保良局顏寶鈴書院 公民與社會發展科 「公民與社會發展科津貼」學校計劃 (2021 – 2024) 1. 背景 改革高中通識教育科是優化高中四個核心科目的措施之一,以期為學生創造空間及照顧學生多樣性。教育局已接納課程發展議會與香港 考試及評核局(考評局)公開考試委員會通過的高中四個核心科目(即中國語文、英國語文、數學、公民與社會發展科以代替通識教育 科)優化方案,公布有關科目的優化措施將於 2021/22 學年在中四級起推行。作為其中一項支援措施,教育局將會向每所公營中學及提 供本地高中課程的直接資助計劃中學(直資中學)發放 30 萬元的一筆過津貼,以支援學校在 2021/22 學年起推行公民與社會發展科(公 民科)課程。(可參考教育局通函第 83/2021 號〈支援推行高中公民與社會發展科的一筆過津貼〉) 由 2021/22 學年起,資助中學(包括開設公民科的特殊學校)、按位津貼中學、官立中學,以及直資中學均可跨學年使用津貼至 2023/24 學年完結,即學校可將未使用的津貼餘額撥入其後的學年/財政年度繼續使用,直至 2024 年 8 月 31 日止。截至 2024 年 8 月 31 日的「公 民科津貼」餘款,會被教育局收回。官立學校的用款期與資助學校相同,未使用的津貼餘款會在 2024 年 8 月 31 日時予以取消。學校須 於 2024 年 9 月 30 日或以前將填妥的「『公民科津貼』運用報告」交回本局課程發展處通識教育/公民與社會發展組。學校不用把支出 項目的發票及收據副本呈交教育局,然而學校須根據這項津貼的「運用指引」妥善運用撥款,並把有關財政記錄及單據等文件存檔,以 供有需要時查核。 2. 計劃目的及目標 學校可因應其校情和發展需要,靈活運用一筆過津貼以支援教師教授公民科和開展相關的學與教活動。 Annual School Plan (ASP)_PLKNPLC_2021-2022 32
