Ferrell-Benavides, City Manager Date: February 4, 2022 Subject: Weekly Update PUBLIC WORKS Operational Updates: Building Inspections • A Zoning Board of Adjustments meeting is scheduled for Tuesday, February 8, 2022. The homeowner on Frank Keasler Blvd. is requesting a fence variance to allow for an 8-foot fence in the front yard. • A Sign Control Board meeting is scheduled for Thursday, February 10, 2022. The commercial applicant, Navy Federal Credit Union, is requesting approval for additional signs on the South and East elevation of their building at 280 W. Highway 67. • A total of 1,743 single-family rental properties are registered to date; no properties were registered since the last update. Since the previous update, twenty-three inspections were completed; ten passed while thirteen failed. Lack of GFCI protection was the primary reason for the failures. Two Residential Certificates of Occupancy have been issued since the last update. A total of 703 Certificates of Occupancy have been issued since the inception of the Single-Family Rental Registration Program. • Since the start of the active lien collection in 2019, $356,409.41 has been collected. $982.57 was collected since the last update and a total of $5,239.54 has been collected since January 1, 2022. Page 2 of 15 Street Division • The Concrete and Asphalt crews: o Repaired utility cuts at 426 Softwood and 1332 Green Hills. • The Sidewalk Crew: o Repaired sidewalks at 323 Harrington. • The Asphalt Crew: o Repaired 99 potholes throughout the city. o Marked 20 ROW locates. o Inspected 13 headwalls. Cleaned one headwall, removing .75 cubic yards of trash and debris. • All crews: o Began 12-hour shifts (7:00p.m. Wednesday to 7:00p.m. Thursday). Saturday shifts to be determined by weather conditions. o Checked and prepared tools and equipment for inclement weather. o Loaded three dump trucks with ice chat for road sanding. Page 3 of 15 Street Division preparing for Winter weather event Traffic Division • Pedestrian Crosswalk at Santa Fe & Wheatland. Completion of this project is on hold pending repair of electrical conduit. Staff is coordinating with the Contractor on scheduling the repair. Utilities Division • Water usage was 28.239 MG this reporting period, January 24-30, 2022, down from 30.053 MG the previous week. The daily peak water demand occurred when on Sunday, January 30, 2022, when 4.234 MG was used. There were 0.10 inches of precipitation this reporting period. • There was an estimated 770,000 gallons of water loss, twenty-two (22) hydrants flushed and zero (0) valves exercised. • Crews responded to two (2) sewer calls, cleaned 18,350 ft of TA Basin sewer lines, 111 ft of sewer lines televised and completed 30+ ROW locates for contractors. • The Solid Waste Division received six (6) call regarding scheduling, one (1) brush and one (1) Neighborhood Services complaint. Three (3) Recycle Bins were distributed. CIP Construction • Green Tree Lane Water & Wastewater Improvements – FM Utilities completed all street pavement restoration at the existing water main abandonment and the final manhole transition to be built. This week they abandoned the existing water main at Crescent Ln. and completed the installation of the deep wastewater laterals. This upcoming week, after the winter weather they will place sod and complete the sidewalk repairs. Due to supply issues, the ductile iron cleanout box lids are on back order and are expected to arrive in March. The contractor has placed temporary plywood lids on boxes in the meantime. Danieldale Road Reconstruction & Utility Improvements (Main St. to US-67) – On Monday from 7:00a.m. to 8:00p.m., Pavecon poured approximately 750 cubic yards of concrete from US-67 to Bob Lee Blvd. They were scheduled to complete the pavement from Bob Lee Blvd. to S. Main Street on Tuesday and Wednesday, however, the concrete was rescheduled for next week due to the upcoming winter weather not meeting requirements for curing temperatures. M-Co, Pavecon’s subcontractor, completed the installation of the 18-inch water main and vaults for Phase II of the Main-Danieldale Intersection water main tie-ins. Construction commenced on October 11, 2021 with an expected completion scheduled to occur in April 2022. The contractor is working on the site improvements, irrigation, and the gateway monuments. Planting is expected to occur in March 2022. Irrigation Line Installation at Cockrell Hill Rd Gateway Area • Fire Station #1 – Staff and BRW Architects conducted a review of the 50% Construction Drawings on November 4, 2021. Staff met with the architects on December 30, 2021, and the 95% Construction Drawing review is scheduled for February 17, 2022. The construction award is scheduled for Spring of 2022. Page 8 of 15 Other Construction • ONCOR Transmission Line Work @ W. Camp Wisdom Road & N. Cedar Ridge. On July 29, 2021, staff met with ONCOR to discuss the upcoming project to