Order No. 60/President/2021 Redirection of activity guidelines for the 2020/2021 school year (Revoking Order No. 160/President/2020, Order No. 17/President/2021, and Order No. 29/President/2021) Whereas: • The need to adopt measures for the prevention and control of COVID-19 transmissions; • The DGES (Directorate General for Higher Education) and DGS (Portuguese Department of Health) guidelines for academic and non-academic activities in Higher Education and Scientific Institutions; • The August 4th, 2020, January 21st, and March 11th, 2021 MCTES (Ministry of Science, Technology and Higher Education) recommendations for Higher Education and Scientific Institutions to prepare for the 2020/2021 school year; • The Resolution of the Council No. 19/2021 – which was published in Diario da Republica on March 13th – establishing a strategy for lifting the restrictions within the scope of fighting the COVID-19 pandemic stating that higher education establishments may return to in-person activities on April 19th; • The Executive Order of the Presidency of the Council No. 4/2021 of March 13 and the Executive Order of the Presidency of the Council No. 6/2021 of April 3 executing the state of emergency declared by the President of Portugal; • MCTES (Ministry of Science, Technology and Higher Education) information from March 15th clarifying that with the Executive Order of the Presidency of the Council No. 4/2021 of March 13 entering into force the following is observed: a. The rules foreseen in the Executive Order of the Presidency of the Council No. 3-C2021 of January 22 remain the same in what is relevant for higher education institutions; b. The ongoing exam periods shall not be impaired and students may travel there for the purpose of doing tests or exams. • The IPS Contingency Plans; • The procedures to be adopted by IPS lecturers and non-lecturers; 1
• The procedures to be adopted by IPS students; • The importance of human interaction in the teaching/learning process; • The running conditions for courses accredited by A3ES; • The need for all measures regulating the 2020/2021 school year as of April 19th to be in a single decree. After listening to the Heads of Higher Education, the IPS Academic Association, the Adjudicator for Higher Education, the IPS Advisory Body for the Contingency Plans regarding the SARS-CoV- 2 Infection, in the due exercise of my powers, which are generally granted to the President by Law and the Instituto Politecnico de Setubal Byelaws, and particularly in the exercise of the powers granted by paragraphs d), e), n), p), and s) of Article 25(1) of these Byelaws, I hereby determine a gradual and distinctive return to classroom activities as of April 19th, which ought to be organised according to the following guidelines: 1 Professors in charge of the course units (if applicable) ought to enter the changes in the teaching methods on the Information System. The course unit files ought to have changes in terms of teaching methodologies, demonstrate the coherence between teaching methods and learning goals for each course unit, methodology and exams, which ought to include in accordance with No. 9 of Decree No. 40/President/2021 of February 25 ‘a reference to mechanisms mitigating fraud and its consequences’, and attendance taking into consideration No. 6 of Decree No. 71/President/2020 of April 9 stating that ‘attendance cannot be used as criteria for entering or removing a student from continuous assessment or be used as a form of assessment of a student in terms of course units’. 2 Academic activities ought to take place in a classroom in compliance with all the safety and health standards set out by DGS (Portuguese Department of Health). 3 Course Units ought to work as follows depending on the number of enrolled students and in accordance with the plan for returning to classrooms: 3.1 Exclusively in a classroom with the whole class present whenever the number of students enrolled and classroom and lab capacity allow for this; 3.2 On a rotational blended learning basis – every week or every two weeks – in a classroom with live broadcast with students in the classroom (in accordance with the maximum permitted number of students taking into consideration the safety 2
conditions for each classroom) and others simultaneously online allowing for those online to interact in class. 4 Priority ought to be given to the hours in a classroom for first-year course units and practice and lab classes in every year abiding by the responsibilities in the course unit files and the conditions for accreditation by A3ES. 5 Theory classes may work on a distance learning basis along with theory and practice classes that fit into this form of teaching/learning. 6 Students on a virtual mobility basis ought to be ensured access to all types of classes resorting to distance learning and finding alternatives to classes that take place exclusively in the classroom. 7 In classes that take place in the classroom, students ought to be identified in the classroom and have the possibility to be contacted or notified later on in the case of COVID-19 suspicions, positive test, or outbreak. 8 The hours of distance learning must comply with IPS Standards for Remote Learning. 9 In the case of clinical teaching/clinical education/education in terms of practice/clinical practice course units, practice hours should take place in a classroom on a full-time basis. 10 The practical side of internships, assignments, reports, and theses may only be replaced by another activity/product of examination when it is not possible in person due to the pandemic where that proposed shall be submitted and validated by the professors in charge of the course units and the Coordinator/Head of the degree, and approved by the Scientific and Technical Board or the Board of Studies (BoS) in accordance with their powers. 11 Students ought to receive proper training and information on the safety measures for the prevention and control of SARS-CoV-2 to be adopted within the different internship contexts particularly focusing on internships that take place in healthcare, charity, educational, and sports institutions. 3
12 Timetables ought to include classes in a classroom and distance learning. Times when in contact with course units ought to be the ones registered in the course unit files. 13 Timetables are to be fulfilled regardless of whether classes take place in person or remotely. 14 Whenever conditions allow for this, timetables should take into consideration different times for going in and out as well as breaks and meals in order to reduce the event of an agglomeration or students remaining in common areas. 15 Classes taking place in a classroom and distance learning ought to be organised per block – students that take online classes in a certain period should not take classroom classes during that period and vice versa – and Saturdays may be used if necessary for the purpose of a better class distribution. 16 Considering the fact that it is mandatory to wear a mask, lecturers should have their schedules organised whenever possible in order to avoid long hours of teaching. 17 Classes recorded by lecturers and provided to students in compliance with the rules set out within the scope of the GDPR ought to be understood as a complement to the teaching and learning process. 18 Whenever needed, any School may use IPS classrooms as long as there is a liaison between those responsible and these rooms. 19 First semester and second term practice and lab classes that were rescheduled due to lockdown should preferably take place before the end of April. 20 Timetables can exceptionally change in order to allow for activities to be rescheduled as long as duly authorised by the proper school bodies. 21 All course units should have at least one classroom assessment as long as the safety and health standards set out by DGS (Portuguese Department of Health) are ensured. 4
