QITP – TRANSPORTATION ASSESSMENT OVERVIEW 1 TRANSPORT ASSESSSMENT OVERVIEW This Queen’s Island Transportation Assessment Overview (QITAO) has been prepared to provide an overview of the Queen’s Island Transportation Assessment (QITA) which has been prepared to support the development proposals on Queen’s Island up to 2035 and summarise the subsequent technical review with the Department for Infrastructure (DfI) Roads. 1.1 Purpose & Principle The purpose of the QITA is to set out the transportation strategy and principles for Queen’s Island, building on the principles established as part of the Titanic Quarter Transport Master Plan Amendment No.1. The QITA is being established on an overall principle of safe, convenient, and efficient accessibility for all modes of transport whilst encouraging sustainable travel behaviour. A movement framework based on user hierarchy ensuring a design focus that increases the attractiveness of walking, cycling and public transport underpinned by a robust car parking management strategy. The QITA will identify: • High quality pedestrian routes • Interconnecting cycle routes comprising leisure, commuter, and shared routes • Street network designed to accommodate public transport on main routes; and • Safe & efficient access for vehicular traffic but not allowing it to dominate or dictate the development zones whilst ensuring ready access for emergency vehicles and accommodating servicing routes. 1.2 Planning Summary The QITA, which has been prepared in support of the overarching QITP in line with current and emerging local and regional policy and guidance to promote a user hierarchy focused on walking and wheeling first and private cars last (Planning for the Future of Transport – Time for Change). The QITA supports the emerging strategies outlined within the following documents; Belfast Agenda; Belfast Resilience Strategy; and Making Belfast an Active City. QITP – TRANSPORTATION ASSESSMENT OVERVIEW 1.3 Transportation Assessment Guidance The QITA has been prepared following the approach set out in the Chartered Institution of Highways and Transportation (IHT) guidelines 1994 and the Transport Assessment Guidelines for Development Proposals in Northern Ireland (October 2006) as well as other relevant guidance. In accordance with this guidance a Scoping Study was submitted to DFI Roads. Since the submission of the Scoping Study a number of informative meetings have been undertaken with DFI (as well as other stakeholders) regarding the proposed QITA. These meetings have assisted in the preparation of the QITA. As part of these discussions 2no. scenarios for trip generation have been agreed as follows; Assessment 1 – Queen’s Island Observed Local Trip Rates; and Assessment 2 – TRICS Person Trips with Agreed Modal Splits. The QITA has reviewed the existing provisions and facilities for pedestrians, cyclists, public transport and private vehicle trips within Queen’s Island and identified any existing gaps / deficiencies with these facilities. A detailed network of traffic and queue surveys were undertaken to determine the existing traffic volumes within the vicinity of Queen’s Island as well as the wider surrounding road network. These traffic and queue surveys were undertaken Pre-Covid and no account has been taken of the proposed changes in working practices (hybrid / blended / Working from Home) which could reduce the existing traffic volumes considered within this assessment. 1.4 Cumulative Assessment As with any transportation assessment, it is a normal requirement to include the already committed developments within the baseline, to obtain a robust analysis of the potential implications of any new or additional development for traffic and transport, in addition to those schemes that have obtained planning approval but are not yet constructed or operational. Committed developments considered in the preparation of the Transportation Assessment prepared by RPS include: Amazon Warehouse (operational) it should be noted that Amazon was located outside of the Titanic Quarter lands identified within the TQTMP Pierpont 1 (Catalyst Inc) Aquarium (ReefLIVE) Plot 12 (Phase II, Titanic Quarter - mixed use Development) Financial Services Campus (Titanic Quarter) Olympic House (construction completed in August 2022) Hamilton Dock Hotel/Apart Hotel (planning permission granted) Loft Lines development (planning permission granted) Odyssey Car Park re-development (subject of a separate application) Belfast Waterside IBH0713 | Transportation Assessment Overview | F1 | 6th February 2023 rpsgroup.com Page 2
