About Maharashtra Dushkal Mukt Abhiyan 2018 The prime aim of the Maharashtra Dushkal Mukt Abhiyan is to implement a replicable, community-based water conservation and management plan at the village-level in all drought- prone districts of Maharashtra so the state can get drought-free by the year 2022. To attain the above aim, Bharatiya Jain Sanghatana (BJS) plans to work with the drought- proofing programmes of the Government of Maharashtra, Paani Foundation’s Satyamev Jayate Water Cup Competition, and other initiatives of like-minded organisations. BJS will partner with local communities to ensure that the work initiated by them under the above project reaches its fruition. Background BJS has worked in disaster response during various disasters for the last 32 years. Since 2013, BJS has been working on a war footing to address and arrest the devastating effects of successive droughts in Maharashtra. Paani Foundation is a not-for-profit organization set up by Mr. Aamir Khan and Ms. Kiran Rao in early 2016, with the objective to work towards creating a drought-free Maharashtra. Paani Foundation organizes the Satyamev Jayate Water Cup Competition between villages to encourage the villagers to do constructive work towards watershed management and water conservation. Paani Foundation and BJS Collaboration The key features of the Satyamev Jayate Water Cup Competition by Paani Foundation are: • Mobilization for participation in the Water Cup Competition • Villages applying with the consensus to participate in the Water Cup Competition knowing that there are no funds provided for the same • Selection of five motivated people – three men and two women – by the villages to participate in the technical training given by Paani Foundation • Training centres set up in different regions where the villages have demonstrated successful watershed management implementation in the competition of the previous year • Creation of watershed management plan by the empowered villagers as per the contextual requirements • Participation in shramdaan (voluntary manual labour) by the entire village BJS - Maharashtra Drought Free Movement 1
Role of BJS • JS considers the above-mentioned work of Paani Foundation to be the biggest of its B kind since independence and the ideal approach that befits Mahatma Gandhi’s concept of self-reliance. Due to its years of experience of the ground realities, BJS knows the challenge it will face in dealing with difficult topographical conditions. • o strengthen this people’s movement, BJS decided to provide the villages with earth T moving machinery support by procuring the machines and operating and managing them, just like it did last year. This will enable the villages to complete the threshold limit of shramdaan as per the regulations of the Satyamev Jayate Water Cup Competition. • ast year, for the Satyamev Jayate Water Cup Competition, BJS provided 75,000 hours L of machine support to 350 villages with the help of 490 machines (Backhoe loaders/ Excavators). • For 2018, BJS plans to give 6 lakh hours of machine-support for this goal. • aani Foundation officials, taluka coordinators (TC) and BJS officials work hand in P hand for the effective implementation of this project. Scope of Work for BJS MDFM 2018 Under the Maharashtra Dushkal Mukt Abhiyan 2018, villages in 75 talukas of 24 districts in Maharashtra will compete for the Satyamev Jayate Water Cup Competition 2018 between 8th April and 22nd May 2018. More than 7200 villages are participating in the competition, out of which around 3000 villages are expected to complete the target of shramdaan. Planning and Implementation by BJS BJS, established in 1993 by Shri. Shantilal Muttha, has long been working in the fields of disaster response, school education and social initiatives, leveraging a strong network of volunteers across the country. Since 2013, the focus area of BJS has been to increase the water storage capacity of water bodies in drought-prone regions of Maharashtra. BJS has proven its experience and the effectiveness of its approach toward drought mitigation since - • 2013 - De-silting of 117 water bodies in 100 days in Beed district, removing 20 lakh cubic meter of silt for use on 5000 acres of farm land to make it fertile • 2016 - River beds and nala cleaning, deepening and expansion work at 15 locations in Maharashtra • 2017 - Machine support to around 350 villages in their watershed management work as a part of Paani Foundation’s Satyamev Jayate Water Cup Competition Shri. Shantilal Muttha is overwhelmed with the participative model of Satyamev Jayate Water Cup Competition that aims to make villages self-sufficient in their watershed management work. To support this initiative, BJS started working extensively before the announcement of Paani Foundation’s Satyamev Jayate Water Cup Competition 2018 and has been working meticulously during the competition period from 8th April to 22nd May 2018. • S hri. Shantilal Muttha highlighted the role of villagers in the Maharashtra Dushkal Mukt Abhiyan 2018. The village community has a major role to play in this project, in collaboration with Paani Foundation. The villagers participate in the Satyamev Jayate Water Cup Competition relying on their own conviction. It is the villagers’ self-drive for capacity-building and the set of people selected by them that drives the project. After contextual analysis and thorough technical inputs, a watershed management plan is drawn. The villagers have to participate actively in this planned work through shramdaan. Finally, it is the villagers’ consensus to request for machine support with the preparedness to bear the diesel cost. • In the initial phase of the BJS MDFM project, Shri. Shantilal Muttha held various meetings with Paani Foundation, government officers and BJS volunteers across the country. He appealed to the BJS network of volunteers from various talukas to take on the initiative. He also motivated the volunteers, TCs and villagers for their proactive participation in the project along with the government officials, various NGOs, public representatives, and the media. Training Programmes The training of Taluka Coordinators - Two-day training for BJS TCs was held at Pune Head Office on 24th and 25th March 2018. Tasks done by Taluka Coordinators (TC) • ach of the taluka coordinators took charge of their respective talukas and made visits E to their respective villages, interacted with the village Sarpanch, and established a good rapport with the Paani Foundation’s coordinators for their talukas. • e list of the villages that have completed shramdaan is obtained in coordination with Th Paani Foundation. • e taluka coordinators also attended various meetings in the villages participating in Th