Residence Handbook 2018-2019 6 Sassoon Road, Pokfulam, Hong Kong Student Flats (SF) can accommodate up to 72 full time students on sharing basis in 12 self-contained flats with double and triple-shared rooms. All flats come with en-suite bathrooms and are fully furnished with bed, wardrobe, study desk, chair, and telephone connection. Each flat also contains a small kitchen area with sink, cupboard, hotplate, microwave oven and refrigerator for the preparation of light meals. The cost of gas, electricity and water rates is inclusive in the lodging fee; air-conditioning is payable and activated by an Octopus card. 13-21 Pokfield Road, Pokfulam, Hong Kong Pokfield Road Residences, a residence mainly for postgraduate students, can accommodate up to 290 full time international students in four types of flats. (From 150 to 330 square feet) The Residence is within walking distance (20 minutes) to the University's Main Campus. The Flora Ho Sports Centre is just less than 10 minutes’ walk from the Residences. All flats come with en-suite bathrooms and domestic washing machines and are fully furnished with bed, wardrobe, study desk and chair. Each flat also contains a small kitchen area with sink, cupboard, hotplate and small refrigerator for the preparation of light meals. The cost of gas, electricity and water rates is inclusive in the lodging fee; air-conditioning is payable and activated by an Octopus card. 5

Each flat can accommodate 6 students in 3 air-conditioned bedrooms, bathroom, and pantry facilities equipped with refrigerator and hotplate, microwave oven for preparation of light meals. The cost of electricity, water rates and air-conditioning is inclusive in the lodging fee. HKU has revitalized the former Hon Wah College into a new postgraduate residence. The nine-story flat-type residence, most of which features single rooms, will house 126 students. It also features 21 double-bed rooms in some selected flats for postgraduate students bringing their spouses. Residence Handbook 2018-2019 Allocation of Bedspace/Room/Flat The Housing Unit of CEDARS reserves the right to make all assignments and to make any subsequent changes considered advisable or necessary because the accommodation is used for a range of stays as well as residents staying for a whole academic year. Applications to share with another resident will be considered only if all parties nominated are in agreement with the request. Inevitably, however, some of you will be unhappy with the location or size of the bedspace/room/flat (although similar, small variations exist). Regrettably, because of the complex nature of the allocation process and the staggered arrival of residents, changes cannot be made during the move-in period. In such circumstances we will not permit residents to swap bedspace/room/flat until four weeks after the initial move in period, this must be arranged through PAC/Housing Unit of CEDARS so that records can be altered and a bedspace/room/flat check can be carried out. A charge of HKD50 will be levied for swaps. Residence Handbook 2018-2019 Cleaning As part of your residential obligations CEDARS’ Housing is your home away from home. Reasonable standards of cleanliness and hygiene are required. It is the responsibility of ALL residents to keep the premise clean and tidy to acceptable standards and at all times. Periodic inspections and cleaning of flats (except bedrooms) and floors will take place at notified periods and we reserve the right to arrange additional cleaning at residents’ expenses if standards are found to be unsatisfactory. Set out below are some basic guidelines regarding cleaning requirements: Cleaning of bed space/room/flat is the responsibility of each resident. You will be expected to keep your own beds pace/room/flat clean. Littering and spitting are prohibited. All trash and other litter from individual flats should be put into bags and brought to the garbage collection point. Upon move-out, all residents must remove all boxes and rubbish from their flats. Other residents work co-operatively with you to make CEDARS’ Housing a clean and safe place to live thus they must be extended the same courtesies and respect as other staff members. Residence Handbook 2018-2019 Complaints If you have a complaint concerning the student housing, or other residents, please write to the Accommodation Manager at CEDARS, or ask for an interview to discuss your complaint. If you are still not satisfy with the interview result a more formal complaints procedure is available to you. Details will be provided after your initial interview. Conduct and Discipline It is the responsibility of you to become familiar with all policies regarding student accommodation, administrative procedures, regulations and standards of behaviour. Please consider others and maintain acceptable standards of behaviour and language at all times. Unacceptable behaviour causing inconvenience, annoyance, harassment to others or wilful damage to property will result in disciplinary action and may result in termination of residence. Residence Handbook 2018-2019 Consolidation The Housing Unit of CEDARS reserves the right to require single occupants of rooms/ flats to move together for three main reasons: reduce the cost of utilities facilitate cleaning make space available for the accommodation of special groups If you are in a room/ flat without a roommate/ flatmate, and all confirmed residents have been placed, the Accommodation Manager may give