The Society of Cable Telecommunications Engineers VOTING INSTRUCTIONS (SCTE) Election 2012 will determine 8 seats for Regional SCTE voting in 2012 will be done electronically. To vote, Representative openings on the Operations Committee. visit SCTEVOTENOW.org and follow the voting Elected candidates will begin their two-‐year terms on instructions posted. You will need your SCTE Member October 16, 2012. The 8 newly elected Regional ID and your SCTE Username. Representatives will join the 5 elected in 2011 on the Operations Committee, representing SCTE’s 12 regions ELECTION POLICIES and Canada. Within 30 days of the October board Voting will close at 5 p.m. Eastern time on June 29, meeting, these 13 representatives will elect 8 2012. Ballots received after this deadline will not be individuals from the Committee to seats on the SCTE counted. National Board of Directors to serve a one-‐year term. CANDIDATE PROFILES All biographical information was supplied by the candidates. Region 3 representing AK, ID, OR, WA Ted Chesley Northwest Technical Operations Manager Time Warner Cable Ted is a long term participant in the telecommunications industry with over 43 years of experience in cable television technology and 10 years experience in other electronics fields. Ted is currently the Northwest Technical Operations Manager for Time Warner Cable, located in Coeur d’Alene, Idaho. Prior to this Contact Ted latest position, he performed both domestic and international engineering theodore.chesley@twcable.com design and field support for 13GHz AML microwave and it’s CATV interface, 208-‐769-‐8337 2.5GHz MMDS wireless television and bi-‐directional cable modem services, bi-‐ directional LMDS (28GHz) services and other application and frequency band specific bi-‐directional technologies through his own consulting company, Telecommunications Resources Consulting (TRC), Earlier yet, Ted was employed by Adelphia Corporation as a Staff Engineer, Century Communications Corporation as a Staff Engineer, Rock Associates as Director of Engineering, Cox Cable Communications as Northwest Regional Engineer, Hughes Aircraft as Senior Microwave Field Engineer, and Teleprompter Corporation as Southwest Regional Field Engineer. In addition he has nine years experience in the United States Air Force in the field of radar and electronics. Ted has been responsible for the design, construction, implementation, and operation of numerous cable television and microwave transmission systems. He is experienced in all technical aspects of cable distribution systems, both co-‐ axial and fiber, microwave and satellite facilities, and local origination studios. He has been involved in the experimental application of video digital compression and data carriage on cable and fiber, and was on the initial team for experimental AML microwave deployment. He has authored many technical papers for industry publications and for seminars and training sessions. Ted is presently serving as President of the Inland Empire Chapter of the SCTE, and is presently on the Board of Directors of the Idaho Cable Television Association. He has served as Northwest Region 3 Director on the national board of the Society of Cable Television Engineers (SCTE) in 1988-‐1992 and was the Technical Director for the Pacific Northwest Cable Telecommunications Association for 15 years. Ted frequently serves the SCTE community in the capacity of technical lecturer in seminars and meetings. He was the recipient of the prestigious Harley Steiner Award from the PNCCA in October 1991 for his contribution to the cable industry, and the Sam Haddock Award from the ICTA in 2011 for contributions to the CATV industry in Idaho.