Satyamev Jayate Water Cup Competition 2018, meeting government officials and other stakeholders to explain the objective and scope of BJS’s work. • e taluka coordinators reported the information obtained from the villages in the Th prescribed format to their supervisors. • letter informing the nature of work that BJS was to undertake in every village A participating in the Water Cup Competition was given to every Sarpanch. • The TCs ensured that the village generates funds for the diesel required for the machine. • en, the machine requirement form was updated in the system. Machine Procurement Process Based on its previous experience, BJS drew up a protocol for the terms and conditions for contracts with machine vendors. The district coordinators, supervisors and taluka coordinators are making an effort to procure machines for the villages. However, as the project duration is April-May, when many Govt. and private pre-monsoon projects are underway, machine availability is a huge challenge. BJS addresses the same by: • Involving the BJS office bearers in the procurement of the machines • aking the data of the machines available from the JCB Company and contacting the T vendors • equesting the Hon’ble Chief Minister of Maharashtra to ask for support from the R District Collectors in providing the data of machine owners in their districts • aking data from the Collector’s office about the machines available in their tehsil and T then contacting the vendors • Procuring machines from the neighbouring states • equesting the District Collectors for the smooth functioning of diesel delivery process R at respective sites Dr. Rajendra Bharud (CEO, Zila parishad) and Shri. Conditions for Machine Deployment in the Villages during the Water Cup Competition Period • e villages participating in the Satyamev Jayate Water Cup Competition 2018 get Th machine support only after the completion of the shramadan target in the respective villages (3 cubic meters per person) or attendance of Paani Foundation’s training and completion of the watershed management plan for the village. (This is to obtain the initial 15 marks in the competition.) • J CB machine is provided for minimum of 250 hours of work, and Poclain machine for minimum of 100 hours work without diesel. • illagers have to arrange for the diesel expenditure through community contribution, V government schemes, donations from voluntary organizations, NGOs, individuals, etc. • JS offers maximum machine support to villages that undertake massive shramdaan B activities. Building a People’s Movement As the Water Cup Competition picks up momentum, the villagers are showing an increased willingness to participate in shramdaan and watershed management tasks. In this phase of the Satyamev Jayate Water Cup Competition 2018, shramdaan helps the people take ownership and play an active role in making their village drought-free. Government officers from the respective talukas are working day and night to facilitate the movement. Many government officers, political leaders and public representatives are willingly participating in shramdaan at various talukas across the state. Social media platforms are being actively used for the promotion of this people’s movement. Media and press are also playing a key role in spreading a positive word about this initiative to fight the drought in Maharashtra. Monitoring • aani Foundation ensures a systematic process of capturing pre-machine and post- P machine work status through a mobile app. This specially designed mobile app is used to monitor and record the progress of work, with evidence on a daily basis. • e progress of the project as per the schedule is monitored daily. The issues and risks, Th if any, are identified at the earliest for effective and timely resolution and optimum mitigation. BJS - Maharashtra Drought Free Movement 11
• system of continual improvement through feedback is built and obtained at multiple A levels and multiple facets of the project. • JS’s office bearers from the respective talukas are also visiting the field to monitor the B progress of work. • e BJS Head Office team has also made field visits and conducted review meetings Th with all stakeholders during the project period as per the defined milestones in the project plan. • S hri. Shantilal Muttha has planned visits to different talukas across the state during the period of 19th April to 4th May 2018. He is meeting government officials, political leaders, public representatives, BJS volunteers, taluka coordinators of BJS and Paani foundation, the villagers, and local media in respective talukas. Detailed discussions are held with the villagers, government officials and all the stakeholders to address the challenges faced during this phase of the Satyamev Jayate Water Cup Competition. Shri. So, the machine requirement is comparatively less during this period. Increased machine requirement is observed during the period from 22nd April to 22nd May. For the competition in 2018, the total machine utilization is estimated to be approximately 3000 machines. Plan of Action for the Next Phase • e main feature of the Satyamev Jayate Water Cup Competition by Paani Foundation Th is the active participation of villagers in shramdaan. The initial days of the competition are important for achieving the target of shramdaan. • n appeal is made to more and more villages to complete their threshold level of A shramdaan in this phase. • otivation is given to the villagers to generate funds for diesel (required for the M machines) through public contribution, under various government schemes, and donations from voluntary organizations and individuals. • urrently, 324 machines are deployed and working in the field. As the competition C gathers momentum, the machine requirement can reach up to 1000 machines in the second phase of the competition. • nsuring in-time machine availability and fast deployment of machines on the sites, E after the completion of due procedures and payments, is the most challenging part of this phase. • arious appeals are made to the common people to join the fight against drought and V take ownership of the work. Join the Movement People from various walks of life can contribute to the movement in different ways. • Become a Jalmitra- Most of the volunteering activities will take place in Maharashtra between 8th April and 22nd May, which is the Satyamev Jayate Water Cup 2018 competition period. The ‘Chala Gaavi’ (‘Back to the Villages’) initiative by Paani Foundation invites people to offer shramdaan in certain villages on 1st May – which is both Maharashtra Day and Labour Day. It is an opportunity for city dwellers to make a trip to the villages and lend villagers a hand in building watershed structures.
