Front Entrance Drive & Parking Lot: During early September, the Front Entranceway Drive will begin to see construction. A majority of the drive and parking lot work will not begin until the Senior Park project is nearing completion. Bridge Replacement: Bridge reconstruction has a preliminary start date of Columbus Day Weekend (October 9- 11). During this weekend, contractors will put a temporary bridge in place to access the Township Offices. Throughout this weekend, there will be no vehicular access to Township Offices or grounds.
Historical Society Events: Firebase Chesterfield: August 14 (10 AM - 4 PM) & August 15 (10 AM - 3 PM) We will host the Michigan Military Technical & Historical Society in a Vietnam living history experience. The event will feature a public demonstration of authentic Cold War era combat, encampment life, and vehicle displays. Two battle reenactments will take place daily at 11:00 AM and 2:00 PM. Food and drinks will be available for purchase. Entrance fee is a donation of $1 per person or $2 for a family. Leisure Services Events: Summer Concerts: August 6 (Jukebox Junkies) August 13 (Family Tradition) Friday nights at 6:30 PM join us at the Municipal Offices. Park your vehicles, grab your chairs, blanket, and snacks, and walk over the footbridge to have a family night full of fun. Food Trucks @ the Township: Friday, August 13 (12 PM - 3 PM) Foodies unite for food trucks! Currently on the schedule we have Teener’s Wieners, Whoa! Tacos, Nom Nom Ninja, and Sugar Rush. These tax bills include 50% of the Anchor Bay and New Haven school taxes, 100% of the L’Anse Creuse school taxes, County Operating taxes, Macomb Intermediate school taxes, and Macomb Community College taxes. Brandenburg Shoreline (1017-2019) July 31, 2021 Project Manager: Josh Sonnenberg Funding Source: NOAA & Chesterfield Twp Phase: Construction Estimated Project Budget: $1,348,305.00 Project Cost to Date: $1,031,629.46 Estimated Completion Date: Spring 2021 Change Orders: $11,213.22 Project Details The shoreline restoration is slated to include 740 linear feet of shoreline softening as well as 1.5 acres of near shore habitat creation and is primarily funded by a grant from the National Oceanic and Atmospheric Administration (NOAA). The project will include sections of rocky breakwater intended to promote an increase in juvenile fish and healthy assemblages of game fish while providing forage for waterfowl, along with shoreline bioengineering which adds habitat complexity and will provide improved habitat for herpetofauna and macroinvertebrates. Ongoing communication and collaborative work will be between OHM Advisors, Chesterfield Township, Great Lakes Commission, NOAA, and other regulatory agencies will be essential for a successful project. Due to the spawning timeline for the fish habitat, in water work cannot be done between April 1 st and Sept 30th. Goal is to have additional funding secured and project awarded in August 2020. Winning contractor, Anglin, will have project prepped and ready to start the site work by November 1, 2020. Project Status • Project work will be paused for the summer while the park is being used by the residents. We will take this time to study the project and plan for additional work will be done in the fall. • Planting complete in the cove area. Temporary fence installed to protect the new plants fence will remain in place until spring
• Township has repeated the need to keep the cove area maintained. One notice of noncompliance was already sent to the planting contractor. They responded and bed maintenance work is underway. • The grading along the shoreline will continue to settle in the areas were the work was done. This was expected and the areas will be filled and repaired during the work in the fall. • Where the new shoreline rocks meet the lawn has also showed signs of settling additional rocks will be added in the fall. • Team is developing a punch list work on these items are ongoing • Our State and Federal Partners have been wonderful to work with and have provided us with additional grant information for future site improvements • SEMCOG meeting conducted on site and provided a shoreline tour • For the first time since COVID restrictions started the entire project team and partners met onsite. We discussed the project thus far and additional improvements moving forward.
