you have finished the training, upload your state Mandated Reporter Training Certificate to the San Diego – Imperial Council page on the California Scouting portal. https://californiascouting.org/sdic/ 3. LIVE SCAN FINGERPRINTING BACKGROUND CHECK (coming soon) San Diego-Imperial Council has submitted its request for authorization to the California Department of Justice to receive state and federal criminal offender record information (CORI). Once we have received authorization, we will update the website and share our Live Scan Request Form that will allow you to proceed with the required fingerprinting. NOTE: Each organization you may be involved with require their own live scan, so you will need to complete this step even if you have been fingerprinted for another youth organization. IMPORTANT: Do not schedule your Live Scan until it is announced that we are ready to receive them, as any scans completed before we have authorization will need to be repeated. We are working with local vendors to schedule fingerprinting at our office to make the process quick and convenient. Thank you for your time and dedication to Scouting in our community. JOHN LEE AWARD OF MERIT RECIPIENT Rancho San Luis Rey Zone Class of 2021 John Lee was both a Cub Scout and a Boy Scout as a youth, but the Rancho San Luis Rey Zone is fortunate that he has found his way back to the program as an adult! With the sudden need to turn our programs to a virtual format, John was one of the key facilitators that stepped forward to make it all happen. Early in 2020 as the zone’s Camp Wingit virtual weekend campout began to take shape, John assisted with getting leaders and merit badge counselors trained with Zoom, helped out with program production and instruction, and made it possible for the zone to provide a weekend program for over 600 scouts and family members. That led to Camp Impossible, a virtual week-long summer camp program! John is the scoutmaster for Troop 777 and is currently serving as the zone’s Training Chair. He also serves as a merit badge counselor and an Eagle Board of Review member. Most importantly, he’s fresh out of Wood Badge training and looking forward to working his ticket! John is a graduate of MIT and his first job was as a Systems Engineer for the Space Shuttle! He and his wife Annie have 2 children; Tessa is in her Senior year at UCLA and Carter is a Life Scout. AIMEE SANDOVAL AWARD OF MERIT RECIPIENT Coastal Sage Zone Class of 2021 Aimee Sandoval has made a career out of putting time and energy into supporting her beliefs. While many of us know of Aimee from her recent rise to fame as a Zoom star at council roundtables, she has been a community powerhouse for quite some time. She has been an active volunteer for the PTA, Rady Children’s Hospital, and Ronald McDonald House. Aimee has also volunteered with Feeding San Diego, the Santee Food Bank, and was a driving force in bringing girls into Scouts BSA. In Boy Scouting, Aimee supported Pack 625 as an Assistant Den Leader, Den Leader, and Pack Advancement Chair. She is currently an Assistant Scoutmaster with Troop 975 and the Scoutmaster of Troop 984. She represents her zone on the council’s special needs committee and also serves as a merit badge counselor. With husband Eric, she chairs the Activities and Civic Service committee for the council’s program team, and is an Assistant Council Commissioner for our monthly Roundtables. Aimee is a proud member of both the Wood Badge class of 2019 and the Naabaahii Chapter of the Order of the Arrow Tiwahe Lodge. Way to go, Aimee! SCOUT ING 3 60 | PAGE 6 | JANUAR Y 20 22
DEBBIE SYLVESTER AWARD OF MERIT RECIPIENT Rancho San Luis Rey Zone Class of 2021 Debbie Sylvester has spent most of her 15 years in Scouting supporting the units at St. John the Evangelist Catholic Church. In Cub Scouts she served as both a Den Leader and as Committee Chair for Pack 776. She was also a religious emblem facilitator for the Light of Christ and Parvuli Dei programs. In Scouts BSA she has served Troop 776 as a Committee Member and as the Committee Chair for 8 years. She is currently the Chartered Org Rep and has assisted the youth with their Ad Altare Dei and Pope Pius XII emblems. With the creation of the Rancho San Luis Rey zone, Debbie stepped forward to take on the duties of the Zone Advancement Chair and Eagle Board of Review Coordinator, assisting with the development of COVID-19 procedures locally to assist Eagle candidates navigating through new territory. Debbie and her team of Zoom Eagle Board members led 77 Scouts through the process in 2021! Debbie grew up in San Diego and earned both her Bachelors and Masters degrees at San Diego State University. To enhance our publication, its time to invite Scouts from our council, ages 11-17, to join us as writers! If you are a Scout who enjoys writing, this opportunity is for you! We are searching for motivated youth to help us report on local Scouting stories, cover special events, and conduct interviews. The time commitment is up to you. You can cover one of our stories or bring a topic to us! Interested Scouts should provide a sample of their writing. We would like 3-4 paragraphs about your favorite Scouting experience. Foothills Zone held a Webelos Woods in December and had over 200 in attendance from local packs and