Ministry of Education Federal University of Technology, Paraná Pro-Rectory of Research and Graduate Studies PR UNIVERSIDADE TECNOLÓGICA FEDERAL DO PARANÁ Resolution 040/2018 of the Research and Postgraduation Council (COPPG) Establishes a notice of public competition for the hiring of visiting professors in accordance with the Visiting Professor program of the Federal Technological University of Paraná (Universidade Tecnológica Federal do Paraná) PUBLIC COMPETITION NOTICE NO. 11/2018— PROPPG—Visiting Professor (VP) Rectified on October, 24, 2018 ITEM I – GOALS Section 1. The purpose of this public competition notice is to select 07 (seven) temporary staff in the following categories: Level 1 Senior Visiting Professor (PVS1); Level 2 Senior Visiting Professor (PVS2; Level 1 Senior Visiting Professor from a Foreign Institution (PVS-IE/PVS1); Level 2 Senior Visiting Professor from a Foreign Institution (PVS-IE/PVS2). Candidates must have a scientific production of international scope and recognized excellence, as determined by UTFPR’s Regulations of the Visiting Professor Program (Regulamento do Programa Professor Visitante, RPPV), approved by COPPG Resolution 039/2016 and under the terms of Law No. 8745 of December 9, 1993, and/or recognized performance in internationalization management. The program’s goal is to develop activities aiming at the consolidation, excellence and internationalization of the post-graduate programs of the Federal Technological University of Paraná (Universidade Tecnológica Federal do Paraná, UTFPR), in accordance with resolution 040/2018, from July 4, 2018, of the Research and Post-Graduation Council (Conselho de Pesquisa e Pós-Graduação, COPPG).
1.1. For the PVS2 category, the candidate’s minimum time since obtaining the doctoral degree must be 16 years; the candidate must meet the requirements for CNPq’s Level 1 scholarship in Research Productivity or Technological Development (Bolsista Produtividade em Pesquisa Nível 1 or Bolsista Desenvolvimento Tecnológico Nível 1) in the proposal’s research area, and/or have recognized work in internationalization management. 1.2. For the PVS1 category, the candidate’s minimum time since obtaining the doctoral degree must be 10 years, and the candidate must meet the requirements for CNPq’s Level 2 scholarship in Research Productivity or Technological Development (Bolsista Produtividade em Pesquisa Nível 2 or Bolsista Desenvolvimento Tecnológico Nível 2) in the proposal’s research area, and/or have recognized work in internationalization management. 1.3. ITEM II – ELIGIBILITY FOR VISITING PROFESSOR VACANCIES
Section 2. Candidates for the hereby announced visiting professor vacancies must be PhDs with a scientific production recognized for its excellence and international scope, according to the categories described in Section 1. Sole Subsection. The candidate may be a permanent professor of at most three Post-graduate Programs (this one included). Section 3. Ineligible for admittance as visiting professors, in accordance with RPPV-UTFPR, are the following: I – Retired UTFPR professors or public servants; II – Active servants of the direct or indirect administration of the Union, the States, the Federal District and the Municipalities; III – Employees or servants of public companies or companies of mixed economy of the three spheres of government, as well as their subsidiaries or controlled companies (article 6 of Law 8745, from December 9, 1993). ITEM III – HIRING PROPOSALS Section 4. All UTFPR post-graduate programs are eligible to submit hiring proposals to this public competition notice. 4.1. Proposals resulting from the association between two or more post- graduate programs will not receive extra punctuation. 4.2. Proposals that demonstrate a formal bond of the professor or researcher with a foreign institution will be prioritized for the PVS-IE/PVS2 and PVSIE/PVS1 vacancies, assuming the fulfillment of the criteria set forth in Section 1 of Section I, and also the following: (1) to have a higher or similar position as the best Brazilian university in rankings such as: Times Higher Education, QS World University Rankings, Academic Ranking of World Universities, and/or
