Public Works
Building Inspections
   • A total of 1701 single-family rental properties are registered to date; one property
      was registered since the last update. Nine inspections were completed since the
      previous update; five passed while four failed. Lack of GFCI protection was the
      primary reason for the failures. Ten Residential Certificates of Occupancy were
      issued since the last update. A total of 623 Certificates of Occupancy have been
      issued since the inception of the Single-Family Rental Registration Program.
   • Since the start of active lien collection in 2019, $316,276.01 has been collected.
      $557.04 was collected since the last update.

Street Division
   • FY21 Mill & Overlay Project #2. Staff attended the Pre-construction meeting with
       Peachtree Construction on Tuesday, August 17. The map showing Mill & Overlay
       Project #2 streets is at the end of the PW update.
   • The Concrete Crew and the Asphalt Crew repaired utility cuts at 215 N. Merrill
       and 219 Wildwood.
   • Sidewalk Crew completed a new inlet at 503 Jellison and Roundtop.
   • City crews responded to a fuel spill @ 100 N. Cedar Ridge.
   • The Street Division was called out after hours to remove debris from the street
       due to an accident. The call-out crew also reset traffic control barricades on
       Danieldale Project due to high wind.

   •   The Asphalt Crew is scheduled to complete the invert slope modification on Sun
       Valley at Aspen this week.
   •   The City crews removed trees blocking the street @ 1328 Heather Run and 1630
       Stratford.

Utilities Division

   •   Water usage was 40.36 MG this reporting period, August 9, 2021 to August 15,
       2021, up from 35.93 MG the previous week. The daily peak water demand
       occurred on Wednesday, July 11, 2021, when 6.48 MG was used. There were
       0.23 inches of precipitation this reporting period.
   •   Eleven (11) hydrants flushed, two (2) valves exercised, and an estimated water
       loss of 498,652 gallons.
   •   There were three (3) water main breaks and one (1) new meter install.
   •   Crews responded to six (6) sewer calls reported this week, one (1) sewer service
       repaired, and 11,825 ft of EA Basin sewer line cleaned.
   •   The Solid Waste Dept received six (6) calls regarding scheduling, two (2)
       backflow questions, and also received eleven (11) trash, one (1) bulk, two (2)
       brush, and two (2) recycle; one (1) code enforcement complaints (referred to
       Neighborhood Services). Eight (8) recycle bins were distributed.

Planning Division
   • The following cases were presented at the August 17, 2021 City Council
      Meeting:
         o SUP request for Fuel Pumps at 1430 S. Main Street. – NOT APPROVED
         o City-initiated rezoning of 14 lots along Highland Drive from Local
            Office/Retail to SF-7 Single-Family Residence. This rezoning was a

              recommendation during the Zoning Ordinance Update that was approved
              in March 2021. - APPROVED
          o PD request to allow for Event Center with modified development
              standards at 515 W. Center Street. ** This item was tabled at the August
              03, 2021 City Council Meeting. – NOT APPROVED
   •   A candidate for Planning Tech position was selected.
   •   Planning received the following new submittals; Staff is currently working with the
       applicants towards consideration by P&Z in September:
          o PD request to allow for Car Wash, Fuel Pumps, and Mixed-Use
              Development with modified development standards at 2 N. Duncanville
              Road (parcel adjacent to the McDonald’s on N. Duncanville Rd).
          o SUP request for Truck Repair at 410 E. Red Bird Lane.
   •   Projects tracking for action Fall 2021:
          o Merrill Rezoning
          o Food Truck Ordinance
          o Promotional Events Permit
          o Short Term Rental Program

CIP Construction
   • Meadowcreek Drainage Improvements – No production this week. La Banda
      demobilized in order for KEC to return to the jobsite. KEC plans to return on
      August 23.
   • Green Tree Ln. Water & Wastewater Improvements – FM Utilities has been
      performing hydrostatic and bacteria tests on the water main.
   • E. Danieldale Rd. Reconstruction & Utility Improvements (Main St. to US-67) –
      Pavecon has continued to install the 8-inch water main under the future
      westbound lanes and the concrete removal. Approval for the sanitary sewer
      realignment is pending DWU’s approval. The new configuration will create
      impediments to traffic the northern half of Sunset Village Blvd as well as access
      for residents to their homes. Coordination with Police, Fire, Trash, the School
      District, and residents is underway before construction begins.

   •   The Highway 67 Green Ribbon Construction Project. Staff attended the
       Construction Kick-off Meeting with the Contractor on August 10, 2021. According
       to the initial project schedule, construction will commence in September 2021
       and be completed in March 2022.

Other Construction
   • ONCOR Transmission Line Work @ Santa Fe Trail. ONCOR will start replacing
      the transmission lines along Santa Fe Trail across the street from Little Bethel
      Cemetery. Some of the screening vegetation will be removed during this
      process. Staff anticipates little to no impact to traffic traveling along Santa Fe
      Trail in this vicinity. Work is expected to start on August 9, 2021.