____________________________________________________________________________________________ Randy Love Network Engineering Supervisor Comcast Cable Communications “The potential for technical evolution in our industry appealed to me 41 years ago as I started my cable career, and the challenges of keeping up with the fast-‐paced advancements in technology are why I still love it here. An interest in technical training and development of personnel is why I joined the SCTE in 1986 and founded the Cascade Range Meeting Group in Portland, Oregon, the first chapter in the Pacific Northwest. Serving on the National Board from 2008 to 2010 was a rare privilege and honor, working with some amazing industry leaders and dedicated chapter leaders across the region as Contact Randy randy_love@cable.comcast.com we strengthened the SCTE. If elected again to the Region 3 Director position, I will 360-‐828-‐3596 continue to improve the effectiveness of the SCTE, develop quality training programs and insure that all cable technicians and engineers in the region are aware and taking advantage of the increasing benefits of SCTE membership. More than ever before there is a need for quality technical training and leadership training, certifications that provide valuable credentials and illustrate professionalism, and networking opportunities that help us take the best possible care of our customers. Volunteering time and energy to the Society is a great way to give back to an industry that has provided my livelihood for so many years”. Randy started his career as a warehouse person and installer in 1971, while attending high school in Everett, Washington. Working for Viacom Cable, TCI, AT&T Broadband and now Comcast, he held positions including System Engineer, Technical Trainer, Headend Manager and HFC/Telephony Upgrade Manager. He led a network rebuild team charged with upgrading 6,000 miles of plant in the Portland, Oregon area between 1995 and 2003. Through his current role as Project Manager and Network Engineering Supervisor, his team deployed one of the first VoIP networks in Comcast and the first in the company’s West Division. His team monitors and develops Portland’s Digital Voice platform but also escalates issues to the benefit of customers across the nation. The team is also now involved in the deployment of Comcast’s IMS platform, another exciting technology with great potential for new service offerings. Commitment to the customer’s experience continues to be job one. Randy’s involvement with the Society includes holding a board position with the Cascade Range Chapter continuously since 1986. Randy was one of the first employees of Viacom Cable to achieve both BCT and BCE certifications (1991) and added BDS, BCTS and BTS certifications later. After sustaining these certifications for 21 years, Emeritus status was granted earlier this year. He was a co-‐founder of the Northwest’s first Tech Days and Vendor Show in 1995 and continues work on this committee. From June 2008 to October 2010 he served as the Region 3 Director on the National SCTE Board, served on the Professional Development Committee and continues work on various PD projects.
Region 4 representing OK, TX _____________________________________________________________________________________________ Ronald L. Hardzog, Jr. Director of Network Operations Cox Communications Ron began his career as an Installer with Tulsa Cable in 1987. He continued to progress through various technical roles within the system as it changed owners several times. Shortly after Cox Communications purchased the system in the year 2000, Ron became Contact Ronald manager of the Headend group. Since that time he has seen his responsibilities ron.hardzog@cox.com continue to increase, including the management of additional teams and locations 918-‐669-‐4727 statewide. Currently Ron leads an Engineering and Network Operations staff with responsibilities from the Headend to the subscriber tap. He has had the opportunity to work closely with Cox Corporate Engineering as well and was selected to design and build Cox’s National MTC in Atlanta Georgia. A longtime supporter of the SCTE, Ron has served on the Sooner State Board since 2005 and has served as Chapter President since 2009. During his tenure as President, Ron has promoted renewed focus on training, certification, and membership growth. He has seen excellent growth and a renewed spirit within the chapter and hopes he can see similar results throughout the region. The SCTE can be a very powerful and helpful organization to our industry and Ron is willing to help build a renewed focus on the SCTE core values.

I truly believe my passion, leadership, experience and attitude will make me successful. Not to mention my love for SCTE and our industry.” Contact Kevin Kevin Lipe began his cable career as an installer with Time ATC in 1985, and since then kevin.lipe@suddenlink.com have worked in a variety of positions in the Cable industry including training, technical 806-‐771-‐6077 operations, construction, design, and project management. Kevin’s SCTE experience started in 1991 and except for a couple short lapses of membership, Kevin has been involved this entire time. Kevin served on the North Central Texas Chapter as a Board Member for over 5 years including two terms as President. Kevin has just begun his third term as President of the Llano Estacado Chapter.
Region 5 representing IA, IL, KS, MO, NE _______________________________________________________________________________________ Rick Sullivan (incumbent) Midwestern Sales Account Manager Times Fiber Communications/Amphenol “As a young technician I had the opportunity to work for many great people and a great company. I was encouraged to attend SCTE training seminars. These events became one of the corner stone’s of my learning experience in the Broadband industry. Not only was the training itself beneficial, but more important was the learning that occurred Contact Rick from other people in different companies that attended the seminars. I saw the training rsullivan@timesfiber.com as a reward from my company and was always eager to attend. I was proud to be part 402-‐871-‐3233 of the community that developed from these events. As I have advanced in my career, I now have the unique opportunity to travel around to many Chapters and help plan and promote Chapter events and the Society. I believe the SCTE is a great tool for companies to use to develop technicians and engineers in current technologies, introduce and learn about new technologies, develop a sense of community and reward their employees. My goal is to spread this message to Broadband Operators, letting them see for themselves through participation in the SCTE, that the SCTE is a great tool for advancing broadband professionals in our industry. I will continue to support the needs of individual members and seek to improve the benefits that the SCTE offers.” Rick has spent 31 years in the broadband industry. He started as a technician for Metrovision who later became Time Warner. He held many positions while in operations. He is now an Account Manager for Times Fiber Communications/ Amphenol. Rick studied electronic engineering at the University of Nebraska at Omaha and graduated with a Bachelor of Science degree in Business Administration from Bellevue University. Rick has been very active on a local and National level with the SCTE. He currently serves as Region 5 Representative, serves on the National Board, is past Chair of the Professional Development Committee and is on the Operations Committee.