QITP – TRANSPORTATION ASSESSMENT OVERVIEW 1.5 New Development Quantum The new development quantum considered within QITA is as follows; Residential 2,675no. dwellings, of which: – Build to Rent 1,500no. dwellings – Private 480no. dwellings – Family 240no. dwellings – Affordable 455no. dwellings Hotel 600no. bedrooms Leisure 155,000ft2 (14,405m2) Employment (warehousing) 200,000ft2 (18,587m2) Local Retail Services 37,500ft2 (3,485m2). The development quantum has been split into three phases of development, each of 5no. years duration. The QITA proposes both active / sustainable (green) and infrastructure transport solutions which will be brought forward in an agreed mechanism with BCC / DfI to facilitate the delivery of development on Queen’s Island. The proposed new development quantum within each 5no. year phase is as follows; QITP Phase 1: 2021 – 2025 The quantum of new development considered during Phase 1 - 2021-2025 is as follows; Residential 875no. dwellings, of which; – Build to Rent 600no. dwellings; – Private 80no. dwellings; – Family 40no. dwellings; – Affordable 155no. dwellings; Leisure 95,000ft2; Employment (warehousing) 120,000ft2 Local Retail Services 12,500ft2. QITP Phase 2: 2026 – 2030 The quantum of new development considered during Phase 2 – 2026 - 2030 is as follows; Residential 1,122no. dwellings, of which; – Build to Rent 600no. dwellings; – Private 240no. dwellings; – Family 95no. dwellings; – Affordable 187no. dwellings; Hotel 300no. bedrooms Leisure 30,000ft2; Employment (warehousing) 80,000ft2 Local Retail Services 10,000ft2. QITP Phase 3: 2031 – 2035 The quantum of new development considered during Phase 3 – 2031 - 2035 is as follows; Residential 678no. dwellings, of which; – Build to Rent 300no. dwellings; – Private 160no. dwellings; – Family 105no. dwellings; – Affordable 113no. dwellings; Hotel 300no. bedrooms Leisure 30,000ft2; Local Retail Services 15,000ft2. QITP – TRANSPORTATION ASSESSMENT OVERVIEW 1.6 Active / Sustainable Travel Measures The proposal is accompanied by a plethora of Green / Active Travel Measures which will promote, support and enhance the use of sustainable modes of transport within Queen’s Island and reduce the reliance on private car. These Green / Active Travel measures (both strategic and development led) are as follows. Strategic Measures: – Appointment of Queen’s Island Strategic Travel Plan Co-Ordinator (STPC) – MaaS – Bespoke Smart Travel App Platform – Mobility & Active Travel Hubs – Public Transport Improvements (including MOU agreement with Translink) – First / Last Mile Solutions – Walking / Cycling Improvements – Parking Strategy; and – Park & Ride Facilities. Development Led Measures: – Individual Travel Plan Co-Ordinators (coordinate with STPC) – Mobility Hubs (including Shared Bike & Car Club provisions) – Green Travel Measures Fund (with cap on monetary values per dwelling / unit) – Public Transport Contributions – Active Travel Links within Development Blocks; and – Restrictive Car Parking Provision. 1.7 Proposed Infrastructure Improvements There are a number of infrastructure improvements proposed as part of the QITP. The timing of these infrastructure improvements will be determined through a rigorous monitoring and governance review of traffic volumes on Queen’s Island as the development proposals come forward. The purpose of this is to ensure that infrastructure does not come forward in advance of development proposals and that active, green and sustainable measures are at the forefront of the strategy. QITP – TRANSPORTATION ASSESSMENT OVERVIEW 1.8 Progress to Date Since the submission of the QITA there have been a number meetings with DfI Roads and as part of this ongoing process there has been a number of Technical Notes submitted to DfI Roads providing them with clarification in relation to the information provided within the QITA. These clarifications not resulted in any changes to the strategy proposed in the TA to bring these development proposals forward. .