   •   ONCOR Transmission Line Work @ W. Camp Wisdom Rd & N. Cedar Ridge.
       On July 29, 2021, Staff met with ONCOR to discuss the upcoming project to
       replace transmission lines along Camp Wisdom Rd. Starting from the substation
       on W. Camp Wisdom Rd. to N. Cedar Ridge Rd., the transmission lines will
       relocate from the north side of the road to the median in order to prevent
       significant vegetation removal in front of the homes. This project is expected to
       start in Spring 2022.

   •   TXDOT I-20 Construction Cockrell Hill Rd to Hampton Rd. TXDOT is planning to
       construct new service roads and ramps from Cockrell Hill Rd in Duncanville to
       Hampton Rd. in Dallas to include new bridges across US-67. Construction in
       Duncanville area is limited to a new off-ramp at westbound Cockrell Hill Rd. exit
       and a new “Texas U-turn” on the west (Dallas) side of Cockrell Hill Rd. Project is
       expected to go out for bid in December 2021 with construction starting mid-2022.

Police Department
PERSONNEL
  • Four officers are currently in field training.
   •   Two police cadets are currently in a basic police academy at the North Central
       Texas Council of Governments and are slated to graduate October 1st.
   •   Ralston Marshall has successfully completed the department’s hiring process for
       the position of police officer. He is set to start employment on August 23, 2021
       and will attend a basic police academy at the North Central Texas Council of
       Governments beginning August 30th.
   •   The Duncanville Police Department still has a current civil service list. Our
       Training and Personnel Division is still processing candidates from the current
       civil service list, which is active until October 13th, or until exhausted.

   •   Gregory Harvey, a previous water department employee began his new position
       as Animal Control Officer on Monday August 16th.

COMMUNITY CORNER
  • As the year continues for Duncanville Independent School District, the
    Duncanville Police Department will continue its enforcement efforts in the school
    zones. The Duncanville Police Department is asking all drivers to:
       1. Obey all traffic laws in and out of the school zones.
       2. Observe all traffic signage, posted along the roadway.
       3. Be aware of your surroundings.
       4. Take extra caution anytime there are children around.

   •   A citizen concerned with vehicle thefts and burglaries expressed her gratitude in
       an email this past Tuesday for Interim Chief LiVigni’s detailed and helpful
       response to her complaint:

Interim Police Chief LiVigni,

Grateful for your detailed report on motor vehicle thefts and burglaries that you prepared
very quickly, I am heeding your advice that we citizens need to be more communicative
with each other and with our Police Department.

I will share this report and the Police Department's mitigating strategies with all my
neighbors and local contacts.

I have now forwarded your response, along with the comprehensive report, to all City
Council members in individual emails.

Thank you for the Police Department's vigilance in keeping us and our property as safe
as possible.

We are currently taking applications for the Duncanville Police Department’s 60th Citizen
Police Academy! This session will begin August 24, 2021.

In 1991, the Duncanville Police Department was one of the first agencies within the
State of Texas to offer such a forum for citizens to learn about their police department;
how they operate and why they operate in a manner that may not be obvious to most,
and much more.

The Department will hold its 60th Citizen Police Academy beginning August 24th. This is
a 11-week commitment, each Tuesday night from 7 pm – 10 pm. Attendees will be
exposed to topics such as:

   •   Patrol Techniques
   •   SWAT Operations
   •   Criminal Investigations
   •   Traffic Enforcement/Investigation
   •   Distracted Driving

Applicants must either live or work in Duncanville, be at least 21 years of age, and must
fill out an application to attend. Applications are available at the Duncanville Police

          Parks:

               •     The Athletics and Parks Maintenance crews worked on the setup and prep
                     Harrington Soccer and Baseball fields for start of practice and games.
               •     The Horticulture crew replaced junipers at the Duncanville Fieldhouse.
               •     The next Keep Duncanville Beautiful clean-up event is Saturday, August 28,
                     2021 at 1164 N. Main St. from 8am – 11am. All clean-up supplies will be
                     provided.
               •     The mowing company continues to stay on schedule with no anticipated delays.

   •   GASO agreed to a 3-year $19,000 sponsorship plus five 2022 events for a total
       contractual value of $61,750.
            $1,000 sponsorship production fee - payment due in September 2021.
            $6,000 yearly sponsorship - payment due in March 2022, 2023, 2024.
   •   Subway renewed our catering & sponsorship agreement.

       Compressor #1 is locking up, waiting on quote.
   •   Fieldhouse LED sign repair - installation scheduled for August 2021.
   •   Fieldhouse basketball goals need repair/replacing - lift arms, spoke to Jelco,
       repair scheduled for early September.
   •   Phase II improvements update:
        Install fence & gates - project is complete.