_____________________________________________________________________________________ Alan Tschirner Vice President/General Manager LynTec Power Solutions Alan was formerly VP of Technology for the National Cable Television Cooperative. Prior to joining NCTC he was the Vice President of Engineering for Time Warner Cable’s Kansas City Division. He is a thirty-‐two year veteran of the cable industry, a Mid-‐ America Cable Telecommunications Association Pathfinder, Senior Member and National Board Member of Society of Cable Telecommunications Engineers and recognized as an SCTE Broadband Communication Engineer. He is being inducted as a Cable Pioneer, Class of 2012. Region 7 representing IN, MI, OH Joe Jensen (incumbent) Executive Vice President – Chief Technical Officer Buckeye Cablevision, Inc. "I have been a member of SCTE since 1997 and a member of the board of directors since 2010. I am currently serving as the chairman of the Engineering Committee which provides significant support to the developing products and services of our industry. I am very proud of the accomplishments of the Society and its expanding role in telecommunications. We are participants in an Contact Joe industry that has, in rapid succession, rolled out new products and services such jjensen@cablesystem.com as high speed data, voice, digital video, and many others. The current 419-‐724-‐7254 challenges revolve around the transformation of these services to an IP platform. Voice has become an application on the data network, video is next. If elected, I commit to supporting the members of the society through yet another transition and will provide a strategic view regarding the future needs of the society and its members. Of primary focus are the tools and capabilities that will be needed to diagnose, monitor, and maintain these evolving networks in the field and in the core." In 1996, Joe joined Buckeye where he serves in dual capacities. In addition to his role as cable CTO, he also functions as Executive Vice President– Telecommunications for Block Communications, Inc., Buckeye’s parent company. Joe holds a BS from Brigham Young University and an MS from Purdue University, both in electrical engineering. In 1980, he joined AT&T Bell Laboratories as a Member of Technical Staff and held design responsibilities on the 5ESS Central Office Switch development. In 1985, Joe moved to Rockwell International as Manager of Systems Engineering for the Network Systems Division, where he directed the engineering planning effort for loop carrier products. Prior to his current position, Joe was Director – Data, Access and Transport Systems for Ameritech where he was involved in technology planning and product development for voice, data and video products. During his time with Buckeye, Joe was instrumental in the definition and implementation of the complete rebuild of the network which began in 1998 and continues to lead the company through the implementation of innovative products and services.

Previous experience includes technical positions with Adelphia from 2000 to 2005. Prior to telecommunications work, Jeff was a Project Manager in the construction field. Region 8 representing AL, AR, LA, MS, TN _____________________________________________________________________________________________ Jason Hansen Chief Technology Officer Conway Corporation “My grandfather worked in the communications industry for over 40 years and he taught me the value of providing excellent customer service along with the importance of maintaining attention to detail. Serving in communication industry leadership roles, particularly one with the SCTE, is a way for me to give back to the industry that has given so much to my family and to me. Having my start as a customer service representative, Contact Jason and serving in a number of other roles prior to being named Chief Technology Officer, jason.hansen@conwaycorp.com 501-‐450-‐6011 has allowed me the unique opportunity to see the cable and broadband industry from a variety of perspectives. This understanding allows me to better promote the SCTE in my company and community, in Region 8 and nationally. I believe that the training programs offered are a key benefit of the Society and I will work to encourage all members to take advantage of these opportunities.” Ever mindful of the future and with the vision and courage to explore alternative solutions, Jason strives to improve and expand the company’s advanced services. Leading by example, his passion and work ethic inspire a dedication to innovative thinking and superior service. Between 2009 and 2010, Jason led the launch of Conway Corporation’s voice services and DOCSIS 3.0 Internet offerings. In 2011, his first year as CTO, Jason successfully guided his team in the further expansion of voice services into Conway’s small business market, the transition of customer email service to Google Apps, the launch of multi-‐room DVR service and the launch of an iPhone app for Conway Corporation customers. A graduate of Hendrix College, Jason joined Conway Corporation in 1999 and served as the Wide Area Network Administrator from 2002 until 2007 when he was named Manager of Broadband and Video Services. In 2011, Jason was promoted to CTO, managing the company’s local area network and systems development departments and is responsible for the citywide broadband, cable and voice services. In addition to his leadership at Conway Corporation, Jason introduces and integrates technology into the community boards where he serves including the Faulkner County Boys and Girls Club and the Oak Grove Cemetery Board. Jason is a member of the Conway Noon Lions Club and the Faulkner County Leadership Institute Class of 2011.
