Background The study case of this presentation is realised within the Housing Energetic Renovation Project : European program headed by the Spanish Catalonian Housing Agency and including partners from four mediterranean countries: Spain : Polytechnical University of Catalonia Tunisia : -The Company of Studies and Development of the Northern Coasts of the City of Sfax -The National Agency of Energy Efficiency Italy : -The Italian Housing Federation -The Social Housing Regional Agency of Sardenia Jordan : Royal Scientific Society
The RELS project is founded by the European Union as an aspect of the Cross Border Cooperation In the Mediterranean funded under the European Neighbourhoud and Partnership Instrument (ENPI- CBC Med) that aims at: -The promotion and socio-economic development and enhancement of territories -The promotion of environmental sustainability at the Mediterranean basin -The promotion of better conditions and modalities for ensuring the mobility of persons, goods and capitals -The promotion of governance and Territorial development

OPERATIONAL SCHEME Diagnosis: Simulation, General criteria The simulation work is subdivided into the following two phases: Phase 1 – Diagnosis The objective is to understand the current state of the building and assess the energy balance of the building to identify potential opportunities for improvement Phase 2 Improvement Options The objective is to verify the savings resulting individual and collective measures identified for improvement.

Options for improving the thermal envelope - The results will be compared with the initial state and will identify separately the improvement percentage of each option - Submitted to the supervision of the bioclimatic experts - Economic evaluation of each option

The Company of Studies and Development of the Northern Coasts of the City of Sfax was created to implement the TAPARURA urban environmental mega project in the northern coast of the city of Sfax, Tunisia . The vocation of the company is the depollution and reclamation of a coastal area spreading over 420 ha and the development of a new urban zone for 50 000 inhabitants in addition to the related coastal management and environmental monitoring of the executed and prospected works.
This presentation investigates the realization of the head office of the company made up of a five floor building located at the Taparura zone in the city of Sfax in addition to a renovation of 20 rooms in Ibn Jazzar campus at the University of Sfax. The objective of this project is the use of local and new building materials proved to be ecological and friendly to the environment as well as the adoption of green architecture based on construction methods that favor a maximum of thermal insulation and energetic efficiency. The obtained results will serve for decision making and recommendations for future building projects in the Taparura zone.

Building design The choice of building materials, disposition and architectural design were mainly based on their efficiency in terms of energy saving and friendliness to the environment. The use of local and new building materials in order to meet this recommendation was decided accordingly. Architectural design was also based on construction methods that favor a maximum of thermal insulation and energetic efficiency. In fact, the whole installations and equipment are oriented to reach a maximum reduction in the consumption of the energy and emission of CO2, and this, in accordance with the Tunisian regulation for the new residences.
In order to check the efficiency of the choices made in terms of temperature, relative hygrometry, air quality, air flow speed, sunshine effect…etc a monitoring program was set. The three types of sensors indicated below were installed in well-defined locations in the buildings: • Relative humidity / inside temperature sensor type Testo 174-H • Ambient CO/CO2 measuring sensor type Testo 315-3 • Multi sensor for measuring the air speed type Testo 435-1 For the energy consumption monitoring, different counters are installed in order to check the consumption rate in accordance with the local type and vocation.

CONCLUSION The preliminary results of the follow up campaign were collected in order to compare the actual thermal performance of the used materials with the simulation realized by the Energy+ software. In fact, the first results are very promising. They show no important discrepancy between the values collected from both sources. The first results show a high performance in terms of insulation of the external walls and the roofs and a high efficiency of the glazing design. Energetic effectiveness over the middle and long terms remain to be checked over the time around the 4 seasons. Final results would serve for the future recommendations for similar projects in the Taparura urban zone.
