Site: Marquette, Michigan 1.02 GENERAL DESCRIPTION OF CONSTRUCTION SEQUENCE A. Sequences and dates specified herein are for information only and indicate the intent of the Owner and the Contractor. Exact dates shall be as established in the Agreement. B. Sequence of operations shall be established by the Contractor within the guidelines established by the Owner as required to meet construction schedules. Schedule of work for individual subcontract trades shall be as directed by the Contractor. 1.03 TYPES OF PROPOSALS A. Bids shall be submitted in one single lump sum category which shall include all portions of the work. Proposals shall be made on unaltered proposal forms furnished by the Engineer. The Bidder shall fill in all blank spaces and the proposal shall be signed by a legal officer or agent who is authorized to bind the bidder to a contract. 1.04 PRE-BID CONFERENCE A. No Pre-bid will be held. 1.05 TIME AND PLACE OF BID RECEPTION A. Sealed proposals for Bid No. 7584 must be emailed only to purchase@nmu.edu by Friday, April 23, 2021, 2 p.m. EST. Bids received after this time will not be considered. SECTION 00011 INVITATION TO BID A. Contractors may obtain access electronically to the Drawings and Specifications from NMU Purchasing Department, 1401 Presque Isle Avenue, Marquette, Michigan 49855-5317 or by calling 906-227-2292 OR 906-227-2360. Bid security shall be either a Bid Bond issued by a company licensed in the State of Michigan to furnish bid security or Certified Check made payable to Northern Michigan University. 1.08 BIDDERS' QUALIFICATION A. The Contractor will be required to provide a performance bond and payment bond in an amount equal to 100% of the total contract amount. Such bonds shall be issued by surety licensed in the State of Michigan. 1.09 OWNER'S RIGHT TO REJECT PROPOSALS A. The Owner reserves the right to reject any and/or all proposals. The Owner reserves the right to contract within sixty calendar days following the bid opening. No bids may be withdrawn during this time without the Owner's approval. 1.10 DEFINITIONS A. SECTION 00310 BID PROPOSAL FORM (For the above and all following sums, the amount shall be in both words and figures with the amount in figures governing in the event of discrepancy.) SUBCONTRACTORS - (Note - Listing of the following subcontractors is mandatory and omission may cause rejection of the bid.) The undersigned submits for the Owner’s and Architect's approval, the following list of subcontractors, with their subcontract bids, who shall perform the indicated portions of the Work. The subcontract sum is included in the Base Bid Sum. The undersigned agrees to be responsible for the work, material, equipment and supplies furnished by each of the subcontractors listed. FEES FOR AUTHORIZED CHANGES - For changes in the work involving additions to or deductions from the Contract Sum, the undersigned agrees to perform or omit (or to cause to be performed or omitted by his subcontractors) such work at net cost to him, plus the following percentages to be added to the net cost or credited to the Owner. The net cost shall include the following: LABOR COST - Base labor rate - Labor fringe - Workers Compensation Insurance - Retirement benefits paid by the contractor - Health Insurance paid by the contractor - Union dues - Unemployment costs (FUTA, FICA) OVERHEAD COST - Superintendent/Project manager time - Builders’ Risk insurance - General Liability Insurance- Property and Personal Protection - Field and Home office expense - Small Tool expense - Cost of shop drawing and as-built drawings to document the change. PROFIT MARKUP - Cost markup for the General Contractor Profit markup cost in addition to Labor and overhead cost. SECTION 01010 SUMMARY OF WORK PART 1 GENERAL 1.01 PROJECT A. Project Name: NMU Bid # 7584 Parking Lot Line Painting 2020 B. Owner’s Name: Northern Michigan University C. The Project consists of: Provide parking lot and roadway line repainting to include all parking stall striping (4”), curbs, parking lot/roadway stop bars, turn symbols, and roadway line painting. Parking lot and roadway locations are shown on the attached drawing. Contractor responsible for field verifying and quantifying all repainting locations. 1.02 CONTRACT DESCRIPTION A. Contract Type: A single prime contract based on a stipulated price as described in the Bid Documents and Proposal Forms. 1.03 WORK BY OWNER—None. 1.04 OWNER OCCUPANCY A. Many of the parking lots are utilized during the summer months. B. The Owner intends to occupy the Project upon Substantial Completion. C. Cooperate with Owner to minimize conflict and to facilitate the Owner’s operations. D. Schedule the Work to accommodate Owner occupancy. 1.05 CONTRACTOR USE OF SITE AND PREMISES A. Construction Operations: Limited to Areas Noted at Pre-construction Meeting. B. Arrange use of site and premises to allow Owner occupancy upon substantial completion and for the delivery and storage of materials. C.