(2) to maintain a current formal research and post-graduate partnership with UTFPR, considered by the latter to be strategic, listed in the DIRINTER web page of UTFPR’s internet portal. 4.3. Each proposal is limited to the nomination of one visiting professor. 4.4. Each proposal will be assigned a permanent professor of the UTFPR post-graduate program, which will be responsible for assessing it. 4.5. Each permanent professor of UTFPR’s post-graduate program may submit only one proposal. 4.6. The proposal and its assigned professor must be approved by the collegiate of the respective UTFPR post-graduate program. 4.7. More than one proposal from a single post-graduate program may be considered, provided there is a vacancy remaining after the Merit Analysis stage. 4.8. Post-graduate programs that have visiting professors with currently effective contracts will only be considered in case of a vacancy remaining after the Merit Analysis stage. Section 5. The following are the obligations of proponent post-graduate programs: I – To guarantee a workplace and infrastructure adequate to the activities to be carried out by the visiting professor; II – To provide the VP with access to the libraries, the CAPES portal of journals and the laboratories and/or research groups of the project concentration area in which the visiting professor will carry out activities; III – To help the visiting professor ease into the routine of the post-graduate program, enabling their participation in its activities, including teaching, research and internationalization actions; IV – To maintain the necessary conditions for the execution of the project. Section 6. The complete proposal of the post-graduate program, with all the VP hiring-related documentation, should be sent via the Electronic Information
System (Sistema Eletrônico de Informação, SEI) to the Pro-Rectory of Research and Post-Graduation (Pró-Reitoria de Pesquisa e Pós-Graduação, PROPPG) until 5:00 pm of the final date presented in the public notice’s schedule. Section 7. The proposal for hiring a visiting professor should be presented in the form of an administrative process in the SEI, with the following process type: “Pessoal: Processo Seletivo para Contratação de Docente Temporário, Substituto ou Visitantes” (Personnel: Process for Selecting and Hiring Temporary, Substitute or Visiting Professors), containing the following documents: I – Visiting professor application form signed by the coordinator of the post- graduate program and by the permanent professor responsible for the proposal and for the candidate; the candidate’s signature may be presented in electronic form (Annex A); II – Work plan, limited to 20 pages, containing time-sensitive goals and a schedule compatible with the term of contract. This plan should contain a detailed description of the candidate’s research activities, teaching and academic orientation, management and internationalization actions, as well as list the infrastructure necessary to meet all the requirements for the execution of the proposal. III – Statement by the permanent professor of the post-graduate program responsible for the proposal, stating that the necessary infrastructure to attend the visiting professor is available, indicating, where appropriate, the name of the laboratory. IV – Visiting professor’s updated curriculum vitae (CV), with the Lattes CV format being mandatory for Brazilians, and containing the following annexes: (a) Copies of undergraduate and stricto sensu post-graduate diplomas (mandatory). (b) Table 1 (Annex B) identifying items to be used in the calculation of the score (requests for points must follow the guidelines
provided by Annex C), and an indication of the page of the single file which contains proof for the respective request (mandatory), (c) Copy of the first page(s) of the scientific article(s) to be used in the calculation of the score (if present as a request for points in Table 1), (d) Cover page, first page and elements identifying the international book(s) with ISBN registry to be used in the calculation of the score (if present as a request for points in Table 1), (e) Cover page, first page, and elements identifying the international book chapter(s) with ISBN registry to be used in the calculation of the score (if present as a request for points in Table 1), (f) Copy of the elements that identify patent(s) requested by the candidate that have as co-inventor a strictu sensu post- graduation student, to be used in the calculation of the score (if present as a request for points in Table 1), (g) Copy of elements identifying granted patent(s), to be used in the calculation of the score (if present as a request for points in Table 1), (h) Copy of elements that identify the candidate as project coordinator financed by national or international companies or agencies, to be used in the calculation of the score (if present as a request for points in Table 1), (i) When applicable, proof that the candidate has a teacher or researcher position in a foreign institution that meets at least one of the following conditions (if present as a request for points in Table 1): Researcher’s institution of origin is ranked among the top thousand in the World University Rankings 2018, or the Times Higher Education ranking, and/or; Researcher’s institution of origin has a currently valid formal research and post-graduate partnership with UTFPR, considered strategic by the latter (strategic partnerships listed in PROPPG’s website, in the UTFPR portal).
