Fire Station #1 Renovation (1013‐2019) September 30, 2020 Project Manager: Joshua Sonnenberg Funding Source: 205.340.970.000 Phase: Construction Estimated Project Budget: $1,912,504 Project Cost to Date: $1,833,529.47 Estimated Completion Date: 6/8/20 Significantly Completed: 6/15/20 Change Orders: 16 totaling $120,522.70 Project Details Critical objective of this project is to keep fire station functioning throughout the duration of construction. Renovation will be conducted in two phases, concurrently: 1.) one story addition consisting of two bays and storage area; site work will be completed during this phase and 2.) second floor living space addition. JSN Architecture will be available for consultation and inspections and also to assist in matching materials used during the original construction 30 years ago. Fixed cost contract will be executed with all change orders approved by township project manager. Project Status Project is significantly completed. Before closing out the project, the Facilities and Operations Team is waiting until the new construction areas are subjected to several weeks of cold weather and the building has settled. During this time the building will be monitored and any warranty concerns will be addressed. As planned the remaining funds will be used to repair and repave the failing access road. That work is scheduled to start mid‐October
25 ½ Mile and Gratiot PRV Station Upgrade (1010‐2019) October 1, 2020 Project Manager: Donald Coddington Funding Source: Enterprise Fund & General Fund Phase: Construction Estimated Project Budget: $856,670.76 Project Cost to Date: $50,052.17 Estimated Substantial Completion Date: December 31, 2020 Estimated Completion Date: March 31, 2021 Project Details Bring the meter bit above ground similar to what was done with the meter pit at 24 Mile and Fairchild Rd. Plans will mirror what was accomplished with the 24 Mile and Fairchild Rd. site, but adjust the size of the building to fit it on the property. Project Status Project bid opening was on May 12, 2020. The construction portion of the project was awarded to Z Contracting at a cost of $633,602.20. Total project cost updated to $856,670.76. Preconstruction meeting was held on August 31, 2020. Project is set to begin on September 8, 2020. GLWA came out on September 1, 2020 to shut down the meter pit. The site is prepared for construction to begin on September 8. Meter pit has been removed from the ground, and water main being extended into the building pad. Project is currently on schedule. Change Orders None.
23 Mile Rd. Water Main Project – Phase 1 (1012‐2019) October 1, 2020 Project Manager: Donald Coddington Funding Source: Enterprise Fund Phase: Design Estimated Project Budget: $2,074,500.00 Project Cost to Date: $86,400.00 Estimated Substantial Completion Date: December 31, 2020 Estimated Completion Date: March 31, 2021 Project Details Connect all existing water main on the south side of 23 Mile Rd. between Donner Rd. and Altman Rd. by filling in gaps with new 12‐inch water main. The gaps total roughly 6,170 feet of new water main to be installed. Project Status 10 easements have been recorded with the county. Three more easements being sent to the county during the week of October 4, 2020. Public Works has made multiple attempts to reach out to the remaining six easements, and will be seeking help to collect the remaining easements, per the direction of the township attorney. Howitzer Cannon Project (1016‐2019) September 30, 2020 Project Manager: Josh Sonnenberg Funding Source: GL# 101‐265‐975.000 Phase: Construction/Execution Estimated Project Budget: $8,510.00 Project Cost to Date: $6,823.86 Estimated Completion Date: Fall 2020 Change Orders: N/A Project Details TACOM approved relocating the conditionally loaned Howitzer cannon from Vet's Memorial Park to the Municipal Office, behind the newly‐constructed Memorial Wall. One of the conditional loan stipulations was to construct a concrete pad to safely place the Howitzer. The Facilities Department constructed the concrete pad in‐house and purchased the concrete and construction materials needed to execute this project. Project Status The Howitzer Cannon was move from Community Center Park to the Memorial Wall on June 17, 2020. The cement pad was prepped, polished and sealed prior to delivery. Decorative stone was purchased and will be cut and installed by the Facilities and Operations Team as soon as possible.