you a Room Consolidation Form. This form gives you the option of requesting that a specific resident be consolidated into your flat, or you will be required to move in with another resident who is in a same situation as yours. Should consolidation not occur, and you are allowed to stay in your current flat without a flatmate, you are required to leave reasonable space free of your belongings, and to accept the next roommate/ flatmate that is assigned to your room/ flat. Be aware that you may receive a new roommate/ flatmate at any time during the residential year. If a student is assigned to your room/ flat and cannot move-in because of lack of space, the Housing Unit of CEDARS staff will intervene by relocating your belongings at its discretion. Corridors The corridors are not places to store your belongings. This is also a fire hazard and all personal items left in the corridors will be confiscated without notice. 13
Residence Handbook 2018-2019 Cultural Diversity CEDARS’ Housing is committed to the fostering and development of cross-cultural awareness among residents and to generating multi-racial and multi-cultural interactive learning opportunities within the living environment. We provide accommodation to students who come from a wide diversity of backgrounds and experiences. You must understand that living in a densely populated and diversify environment requires maturity and good judgment. We look forward to the contribution you will make in helping CEDARS’ Housing become a significant and memorable part of your life. Damages If damage to facilities or equipment is caused intentionally, the Housing Unit of CEDARS will take action to recover the costs for repair. On accepting a place all residents assume joint and liability for all loss and damage which person/s responsible cannot be identified. Your active involvement in reducing damages within your residence is encouraged. You can assist by following these guidelines: report any damages to the Housing Unit of CEDARS immediately treat CEDARS’ Housing with as much respect as you would your home speak up and discourage others from behaving irresponsibly in CEDARS’ Housing encourage a positive spirit by emphasizing concern and respect for University property and fellow residents 14

Residence Handbook 2018-2019 Emergency The following list defines Maintenance Emergencies: Gas Leaks: Gas leaks will be evidenced by a gas odour. All calls of this type are considered emergencies. Power Outage: Considered an emergency when there is loss of electrical power to an entire building or complete loss of power in a flat. Individual lightings problems (e.g. burned out light bulbs) are not considered as emergency. Water Suspension: Loss of water, including hot water, to an entire flat is considered an emergency. Water Leakage Considered an emergency only when the leak cannot be controlled by utilizing a pail, pan, etc. to catch the water. Leaking/dripping taps are not considered an emergency. Sewer Line Blocked: Considered an emergency only when a toilet or shower stall is blocked. Sinks or shower stalls that will not drain are not considered as emergency. Roof Leaks Not normally considered an emergency as roofs cannot be repaired while wet. In cases of extreme leaks, investigation MAY be carried out on an emergency basis. Residents should place buckets or pots under the leak to protect the residence from further damage. Broken Locks: Broken or damaged locks will be considered an emergency only when the resident does not have access to the residence or cannot secure the residence to leave. Door Security Considered an emergency if one or more exterior doors will not lock or unlock. Broken Windows: Considered an emergency only when it affects the safety or security of occupants or could cause damage to the structure. Energy Savings Policy The Housing Unit of CEDARS will review the usage of each flat every three months against the average consumption and residents may be required to top up for the excessive usage. Savings from utility usage are budgeted back to the operation of CEDARS’ Housing so residents may benefit from additional programming and facility improvement. 16

Residence Handbook 2018-2019 Furniture All rooms/ flats are fully lockable and are furnished with standard furniture. Please do not bring extra furniture without prior approval of the Housing Unit of CEDARS. All furniture supplied with the room/flat shall remain in the original places for the duration of your stay. All furnishings, if rearranged, must be returned to their original position found at the commencement of your stay. Students Flats Pokfield Road Residences Ching Lin Terrance On Hing Building Identity Check In order to provide students with a safe and secure living environment, periodical identity checks are conducted on selected dates, at the entrance of selected residence to ensure that the room/flat and facilities are being used properly by our registered student residents. During identity check, all persons entering the residence will be met by Housing Unit of CEDARS personnel and Honorary Resident Tutors on duty at the entrance and should be prepared to present appropriate photo identification (University ID card, for example) upon request. 18
