1. INTRODUCTION Qatar International Baja will be run in compliance with the FIM International Sporting Code and its appendices, the FIM BAJAS World Cup Regulations and its appendices, the National Sporting Regulations which comply with the FIM regulations and these Supplementary Regulations. Modifications, amendments and/or changes to these Supplementary Regulations will be announced only by numbered and dated Bulletins (issued by the organizer or the Jury). The Baja will be twinned with an ASN National Category with separate supplementary regulations. ENTRIES 4.1 Closing date for entries • At reduced fees: Thursday, 18 March at 17h00 (local time) • At normal fees: Monday, 29 March at 17h00 (local time) 4.2 Entry procedure Entries must be submitted as specified in article 82.4 and 82.6 of 2021 FIM BAJAS World Cup Regulations. Those wishing to take part in the Baja may register and fill in the electronic entry form available at the QMMF website (www.qmmf.com) duly completed before the closing date of entries. The entry will only be accepted if accompanied by the total amount of the entry fee. To be accepted, the competitor must send proof of payment of the entry fees by email to the Baja secretariat (angelene.lapuz@qmmf.com.qa) by the closing date of entries. 2021 Qatar International Baja (08/10 April)
The following documents must be attached to the same email: • Photocopies of the competition licences • A valid Starting Permission from the competitor national federation to participate specifically in this event. If the competitor has a “one event” licence, a Starting Permission is not required. • Photocopies of the driving licences corresponding to the type and capacity of the machine used. 4.3 Categories and classes Vehicles will be divided into groups and classes as per article 82.7.1 of 2021 FIM BAJAS World Cup Regulations. 6 The categories are as follows: • Category 1: Bike (Up to 450cc single or twin cylinder, 2T or 4T) • Category 2: Quads (three-wheel vehicles are forbidden) • Category 3: SSV • Category 4: Bike (Over 450cc) “Over 450cc” motorcycles may enter the baja but, according to FIM regulations, will not count towards the FIM Bajas World Cups. • Class 1: Women • Class 2: Junior • Class 3: Veterans 4.4 Entry fees / Entry packages Motorcycles and Quads: 1250 US$ (1000 US$ reduced fees) SSVs: 2500 US$ (2000 US$ reduced fees) These fees include: • Third party insurance • Tracking and navigation equipment (Stella & Sporttrax) • Water • Visa, if required; to be applied by 18 March the latest Not included: • Stella installation kit • Competitors are required to pay a deposit of 1500 QR which will be refunded at the end of the event upon return of Stella and Sporttrax equipment in good conditions. 4.5 Payment details All entry fees may be paid by bank transfer, to the following bank account: Qatar Motor & Motorcycle Federation (QMMF) Bank name: Qatar International Islamic Bank Branch: Main Branch, Grand Hamad Avenue, P.O.Box 664, Doha, Qatar. Please ensure that the entrant’s name and account holder are included as reference on all bank transfers. Any bank charges incurred must be paid by the entrants in addition to the entry fees. 4.6 Refunds Entry fees will be refunded in full: • To candidates whose entry has not been accepted. • In the case of the Baja not taking place. The Organisers may refund 50% of the entry fees to those entrants who, for reasons of force majeure (duly certified as such by their ASN), were unable to start the Baja. 2021 Qatar International Baja (08/10 April)
5. INSURANCE As per article 82.5 of 2021 FIM BAJAS World Cup Regulations. 5.1 Competitors are reminded that only damage caused to third parties by the FIM, Baja officials and/or entered competitors is covered by the insurance policy taken by the Organization. Injury to the drivers themselves or damage to participating vehicles is not covered by this insurance. 5.2 The coverage limit per any one occurrence is tba (tba in the aggregate). 7 5.3 The service vehicles, even those bearing special plates issued by the organizers, may never be considered as official participants in the Baja. They are therefore not covered by the insurance policy of the Baja and remain the sole responsibility of their owner. 5.4 Competitors are free to take on at their own convenience any individual insurance policy that they deem fit, independently from the above-mentioned liability insurance. 5.5 By submitting their entries, the competitors and vehicle owners waive any claims or rights to pursue action for damages in connection with the event against the organizer. 