BRANDENBURG SHORELINE (1017‐2019) September 30, 2020 Project Manager: Josh Sonnenberg Funding Source: NOAA & Chesterfield Twp Phase: Bidding / Award Estimated Project Budget: $884,870 Project Cost to Date: $69,005.75 Estimated Completion Date: Spring 2021 Change Orders: N/A Project Details The shoreline restoration is slated to include 740 linear feet of shoreline softening as well as 1.5 acres of near shore habitat creation and is primarily funded by a grant from the National Oceanic and Atmospheric Administration (NOAA). The project will include sections of rocky breakwater intended to promote an increase in juvenile fish and healthy assemblages of game fish while providing forage for waterfowl, along with shoreline bioengineering which adds habitat complexity and will provide improved habitat for herpetofauna and macroinvertebrates. Ongoing communication and collaborative work will be between OHM Advisors, Chesterfield Township, Great Lakes Commission, NOAA, and other regulatory agencies will be essential for a successful project. Due to the spawning timeline for the fish habitat, in water work cannot be done between April 1st and Sept 30th. Goal is to have additional funding secured and project awarded in August 2020. Winning contractor will have project prepped and ready to start the site work by November 1, 2020. Project Status Chesterfield Twp. Board approved agreement with Great Lakes Commission and to award the contract to Anglin on August 11th. OHM/Chesterfield met with Anglin to discuss the final agreement several times. We worked with the USACE to get clarification on the draft permit to avoid design revisions After a lot of work by OHM they received draft permit for in‐water work. USACE requested no design revisions. Anglin is expecting a late October construction start timeframe. They will start on shoreline then move to in‐water work. All parties continue to work hard to keep the project moving during ongoing COVID challenges
The Township facilitated a ground‐breaking ceremony on September 15th. OHM team provided virtual reality googles during the ground breaking to show renderings of the final project All parties executed the final contracts Park closing date for the project has been set October 28th – May 31st Park Closed signs posted on the fence and entry booth.
WEBBER PADDLE PARK (WPI 2018‐001) September 30, 2020 Project Manager: Joshua Sonnenberg Funding Source: MDNR Trust / Chesterfield Township Phase: Construction Estimated Project Budget: $379,000 Project Cost to Date: $348,092.81 Estimated Completion Date: Substantial date July 1, 2020 Project Details Construction of a floating kayak launch with access gangway, picnic tables with bike trail, parking lot, and other miscellaneous site amenities. Project Status The Ribbon Cutting Event on Thursday September 24, 2020 was well attended. Finishing touches are in process, information kiosk and front gate expected to be in place this fall. In spring 2021 an entrance sign will be in place and future concepts include adding soft launch areas along the shoreline, and the possibility of a pavilion complete with restrooms.
ADA Township Upgrades (1020‐2020) September 30, 2020 Project Manager: Joshua Sonnenberg Women’s Restroom Men’s Restroom Funding Source: CDBG $78,386 and $114,762.78 Township Funds Phase: Construction Estimated Project Budget: $193,148.78 Project Cost to Date: $45,239.05 Estimated Completion Date: November 30, 2020 Project Details Partners in Architecture performed an ADA study on the Township Offices in 2019. At the January 22, 2019 Board of Trustees Meeting, the Township allocated $78,386 of CDBG funding towards architectural barrier removal. The CDBG Committee recommended bringing the restrooms (closest to the Senior Center) up to ADA compliant and also bring the lobby front counter up to ADA compliant. The Board approved this recommendation at the March 17, 2020 Board Meeting. Project Status Design details were finalized by Partners in Architecture by June 1, 2020. Township reviewed changes, sent to Macomb County for review, and placed project out for bid. Pre Construction meeting was held on June 16th, bid opening was held June 30th @ 10am. D & S Contractors was the lowest bidder and the recommended contractor for the project. D&S Contractors bid was approved by Township Board on July 14, 2020. September Update General Comments: o Work in restrooms is progressing at sufficient pace to meet contract completion before end of 2020. Work for the service counter is not scheduled to start until after the November elections, but the GC is prepping to assure everything is on site to compress the onsite work schedule. o The project site was clean as were adjacent corridors. Restrooms: o Rough electrical is complete. Contractor should be scheduling above ceiling inspections this week. o Installation of tile backer board / gyp board and finishing of joints is complete. o Prime and painting is complete. Wall tile wainscot will cover lower unpainted portion of walls. Contractor to finish/touch up paint after installing tile, plumbing, toilet partitions, etc.
o Floor prep is complete, and tile work is to begin soon. o Installation of linear lighting fixtures above sinks and at wet walls is complete. o Adjusting and leveling of ceiling grid is complete. Service Counter: o Demolition / New Work on Service Counter is scheduled to begin in November. o PARTNERS and D&S Contractors met with Mica‐Tec on 9/21 to resolve questions related to shop drawing requirements for service counter and restroom millwork. Anticipated delivery of shop drawings for PIA to review is by end of week (9/25). Change Orders None.