_____________________________________________________________________________________________ Tommy Hill (incumbent) Director of Area Operations Mediacom Communications “I have been a member of the Society since 1980. During that time I have supported the Society in many ways. I was one of the founders of the Dixie chapter and its first President and also served as Chairman. I have served as Region 8 Director and various committees at the National level. It has been my goal to get as many people as possible involved in the society. Over the years I have encouraged and made it possible for my employees to join and participate in both their local chapters and nationally. The Contact Tommy Society has accomplished many great things for our industry in the thirty years I have thill@mediacomcc.com been a member. But I feel the most far reaching effects have and will continue to be 256-‐852-‐7682 bringing training to the local level. Being trained and prepared is our future and our edge against competition. If elected I will serve to grow our technical knowledge to those that service the last mile.” Tommy has been in the communications industry more than four decades, beginning in 1966 with South Central Bell. He is a forty year veteran of the cable industry. Starting as a technician in 1969, he has served in many roles in both the technical and management areas throughout his career. He has served as Plant Manager, Regional Engineer and Area Vice-‐president with Comcast from 1969-‐1996. He then served as Vice President of Engineering for Cable One through 2002. Tommy is presently Director of Operations for Mediacom in Alabama and Mississippi. Tommy developed a hands-‐on training school for installers and technicians for Comcast south central regions. While at Cable One he developed a training program for the entire company for installers, technicians and system technicians. Over a three year period, all technical employees of Cable One attended the training. He is very dedicated to seeing that employees have technical knowledge of the industry to serve the customer. Tommy was inducted into the Tower Club in 1989. In 1998 he was inducted into the Cable TV Pioneers. Tommy is presently serving as President of the Alabama Cable Telecommunication Association.
Region 10 representing DC, KY, NC, VA, WV _____________________________________________________________________________________________ Bob Legg (incumbent) VP, Technical Operations & Engineering, Atlantic Region Suddenlink Communications “I am one of the founding members of the West Virginia Mountaineer Chapter. My employer, Suddenlink, has supported our efforts in chapter development and has adopted SCTE certification as an integral part of our employee training program, resulting in 100% of the broadband technicians and supervisors in our company achieving at least one certification. I am very proud that my region’s employees were the first to achieve this goal. I’m also pleased that I was able to play a role in balancing the interests of our members with the needs of the industry during the recent SCTE Contact Bob bylaws revisions. The cable industry and our society are facing many changes and bob.legg@suddenlink.com challenges. If reelected, I will continue these efforts and work to strengthen our 304-‐760-‐2025 chapters and the Society.” Bob is a 39-‐year veteran of the broadband industry, starting as an installer in 1973 with his father’s company while attending West Virginia University. Bob has served in several roles in technical operations and general operations with companies such as Century Communications, Triax Communications and Cebridge Connections. He is currently the Atlantic Regional VP of Technical Operations and Engineering for Suddenlink Communications based in West Virginia. An active member of the Society and the West Virginia Mountaineer Chapter since 1988, Bob has also served on the board of the West Virginia Cable Telecommunications Association since 1987. Bob served three terms on the West Virginia Cable Television Advisory Board, receiving appointments from two West Virginia governors. Bob became a member of The Loyal Order of the 704 in 2007. He is serving his second term as Region 10 Director and was elected to two terms on the SCTE Board’s Executive Committee. He recently assumed the role of chairman of the Professional Development Subcommittee after serving three terms as chairman of the SCTE Operations Committee. Bob was recognized as the SCTE Member of the Year in 2010.
