Location: 32 Quinlan Street GOOMALLING Date: 1 February 2021 Time: 8.30am PUBLIC NOTICE 12 - REGIONAL LOCKDOWN The State Government has advised that Western Australia is moving to partial hard lockdown OF THE State. The lockdown refers to the Perth Metropolitan Area, The Peel Region and the Southwest Region. The Lockdown does not directly effect the Wheatbelt, Great Southern or any region north of Perth at this stage and generally, it will be business as usual. WHAT DOES THIS MEAN FOR OUR RESIDENTS…. To keep all Western Australians safe, the lockdown places the following restriction on us as residents of the Wheatbelt, travel to Perth or the lockdown regions can only be undertaken for the following reasons: Urgent medical care; To undertake work as an essential worker; Compassionate grounds such as looking after a vulnerable person or relative; Work because you can’t work remotely; To shop for essential supplies such as medicines or essential foods. If you do visit these regions you must wear a face mask as a condition of entry. The business closures and restrictions outlined on the following page, which were in the recent announcement by the Premier, do not apply outside of the lockdown regions. WHAT DOES LOCKDOWN MEAN FOR PEOPLE IN THOSE REGIONS AFFECTED…. Effective from 6pm Sunday until 6pm Friday, 5 February 2021, the Perth metropolitan area, Peel and South West regions will enter a lockdown.
Location: 32 Quinlan Street GOOMALLING Date: 1 February 2021 Time: 8.30am The following restrictions apply for the lockdown period: People should not leave Perth, Peel or the South West during this period People can enter Perth, Peel or the South West only to access or deliver essential health and emergency services and other essential requirements Non-residents currently in Perth, Peel and the South West are required to remain until the end of the restriction period however if you must leave for serious reasons you are to then return home immediately, stay home and get tested if symptoms develop Restaurants, cafes, pubs and bars to provide takeaway service only Elective surgery and procedures for categories 2 and 3 will be suspended from Tuesday, 2 February. Category 1 and urgent category 2 surgery will continue No visitors will be allowed in homes unless caring for a vulnerable person or in an emergency No visitors to hospitals or residential aged care and/or disability facilities No weddings permitted Funerals are limited to 10 people Travel remains prohibited within remote Aboriginal communities. Masks are to be worn at all times when outside of your place of residence, this includes at workplaces and on public transport. For more information about masks, see the Healthy WA website (this is an external website). Schools will be closed for this week. Term 1, 2021 was due to start from February 1 but that will be postponed by one week. The following facilities in the Perth, Peel and South West regions will need to close: Schools, universities, TAFEs and education facilities Pubs, bars and clubs Gyms and indoor sporting venues Playgrounds, skate parks and outdoor recreational facilities Cinemas, entertainment venues, and casinos Beauty therapy services, parlour or salon including hairdressers, barbershop, nail salon, tattoo parlour, spa or massage parlour Large religious gatherings and places of worship Libraries and cultural institutions
Location: 32 Quinlan Street GOOMALLING Date: 1 February 2021 Time: 8.30am People will be required to stay at home unless they need to: work because they can’t work from home or remotely; shop for essentials like groceries, medicine and necessary supplies; medical or health care needs including compassionate requirements and looking after the vulnerable; and exercise within their neighbourhood, but only with one other person and only for one hour per day. The lockdown has been introduced due to the detection of a positive COVID-19 case in a hotel quarantine worker. A list of locations the confirmed case visited is available on the Department of Health’s website (this is an external website). People who were at these places on these dates must go and get tested. Additionally, anyone who lives or works in the Falkirk Avenue Maylands shopping centre precinct should present for a test. WA COVID clinic operating hours will be extended as part of a testing surge. Testing locations are available on the Healthy WA website (this is an external website).
Location: 32 Quinlan Street GOOMALLING Date: 1 February 2021 Time: 8.30am AMENDED CONTACT TRACING FOR BUSINESSES….. Who needs to maintain a contact register? To keep all Western Australians safe, particular businesses and venues must maintain a contact register of patrons, staff, visitors and contractors for COVID-19 contact tracing, if required. Particular businesses are: food and licensed venues (restaurants, cafés, bars, pubs, taverns, nightclubs) gyms, indoor sporting centres and pools places of worship, and funeral parlours beauty and personal care services including hairdressers and barbers galleries and museums cinemas, theatres and other entertainment venues auction houses and real estate inspections community facilities, libraries and halls zoos and amusement parks function centres accommodation facilities that already have check-in arrangements in place (for example, hostels, hotels, large camp grounds). You must: keep contact details for 28 days store the information confidentially and securely. As a business, you will have the right to deny entry to anyone who refuses to provide their contact details. Keeping a contact register To help businesses and venues, the WA Government has developed the SafeWA app. This is a free system that uses QR codes to register attendance. It's quick, convenient, easy to use and contactless. It is not mandatory to use SafeWA, but it is encouraged. The SafeWA app can be downloaded from the Apple App Store or the Google Play Store. Alternative contact register formats are available, including recording details electronically or on paper. A template is available on the WA Government’s COVID-19 Toolkit page.
