The Bellringer may have been silent since California Ballot the May/June edition, but that doesn’t mean the DWC Propositions Board hasn’t continued to work on your behalf! We also voted to spend $240 for scholarships to support a local caravan of precinct workers to travel to COMMUNITY Fresno to campaign for Andrew Janz, who is running to EVENTS unseat Devin Nunes in the 22nd Congressional District. This effort is organized by Harvey Dosik. Mike Rotkin, DWC Program Chair, did a great job organizing the challenging programs. Thank you, Mike. Our endorsement is Carolyn Livingston highly sought after, and we are proud to contribute both First Vice President, money and efforts toward electing good people to serve in Membership and DCC public office and to support worthwhile local measures. Members voted on the amounts we Parliamentarian would donate to our endorsed candidates. The forum covered virtually every local candidate race in the county Diana Alfaro and there was an overflow crowd of DWC members and Publicity other members of the public. Because of time Maureen McCarty limits, candidates did not have a great deal of time to Legislative describe their campaigns, but the members present received enough information from the candidates to endorse in every race we featured except one. Of course, we also encourage our members to donate individually and work for these candidates when they contact you during the campaign. Dan Rothwell Santa Cruz Port District: Neli Cardosa and Reed Geisreiter At its ballot initiatives forum held on Monday evening, August 27, the DWC members endorsed the following campaigns and will send them $400 each: Yes on G: County ½ cent sales tax Yes on H: County housing bond No on M: City of Santa Cruz Rent Control Legislative Update By Kristen Peterson In preparation for this November’s election, the cities of Scotts Valley, Capitola, and Watsonville have voted to place Transient Occupancy Tax (TOT) Measures on the ballot. For this edition of the Legislative Update, I want to discuss what these TOT measures are about and what they can help to accomplish in your community. A TOT is a tax levied on the total cost of a shortterm lodging such as a vacation rental or hotel room. Because these services are usually utilized by visitors, residents are not likely to pay the TOT tax associated with these lodgings unless they choose to take a “staycation” in their hometown. As Santa Cruz County gains popularity with travelers, many of our cities are feeling the impact that large numbers of visitor’s place on our local infrastructure and the provision of city services. The TOT taxes allow cities to generate revenue that provides for maintaining the current level of services provided to both local residents and outoftown guests. Scotts Valley and Watsonville plan to place the potential increase in TOT revenues into their general fund, which means that their measures propose a “general purpose ” d ill i i l j i f d i I https://us9.admin.mailchimp.com/campaigns/show?id=2824097 6/9

In Capitola however, the potential revenue generated by an increase in TOT taxes would be designated into specific funds, thus requiring a 2/3 vote of approval of this “special purpose tax” in order for it to pass. In Scotts Valley, the current transient occupancy tax rate is at 11%. If passed, Measure N would raise the TOT to 12%. Watsonville’s Measure O would increase the City’s TOT from 11% to 12%. In both cases, TOT revenues would be used to pay for the city’s operations and services such as police and fire protection, road repair, recreation, and other essential city services. In Capitola, a TOT increase of 2% would raise the total tax rate from 10% to 12%. In contrast to Watsonville and Scotts Valley’s generalpurpose tax, Capitola is proposing a special purpose tax that would determine specific uses for the revenue generated. Capitola’s Measure J indicates that the 2% increase would be divided into designated funds with .4% of the total increase divided between the CapitolaSoquel Chamber of Commerce and the Capitola Beach and Wharf Business Improvement Area, .35% designated to fund local youth and early childhood programs, and 1.25% of the total increase going to the City’s general fund. Board Report By Elena Cohen Since April 'sThe Bellringer, the Board has approved the following expenditures and sponsorships: A contribution of up to $240 to pay for a van rental to transport precinct workers from Santa Cruz to targeted congressional districts. Harvey Dosik, a local volunteer, is organizing the van pools. The videos will be linked on DWC’s website and Facebook pages. These forums help inform all Santa Cruz voters, and past endorsement forum videos have been viewed by over 1,000 people. A $200 contribution to Santa Cruz Indivisible to cosponsor a conversation about voting rights and elections (featuring California Secretary of State Alex Padilla and Santa Cruz County Registrar of Voters Gail Pellerin), held at the Rio Theater on August 31. A $250 contribution to the Santa Cruz County Democrats to cosponsor a fundraising picnic on September 16. The funds are slated to pay rent for a Watsonville headquarters and for paid campaign coordinators in the Santa Cruz and Watsonville Offices. Cosponsorship (no funds requested) for the showing of the movie, Jackson. The Reproductive Rights Network is bringing this film to Santa Cruz.