_____________________________________________________________________________________________ Gregg Wood Regional VP, Engineering Time Warner Cable Gregg has been at the forefront of technology in telecommunication for over 25 years, deploying some of the first VOD, VoIP and HSD systems in the US while being actively involved in business development, engineering and the successful implementation of new products and services. Gregg’s focus is to keep it simple and to ensure the folks in the field and customers are a top priority in any new product rollout and to engage organizations in keeping a sharp focus on the overall customer experience. Region 12 representing CT, MA, ME, NH, NY, RI, VT _____________________________________________________________________________________________ Joseph Guariglia VP, Technical Operations, Greater Boston Region Comcast Cable Communications “I am thrilled and proud to be running for the role of Region 12 Director representing the SCTE members in the states of CT, MA, ME, NH, NY, RI and VT. The SCTE has been an extremely valuable resource for me throughout my 30-‐year career in cable and telecommunications. The relationships that I have established with so many members across the region and nationally have become vitally important and special to me as our industry has evolved over the years. I look forward to continuing these efforts as a representative of the members of Region 12.” BACKGROUND Joseph Guariglia has served as a member of the Board of Directors for the New England Chapter of the Society of Telecommunications Engineers (SCTE) since 1998. He was elected New England Chapter President from 2001-‐2003. Joe currently serves as the lead for the New England Chapter Membership Committee where he has responsibility for the recruitment and on-‐boarding of new members and the retention of existing chapter members. Well known among SCTE members, Joe has played an integral role over the past five years in vendor recruitment and coordination of the New England Chapter’s Vendor Day and has collaborated on behalf of the Chapter with the Cable & Telecommunications Association for Marketing (CTAM) on numerous fundraising events over the past thirteen years. Joe is employed by Comcast and serves as the Vice President of Technical Operations for the Greater Boston Region. In this role, he leads more than 1,800 employees and has responsibility for providing end-‐to-‐end field fulfillment for 1.8M customers across Greater Boston. He is an effective partner with divisional and regional technical and engineering teams in driving efficiencies that ensure an exceptional customer experience throughout the region. Previously, Joe served as Vice President of the Greater Boston Region-‐North Area from 2009 – 2011, and before that as the Director of Technical Operations for the Metro Boston Region. Joe’s greatest strength is leveraging his operational knowledge and experience in supporting new advanced product launches such as digital video, high speed Internet, digital voice, and an array of new applications and offerings within the highly competitive New England market. Joe began his career in the industry in 1981 when he joined Continental Cablevision as an installer. He has held progressive operational leadership roles within the New England Area with Comcast and its predecessors, Continental Cablevision, MediaOne and AT&T Broadband.
____________________________________________________________________________________________ Tim Noonan Director of Operations Charter Communications “Since my entry into the Cable industry in 1989 as an Installer, I have been fortunate to have several mentors’ that have helped me understand the industry at a much higher level. My vision for the SCTE is to increase the methods of delivering training to our members through such programs as mentoring. I started as an installer and worked my way through the ranks and want to give that same opportunity to our leaders of tomorrow. Today’s entry and mid level technicians will be tomorrows Supervisors, Manager’s and Director’s. It is imperative to develop these employees’ using the various Contact Tim methods available. I have been a member of the SCTE for 17 years (1990 -‐2002 and 2007 tim.noonan@chartercom.com -‐2012) The SCTE has done an admirable job in offering beneficial services to its members. 413-‐557-‐6229 If I am given the opportunity to work with the Region 12 chapter as their Representative, my goal will be to ensure that we provide the best quality of both leadership and technical training for our members. If elected, I will continue to serve with pride and passion.” Tim Noonan is in his Fifth year with Charter Communications where he serves as Director of Operations. Tim has been in the broadband and telecommunications industry for 23 years, starting in 1989 as an installer with Continental Cablevision. Tim worked his way through the industry holding positions from Installer, service Tech, Plant Operation Supervisor, and System Engineering Manager and is currently Director of Operations for Charter communications CT systems.