6. ADVERTISING AND IDENTIFICATION As per article 82.7.5 of 2021 FIM BAJAS World Cup Regulations. 6.1 Organiser’s advertising See also Appendix 3 of these supplementary regulations. Organizer’s collective advertising Qatar International Baja / QMMF 6.2 Advertising restrictions No political, religious or abusive advertising is permitted. The advertising of tobacco (or related products), alcohol and/or pornography is forbidden on vehicles, competition/service equipment and on the team members’ outfits. 6.3 Identification numbers, Baja plates and all organizer’s advertising must be fitted to the vehicle for scrutineering and must be visible for the duration of the Baja. 7. ADMINISTRATIVE CHECKS 7.1 Timetable Wednesday, 7 April from 16.00h. SCRUTINEERING, SEALING AND MARKING As per articles 82.8.2 of 2021 FIM BAJAS World Cup Regulations. 8.1 Scrutineering venue and timetable Lusail Sports Arena. Thursday, 8 April from 07.00h. The exact schedule will be published by means of a bulletin. 8.2 Time control Any delay on the presentation at the time control installed immediately before scrutineering will result in the following penalties: from 1 to 15 minutes US$ 50,00 from 16 to 30 minutes US$ 75,00 > 30 minutes US$ 100,00 > 60 minutes will be reported to the Jury 8.3 Installation of Tracking System and NAV-GPS All competitors must make provision in their competition vehicles for the installation of the Tracking System and NAV-GPS. The correct functioning and installation of the equipment will be checked at scrutineering. 8.4 When checking in at the time control installed immediately before scrutineering, competitors must comply with the following: • All Baja plates, competition numbers and advertising plates must be already fitted. • Produce safety helmets, protective gear and backpack for approval. • Produce GPS and the «vehicle to vehicle alarm system» in working order, permanently fitted to the vehicle. 9. SERVICE 9.1 Service Park Location of the Service Park: Lusail Sports Arena (25° 28.961'N 51° 27.875'E). Access of service vehicles to the Service Park: From Sunday, 4 April at 08.00h 2021 Qatar International Baja (08/10 April)
Service teams and accompanying persons: Each competitor is reminded that he/she is jointly and severally responsible for his or her service teams and accompanying persons. Any infringements of the regulations as well as the use of unauthorized equipment – whether or not this has a direct or indirect influence on the results or sporting running of the event – will be judged by the Jury who will be entitled to decide as far as the disqualification from the event of the competitor(s) involved, directly or indirectly. As part of the COVID-19 mitigation plan, the number of service personnel is limited to 3 (three) per entered motorcycle / quad or 4 (four) per entered SSV. The ID bracelet, correctly attached to the wrist of competitors, is considered the only identification allowing competitors and service personnel to be present in an official location, including the service park. Personnel must show the bracelet at 9 any time on request. A competitor receiving assistance in any form from third parties not identified by the wearing of the bracelet is subject to a penalty of 250 € and a penalty at the Jury discretion up to and including disqualification. 9.2 From the start of the Baja, service of a competing motorcycle may be carried out • in the Service Park specified in art. 9.1 of these supplementary regulations. • on road sections only where the competitors’ route and the assistance route are common. This does not apply for road sections between parts of a Special Stage and for refuelling areas on road sections. From the start to the finish of a special stage, any repair on an entered vehicle can be done only by the competitor himself or by any other competitor officially entered and still in the competition using the means they carry on board. Any other outside assistance, supply of equipment, fuel or parts will be considered as illegal service and reported to the Jury. The movement of service vehicles is strictly controlled and is forbidden along the route of any special stage. For any infringement of this rule a penalty of up to and including disqualification from the event may be imposed by the Jury on the competitor for whom the transgressors are servicing. 9.3 Maximum service times • After the super special stage (TC1B>TC1C): 01.00h • After SS2 (TC2B>TC2C): 02.00h 10. FUEL - REFUELING As per article 82.16.4 of 2021 FIM BAJAS World Cup Regulations. 