Senior Park (1023-2020) July 31, 2021 Project Manager: Josh Sonnenberg Funding Source: CBDG $149,734.75 & Township $63,272.50 Phase: Construction Estimated Project Budget: $213,007.25 Project Cost to Date: n/a Estimated Completion Date: August 2021 Change Orders: n/a Project Details Our Seniors have a beautiful indoor space for all-season recreational programming, but their outdoor space is limited. The addition of a Senior Park will permit individuals, who are 55 and older to experience the outdoors in an area they can call their “own.” This park will provide outdoor activities for both the active and passive populations of aging adults. It will include an equipment-based exercise area, raised garden bed, open green space, ADA accessible concrete pathways, a patio pavilion, and shaded areas for programming; all of which will be contained within a fenced perimeter, complete with a locked gate, lush landscape, and park sign with designated use. This project will be finished in two phases. Phase One 2020: • Phase one will include site survey, fence, cement and flat work, patio pavilion foundation, garden bed foundation, courts/programming area foundation, entrance sign, turf, green space and exercise equipment. Upon completion of this phase, senior citizens will have an outdoor recreation area immediately available for use. Phase Two 2021: • Phase two includes a covered patio/pavilion for permanent shade to the patio, a doorway leading into the Senior Center, and the raised garden/flower bed * Engineering for both phases will occur during phase one. Engineering Design & Bid Package: December 2020 Bid (MTTN): Posted by: April 30,2021 Bid Opening: May 13, 2021 Board Approval - Bid Award: June 2021 Construction Start: July 2021 Construction End: August 2021 Project Status Formal Grant Agreement has been executed. Project was awarded to WCI Contractors, preliminary site work has begun, footings are in place.
Jefferson Avenue Pathway (1024-2020) August 2, 2021 Project Manager: Mitch O’Connor Funding Source: GL# 101-446-970.000. Phase: Construction Estimated Project Budget: $281,914.35 Project Cost to Date: $252,872.69 Estimated Completion Date: Fall 2021 Project Details This project is a pathway which will connect Sutton Drive to the existing path along the north side of the newly constructed Salt River bridge. The recently restored right-of-way in this area does not provide a safe route for non-motorized travelers and necessitates the construction of a pathway. This pathway includes a modular block retaining wall with guardrails. This retaining wall component is necessary due to the grade changes immediately adjacent to the bridge. Project Status This project is substantially complete. Contractor is completing final restoration. Change Orders Change Order No. 1: Increase permit allowance, removal of utility pole (DTE), realignment of pathway (DTE conflict at Sutton), extension of new wall. Change Order No 2: Additional aggregate base, addition of 2 feet of wood rail fence, and replacing asphalt with concrete on pathway.
2020 Sanitary Sewer CCTV & Cleaning Program (1026-2020) August 1, 2020 Project Manager: Donald Coddington Funding Source: 591-541-801.000 Phase: Construction Estimated Project Budget: $297,681.77 Project Cost to Date: $195,686.86 Estimated Completion Date: July 9, 2021 Project Details Public Works maintains the sanitary sewer infrastructure by implementing a closed caption television (CCTV) and cleaning project for a section of the sanitary sewer. The general focus is to televise the entire sanitary sewer infrastructure over a 10-year period to ensure that we can maintain and repair all potential major defects that are found and to reduce or eliminate inflow and infiltration into our system. Ensuring that our sanitary sewer system is secure and devoid of infiltration helps prevent the unnecessary treatment of clean water by GLWA. Project Status The project went out to bid, with the bid opening taking place on September 29, 2020. Public Works went to the board on October 13 and had the construction portion of the project awarded to DVM Utilities, Inc., at a total cost of $231,505.00, and an updated total project cost of $297.681.77. Project started on April 12. The CCTV and Cleaning portion of the project is complete. AEW is now compiling all potential repairs that need to be made. That list will be given to the DPW shortly. DVM Utilities has been notifying residents 24-48 hours prior to work being done on their street. Change Orders None.
Civic Center Bridge Construction (1027-2020)& Civic Center Pavement Rehabilitation (1028-2020) August 2, 2021 Project Manager: Mitch O’Connor Funding Source: GL# 101-265-975.000 Phase: Bid & Award Estimated Project Budget: $1,024,893.40 Project Cost to Date: $81,814.04 Estimated Completion Date: Fall 2021 Project Details The paving project is for the existing surfaces be milled 2” with isolated full depth repairs where the pavement is showing signs of base failure as well as a crush and shape for the main driveway with 4” HMA cap from Sugarbush to the parking area. Using this approach and with proper maintenance the pavement should last another 10 years. The bridge project will replace the existing timber superstructure with a comparable but thicker timber structure Project Status The bid opening was scheduled for May 18, 2021. The low bidder at the May 18, 2021 bid opening was Blaze Contracting, Inc. The Project was awarded at the June 8, 2021 Board Meeting. A Pre-Construction Meeting was held on June 22, 2021. Construction is scheduled to begin September 7, 2021 and be completed this fall. Change Orders None.
Brandenburg Sport Court Rehabilitation (1029-2020) August 2, 2021 Project Manager: Mitch O’Connor Funding Source: GL: 101-265-975-000 Phase: Construction Estimated Project Budget: $250,000.00 Project Cost to Date: $176,129.46 Completion Date: June 2021 Project Details This project will resurface the existing basketball and tennis court and replace the auxiliary court with three pickleball courts. Project Status Asphalt Specialist Inc. have completed construction and courts are striped and open for use. The Contractor is currently working on completing the Township punch list items Change Orders Change Order No. 1: Change from replacement of existing fence to new black vinyl chain link fence. Change Order No. 2: Additional surfacing material & addition of 1 fence post.