22 The Presidents – in cooperation with the Coordinators/Heads of the Degree – shall ensure the identification of student conditions for carrying out exams whenever they take place on a distance learning basis. 23 The Presidents shall provide one or more classrooms for all students who are in no condition of taking exams on a distance learning basis at their place of residence based on their needs and ensuring the procedures for mitigating the risk of COVID-19 infections. 24 The measures adopted for carrying out the exams ought to ensure the same typology for all students enrolled in the same course unit, that is, if it is taken in the classroom, all students ought to take it in the classroom and the same goes for distance learning except for students with special educational needs and students on a virtual mobility basis who ought to be given the typology that better fits their condition. 25 Students who are self-isolating in accordance with Article 3 of the Executive Order of the Presidency of the Council No. 6/2021 of April 3 on the dates the classroom exams take place ought to be ensured access to the same typology of exam as the other students for each course unit as well as access to all the exam periods to which they are entitled. 26 Students who are self-isolating for being infected with SARS-COV-2 in accordance with Article 3 of the Executive Order of the Presidency of the Council No. 6/2021 of April 3 and are in no condition of taking their exam in a classroom or on a distance learning basis for health reasons ought to be ensured access to the same typology of exam as the other students for each course unit as well as access to all the exam periods to which they are entitled. 27 Students enrolled this year have access to the supplementary examination period for all course units on which they have failed where the limits set out in Article 10(6) of the Regulation on Academic Activities and the IPS School Examination Guidelines in force shall not be considered. 28 Taking into consideration the extraordinary contribution of psychology to maintaining people’s emotional balance at this particularly sensitive time Psychology appointments integrated in SASaude shall continue to be free of charge for the entire academic community where appointments ought to be made online, in advance. 5
29 Whenever possible, Presidents shall ensure access to labs or classrooms for the purpose of research projects that cannot be postponed, namely within the scope of a student thesis/report/assignment or foreseen activities for R&D projects by lecturers, scholars, or researchers within the scope of IPS Research Centres, and other essential activities. 30 SAS will ensure the meals at every IPS campus in compliance with the safety and health standards set out by DGS (Portuguese Department of Health). 31 Sports activities at the IPS Sports Club will gradually return as established by SAS including its independent use by users and the use of its premises by AAIPS sports teams based on the standards to be determined by the proper bodies. 32 Students, lecturers, and non-lecturers will return to the Academic Division, CIMOB, Human Resources, the Computer Department, and welfare services (scholarships, accommodation, and treasury departments) by means of appointments in advance. 33 The digital system STAYAWAY COVID ought to be disclosed and encouraged within the academic community as an effective, voluntary, non-discriminatory, and entirely decentralised tool oriented towards preventing and monitoring any potential risk of transmission. 34 Implementation of the prevention testing programme, which is extended to the academic community and service providers in the premises as a strategy for mitigating the impact of the pandemic in accordance with Decree No. 51/President/2021 of March 19. 35 General rules: a) Classes ought to stay in the same classroom as much as possible during the day and each student ought to keep their seat; b) Classrooms/labs ought to be organised in order to ensure physical distance resorting where necessary to acrylic desk dividers in order to safely minimise the room between people; c) Seats that may or may not be taken must be properly identified preventing students from sitting facing each other at less than 6ft apart; d) Each room must have its rules affixed (classroom, lab, studio, auditorium, atrium, library, gym, or any other); 6
e) Masks are mandatory and their proper use and reuse is recommended on a sanitary and environmental basis, and they must be disposed of in proper locations. f) Preference must be given to frequent air exchange permanently resorting to opening doors and windows in accordance with DGS standards and guidelines. You may also use mechanical ventilation; g) Lecturers must make sure that all participants in the classroom sanitise their space/materials; h) IPS will provide in every classroom an antiseptic disinfectant for sanitising your hands as well as products for sanitising your space/materials; i) Free areas, particularly halls, canteens, bars, and lounge areas in student residences shall be limited to a number of people as per rules set out at any given moment by DGS (Portuguese Department of Health). For the school year to continue smoothly, it is up to every member of the academic community to fulfil the rules set out for each area and activity taking place in every IPS residence and campus. Rules and procedures associated with the responsibility of every individual not to transmit the virus, identify COVID-19 suspects, positive cases, or outbreaks are included in the IPS contingency plans. Procedures to be adopted by lecturers, non-lecturers, and students at Instituto Politecnico de Setubal shall also be considered. Each school shall reset the rules for academic activities to take place in compliance with the guidelines set out by this decree according to the needs and specificities of each degree. The document with the rules for each school shall be approved by the IPS President and readjusted whenever the conditions that result from this pandemic require it. This Decree shall enter into force at midnight of April 19th, 2021 revoking Decree No. 160/President/2020, Decree No. 17/President/2021, and Decree No. 29/President/2021 ensuring that it is widely publicised, namely by means of the institutional e-mail of lecturers, non-lecturers, and students and the institutional website of IPS. Omitted and questionable cases shall be resolved by order from the IPS President. 7
If the schedule on the Resolution of the Council No. 19/2021 for lifting the higher education restrictions changes or the foreseen measures are adapted on a local basis by order from the IPS President, the date for returning to classrooms may change.