Residence Handbook 2018-2019 Illness and Injury If you are not feeling well or hurt and do not have someone who can take you to the doctors, contact any of the following for assistance: The Housing Unit of CEDARS (during office hours) or the Honorary Resident Tutor (outside office hours) of your respective housing. Please always keep someone informed when you are ill, and never hesitate to ask for assistance in such matters. Insurance and Personal Property The leasehold improvement, furniture and equipment owned by the University are to be covered by a Property All Risks policy. We highly recommend that all student residents purchase additional insurance coverage to ensure that their personal belongings are covered up to their full value and especially for items of high value. Pokfulam Amenities Centre and the Housing Unit of CEDARS accept no liability for loss or damage to personal possessions in CEDARS’ Housing, and therefore they should be kept under proper custody. 19

It may take a minimum of an hour to respond to calls and up to several hours to have the door lock released. You MUST show the officer on duty your UID (or photo ID) together with your original key and you will be charged according to the following schedule: • First time lockout: HK$30 • Second time and subsequent lockouts: HK$100 for every lock out Warning will be given to habitual lockouts. You are strongly encouraged to carry your keys with you AT ALL TIMES (even if you are just going out of your room). This will help limit the number of lock outs. There are plenty of eating places at Kennedy Town. Groceries stores and supermarkets are accessible by bus or minibus. Meeting Rooms Meeting facilities at PAC can be booked online for larger functions and gatherings. All facilities are free of charge to HKU students. Information can be obtained by calling PAC or visiting its website http://wp2.cedars.hku.hk/pac/ No-Smoking Policy The University of Hong Kong adopts a Smoke-free policy. The University is committed to creating a healthy work and study environment, and wishes to solicit the support of its staff and students to ensure that this policy is properly implemented. To achieve this goal, smoking is banned in the entire University campus. This policy shall apply uniformly to all University staff, students and visitors. Anyone found smoking in the residence will be found in violation of our smoke-free policy. This policy exists to allow residents to live in a smoke free environment. If smoking persists in these areas resident could be subject to sanctions, restrictions of privileges, or dismissal from residence. Residence Handbook 2018-2019 Personal Property The building improvement, furniture and equipment owned by the University are covered by a basic Property Risks policy. We highly recommend that all student residents purchase additional insurance coverage to ensure that their personal belongings are covered up to their full value and especially for items of high value. PAC/the Housing Unit of CEDARS accepts no liability for loss or damage to personal possessions in CEDARS’ Housing, and therefore they should be kept under proper custody. Pet No pets, animals, reptiles, fish, birds, or the like are allowed in the flat or in CEDARS’ Housing. Private Parties In the interests of all residents, private parties and gatherings are permitted with the prior consent of the other residents and near neighbours. You should advise the Resident Tutor of your Residence any gathering which exceeds ten persons. The Resident Tutors may close down any social gathering which, in their opinion, gets out of hand. Quiet Hours The quiet hours for CEDARS’ Housing are as follows: 2300-0900hrs Sundays–Thursdays and 0000-0900hrs Fridays, Saturdays and University General Holidays The accommodation at CEDARS’ Housing has been designed for multiple occupancies and is principally provided to allow an environment of quiet personal study whilst at the same time allowing social interaction with other residents. Quiet hours and other guidelines encourage respect between residents, to ensure that plenty of time is available for study, sleep, and other quiet relaxation. Please consider your neighbours at all times. You must remember that allowing visitors to stay after 11pm is not only in breach of planning consent but is unfair on other residents who are in pursuits of quiet living. 27
Residence Handbook 2018-2019 Refrigerators The refrigerators provided in CEDARS’ Housing should more than meet the needs of the residents. For this reason and the potential problem of electricity overload, no additional fridges are allowed in rooms/ flats. We encourage that you only minimal amount of food, to share meal times with your fellow residents, to visit the University’s catering outlets or restaurants nearby. Room/Flat Entry At times it will be necessary for us to enter your room/ flat for maintenance, health and safety Inspections, meter readings and/or incidents where emergency entry is required. All staff members have explicit guidelines as to how and when to enter an occupied room/ flat. If you feel that these guidelines are being breached please report the incident to the Accommodation Manager at CEDARS. Sports and Recreation The University has excellent sports facilities at Flora Ho Sports Centre and Stanley Ho Sports Centre. There are a range of indoor and outdoor facilities to students of HKU. Residence Handbook 2018-2019 Transportations CEDARS’ Housing is within commuting distance to major University buildings. There are frequent buses and minibus services which travel along Bonham Road, Pokfulam Road and Sassoon Road among main teaching sites and CEDARS’ Non-hall Housing/OCH, for which there is a