PROJET LIFE4FISH: CONTENU ET GRANDES ETAPES - EDF LUMINUS : PIERRE THEUNISSEN COORDINATING BENEFICIARY
EXECUTIVE SUMMARY
Due to new imposition on ecological continuity, EDF Luminus, as a
responsible player of Meuse river, has decided to invest high resources
in order to enforce sustainable solutions.

New obligation of results for ecological continuity :
• Imposition on mortality rate for eels and salmons.
• Potential Impact on hydro business: severe production reduction,
putting at stake the full hydro business, due to forced outages for
   downstream migration.

To be compliant we need to:
• Collect ecological information.
• Execute studies, design and implement sustainable solutions to
improve ecological continuity on our 6 sites along river Meuse
(predictive model - repulsive barriers and safe downstream outlets).
• Install at Monsin a new type of “Eco-sustainable” turbine.

The global Life 4 Fish project is a strong enabler to be compliant with
our permits and to secure the profitability of green hydro business.

THE HYDROELECTRICAL PRODUCTION CAN BE
                    PREDICTED AND IS RELIABLE
New obligation of results for ecological continuity :

• The production forecasts, on a short and mid-term basis,
are nowadays reliable. This situation allows a supply for
    more than 4000h/year.

• Independence and security of supply

• Less import of fossil fuel, and less exposure to
    fluctuating prices

• Green energy
No CO2, no fine particles, no acid NO, NO2 ou SO2

• Hydraulic power plant help cleaning the Meuse river

• ±800 tons/year of waste are collected by the 7 plants
    (140 €/T full cost 112.000 €/year)

LIFE4FISH : ACTIONS
Detailed steps :
• Action A, Preparatory actions, development of management
plan
                  Adaptation of the downstream
                      predictive model to the Meuse.
 Modeling of pilots sites (Grands
                      Malades, Ivoz Ramet)
                  Nomenclature and development of
                      fishing protocole
• Action C, Conservative actions
 Installation and test of behavioral
                      barriers, and downstream outlets.
                  Commissioning of the downstream
                      predictive model.
• Action D, Monitoring of the impacts and the actions of the
project
• Action E, Public awareness and dissemination of the results
• Action F, Project management
ACTIONS C1&C2: INSTALLATION OF BEHAVIORAL BARRIERS
AND DOWNSTREAM FISH PASS AT PILOT SITES
This action consists of supplying, installing, implementing, operating and maintaining bypass systems at pilot sites. The
locations for pilot sites are Grands-Malades and Ivoz-Ramet. The sites have been selected accounting for the structure's
impact on fish fauna and on the ability to reproduce the site conditions.

The behavioral barriers will be placed at the entrance to the water supply channels of the power plants to divert the fish
toward properly calibrated passes. The pass will be carefully sized to create an attraction flow that is sufficient to draw
the species to the pass without causing excessive losses of hydro-electric power.

GLOBAL AND INNOVATIVE APPROACH (1/2)
The field approach has been set on Meuse basin. Our 6 sites are part of a global study
       • We will be able to tackle future permit issues with key facts and figures
       • It is in line with global water management agreement signed in Nov. 2017 with SPW DG02
       • Integrate as much stakeholders as possible
                              • “Comité international de la Meuse”
                              • INBO Instituut voor Natuur en Bosonderzoek

                                                              tested in Monsin
 Bidirectional synergies: exchange REX and
data’s with EDF Group specialists (EDF
R&D, CIH and DPIH). Our new and
           innovative design approach has been
           recognized and adopted by DPIH.
 Gain subsidies from Europe Commission
through the Life program. Long run ended

promising and can also be seen as a
           premier. Investment decision of 27M€
           should soon be taken.
 New technics use to measure the
constraints of our hydro turbine, with
sensor-fishes (ULG). This is a premier. EDF
R&D is also willing to use this device.
