“Recognize the interdependence between local, national and European strategies and take it into account” EU SUMP background EU, through the COM (2013) 913 paved the way to provide at Local level Best Practice and Guidelines: • Guidelines for Sustainable Urban Mobility Planning (SUMP), now in the 2°edition (see https://www.eltis.org/mobility-plans/sump-online- guidelines) • Action Plan for Urban Mobility • Europe on the Move: Package of measures for a more connected and less polluting mobility • CIVITAS and ELTIS best practice exchange; • CIVITAS SUITS tools to draft and participate the plan, financing and implementing it 2
“Recognize the interdependence between local, national and European strategies and take it into account” National SUMP background Italian Ministry of Transport (MIT) set a co-ordinated table with local government and stake-holders; Adoption in 2017 of the Guidelines for SUMP in Italian Cities, revised in 2019, where the plan in each city need to be approved within 2021. 15 year SUMP granting plan for new PT infrastructures 3
“have strengthen their team/cooperation spirit!“ Guiding coalition in Rome as winner point Municipality identified (Official Resolution n.2/2017), specific groups, each with specific skills, able to build integrated plans: Ø Interdepartmental Working Group Ø Technical Secretariat – coordinated by RSM Ø Expert Steering Committee In Rome Mobility Agency, PT company (ATAC), Roma Metropolitane, Risorse per Roma specific referents were appointed to support technical secretariat 4
“Concept and methodology to implement the specific measures in their city” SUMP General Objectives in Rome Change the old “traffic approach” towards “Plan for people” Main pillars: • Promotion of multimodality with reduction of private car usage • Safety levels increase for PT and road traffic • Public transport capacity increase with integration of mobility resources • Soft & sharing mobility increase (car pooling, car, bike, van sharing, mobility manager activities) • Less congestion and atmospheric & acoustic pollution - energy consumption reduction – CO2 5

“EXPLAIN THE BENEFITS OF THE MEASURES TO THE CITIZENS 7 AND THE CITY STAKEHOLDERS” PARTICIPATION APPROACH: DISCUSSING THE SUMP BUILDING TOGETHER FINAL SUMP SCENARIO: STAKEHOLDERS... Once received proposals in the previous steps and approved the Draft SUMP Plan, the majority of institutional stakeholders were involved. Meetings were held with Metropolitan City, business owners categories, commerce and tourism association, trade unions. and with the Municipality Commissions. Special attention was given to Lazio Region to take care of the SUMP impacts on the Central Italy and to carry out a deep EIA ..AND INVOLVING DIRECTLY THE CITIZENS The municipal area was divided into six territorial areas defined by the union of two or three Municipalities and, for each area, three meetings have been held in the period 18 March - 20 May. “EXPLAIN THE BENEFITS OF THE MEASURES TO THE CITIZENS AND THE CITY STAKEHOLDERS” PARTICIPATION APPROACH: DISCUSSING THE SUMP Official participation and discussion of the SUMP draft proposal around the city: Ø first meeting, SUMP illustration, first questions and considerations; Ø second meeting by geographical area: compilation of specially prepared forms and presentation of alternative choices by the citizens in the plenary session; Ø third meeting: illustration of the results of the first two meetings and sharing of the results also through their graphic representation 8

And after SUMP… COVID Emergency – 2020 : the effects of lockdown 12
“familiar with data management (open data, real-time recovery, legality etc.)” Continuos measure of mobility impacts in Rome https://romamobilita.it/it/covid-19-impatto-sulla-mobilita Analysis carried out by Roma Servizi per la Mobilità and Mobility Department of Roma Capitale supported by three Rome Universities (La Sapienza, Tor Vergata e Roma Tre) and Sony research centre. Data from lockdown months compared to pre-lockdown months to understand what is happening. Main movements (private, public and pedestrian) included with data sets on: • FCD - Floating Car Data: part of the vehicular fleet with a geolocation device on board for insurance reason; • Mobility Centre traffic measurement stations of Rome Mobility Agency, providing daily traffic flows on main roads; • Passages in the entrance gates of the metro lines; • Bluetooth antennas: signals of cell phones of pedestrians and vehicles read anonymously through Bluetooth devices. 13 .

“identify tools and guidelines to facilitate the implementation of the measures and develop/update” Lesson learned to be used after COVID vaccines together with CBP SUITS program.. • Improve ITS and mobility data monitoring & modeling. • Keep as possible smart working and digitalization • Enhance active modes (pedestrian + bike) • Use better Mobility Managers network and PPP • Promote sharing modes and micromobility to help PT recovery • Better regulation of city timing • Take care of pollution reduction and climate change. 17

Summary of CIVITAS SUITS impact CIVITAS SUITS supported Rome in creating its SUMP: • Providing examples on how to apply the EU Guidelines for Sustainable Urban Mobility Planning (SUMP), • Giving models for the organisational changes; • Sharing other EU experiences with on-site visits and participation of the SUMP referents in project meetings; • Providing suitable financing schemes and procurement models Now Rome can support SUMP Community: • Providing a Plan built according to EU Guidelines for SUMP, • Supporting organisational changes and the participatory approach; • Giving availability to cities in order to diffuse its schemes with on-site visits and remote meeting on specific themes. 19