small charge. University Shuttle bus service is also available within normal school days and hours. http://www.estates.hku.hk/shuttle/ University ID Card For identification, you are expected to carry the University ID card at all times. Lost or stolen University ID card should be reported to the Housing Unit of CEDARS as soon as possible. Replacement of lost or stolen cards is your responsibility. Tampered or falsified University ID cards will be confiscated. Vacation and Absence CEDARS’ Housing is open year round. Your residential agreement covers all general and University holidays. Therefore you will not get a lodging fee deduction if you take a break on your own out of CEDARS’ Housing. For safety and security reasons please provide information in writing about your length of absence if you intend to stay away from CEDARS’ Housing for more than one week during holidays. They are operated by external service providers and PAC will not be held liable for any loss or damage arising from their use. To report faults and repair needs for the machines contact PAC. 30
Residence Handbook 2018-2019 Visitors A visitor is defined as a person who does not live in CEDARS’ Housing. This includes other students, friends, parents, or other relatives of the residents of a particular flat. Visitors are allowed to visit anytime between 11am-11pm. CEDARS’ Housing visitations by visitors who are not bona fide members of HKU are required to inform the Housing Unit of CEDARS in advance. At CEDARS’ Housing, overnight visitors are not permitted. Visitors found after 11pm will be invited to leave the residence. Before anyone is invited to visit CEDARS’ Housing, roommates/ flatmates are strongly encouraged to take some time to talk among themselves about visitor‘s arrangement, and how everyone feels about the potential disruption visitors can cause. If you feel your rights are being violated, it is your responsibility to contact a CEDARS staff member to help resolve conflicts. Please note that you are responsible for the behaviour of your visitor(s). Visitors who cannot contact the host resident will not be allowed on site. Windows Integral to the windows is a Venetian blind, which may be raised and lowered using the drawstring. This adjusts the level of light entering the flat. Please have all windows properly closed in severe weather (e.g. high winds, typhoons and thunderstorms). Hanging objects (e.g. clothing) or substances to be directed out of, into, or onto windows, doors, terraces, roofs or other such areas are in contravention of University’s health and safety policies. Throwing of objects out the windows is a criminal offense. 31

Residence Handbook 2018-2019 Personal Safety You are encouraged to minimize personal risk by taking the following steps: Know how to travel to and from your destination before leaving the building. If you must go alone, let your flatmate know if you are coming home or not, and at approximately what time (including night classes). Don't walk or sit in secluded or dark areas. When carrying a lot of money, divide it and carry it in different places on your person. When going to the bank, put money and bankbooks away before leaving. At ATMs, don't let others seeing your PIN. Always keep bags closed, and knapsacks zipped and buckled. Don't be afraid to be rude to anyone who approaches you. If emergency happens, call the Police (999). Stay and arrange to meet in public areas. You don't have to give out your bedspace/room/flat number. Always have enough money for taxi fare back to University-rented Off- campus Housing. Use public transport or taxis when travelling to and from University-rented Off-campus Housing late at night. Never let strangers follow you in. Security The security of residents is of prime concern and considerable effort has been taken to ensure, that only CEDARS’ authorised personnel can gain access to the room/flat. However, theft of property can occur at any time. The following measures should be observed at all times: Room/ Flat doors should be locked and windows shut when you are out. Room/ Flat doors should not be propped open. Keys should be kept safely and losses reported immediately. Strangers should be kept out of the Residences. Report any suspicious behaviour. 33

Residence Handbook 2018-2019 On Discovering A Fire 1. IF YOU DISCOVER A FIRE, ACTIVATE THE ALARM BY BREAKING THE GLASS AT THE NEARES CALL POINT. 2. EVACUATE THE BUILDING IMMEDIATELY VIA THE FIRE EXIT CLOSING ANY DOORS BEHIND YOU. 3. USE THE STAIRCASE, DO NOT ESCAPE THROUGH WINDOW. 4. ONCE OUTSIDE THE BUILDING, NOTIFY THE HOUSING UNIT OF CEDARS OF THE LOCATION AND NATURE OF THE FIRE. 5. DO NOT RE-ENTER THE BUILDING UNTIL THE ALL-CLEAR HAS BEEN GIVEN. 6. Residence Handbook 2018-2019 Prior to typhoon Maintain bottled drinking water and non-perishable foods in your flat. Obtain a flashlight with batteries. If you need special medication, be sure to have an ample supply. Notify the staff person in charge of any special medical needs. Tape all windows. During the typhoon In case of high winds, stay away from windows and heavily glassed areas. Report damages or repairs needed immediately. Remain in the building; keep your flashlight with you in case of power failure. Keep a radio tuned to a local station for storm updates. After the storm Check for structural damages and report them immediately. Be careful of flooded areas, contaminated water, fallen power lines and other hazardous conditions attributed to the storm.