troops! Congrats to Larry Ashbacher, the new Foothills Zone Program Chair, who with his Webelos Woods Committee organized this highly successful event. Senior Scouts took advantage of the opportunity to conduct training events with the assistance of adult volunteers. The weekend also featured a BB rifle event at the awesome Mataguay range, all supervised by an NRA certified rangemaster. The interfaith service on Sunday was presented by Aimee Sandoval with the assistance of two volunteer Chaplain Aides. The cool nights and warm weekend days, along with a pent up yearning for an outdoor scouting event combined for a lot of scout fun and learning. A high percentage of the Webelos attendees expressed interest in continuing in Scouting! Many of the Webelos will be "crossing over' into troops this Spring. NATIONAL WREATHS ACROSS AMERICA DAY YOUR LOGO National Wreaths Across America Day The mission of National Wreaths Across America Day is to remember our fallen US veterans, honor those who serve and teach children the value of freedom. On December 18, 2021, Sea Scout Ship 1886 participated for the 5th year by helping to place wreaths at Miramar National Cemetery. Once again, they were joined by Scouts BSA Troop 319 and the La Jolla Chapter Daughters of the American Revolution. Erik Johnson represented Ship 1886 by placing the Merchant Marine wreath during the military ceremony where all military service organizations were remembered. Besides the military ceremony, scouts participated by assisting with wreath distribution and wreath placement. The Silver Beaver Award was introduced in 1931 and is a council-level distinguished service award of the Boy Scouts of America. Recipients of this award are registered Scouters who have made an impact on the lives of youth through service given at the council level. SWEETWATER ZONE More than 135 Scouts BSA, Cub Scouts, Scouters and other members of the Sweetwater Zone local community participated in the annual Wreaths Across America Day at Glen Abbey Cemetery in Bonita, California on December 18, 2021. The mission of Wreaths Across America is to remember our military veterans by conducting wreath laying ceremonies in their honor. Sweetwater Zone Scouts helped pre-stage the wreaths to be laid as well as place wreaths on the veteran's gravesites. Glen Abbey provided hot chocolate, coffee and donut holes to the participants. They also participated in some community service performing the flag ceremony and laying wreaths at Miramar National Cemetery for the Wreaths Across America event on Saturday, December 18th. Doerr excited to announce TWO NEW named scholarships Scouter in 2022! There are now nine scholarships totaling $25,000 being awarded each year. Originally established as the Emmett J. Doerr Memorial Scout Scholarship, the program will continue as the NCCS Scholarship Program. Applicants need only to fill out one application to be automatically considered for all awards! Scholarships are Bill and Kay Davies awarded to service-oriented high school seniors who are NCCS Catholic Scouts in a BSA Program and continuing their education in college. Application Scout Sunday- What a great day to be a Catholic Scout! Every Catholic Sponsored Unit should celebrate Scout Sunday with their Parish. Wear your uniform to Mass or serve as a greeter. Scouts are already doing great things in their community. Through good turns and community service, scouts are making the world a better place and spreading a culture of peace. The Messengers of Peace program aims to highlight this work by supporting Scouts’ community service and encouraging Scouts to share their actions with others to help build a global network of service. If a scout does a service action and shares it with others, they can earn a Messengers of Peace badge. HIGHLIGHTING SDIC SCOUTING FROM THE LOCAL NEWS Ship 1886 hosted the Elroy Cup on November 7, 2021, in the shallows off the southwest end of Shelter Island. The Elroy Cup is a qualifying event for the 2022 William I Koch International Sea Scout Cup scheduled for July in Galveston, Texas. Sunday was a sunny San Diego day on the water beginning around 1100, when the first starting sequence began. The course was a windward – leeward, with the marks about 200 yards apart, and the start/finish line approximately in the middle. We raced 8 races, racers ate lunch in their boats with the series ending at 1430. Along with racing, it was my privilege to chair this year’s event under the coaching of the Adult Elroy Cup Chair Mr. Robert Curry and Skipper Ms. Lynn Kramer. Ship 1886's Pierce Curry and RJ Hansing took first place. The second place winners are Jacob Wilson, and me, Erik Johnson also of Ship 1886. 1886’s Gabe Ponce was given the sportmanship Award, and he and Zander Kobold took third place. Mr. Curry’s tradition of grilling a steak dinner for guests at the awards dinner in the pool pavilion was a fantastic and delicious way to wrap up our memorable day of racing. The Elroy Cup was first held at SDYC in 2017 and named after Jim Elroy who was a principal organizer of the Koch Cup, and the chairman of the regatta until he stepped down following the 2016 competition. Mr. Elroy has graciously offered to cover the registration fees or the first place winners of the Elroy Cup to compete in the Koch Cup.