Location: 32 Quinlan Street GOOMALLING Date: 1 February 2021 Time: 8.30am The Businesses within the above listing must still maintain a written contact register for people who choose not to use the SafeWA app. Details required are location, date, name, telephone number and arrival time. Email addresses are optional. Further to the media announcement yesterday by the Premier, the information below is provided prior to release of amended Closure and Restriction (Limit the Spread) Directions and as such is subject to change. From Friday 12 February, the following additional premises will be required to keep a contact register for Department of Health COVID-19 contact tracing: • retail venues (including supermarkets, department stores, shopping centres, pharmacies, hardware and department stores) and retail components of other businesses where customers are physically present such as bank branches; • commercial buses or vessels that can carry 12 or more people where different groups of people interact (party buses, wine and food tour buses, hop on/hop off tour buses, sightseeing tours, party/function boats, sightseeing/tour boats, private charter buses/boats); • public and private hospitals (visitors only - persons visiting patients, or attending meetings/lectures, couriers, and contractors); • takeaway food and beverage services; • events with a COVID Event Plan (500+ patrons), and certain outdoor functions and gatherings under 500 people (e.g. weddings, corporate functions, fetes, festivals). In addition, any premises already using their own QR code for registration will be required to clearly display the WA Government's SafeWA QR code. Retail venues lessons learned from other states indicate that in the event of an outbreak, a high proportion of case locations are likely to involve retail venues. The change applies to businesses that involve the retail sale or hire of goods and services for personal, household or business use with customers who are physically present and includes visitors such as contractors, delivery drivers, repairs services etc.
Location: 32 Quinlan Street GOOMALLING Date: 1 February 2021 Time: 8.30am Takeaway food and beverage lessons learned from other states indicate that in the event of an outbreak, a high proportion of case locations are likely to involve hospitality venues including takeaway. The change applies to all businesses that involve the sale of takeaway food and beverages including stand-alone takeaway stores e.g. fish and chip shops, cafe and espresso bars, pizza bars, kebab shops, bubble tea, fast food, etc and indoor food courts and markets. Drive through take away food and beverage will not be included. Events lessons learned from other states indicate that in the event of an outbreak, relying on ticketing and credit card information provides incomplete contact records for events and delays the capture of contact tracing data. Currently in WA, if a function or gathering is under 500 and is not held at a venue required to keep a mandatory contact register, then there is limited ability to contact trace attendees at these events. The event guidelines are presently being reviewed to reflect contact register requirements for release. There is no intention in these requirements to limit access to open event, gatherings or functions by fencing the activity. There are numerous ways in which contact register information can be sourced to enable optimum contact tracing, for example by providing details of SafeWA QR code advice and register locations on social media, display of Safewa QR codes in numerous key locations, public announcements “have you registered?”. For events scheduled to occur on or after 12 February 2021, a suggested template is available. What next?, Frequently Asked Questions on the new requirements are being developed and will be published shortly on WA.gov.au FOR INDIVIDUALS…… From 5 December 2020, you have been required to register your contact details when visiting particular businesses or venues, such as those listed in the above Business section. The details you will be required to provide include your name, contact number, date and arrival time. Businesses have the right to deny entry if you refuse to provide valid contact information. You don’t have to use the SafeWA app but if you don’t, then you will need to provide your details on a paper version of the contact register.

If you download the SafeWA app, you will be able to sign in using your mobile phone at venues which also use the app. Simply download the free SafeWA app from the Apple App Store or the Google Play Store. Your contact information is only accessible to authorised WA Health personnel and will not be provided to any other Government entity or third party marketing agency. It is not available to the business premises that you are visiting either. Setting up your personal account on SafeWA 1. Download SafeWA App You can download SafeWA from: Apple's App Store Google Play. 2. Create an account Tap the individual icon. Enter your information. Create a password. Enter the security PIN sent via SMS to verify your account. 3. Check in Open the SafeWA app. Scan the venue or business's QR code to check in. You can also add other people who are with you and do not have the app. How does SafeWA work? The SafeWA app sends accurate customer information directly to WA Health, meaning data does not have to be stored by the business and is readily available for WA Health to access if it becomes necessary.
Location: 32 Quinlan Street GOOMALLING Date: 1 February 2021 Time: 8.30am If you are visiting a venue as a family, all individuals aged 16 years and over in your group will need to register their contact details either via the SafeWA app or manually on the contact register at the premises. Adults that accompany children under 16 are encouraged to register those children’s details as well however, any child in your group (under 16 years) is not required to register their details. SHIRE FACILITIES….. Council has a number of facilities that will require you to register when entering. The following facilities will have a QR code sheet available near the entry points and patrons will be required to either use the SafeWA app to scan these codes to register or use the provided contract tracing sheet and provide written details as stated above. The facilities affected are as follow: Goomalling Tennis Pavilion Goomalling Town Hall Goomalling Memorial Pool Goomalling Library/Community Resource Centre Goomalling Gymnasium Goomalling Shire Administration Office (from 12 February) If patrons are found not to be registering their details by either the SafeWA app or on the contact tracing sheets at unmanned facilities such as the Gym, we may consider shutting those facilities down to comply with the State Government’s requirements of us as a business. I urge users of these types of facility, particularly the Gym, to either download the app and use it or make sure that you register on the paper version. Staff attending these businesses must also register each day they work, when they change location to another facility or visit another facility and return to their normal place of work.
