POSITION DESCRIPTION Directorate: XXXX Division: Workforce Capability and Position Number: E1161 Governance Location: Nara Building Civic Position Title: Executive Branch Manager, Professional Standards Unit Last Reviewed: 25/09/20 Classification: Executive Level 1.3 The Australian Capital Territory Public Service (ACTPS) is a values-based organisation where all employees are expected to embody the prescribed core values of respect, integrity, collaboration and innovation, as well demonstrate the related signature behaviours. DIRECTORATE OVERVIEW The Chief Minister, Treasury and Economic Development Directorate (CMTEDD) leads the public sector and works collaboratively both within government and with the community to achieve positive outcomes. As a central agency, CMTEDD provides strategic advice and support to the Chief Minister, the Directorate’s Ministers and the Cabinet on policy, economic and financial matters, service delivery, whole of government issues and intergovernmental relations. The Directorate facilitates the implementation of government priorities, drives initiatives as well as leads the strategic direction for the ACT Public Service (ACTPS), to ensure that it is well positioned to perform its role. DIVISION OVERVIEW Workforce Capability and Governance: • provides strategic advice to the ACT Government on public sector employment; • supports good governance in the public sector by developing effective policy, legislative and industrial frameworks; provides workforce planning and strategic support to the public sector agencies; and • provides support to the Head of Service, the Strategic Board and its sub-committees. Workforce Capability and Governance sets and clarifies the direction of the ACTPS workforce to meet current and future capability needs, and to establish the conditions to enable success.
POSITION OVERVIEW The Executive Branch Manager, Professional Standards Unit provides a central investigation and advisory role for ACT public sector. The position provides support to the statutory office of the Public Sector Standards Commissioner (PSSC) in the conduct of investigations of misconduct allegations and management of complaints within the Service. In addition to investigating complaints, the PSSC also advises the Chief Minister on matters arising from investigations conducted and, in this context, may provide advice about the public sector values, principles and the conduct required under the Public Sector Management Act 1994. Further, the PSSC performs any functions conferred on the PSSC by the Chief Minister under the Public Sector Management Act. The Executive Branch Manager, Professional Standards Unit may exercise powers and functions delegated by the PSSC and other functions as required. The position of Executive Branch Manager, Professional Standards Unit supports the PSSC by providing leadership for managers and staff undertaking investigations on misconduct matters and assists the PSSC in the delivery of their statutory responsibilities. The position leads a team of approximately 15 investigators and support staff and reports to the PSSC on investigations and other matters related to the Commissioner’s role; and to the Deputy Director General, Workforce Capability and Governance on organisational and resourcing matters. The role encompasses a breadth of accountabilities that will result in system wide enhancement in integrity and open government. The Executive Branch Manager will be required to provide advice on the management of misconduct matters across the sector and utilise behavioural analytics and evidence-based insights to inform policy and practice development. The position is required to develop productive influential relationships with senior leaders across ACT Government Directorates and Agencies. The role leads on the delivery of contemporary awareness raising and preventative education and training, relevant sector wide communications and also contributes to executive development programs for ACTPS employees. The Executive Branch Manager, Professional Standards Unit is responsible for leading and managing the relationship and arrangements with the Integrity Commission to ensure the statutory functions are carried out in an effective and efficient way within the respective jurisdiction of the PSSC and the Integrity Commissioner. The Executive Branch Manager, Professional Standards Unit will also lead the policy development and operational aspects of misconduct matters where they intersect with serious and systemic corrupt conduct under the Integrity Commission Act 2018.

Support the Public Sector Standards Commissioner and deliver investigations of a high standard in a timely manner. 2. Provide advice to the Public Sector Standards Commissioner on the management of misconduct matters across the ACTPS, including behavioural and process trends. 3. Develop and maintain productive working relationships with the senior leadership group within CMTEDD and other ACT Government Directorates and Agencies. 4. Lead the improvement of integrity services and operational business systems. 5. Identify and embed alternative ways of managing workforce issues to reduce instances of misconduct. 6. Contribute to executive development programs for ACTPS employees. Note: This position involves direct supervision of SOG and ASO level staff and labour hire contractors on occasion.