replace transmission lines along Camp Wisdom Road. Starting from the substation on W. Camp Wisdom Road to N. Cedar Ridge Road, the transmission lines will relocate from the north side of the road to the median in order to prevent significant vegetation removal in front of the homes. This project is expected to start in Spring of 2022. • TXDOT I-20 Construction Cockrell Hill Road to Hampton Road – TXDOT is planning to construct new service roads and ramps from Cockrell Hill Road in Duncanville to Hampton Road in Dallas to include new bridges across US- 67. Following City Council Resolution in August, TXDOT is planning to relocate Cockrell Hill Road Texas U-Turn from the northeast side of the bridge (not desired) to the southwest side of the bridge (desired). The project was awarded at beginning of December. The Pre-construction Meeting with TXDOT and the Contractor was held on February 1, 2022. The contractor, Austin Bridge & Road, anticipates starting construction April 2022 with estimated completion date of November 2024. • ONCOR Line Work in the vicinity of Downtown District. ONCOR is planning electrical line upgrades along Daniel Street, Main Street, Center Street, Freeman Street, and Wheatland Road (see map below). The intent of the upgrades is to improve capacity of the electrical system in that area. Work is expected to start in Winter of 2022. City of Duncanville • P.O. Page 9 of 15 PARKS AND RECREATION Parks: • Our focus is off-season work such as cutting back perennials, athletic field maintenance, and irrigation system checks. • The next Keep Duncanville Beautiful Community Clean-Up is scheduled for Saturday, February 19, 2022 at the Ladd property (627 W. Danieldale Rd.) • On Interviews/application reviews are ongoing for the open positions of Crew Leader – Irrigation, and Crew Leader – Parks. We are now short 2 full-time employees, or 13% of the Parks Division staff. • Parks staff were on-call during Winter Storm Landon to assist other departments with essential duties. Fieldhouse: • Bid for shot clock installation in the Green gym has been submitted. • Heaters for Suites #147,150,152,153,158 have been installed. • Working on scheduling the installation of the Fieldhouse PA system. • Fieldhouse Blue Gym RFP bid - working on a contract with Purchasing & the City Attorney. • Fieldhouse Phase II improvements status update - projects listed below are scheduled to begin in January 2022: ▪ Light wall and temporary lighting around the Plaza - Olsen Electric. ▪ We plan to use the Fieldhouse’s existing tables and chairs for the outdoor furniture. ▪ Plaza canopy and poles painting - Stephens Painting. ▪ Light wall painting - Stephens Painting, paid for by HardRock. ▪ Finish the overlay on the fence wall – HardRock. ▪ Add 1 additional gate security plate – HardRock. ▪ Add additional security cameras - IT & Security partner. Senior Center: • Staff continues to routinely sanitize the facility and equipment. • The Senior Center continues to offer curbside meal pickup, deliveries, and dine- in. For more information, contact the Senior Center at 972-707-3864. DAAA has a temporary increase in funding. As a result, the Senior Center will once again be offering breakfast Monday through Friday until further notice. • Due to Winter Storm Landon, meal deliveries were unavailable for Thursday, February 3, and Friday, February 4. Seniors were delivered meals for those two days on Wednesday, February 2. • The Senior Center was utilized to feed the City’s essential workers during Winter Storm Landon. City of Duncanville • P.O. Page 10 of 15 Recreation Center: • Staff continues to routinely sanitize the facility and equipment. • Recreation Center staff were on-call during Winter Storm Landon to convert the center into a warming station if conditions merited it. • Daddy Daughter Dance: Cinderella Gala – Saturday, Feb. 19, 2022 | 6:00P.M. Tickets are on sale now for the Duncanville Parks and Recreation annual Daddy Daughter Dance! Capture special daddy daughter memories with a lovely evening filled with dinner, music, dancing, tons of fun, and prizes. This year’s theme is Cinderella Gala. Dads and daughters will have the opportunity to take professional photos with our on-site photographer. Tickets are $50 per couple, $15 for each additional daughter. Formal dress is required. All ages are welcome. To purchase a ticket and for more information, contact the Parks and Recreation Department at 972-780-5070. DEVELOPMENT SERVICES The Development Services team coordinated with Duncanville businesses to provide food for the City’s essential personnel who were responding to Winter Storm Landon. Businesses providing food included Roma’s, D-Squared Catering, Golden Chick, and Mud Hook. Additionally, staff from Development Services, Financial Services, and Parks & Recreation prepared breakfast tacos for all essential employees Thursday morning using groceries purchased from Costco.
