1. SITE INSPECTION 1.1 All prospective contractors shall be required to undertake a compulsory site inspection to fully acquaint themselves with all aspects involved. 1.2 Arrangements to visit the site and confirmation of the date and time of the site inspection shall be made with Transnet Engineering Contract Manager. 1.3 The site inspection certificate shall be completed and countersigned by the Contract Manager on the day of the visit and must be submitted with the tender documents. 2. INFORMATION REQUIRED 2.1 Offers will not be considered unless full particulars and sufficient literature are provided at the tendering stage to enable Transnet Engineering Technical Officers the opportunity to assess each technical offer properly. 2.2 Prospective Contractors will complete the relevant questionnaire in full and must indicate whether their offer complies with each item of the specification 2.3 Should there be insufficient space for furnishing full details; contractors shall provide the additional details in their covering letter. The additional details shall be numbered in accordance with the applicable clause specified in the specification. 2.4 As prospective contractors are considered to be experts in their field, they are obliged to identify any shortcomings, such as omissions or sub-standard requirements, to the completeness of this specification. These must be brought to the attention of Transnet Engineering at tender stage with alternatives to address these shortcomings. However, each offer shall be quoted for separately. 3. TECHNICAL REQUIREMENTS The end product shall be completed to the following SANS standards: • The seller, importer or manufacturer of an energizer must be able to produce a test certificate issued by a recognized test laboratory certifying that the energizer complies to SANS 10335-76 • The electric fence installation must comply with SANS 10222-3:2016 • In addition, a valid certificate of compliance is to be issued upon completion of the stipulated scope of work 4. SPECIFIC REQUIREMENTS Any person or entity with the intention of submitting a tender with regards to the aforementioned project shall ensure compliance and acceptance of the information below: 4.1 Works 4.1.1 Smart Fence Solution 4.1.1.1 High security (anti-cut) steel palisade fences with a full-length and wall top electrified solution (preferably not typical electric wire strand). 4.1.1.2 A detection solution is to be provided so that adequate intervention can take place as soon as an attempted breach has been detected and confirmed. 4.1.1.3 The solution is to offer a barrier fence; cost-effective but also strong enough to slow down the intruder, with anti-dig in and fence detection to raise and alarm and provide early warning. 4.1.1.4 The fence must not be affected by insects, reptiles, or animals. It should have no maintenance parts and a mean life span of 5 years minimum. 4.1.1.5 If an attempt to breach is detected, an accuracy rating of 2.5m or less from the point of attempted breach per zone is required 4.1.1.6 CCTV integration is required to qualify the threat at the point of attempted breach of the perimeter. 4.1.1.7 A live audible and visual siren must activate every time an attempt is made to cut, break or climb the perimeter fence. 4.1.2 Fence Specifications (Pales) 4.1.2.1 The minimum height of the pales above ground shall be 2400mm. 4.1.2.2 The panels shall be constructed of pales specified in sections 5.1 and 5.2 of this specification and shall be hot dip galvanised to SANS121 or any material that will have a lifespan of at least 25 years (to be quoted as an option) at the coast after fabrication. 4.1.2.3 All pales shall be completely welded, on both sides to the horizontal rail. All welding flux shall be removed prior to galvanising. Cold galvanising shall be used to touch up if remedial welding is done on site. 4.1.2.4 The maximum gap distance between the pales shall not exceed 120mm. 4.1.2.5 The maximum length of the panel shall not exceed 2500mm. 4.1.2.6 The maximum distance from the top rail to the top of the pale shall not exceed 600mm and from the bottom of the pale shall not exceed 400mm. 4.1.3 Gates 4.1.3.1 All the entrance gateposts for the yard shall be constructed of 100 x 55 x 5 (mm) section 4.1.3.2 The frame of the yard gate shall be 80 x 60 x 5mm 4.1.3.3 The in-fill for the yard gate frame shall be 40 x 40 x 5mm angle iron sections spaced 110mm apart. 4.1.3.4 Anti-tamper facilities shall be provided for each gate’s locking mechanism. 4.1.3.5 The gate shall be a sliding type with a 5000mm opening. The height of the gate shall match that of the adjacent fence. 4.1.3.6 The swing gate type shall be provided for the entrance and exit of the trains (measurements to be confirmed on site). 4.1.3.7 All gates and gateposts shall be hot dip galvanised to SANS121 or any material that will have a lifespan of at least 25 years (to be quoted as an option) at the coast. 4.1.3.8 The sliding gates shall be fitted with anti-lifting devices to prevent lifting off the rail 4.1.4 Pedestrian Gates 4.1.4.1 The auxiliary gates shall be swing gates with 1500mm, 3000mm and 5000mm opening. The height of the pedestrian gate shall match the adjacent fence. 4.1.4.2 The gate with the 1500mm opening shall be a single leaf fitted with 2 heavy duty hinges. One at the top and the other at the bottom. 4.1.4.3 The gates with 3000mm and 5000mm openings shall be double leaf with 4 heavy duty hinges on either side. 4.1.5 Under Dig (Foundation) 4.1.5.1 All concrete shall be as specified by the Civil Engineer. At a minimum the concrete shall have a minimum compressive strength of 15MPa at 28 days. 4.1.5.2 Concrete foundations for the gate (main and auxiliary entrances) posts shall not be less than 300 x 300 x 600(deep)mm. 4.1.5.3 The concrete base at all entrances shall have a width of 500mm and a foundation depth of 250mm. 4.1.5.4 The concrete base at the main entrance gates shall be suitable for passage of vehicles. 