10.1 Official refuelling zones (RZ) There will be official refuelling zones at the following locations: • At a specific area close to the service park (RZ0 / RZ1 / RZ5) • Immediately before the start of SS2 and SS3 (RZ2 / RZ6) • At a midpoint of SS2 and SS3 (RZ3 / RZ7) • Immediately after the finish of SS2 and SS3 (RZ4 / RZ8) Restrictions • At the refuelling zone close to the service park area, only actions directly involved in the refuelling of the competing vehicle are permitted. • At the remaining refuelling zones, all external assistance on a machine is forbidden on pain of penalties at the discretion of the Jury. Only competitors still in the competition are allowed to help other competitors. • RZ0 will be operational on Thursday, 08 April, between 09.00h and 13.00h. 10.2 All vehicles must have sufficient fuel range at least to cover 125 km between official refuelling points. 11. RUNNING OF THE BAJA 11.1 Reconnaissance As per art. 82.11.1 of 2021 FIM BAJAS World Cup Regulations. 11.2 Road book As per article 82.11.2.1 of 2021 FIM BAJAS World Cup Regulations. Competitors will receive a road book per day, which will indicate the official itinerary. On the Super Special Stage only, directions and features of the route will be indicated also by means 10 of arrows and/or tape. The road book for Stage 1 will be distributed during the reconnaissance of the SSS1. For Stage 2 and Stage 3, the road book will be delivered to competitors: • for the first road section of the day - during administrative checks • for the special stage and the last road section of the day – upon arrival of each competitor at the refuelling zone before the start of the special stage of the day. 11.3 Starting order and intervals As per article 82.15 of 2021 FIM BAJAS World Cup Regulations. 11.4 Baja start procedure Location: Losail Sports Arena (Doha). Holding area: The competitor or a team representative must take the competition vehicle to the ceremonial start holding area where any kind of service or refuelling is forbidden. Entering the holding area outside the indicated time window will incur a cash penalty of 100 €. The holding area will be under vigilance. Access to the holding area is limited to team members and media representatives with appropriate identification. Timetable According to programme. 11.5 Super Special Stage (SSS1) 1. All competitors must take part in the Super Special Stage and its results will count for the classification of the event as well as any road penalties relating thereto. A multiplying factor of 4 will be applied to the time of each competitor on the Super Special Stage. For each competitor, the maximum time to complete the SSS1 will be 15 minutes and the maximum time resulting from the application of the multiplying factor will be 60 minutes. 2. Itinerary The official itinerary of the Super Special Stage is that shown in the road book, defined by drawings and road direction diagrams. Waypoints will not be used to define the route and/or to control the itinerary respect of the Super Special Stage. To assist competitors, directions and features of the route will be indicated by means of arrows and/or tape. However, the official itinerary is the one shown in the road book. Any non-compliance with the official itinerary will be reported to the Jury. Should a competitor accidentally leave the route he must retrace his tracks and return to that point before continuing. Failure to do so will incur a penalty of at least 1 minute which may be increased at the discretion of the Jury. 2021 Qatar International Baja (08/10 April)
3. Penalties Any competitor who having started the SSS1 fails to finish it within the maximum time of 15’ will be given the maximum time resulting from the application of the multiplying factor of 4 (60’) plus a 15- minute penalty (75 minutes). Any competitor who does not start the SSS1 will be given the maximum time resulting from the application of the multiplying factor of 4 (60’) plus a 30-minute penalty (90 minutes). 4. Reconnaissance Each competitor will be allowed to do two reconnaissance laps of the Super Special Stage as a passenger of an organization vehicle driven by an organization marshal. 11 The starting time of the reconnaissance slot of each competitor will be published by means of a bulletin. 