V – Copy of the minutes of the meeting(s) of the collegiate(s) of the proponent post-doctoral program(s), duly signed, including the name of the permanent professor responsible for the proposal, the research line/area of concentration benefited, and the approval of the candidate’s nomination to VP. VI – Memorandum of request submission by the Director(s) of Research and Post-Graduation of the involved Campi. 7.1. In the calculation of the VP candidates’ scores, only the technical- scientific production (items "c" to "i") of the last five full years plus the current year (i.e., 2013 to 2018) will be considered; up to five scientific articles outside this period will be considered, as long as they are indicated by the candidate as the most relevant in their career. 7.2. Documents I to VI are mandatory. ITEM IV – ANALYSIS, CLASSIFICATION OF PROPOSALS AND SCHEDULE Section 8. The first stage of this selection and hiring process will consist of document analysis in accordance with the provisions of Section 7. 8.1. Document analysis will be carried out by PROPPG. 8.2. Proposals which are not presented in the form and order described in Section 7 and/or containing incomplete documentation will be automatically excluded from this competition. Section 9. The second stage will consist of an analysis the proposal’s merit, as well as the calculation of its classification. 9.1. Merit analysis will be carried out exclusively by the Central Commission for Evaluation of the VP Procurement Process, appointed by the Pro-Rector of Research and Post-Graduation. 9.2. The process of merit analysis is based on two components, designated “Titularity Assessment” and “Work Plan” assessment, each with a weight of 50% in the composition of the final grade.
9.3. The score attributed during Titularity Assessment will be calculated based on the analysis of the candidate’s CV according to the score requests in Table 1 and the respective supporting documents (Section 7); the highest score obtained among the candidates will be considered the maximum (reference) grade. 9.4. Candidates holding a CNPq scholarship in research (PQ) or technological development (DT), provided that with internationally recognized scientific production, will automatically receive a maximum score in relation to the requirements described in §3. 9.5 Candidates who do not hold a PQ or DT grant from CNPq at the level required by the category indicated in the application will have their CV analyzed by examiner(s) of the Central Commission for Evaluation of the VP Procurement Process, or ad hoc consultant(s) designated by it, considering the goals of this announcement. 9.6. Candidates who obtain a grade lower than 5 (corresponding to 50% of the reference value specified in §3 of this section) will be considered ineligible. 9.7. Only the candidates considered eligible after the Titularity Assessment will have their Work Plan assessed. 9.8. The evaluation of the Work Plan will be carried out by the examiner(s) of the Central Commission for Evaluation of the VP Procurement Process, or by ad hoc consultants designated by it. Applicants will receive an Approved (ten) or Not Approved (zero) grade, taking into account: (a) Quality, regularity and adequacy of the candidate’s scientific production in respect to the proposed work plan and research project; (b) Candidate’s experience in research lines related to the area they applied for; (c) Candidate experience in positions and management processes related to internationalization;
(d) Availability of the candidate to be part of the permanent faculty of the program, developing research and teaching, as well as research advisement and co-advisement activities; (e) Feasibility of the work plan, considering the available infrastructure of the proponent post-graduate program(s) and the term of contract; (f) Expected results of the work plan’s execution; (g) Relevance of the proposed work plan, considering its impact on the involved post-graduate program(s) (proposals for the association of distinct programs are valued) and, (h) Qualifications coherent with the proposed goals and activities. Section 10. The Central Commission for Evaluation of the VP Procurement Process should present a Final Report to the PROPPG, containing the relevant information on each of the proposals and the list of approved candidates. Sole Subsection. If necessary, the score attributed to the Titularity Assessment component (Section 9, §3) will be employed as a tie-breaker, regardless of whether the candidate holds a CNPq scholarship in either research or technological development. ITEM V – RESULTS AND APPEALS Section 11. Based on the Final Report prepared by the Central Commission for Evaluation of the VP Procurement Process, PROPPG will disclose the results in accordance with the deadlines set forth in Section 12. Section 12. Results can be appealed during both the first and second stages; appeals have to be submitted within five working days of disclosure of the results on the PROPPG website. 12.1. The appeal must be sent to the Directorate of Research and Post- Graduate Studies (DIRPPG) of the respective campus, within the deadline set forth in this announcement; it will be forwarded via SEI to the PROPPG, and subsequently assessed by the committee responsible for the respective stage, based on the original proposal.