4.1.5.5 The concrete base at the pedestrian entrance shall be suitable for passage of staff and hand drawn maintenance equipment. 4.1.5.6 There will be no need for foundation at the rail entrance of the trains. 4.1.5.7 The foundation for the gates shall be raised by 50mm at the centre and be lowered towards the edges to allow for smooth entry of vehicles. 4.1.5.8 The foundations mentioned for all posts shall protrude at least 100mm above ground level and be designed to prevent water from standing. 4.1.5.9 The wheel size for the gates shall be series 80 and a round bar shall be installed on the base of the gate to run the wheel. 4.1.6 Posts 4.1.6.1 The main posts for the yard shall be constructed of I.P.E section 100 x 55 5mm with a maximum spacing between posts, centre to centre, of not more than 2500mm 4.1.6.2 The posts shall have a minimum height of 3000mm. 4.1.6.3 All posts shall be hot dip galvanised to SANS121 or any material that will have a lifespan of at least 25 years (to be quoted as an option) at the coast. 4.1.6.4 The corner posts shall have a 12mm (diameter) hole drilled in the centre of the section 300mm above ground level. This is for earthing purposes. 4.1.7 Electric Fence Barrier 4.1.7.1 Software • Fence monitoring software must provide a PC based visual interaction with your electric fence system. Visual map images of the electric fence and its zones must be displayed on a computer screen. This software must allow for remote monitoring and control features. An audit trail or transaction logs are to be recorded on the operational history of the system over time. 4.1.7.2 Energizers • Multiple 2 zone energizers to eliminate a single point of failure are required. • The energizers are to be linked via fibre optic cable to provide a comprehensive network of zones, all monitored by the software application. • The system is to allow for separation of the fence into zones to allow easy identification of the zones affected by fence faults or tampering. • The system is to manage power distribution and ensure that the maximum amount of energy is transferred to the respective zone and ensure that the total combined energy of any two zones does not exceed the legal maximum permissible. • All energizers are to be controlled by a tag and/or a keypad & can be programmed to offer customized solutions. 4.1.7.3 Features • 7.6 Joule output energy (two-zone) • Robust and flexible design for industrial security • Can be expanded into a multi-zone system. • Built-in alarm monitors tampering or faults on the high voltage and earth fence wires • Connectable to armed response radio or GSM module • Lightning and power surge protection • Intelligent power saving to extend battery life. • Easy-to-use tag included for controlling the energizer. • Optional keypad for controlling and programming the energizer. This allows the user to control the energizer remotely, with up to four keypads. • Powered by 240V mains and includes built-in battery for back-up power. • Two built-in gate alarm inputs to monitor if the gates are open or close. 4.1.8 Fence Detection 4.1.8.1 An active vibration sensor-based detection solution with accuracy of up to 3M is required. The detection solution must be capable of detection of vibrations on different types of fences with high accuracy at up to 3 meters. These fences include welded mesh, steel palisade, concrete palisade, and precast walling. 4.1.8.2 The detection solution should have sensors fitted to the posts and pillars to ensure low to no false alarms. The installation is to be simple and quick and there is to be little to no maintenance on the system. The detection system is to be IP67 rated with strong, durable cables, potted electronics, and built-in surge protection. 4.1.8.3 The supplied software should be easy to navigate and set up, with a live map to show detections and that the sensors are online. When an intrusion is attempted on the fence, the zone with the nearest sensor must pop up on the screen to indicate the exact location of the attempt. 4.1.8.4 Integration into a CCTV system to view or records must be possible, along with triggering lights, setting a siren off and linking to an alarm system. 4.1.9 CCTV – OPTIONAL SUPPLEMENTARY SERVICE 4.1.9.1 Video Management Software An OPEN IP video management software (VMS) designed for large-scale and high- security installations is required. In addition to central management of all servers, cameras and users in a multi-site setup, the VMS should include options for the addition of an integrated video wall for operators demanding supreme situational awareness of any event. The video management software (VMS) must be efficient and scalable. It should allow the end user to easily add more cameras per recording server and let you select the hardware that meets budget and requirements. 4.1.9.2 Maintaining Control of the Installation The video management software (VMS) should allow for the following: • Management of available storage space with predictive video retention warnings. • Load balancing on recording servers in real-time, without disrupting video recording. • Ensure uninterrupted video recording with failover recording and edge storage support. 4.1.9.3 Cameras • Allowance must be made for strategically placed CCTV cameras capable of providing event-based video footage for an overview by security for verification purposes. • The cameras must have the following minimum functionality: 1. Bi-Spectrum PTZ 2. Bandwidth management to optimise streaming 3. Thermal sensor resolution of at least 336x256 4. Light finder Technology 5. Thermal sensitivity (NETD)