2020 Sanitary Sewer Rehabilitation Project (1021‐2020) October 1, 2020 Project Manager: Donald Coddington Funding Source: Enterprise Fund Phase: Design & Bid Estimated Project Budget: $486,530.00 Project Cost to Date: $163,540.91 Estimated Completion Date: October 23, 2020 Project Details The sewer rehabilitation project is based on the data collected from the 2017 SAW Grant. The SAW Grant found 19 areas of concern and have been determined necessary to repair through this project. Project Status Cured in Place (CIPP) portion of the project: Put out for bid on May 26, 2020 Bid opening on June 4, 2020 Construction awarded to Inland Water Pollution Control, Inc. at a cost of $190,100.00 at the June 23 board meeting CIPP Total Project Cost updated to $240,970.70 and the June 23 board meeting Inland Waters started working on repairs on August 24. Inland Waters has two more lining sections to complete. Project is on time for completion. Open Cut portion of the project: Put out for bid on June 24, 2020 Bid opening on July 21, 2020 Construction to be awarded at the August 11 board meeting Anticipated Open Cut Total Project Cost update at the August 11 board meeting Teltow started working on repairs on August 24. Teltow has completed the necessary sewer repairs; cleanup of each site still needs to be completed.

2020 Sanitary Sewer CCTV & Cleaning Program (1026‐2020) October 1, 2020 Project Manager: Donald Coddington Funding Source: 591‐541‐801.000 Phase: Construction Estimated Project Budget: $394,533.00 Project Cost to Date: $0.00 Estimated Completion Date: December 31, 2020 Project Details Public Works maintains the sanitary sewer infrastructure by implementing a closed caption television (CCTV) and cleaning project for a section of the sanitary sewer. The general focus is to televise the entire sanitary sewer infrastructure over a 10‐year period to ensure that we can maintain and repair all potential major defects that are found and to reduce or eliminate inflow and infiltration into our system. Ensuring that our sanitary sewer system is secure and devoid of infiltration helps prevent the unnecessary treatment of clean water by GLWA. Project Status The project went out to bid, with the bid opening taking place on September 29, 2020. The award of the project will be brought in front of the board in October 2020. Change Orders None.
23 Mile Rd. Emergency Water Main Repair at Fish Creek (1022‐2020) October 1, 2020 Project Manager: Donald Coddington Funding Source: Enterprise Fund Phase: Construction Estimated Project Budget: $360,750.00 Project Cost to Date: $20,402.75 Estimated Completion Date: October 30, 2020 Project Details This project stems from a water main break that occurred on March 7, 2020. The water main break was in the middle of the Fish Creek, and instead of attempting to redirect the flow of Fish Creek to repair water main that was at least five feet below the bottom of the drain (over 20 feet deep), it was decided to cut and cap the 20‐ inch main on each side of the Fish Creek and reconnect the main at a later date this year. This water main is one of the main "arteries" in our township that needs to be reconnected to provide continuity and redundancy in our system. Project Status Project was put out to bid by invitation with the bid opening scheduled for September 1, 2020. Award of construction occurred at the September 22 board meeting, and was awarded to Pamar Enterprises. Preconstruction meeting was held on October 1, 2020. Anticipated project start will be during the week of October 4, 2020. The goal is the have the project substantially complete by October 30, with final completion by November 15, 2020. SENIOR PARK (1023‐2020) September 30, 2020 Project Manager: Josh Sonnenberg Funding Source: CBDG $149,734.75 & Township $63,272.50 Phase: Design/Planning Estimated Project Budget: $213,007.25 Project Cost to Date: n/a Estimated Completion Date: August 2021 Change Orders: n/a Project Details Our Seniors have a beautiful indoor space for all‐season recreational programming, but their outdoor space is limited. The addition of a Senior Park will permit individuals, who are 55 and older to experience the outdoors in an area they can call their “own.” This park will provide outdoor activities for both the active and passive populations of aging adults. It will include an equipment‐based exercise area, raised garden bed, open green space, ADA accessible concrete pathways, a patio pavilion, and shaded areas for programming; all of which will be contained within a fenced perimeter, complete with a locked gate, lush landscape, and park sign with designated use. This project will be finished in two phases. Phase One 2020: • Phase one will include site survey, fence, cement and flat work, patio pavilion foundation, garden bed foundation, courts/programming area foundation, entrance sign, turf, green space and exercise equipment. Upon completion of this phase, senior citizens will have an outdoor recreation area immediately available for use. Phase Two 2021: • Phase two includes a covered patio/pavilion for permanent shade to the patio, a doorway leading into the Senior Center, and the raised garden/flower bed * Engineering for both phases will occur during phase one.