11.6 Starting order for Stage 2 The starting order for Stage 2 will be made as follows: • the first five competitors will start (one by one every two minutes) in reverse order of the overall classification of the Super Special Stage; • the remaining competitors will start (one by one every minute) in the order of the overall classification of the Super Special Stage; • SSVs will start (one by one every minute) in the order of the overall classification of the Super Special Stage. The first SSV will start 30’ after the last motorcycle/quad. 11.7 Maximum permitted lateness at TC Any lateness exceeding 30 minutes of any individual target time will result in the competitor concerned being considered to have retired at that control, and the competitor will receive a Time Control (TC) penalty for each missed TC and, eventually, a Special Stage penalty for each Special Stage not started or not completed. 11.8 Permitted early check-in Early check-in without incurring in any penalty will be allowed at the time controls identified with an asterisk (*) in the itinerary / Appendix 1. 11.9 Passage Controls (PC) 1. Procedure The passage will be timed to the second and noted on a passage sheet by the marshal in charge of the post. There will be no stamp or perforation of the timecard, the following procedure being adopted instead: After entering the control zone (respecting the speed limit of 40 km/h), the vehicle must come to a full stop at the red control board. The marshal in charge will then count loud 1 – 2 – 3 seconds after what the passage at the control is considered as materialised and the vehicle may restart respecting the speed limit of 40 km/h until leaving the safety zone. 2. Maximum permitted lateness (MPL) at a PC For each competitor, at any PC which is located after a minimum of 50% of the total length of the special stage, the MPL will be calculated considering the following: • the start time of the competitor concerned for that special stage; • the distance run from the start of the special stage; • the calculated average speed corresponding to the maximum time allowed for the special stage; • an additional fixed time of 1 hour. At a Passage Control, any lateness exceeding the maximum permitted lateness (MPL) will result in the competitor concerned being considered to have retired, and the competitor will receive the correspondent penalty. 2021 Qatar International Baja (08/10 April)
11.10 Waypoints 1. A waypoint (WP) is a geographical point defined by longitude and latitude coordinates. The validation in a chronological (ascending) order of each waypoint identified in the road book guarantees the respect of the itinerary by the competitors. 2. The competitor must pass through all waypoints in chronological (ascending) order and is not allowed to drive back to get a previously missed waypoint 3. The following types of waypoints will be used in the Baja: WPV (VISIBLE WAYPOINT) Travelling towards a visible waypoint, all information is displayed on the NAV-GPS at any time when 12 the WPV is selected or the previous waypoint has been validated. WPVs are usually used for the start of a Stage, if followed by a road section or from the ASS to the service park/bivouac (finish time control of a Stage). WPE (ECLIPSE WAYPOINT) A waypoint which becomes completely visible on the NAV-GPS once the previous one in the chronological order has been validated, whatever the distance between the previous one and the WPE may be. WPM (MASKED WAYPOINT) This is a standard waypoint to be used to check that the navigation instructions are being correctly followed by the competitor. The NAV-GPS directs the competitor towards this point only once he has come within the opening radius of it. WPS (WAYPOINT SAFETY) A waypoint used to ensure competitors’ safety. 4. Depending on the waypoint type, the NAV-GPS directs the competitor towards a waypoint only once they have validated the previous waypoint or if they have come within the opening radius of it. To validate a waypoint, competitor must pass within the validation radius of it. 6. The total number of waypoints which may be missed during a Stage is 40% of the total number of waypoints of the Stage concerned. If a competitor has less than the required number of waypoints it is deemed to have retired from the Stage and will be given the Stage Penalty for the Stage concerned. 11.11 Speed Control Zones As per art. 82.19 of 2021 FIM BAJAS World Cup Regulations. 11.12 PC Safety Zone followed by a Speed Control Zone When a Passage Control Safety Zone (see article 82.18 of 2021 FIM BAJAS World Cup Regulations) is 13 immediately followed by a Speed Control Zone (see article 82.19 of2021 FIM BAJAS World Cup Regulations) at higher speed, the start of which (‘DZ’) is coincident with the Passage Control, the higher speed will not be enforced until 90 metres after the PC location. 