6. OTHER INFORMATION RELATED TO THE SCOPE 6.1 This specification states the minimum requirements relating to the work and in no way absolves the contractor from responsibility for sound engineering practice. Any omissions or sub-standard requirements of this specification must be brought to the attention of Transnet Engineering at tender stage and optional prices for addressing such omissions must be provided. 6.2 Any matter relating to this work, which requires a decision from Transnet Engineering shall be presented to the Project Manager in charge. 6.3 All offers shall be completed in every respect with this specification. Only completed tenders shall be considered 6.4 The Technical Officer reserves the right to have the proposal checked independently by a third party. 6.5 Tenders must allow for monthly progress and clarification meetings on site initially and after commissioning for defect meetings when required. A meeting will be held after issuing of the tender to establish the exact scope and magnitude of the contract. No tender will be considered unless it has this certificate signed by the Engineer or his representative. 7. HEALTH AND SAFETY REQUIREMENTS 7.1 All equipment and installation whether detailed in this specification or not shall comply with the requirements of the Occupational Health and Safety Act 85 of 1993 as amended and all other applicable legislation including specific set of regulations and local authority by laws where applicable. All equipment shall be designed to be fail safe 7.2 All the necessary safety equipment such as guards over rotating equipment shall be supplied and the equipment shall comply fully with all the requirements of the South African Occupational Health and Safety Act, Act 85 of 1993 and all other applicable legislation including specific set of regulations and local authority bylaws where applicable. At all times during the manufacture, of assembly and testing of the equipment the contractor will be responsible for the safety of all persons on site and the equipment. 8. SHE SPECIFICATION 8.1 Prior to commencement of contract, the contractor shall be issued with a SHE specification in order to compile a SHE file in line with TE requirements. Prior to establishing on site, it is an explicit requirement of this contract that all of the Contractor’s personnel directly involved with this contract, including those of sub-contractors, attend a Safety induction course. 8.2 Transnet will provide the course free of charge and attendance is compulsory for all personnel under the control of the Contractor who, during the duration of the contract, will be present on site whether on a full time or ad hoc basis. 8.3 The contractor must allow for all additional charges because of these requirements as no claims for extras will be accepted in connection with the foregoing. As part of the legislative and TE SHE requirements. 8.4 The successful contractor is required to conduct a Risk assessment to ascertain all potential risks associated with this project. 8.5 The completed risk assessment is to be formally submitted to the Risk department via the project manager at least two weeks prior to the commencement of the actual project. safety file and associated documents will be required from a successful tenderer and such will be communicated by the Risk department. 9. SPECIALIST SUB-CONTRACTORS 9.1 Only specialist sub-contractors who have previously successfully completed work of the type and extent specified in this document should be engaged. 9.2 The tenderer shall provide the technical officer with sufficient proof of having suitable experience regarding the design and manufacturing of similar equipment. To this end, complete and detailed reference list shall be submitted with the tender. Reference list include addresses as well as contact person who may be visited for inspection of equipment / facilities during the adjudication period. 9.3 The tender shall submit a complete list of proposed sub-contractors and suppliers of major components with his tender. 9.4 The tenderer shall be prepared to commit themselves in writing to the technical officer with an adequate, experienced and stable project team for the duration of the contract. 9.5 Transnet Engineering will not consider any Tenderer’s offer that, in the sole opinion of Transnet Engineering, does not have adequate experience in the design and manufacture of such equipment. 9.6 Contractors shall do the installation simultaneously with other contractors on-site busy with other work and shall plan work that it integrates with other work performed. 10. MATERIAL AND WORKMANSHIP 10.1 The materials or equipment shall be offered complete in all respects. 10.2 The equipment, as made and supplied, shall be complete in every respect, of modern design, using the most advanced proven technology extensively supported by reputable local companies, and be built to good engineering practices. Tenderers shall supply a list of the entire main components (mechanical, electrical etc.) proposed as well as the addresses of the local support companies 10.3 All parts and components shall be adequately protected against damage and corrosion during shipping, transport and storage. Should any of the items called for be standard equipment, then the words “Standard Equipment” shall appear against the item. 11. GENERAL REQUIREMENTS 11.1 The successful tenderer will be subjected to a workshop inspection by Transnet Engineering, to ensure that the facilities are to the satisfaction of the Transnet Engineering in terms of the quality control and equipment capabilities for manufacturing such type of equipment. 11.2 The tenderers shall guarantee that the rating and size etc. of the equipment offered, is adequate in order to perform the duties required. 12. 12.1 The contractor shall be solely responsible for safety of his staff and for providing security to safeguard his works and material on site, until such a time. 12.2 The contractor shall be required to attend site meetings when convened by the Project Leader controlling the contract. 12.3 The contractor will be responsible for any damages caused by his staff to the building and civil works on site. 13. PENALTY CLAUSES 13.1 Due to the criticality of this project penalties will be levied for late deliveries.
