REQUEST FOR COMMISSION ACTION CITY OF INDEPENDENCE April 22, 2021 Department Police Director Approval Jerry Harrison AGENDA ITEM Consider a proclamation honoring fallen Independence Police Department Assistant Chief Charles “CA” McKinney. SUMMARY RECOMMENDATION Police department staff recommend the Commission approve the attached proclamation. BACKGROUND On March 21st, 1920, IPD’s Assistant Chief Charles “CA” McKinney was mortally wounded in the 100 block of East Main Street in Independence. His story was lost to history until local newspaper reporter Andy Taylor submitted an article about the shooting to Chief Harrison in November of 2020. A team of researchers was recruited in Independence and Harris County Texas, where McKinney was from. This team was formed with the goal of adding McKinney to the state and national memorials. Members of the team included Chief Harrison, Captain Helkenberg, Independence Public Library Librarian Nancy Kishpaugh, Independence Museum Coordinator Sylvia Augustine, Independence Museum Researcher Jackie Lepley, Harris County (TX) Librarian Molly McGinty, Montgomery County Chronicle Reporter Andy Taylor, and a living relative, Billy McKinney, also of Harris County Texas. The team was able to gather enough documentation from the era to meet the criteria required to nominate the fallen officer for inclusion on the Kansas Law Enforcement Memorial in Topeka and the National Law Enforcement Officers’ Memorial in Washington DC. Every year the names that are added to the wall are unveiled in May in coordination with National Police Week. This year the unveiling and vigils will be held in October due to the pandemic. SUGGESTED MOTION I move to honor the sacrifice of Independence Assistant Chief Charles “CA” McKinney and authorize the Mayor to sign the proclamation. SUPPORTING DOCUMENTS 1. Proclamation 2. Proclamation Honoring Fallen Officer Charles “CA” McKinney WHEREAS, The Independence Police Department’s own Assistant Chief Charles “CA” McKinney was mortally wounded in the line of duty on March 21st, 1920; WHEREAS, Assistant Chief McKinney was a beloved husband, brother, US Army veteran, and public servant who was with the Independence Police Department for about a year before giving the ultimate sacrifice; WHEREAS, Assistant Chief McKinney’s name will be added to the Kansas Law Enforcement Memorial, Topeka KS, and the National Law Enforcement Officers’ Memorial, Washington DC, in 2021; WHEREAS, The Independence community remembers the courage, humility, and sacrifice of Assistant Chief McKinney, giving purpose to his sacrifice and creating a legacy for our fallen hero; WHEREAS, We honor Assistant Chief McKinney and his family by ensuring his sacrifice is no longer lost to history. And we remember and share his legacy with a new generation of Independence citizens; NOW THEREFORE I, Louis Ysusi, Mayor of the City of Independence, do hereby honor and remember the courage and sacrifice of Assistant Chief Charles “CA” McKinney during National Police Week, May, 2021. Additional information wilI be sent to you regarding this Fraternal Order of Police Auxiliary event. If contact infonnation was provided for the officer's family, a similar letter has been sent. International Association of Chiefs of Police Enclosed is a verification form for the officer which lists the information we have received. International Brotherhood of Police Officers Confirm that the officer's name, rank, department, and the end of watch date is correct and return International Union of Police the verification form to us by Wednesday, February 17, 2021; otherwise the officer's name Associations/AFL-CIO Motorola Solutions will be engraved on the Memorial as it appears on the death certificate. Note that only the National Association of Police officer's first name, middle initial, last name and suffix appear on the Memorial.