____________________________________________________________________________________________ John Vartanian Chief Technology Officer iN DEMAND “As a member of SCTE for 30 years, I’ve observed many changes at both the Society’s local and national levels. If elected to be the Region 12 Representative, my primary goal would be to balance the needs in these two areas. Support for SCTE members, especially through training, certification and Chapter activities, can’t be diminished, even as the Society becomes an increasingly important part of cable’s technical community at the national level. Both need to thrive for SCTE to continue to remain strong. Contact John I also believe I can bring a unique perspective to the Regional Representatives. The cable jvartanian@indemand.com industry has prospered over the years through joint efforts of MSOs, vendors and 646-‐638-‐8232 programmers. While SCTE participation from MSOs and equipment vendors has traditionally been strong, technical members of the programming community have not been as involved as these other groups. My experiences on the programmer side with satellite encryption, digital compression and distribution of file based content for VOD systems will be an asset to the group.” John is Chief Technology Officer of iN DEMAND, the cable industry company owned by Comcast Cable, Time Warner Cable, Cox Communications and Bright House Networks. He manages technology, broadcast operations, IT, VOD and pay-‐per-‐view for the industry’s top transactional content distributor. He oversees the organization’s advanced editing facility in New York, plus national broadcast and VOD distribution systems, which includes the SD and HD distribution of Movies On Demand, live PPV events, major league sports packages and subscription VOD content to MSOs in the U.S. and Canada. Prior to iN DEMAND, John worked at HBO for 11 years, most recently as Director of Engineering. He started his career at Warner Amex Cable, where he spent five years at their Cincinnati system and their corporate office. John has been active in SCTE, where he was elected to the organization’s Board of Directors, serving from 1994-‐2000. During this time he held the position of Chairman of the Board for two years, as well as Treasurer. He has also served in the role of Chairman of the Satellite Practices Subcommittee on the NCTA’s Engineering Committee. John holds an MBA from Columbia University and a B.S. Electrical Engineering degree from Rensselaer Polytechnic Institute. He also achieved certification at the BCE level from SCTE.

I have served as both the Regional Representative on the Operations Committee and as a Director on the Board of Directors over the past two years. I have been with Rogers for the past ten years and in the Canadian telecommunications industry for over 20 years. Tony is a 20+ year veteran of the telecommunications industry, with the past ten years at Rogers. He started as a repair technician while studying Electrical Engineering and has been in many technical roles including his current role as VP of Wireline Access Networks at Rogers. In his current role, Tony is responsible for the planning, engineering, implementation and operations of the wireline access networks that support the delivery of consumer and business voice, video and data services to customers. Tony joined Rogers in 2001. Prior to that Tony had been with Bell Canada, Bell Nexxia, Bell Advanced Communications, Bell Sygma, and Stentor. He held a variety of positions in the areas of Engineering, Operations and Marketing over that period. Tony earned an Electrical Engineering degree from the University of Toronto Tony has been an active member of the SCTE. He has been a key member of the Canadian Summit program committee from its inception and served as the Program Committee Chair for this year’s event. He is also served on the program committee for the 2010 Cable-‐Tec conference. .

I was fortunate enough to start my participation with the SCTE early on in my career and realized very quickly the values and guidance the SCTE provides for its members and this wonderful industry we are all a part of. My goal is to ensure that my actions will always be anchored to the Purpose Statement as outlined in Contact Mario the SCTE By-‐Laws. Over the years has held various technical and managerial positions in this industry. Mario’s experiences include roles as Service Technician, Office Manager, Regional Audit Technician, Technical Supervisor, Technical Support Manager and Account Executive, with companies such as Maclean Hunter, Rogers Cable, Trispec Communications and Cogeco Cable. Mario is currently employed as a Senior Project Manager – Project & Process Delivery within the Network Services group at Cogeco Cable, supporting major initiatives in both the Ontario and Quebec operations within Cogeco. He is an active member of the SCTE Ontario Chapter currently serving as Vice-‐President. Mario has also served as a Canadian MSO Representative on the SCTE Hybrid Management Sub-‐layer (HMS) Subcommittee.