Jefferson Avenue Pathway (1024‐2020) September 28, 2020 Project Manager: Mitch O’Connor Funding Source: GL# 101‐446‐970.000. Phase: Bidding & Award Estimated Project Budget: $241,531.00 Project Cost to Date: $15,924.50 Estimated Completion Date: Spring 2021 Project Details This project is a pathway which will connect Sutton Drive to the existing path along the north side of the newly constructed Salt River bridge. The recently restored right‐of‐way in this area does not provide a safe route for non‐ motorized travelers and necessitates the construction of a pathway. This pathway includes a modular block retaining wall with guardrails. This retaining wall component is necessary due to the grade changes immediately adjacent to the bridge. Project Status Project is currently advertised. The bid opening is October 8, 2020. This project is scheduled for Spring 2021 construction. Change Orders None.
Civic Center Bridge Construction (1027‐2020) September 28, 2020 Project Manager: Mitch O’Connor Funding Source: GL# 101‐265‐975.000. Phase: Design Estimated Project Budget: $529,759.00 Project Cost to Date: $3,000.00 Estimated Completion Date: May 2021 Project Details This project will replace the existing timber superstructure with a comparable timber structure. We will build the proposed timber superstructure adjacent to the bridge to use as a temporary crossing while the existing superstructure is removed. Once removed, the “temporary structure” will be relocated to the existing substructure and secured for permanent use. Project Status Project is currently in the design phase. Change Orders None.
Civic Center Pavement Rehabilitation (1028‐2020) September 28, 2020 Project Manager: Mitch O’Connor Funding Source: GL# 101‐265‐975.000 Phase: Design Estimated Project Budget: $409,458.00 Project Cost to Date: $7,500.00 Estimated Completion Date: May 2021 Project Details This project is for the existing surfaces be milled 2” with isolated full depth repairs where the pavement is showing signs of base failure as well as a crush and shape for the main driveway with 4” HMA cap from Sugarbush to the parking area. Using this approach and with proper maintenance the pavement should last another 10 years. Project Status Project is currently in the design phase. Change Orders None.

Edgewater Paving SAD (1025‐2020) September 28, 2020 Project Manager: Mitch O’Connor Funding Source: Edgewater Drive SAD Phase: Bidding & Award Estimated Project Budget: $395,891.00 Project Cost to Date: $21,008.24 Estimated Completion Date: Spring 2021 Project Details Edgewater Drive is a paving Special Assessment Project which had Public Hearing No. 1 at the April 28 Township Board meeting. The project petition has approximately 65% of the neighborhood in favor of the project. Edgewater is a private road and therefore will be bid and awarded by the Township. The proposed improvement is a mill and HMA cap of the existing roadway. The work does not include drainage or driveway repair. Project Status Project is advertised. The bid opening is scheduled for October 15, 2020. The project is scheduled for Spring 2021 construction. Change Orders None.
Roselawn Paving SAD September 28, 2020 Project Manager: Mitch O’Connor Funding Source: Roselawn Paving SAD Phase: Construction/Execution Estimated Project Budget: $254,980.00 Project Cost to Date: $254,980.00 Estimated Completion Date: Fall 2020 Project Details Roselawn Drive is a paving Special Assessment Project. This paving project is included with the MCDR 2020 Subdivision Reconstruction Program and therefore was bid and awarded as part of a larger county wide paving program. The project includes complete county right‐of‐way drainage improvements, crushing and shaping the existing pavement, and placing a 4” HMA cap. Project Status Construction on this project is 90% complete. Change Orders Pending.