11.13 Maximum time allowed at special stages SS Length (km) Maximum time (hh:mm) SSS1 6,70 00:15 SS2 248,80 06:00 SS3 248,74 06:00 For any competitor concluding a special stage according to the regulations (i.e. within the maximum time, with less than 40% of missed waypoints, etc…) the sum of its total time and the penalties for missed waypoints will be limited to the maximum time of the stage plus 50%. 11.14 Penalties Penalty Every minute of difference between the actual check-in time and Time 1 minute the target check-in time. 12. OTHER PROCEDURES 12.1 Briefing Due to Covid-19 restrictions, the General Briefing will be hosted electronically on the Sportity App (See Appendix 8) on Wednesday 7 of April at 16:00h. 12.2 Official time used during the Baja Official time throughout the entire Baja will be GPS time. 14 12.3 Finish procedures The baja will conclude at TC3B. From this point, all vehicles are subject to Parc Fermé rules until the Parc Fermé is opened at the instructions of the Jury. The attendance at the finish ceremony and prize giving is compulsory for all classified competitor and all participants must wear their approved overalls. 14.1 Only vehicles of Categories 1, 2 and 4 will be considered for establishing the General classification and each Class classification. 14.1 All trophies will be awarded during the prize-giving ceremony. 15. FINAL CHECKS 15.1 Final checks – who is required to attend from teams and location The final checks will take place at Lusail Sports Arena (same place of pre-event scrutineering) after 15 the arrival of the vehicles at TC3B. The vehicles selected for post Baja scrutineering will be notified at TC3B and must be riden / driven immediately to the scrutineering by the competitor or a team representative. Appendix 9 – NATIONAL CATEGORY A – Motorcycles and Quads The supplementary regulations of 2021 Qatar International Baja will apply entirely with the below exceptions: 1. The National Category will be open to teams composed by two riders, one of which will be the entrant. Both members of the team must be in possession of (minimum) a ‘national’ licence. 2. In each team, riders may share a motorcycle/quad or use one motorcycle/quad per rider. 25 For teams using two motorcycles/quads, both vehicles must be equipped with a “road book reader” and a “mounting bracket to accept a Stella GPS unit”. 3. Each team riders will share the itinerary as follows: • Thursday (SSS1) – only one of the riders will participate. • Friday (SS2) and Saturday (SS3) – one of the riders will do the first part of the stage and the other one will do the second part (each part of the stage will be +/- 125 km long). 4. National Category vehicles (motorcycles/quads) may be transported along the road sections before and after the special stage of each day. The exact location to unload / load the vehicles will be announced in a later communication. 5. Only the final parc fermé on Saturday will be compulsory for vehicles of this category. For teams using two motorcycles/quads, both vehicles must enter the final parc fermé. There will be a maximum time (counted from the conclusion of SS3) to enter the vehicle(s) into parc fermé. This time will be announced in a later communication. 6. Entry fees (per team / 2 riders): • Up to Thursday, 18 March – 2000 QAR • Up to Monday, 29 March – 3000 QAR 7. There will be a separate classification for the teams of this category. 8. 3. Minimum weight National T3 Series Production vehicles: 800 kg National T3 Modified vehicles: 900 kg 4. Air restrictors All supercharged engines must be fitted with an air restrictor. All the air necessary for feeding the engine must pass through this (these) restrictor(s), which must comply with Article 284-6.1, except for its maximal internal diameter which is 32 mm. It is possible to use 2 air restrictors provided that the diameter normally used for one restrictor is divided by 1.4142. 26 5. Protective paddings (valid for all vehicles) All tubes of the cage identified on the below drawing and all roof reinforcements must be fitted with paddings in compliance with FIA standard 8857-2001, type A (see technical list n°23). Each padding must be fixed in such a way that it is not moveable from the tube. 6. National Category vehicles (SSVs) may be transported along the road sections before and after the special stage of each day.