12.2. Inclusion of documents will not be allowed after the deadline for post- graduation programs’ submission of the processes; appeals referring to either of the stages of the competition also cannot include new documents. 12.3. Appeals pertaining the first stage (Document Analysis) will be forwarded to the Ad hoc Comission of Appeals, as determined by Resolution no. 038/16-COPPG, from September 19, 2016. 12.4. Appeals pertaining the second stage (Merit Analysis) will be sent to the Commission for the Analysis of Appeals, according to the provisions of the Regulations of the Visiting Professor Program of the UTFPR, Section 22, subsections 22.1 and 22.2. Section 13. The final result of this public competition notice, after the judgment of appeals, will be published in the Official Gazette of the Union upon request by the president of the COPPG-UTFPR to the Rector. Sole Subsection. After publication of the final result in the Official Gazette of the Union, DIRGEP-UTFPR will send the list of selected applications to the COGERH of the Campus where the Visiting Professor will be employed. The contact between the Selected Candidate and the UTFPR will be made through the COGERH of the Campus of VP employment. Section 14. Results of the assessment of merit Not after February 28, 2019 analysis-related appeals and publication of the competition’s FINAL RESULT ITEM VI – HIRING DEADLINES AND REGIME OF EMPLOYMENT Section 15. The contracts referred to in this public competition notice will be carried out for a fixed period of time, under an exclusively dedicated work regime, linked to the General Social Security System, and the benefits provided in article 11 of Law 8745/93. 15.1. The hiring for the positions that are the object of this public notice shall be subject to budgetary availability, determined by the MEC (Ministry of Education). 15.2. In the case of additional vacancies’ availability for visiting professors in the UTFPR equivalent teachers’ bank, candidates classified in the contest, but theretofore not hired, may be called by order of classification. Section 16. For the hiring of Senior Visiting Professors, the reference salary of already hired Higher Magisterium professors will be used as a basis (PVS2, PVS- IE/PVS2 and PVS-IE/PVS1 are equivalent to Class E, Level 1; PVS1 is equivalent to Class D, Level 1). Sole Subsection. In case the candidate’s experience and qualifications are compatible with those demanded by any program of a national development agency which pays a higher salary, the reference salary value of said agency can be adopted. Section 17. The hired party cannot be replaced by another. Section 18. Only proposals presenting hiring dates before June 29, 2019 will be considered. Section 19. Visiting Brazilian professors will be hired for at least 03 (three) months and at most 12 (twelve) months. Sole Subsection. The contract may be renewed at the request of the coordinator of the post-graduate program, provided that the total period
does not exceed twenty-four (24) months and that the renewal is anticipated in the work plan of the proposal. Section 20. The hiring of foreign visiting professors will be carried out for at least 03 (three) months and at most 24 (twenty-four) months. Sole Subsection. The contract may be renewed at the request of the coordinator of the post-graduate program, provided that the total period does not exceed twenty-four (48) months and that the renewal is anticipated in the work plan of the proposal. ITEM VII – GENERAL PROVISIONS Section 21. Scientific articles and other products or documents associated with research developed during the term of the contract must, necessarily and at all times, expose the association of the visiting professor/researcher’s to UTFPR; in addition, these products have to be attached to the mandatory report to be presented by the hired visiting professor to the post-graduate program to which the professor is associated. Section 22. Filling of the vacancies for Visiting Professor referred to in Section 1 is not mandatory. Section 23. The Federal Justice Forum of Curitiba, Paraná Judiciary Section, is elected to resolve any doubts or questions arising from this public notice. Section 24. The candidate, when signing up, declares to be aware and to agree with the terms of this notice. Section 25. This public notice is valid for one year, counted from the date of publication of the final result of the contest, and may be extended for another year, at the request of PROPPG. Section 26. This announcement comes into effect on the date of its publication in the Official Gazette of the Union and in the PROPPG portal.
