The 2010s saw many new ideas and changes come to day to day business. Big tech took the world by storm, movements to raise minimum wage gained steam and employment was offered through an app. Mobile phones, apps, and remote working have empowered some to be able to work from home. The City of Portsmouth has added some of the qualities presented in the process of conversion into a “smart city.” These traits include commerce, transportation, human services, education, and housing. In the 2000s Portsmouth High school was constructed as well as their athletic complex. The new infrastructure brought jobs and a new learning environment to the county. A lot of progress was made, and the county continues to enjoy a healthy financial portfolio. 2019 was another good year for Scioto County Government. We will close out the year in a healthy fiscal position, with a strong carryover and reserves. While the burdens created by the ongoing opioid epidemic and the loss of MCO funds continue to weight heavily on the county’s generally fund, progress however has been made in several areas. Growth and economic development are constant issue being addressed. Accomplishments include planned infrastructure projects in Haverhill, ongoing developments and revitalization projects at the Greater Portsmouth Regional Airport and SOAR Business Park in Minford, infrastructure investments in Minford and Lucasville, investing in county roads in cooperation with County Engineer Darren LeBrun, and assisting current companies with their development needs. New companies are being solicited regularly. Unemployment is down (as low as 4.8% in 2019) and median incomes is up in th county. The Commissioner office, including the Scioto County Economic Developments Office, has been fully engaged. We have a lot of work to do yet and we are working hard to achieve the environment and incentives needed to attract new companies to our area. The Scioto County Land Reutilization Corporation (Land Bank) acquired and demolished 110 houses, reducing blight and improving land values. Several courthouse renovations. Our office has worked with area fire departments to secure a MARCS grant which will greatly enhance service in the county. Continued funding through CDBG and CHIP grants make our families and communities stronger. We have continued to enhance security at the courthouse, and we restarted the county’s work release program, with help from our judges, to use jail inmates and those on probation to clean up our roads. We have invested in special projects to bring renewed life and prosperity to our city and community. OH-70179909