Senior Center:

   •   Staff continues to routinely sanitize the facility and equipment.
   •   The Senior Center continues to offer curbside meal pickup and deliveries. For
       more information, contact the Senior Center at 972-780-5073.
   •   The Senior Center would like to thank Tom Thumb Duncanville for donating a
       pallet of sanitizer and disinfectant products. This is a partnership we established
       back in 2018. Once a year the retail establishment donates a pallet of either
       hygiene products or canned goods to our seniors who frequent the center.
   •   The Senior Center will be celebrating Senior Day this Friday, August 20 and will
       hand out goodie bags at curbside with disinfectant products along with a T-shirt
       and treats

Recreation Center:

    •   Staff continues to routinely sanitize the facility and equipment.
    •   i9 Sports continues to welcome new players each session. They have a yearly
        schedule that players can choose from. The players range from 5 years of age
        up to young teens. Players are taught teamwork, discipline, and develop motor
        skills that can be used through the youth development phase. An average of 200-
        300 people come through the doors every Saturday.

City Secretary
                                       The Office of the City Secretary is new to providing
                                       information in the City Manager’s report. Being new, I
                                       thought I’d start with an introduction. My name is Kristin
                                       Downs; I am a wife, a mother of two handsome boys, a
                                       student, and the Duncanville City Secretary! I am beyond
                                       blessed to have the opportunity to serve the City of
                                       Duncanville.
                                       I moved to Duncanville when I was around six months old,
                                       and I am a 2001 Duncanville High School class graduate.
                               Duncanville is very near and dear to my heart! I started my
                               career with the City as a temp and worked my way to
                               become your City Secretary. The previous City Secretary,
Mary Jones, hired me to temporarily function as the City's main
phone line and front counter support. As I observed Mrs. Jones, I
started to think, wow, I can do this; I want to do this! And I knew
very early that I wanted to retire here in my City, the City of
Champions.
I quickly enrolled in the University of North Texas’ Texas Municipal
Clerks Certification Program and graduated on July 31, 2020. In
March of 2021, I received the Texas Municipal Clerk’s Office
Achievement of Excellence Award. Both accomplishments are

huge and dear to me; I started my certification when I was eight months pregnant, and to
be recognized by my peers for all my hard work and dedication was rewarding!
City Secretaries are a crucial part of their local government and help keep the City
running. I get to work closely with the City Council, Boards and Commissions, and City
Management. My daily responsibilities include preparing City Council agendas, posting
notices, recording minutes, Elections, Records Management, Public Information (Open
Records), managing the City Council and City Secretary’s budgets, approving Livestock
Permits and TABC applications.
I genuinely enjoy being the City Secretary for our City and love working with City Council
and all my co-workers; we are a great team!

Fire Department
Duncanville Fire Department responded to a total of 167 calls this past week
(08/11/2021 – 08/18/2021), which included one building fire in Cedar Hill, one cooking
fire in Duncanville (small oven fire), 104 medical calls, and 21 motor vehicle accidents.

The Department currently has one vacancy. The Department has five candidates on the
Civil Service List to interview. The hiring committee has scheduled September 2, 2021,
to interview the five remaining candidates on the Civil Service Eligibility list. The
Department will have two vacancies after August 23, 2021. One of the Department’s
firefighter/paramedics has resigned to be employed by the Farmers Branch Fire
Department.

Economic Development
   •   Continued effort developing Marketing Plan.
   •   Continued effort developing retail recruitment plan.
   •   Interviewed finalists for the Executive Assistant position.
   •   Signed-up for the IEDC and TEDC economic development professional
       conferences.
   •   Prepared a presentation regarding Small Area Plans to be presented to City
       Council for September 7.
   •   Prepared HOT grant applications for presentation to the City Council for
       September 7.
   •   Identified property owners and their contact info within a potential redevelopment
       opportunity area.
   •   Participated in BSW regional master planning meeting – providing data for
       Regional Planning Effort
   •   Training for PFIA – Public Funds Investment Act.

City Administration
The Texas Division of Emergency Management (TDEM) has begun processing a
payment for Duncanville’s allocation under the Coronavirus Local Fiscal Recovery Fund
(CLFRF). You should expect to receive a payment within 14 business days.

Payments to Non-entitlement Units (NEUs) will be made in two tranches, with each
tranche representing half of an NEU’s allocation. No NEU may receive funds in excess
of 75 percent of its most recent budget as of January 27, 2020.

Human Resources

Recruitment has begun to fill two critical Department Director positions the Police Chief
and Finance Director. Both are anticipated to be filled by the beginning of the fiscals
year (October 1, 2021).

Library
Library will be closed Wednesday August 25th for install and training on our new public
PC, print management, and point of sale system. The blood drive scheduled for that day
is still happening in the lobby meeting rooms!