Maurice DeMuynck Anchor Bay Pump Station Study (1030-2021) August 1, 2021 Project Manager: Donald Coddington Funding Source: General Fund Phase: Construction Estimated Project Budget: $162,097.00 Project Cost to Date: $48,742.50 Estimated Substantial Completion Date: September 30, 2021 Project Details The Maurice DeMuynck Anchor Bay Pump Station is in need of some overdue repairs and maintenance. While Public Works has been maintaining the station to the best of its ability, there are some major maintenance and repairs that need to be done that are beyond the scope of the department. We partnered with OHM Advisors to create a package to bring to the board that can begin the overall assessment and recommendation of what needs to be completed, and to create a capital improvement plan (CIP) that will help improve the station's functionality. As of right now the station has four pumps on site, of which three are known to need a fair amount of maintenance or replacement. The study will take roughly four months to complete. Project Status OHM Advisors, Public Works, and Engineering had a workshop on February 8 to discuss the project, as well as have an on-site visit to the pump station to gather more information. A 360-degree walkthrough was created for the building, giving a great depiction of the station and its operation. Additional meetings were held to determine the potential configuration options of the four pumps currently in the station. The meetings gathered information on the potential use of electric, diesel, or natural gas pumps in the station.
A meeting was held with Detroit Pump on July 21 and it was determined that the entirety of the pump shaft and column is beyond repair and will need to be fully replaced. The inspection of this shaft and column is the basis for the condition of all four pumps. The Water and Sewer, Engineering, and Facilities & Operations Departments are working together to determine the course of action to take on this station, as a replacement shaft and column has a 30-week lead time for replacement. Emergency backup plans are also being established in preparation for large rain events. Change Orders None
2021 New Haven Road Water Main Project (1031-2021) August 1, 2021 Project Manager: Donald Coddington Funding Source: Enterprise Fund Phase: Design Estimated Project Budget: $278,700.00 Project Cost to Date: $16,373.10 Estimated Completion Date: October 5, 2021 Project Details Monicatti Auto Sales is expanding their business by adding a second building onto their property. Per Fire Department regulations, the new building must have a fire hydrant within 300 feet of the new building, which requires water main to be built along New Haven Rd. Water main will be installed across Pollard Park, a small DTE Energy parcel, and Monicatti Auto Sales, which totals approximately 1,200 feet. The debt service for water main has been paid for the parcels affected by this project. Project Status Project started on February 10, 2021, with AEW proceeding with design of the water main. The expectation is to bid out the project in March or April, with the construction award to be announced at the board meeting that follows the bid opening. FDM Contracting, Inc. was awarded the construction portion of the project at the May 25, 2021 board meeting. FDM Contracting began construction on the water main the week of June 8. Water main has been installed and water services connected. Project is substantially complete. Change Orders • None
Peggy Lane Water Main Project (1032-2021) August 1, 2021 Project Manager: Donald Coddington Funding Source: Enterprise Fund Phase: Design Estimated Project Budget: $2,179,500.00 Project Cost to Date: $9,900.00 Estimated Completion Date: December 31, 2022 Project Details The Peggy Lane Water Main Replacement Project includes replacing roughly 5,000 feet of water main along the following roads: • Peggy Lane (Seaden to Sugarbush) • Short Court (off of Peggy Lane) • Seaden Drive (23 Mile to Bower Rd) Project Status A project kickoff meeting was held on April 23. OHM Advisors is currently beginning the design phase of the project. Design is currently 60% complete. Change Orders None.
Jefferson Avenue Water Main Project – Phase 1 (1033-2021) August 1, 2021 Project Manager: Donald Coddington Funding Source: Enterprise Fund Phase: Design Estimated Project Budget: $2,380,900.00 Project Cost to Date: $10,800.00 Estimated Completion Date: December 31, 2022 Project Details The Jefferson Avenue Water Main Replacement Project - Phase 1 includes the following water main replacement: • Jefferson Avenue from William P Rosso Highway to 21 Mile Rd - Approximately 4,500 feet • Rosso Highway east of Jefferson Avenue - Approximately 1,000 feet Project Status A project kickoff meeting was held on April 23. OHM Advisors is currently beginning the design phase of the project. Design is currently 50% complete. Change Orders None.
